ANYTHING.

OKAY.

SO I HAVE SEVEN O'CLOCK.

[1. Call The Meeting To Order - Mayor Jeff Gore]

OKAY.

SO HELLO EVERYONE AND WELCOME.

UH, THERE OBVIOUSLY IS NOBODY PRESENT INSIDE OF CITY HALL THIS EVENING.

UH, HOWEVER WE ARE CONTINUING OUR MEETING SCHEDULE, UH, VIA, UH, VIDEO CONFERENCING, WHICH IS THE LEGISLATION THAT WE PASSED AT THE LAST MEETING THAT WOULD ALLOW US TO DO THIS.

SO IT IS SEVEN O'CLOCK.

IT IS MARCH 23RD, 2020 AND THIS IS A REGULAR SESSION OF COUNCIL.

NOW THE MEETING IS CALLED TO ORDER.

I WOULD ASK MR ANDY HILL, OUR CURRENT WORD FOR COUNCIL MEMBER NOT TO PROVIDE US FOR THE INVOCATION FOR THIS EVENING.

MR. HILL, IF YOU WOULD JUST BUY YOUR HEADS.

FATHER, I THANK YOU FOR THIS DAY.

I THANK YOU FOR THIS, UM, THIS TIME TO BE ABLE TO MEET AND DO WORK FOR THE CITY.

LORD, I THANK YOU FOR THE WEATHER THAT WE'VE BEEN HAVING.

WE'VE HAD SOME, SOME CRAZY TIMES RIGHT NOW AND, AND YOU WERE WORKING THROUGH ALL OF THAT AND I JUST KNOW THAT AND I THANK YOU FOR THAT.

LORD.

I JUST PRAY OVER ALL OF THOSE HEALTH CARE WORKERS AS THEY WORK ON MAKING SURE THAT PEOPLE STAY HELPING AND, AND HELP THROUGH ALL OF THIS.

THEY ARE WITH THEM THAT USE OUR HEARTS.

LORD, I JUST THANK YOU FOR THIS DAY.

I THINK THIS, THIS TIME, YOUR NAME WE PRAY.

AMEN.

AMEN.

THANK YOU MR. HILL.

NEXT UP IS ITEM NUMBER THREE WHICH IS A REAL CALL MR. ROGERS, IF YOU WOULD CALL THE ROLL THE SEATING PLEASE MS. BAKER .

MR. CAMPBELL HERE.

MRS. BIRD HERE.

MR ODDO HERE.

MR. LYONS HERE, MR. HILL HERE.

MR. WEBB, MAYOR BAR HERE

[4. Approval Of Minutes]

AND NEXT UP IS ITEM NUMBER FOUR WHICH IS APPROVAL OF MINUTES.

SO ON THE AGENDA THIS EVENING OF ITEM FOUR A AND B, WHICH IS CITY COUNCIL EMERGENCY MEETING MINUTES FROM MARCH 15TH AND THEN CITY COUNCIL SPECIAL MEETING MINUTES FROM MARCH 16TH.

SO THOSE MINUTES HAVE BEEN DISTRIBUTED.

EVERYONE FOR REVIEW.

IF THERE ARE NO QUESTIONS, CONCERNS OR OBJECTIONS, UH, THE MINUTES FOR BOTH OF THOSE MEETINGS WILL STAY AS APPROVED.

OKAY.

I'M HEARING NO OBJECTIONS.

SO THE MINUTES FOR MARCH 15TH AND 16TH OF 2020 I WILL SAME AS APPROVED.

NEXT UP IS ITEM NUMBER FIVE, WHICH IS SPECIAL PRESENTATIONS AND ANNOUNCEMENTS.

MR. ROGERS, ARE THERE ANY, IS A FEW THINGS THAT WE HAVE FROM ANYWHERE, ANYWHERE, THERE ARE NOT THIS EVENING I DIDN'T.

NUMBER SIX ARE CITIZENS' COMMENTS.

I KNOW WE'VE BEEN DOING THAT A LITTLE BIT DIFFERENT.

WE ANNOUNCED THAT, UH, OUR LAST MEETING, THE PUBLIC MEETING, EMAIL ADDRESS TO SUBMIT COMMENTS.

DO WE HAVE ANY OF THOSE? THIS, THERE ARE NONE OF THOSE ITEMS. AND THEN NUMBER SEVEN WOULD BE CITIZENS REGISTERED TO SPEAK ON SPECIFIC AGENDA ITEMS. DID ANYONE REGISTER TO SPEAK? THEY DID NOT.

NONE OF THOSE.

[8. City Manager Report]

AND NEXT UP IS ITEM NUMBER EIGHT, WHICH IS OUR CITY MANAGER REPORT.

MR SCHOMER IF YOU WOULD.

YES.

A COUPLE OF BRIEF THINGS TONIGHT OBVIOUSLY, UH, WITH THE UPDATE FOR SOME OF THE INFORMATION AND CHANGES WITHIN THE COMMUNITY FOR SOME FACILITIES.

WITH THE RECENT ORDER ISSUED BY THE DIRECTOR OF HEALTH, UH, FOR THE STATE OF OHIO, UH, WE HAVE FURTHER RESTRICTED SOME USE OF, UH, SPACES, UH, WHICH ALSO INCLUDES THE PLAYGROUND STRUCTURES AND PLAY FEATURES WITHIN OUR PARKS.

HOWEVER, THE ORDER DOES CALL FOR PEOPLE TO BE ABLE TO STILL GET OUTSIDE, UH, STRETCH OUT EXERCISE AND UTILIZE SOME OF THE OPEN SPACES.

SO AS NOTED ON OUR WEBSITE, THE OPEN SPACES ARE STILL OPEN WALKING PATHS.

HOWEVER, THE PLAYGROUNDS IN PLACE, TRUCKERS ARE CLOSED.

UH, WE ALSO HAVE HALTED ANY RESERVATIONS FOR GROUPS OR GATHERINGS IN PICK PICTURES AND WE WILL CONTINUE TO, UM, ALLOW FOR ANY OTHER SERVICES THAT WE CAN PROVIDE WITHIN THE COMMUNITY.

UH, REGARDING THIS, UH, THIS ONGOING SITUATION.

UM, STATUS QUO FOR OPERATIONS WITHIN THE CITY, UH, FOR COUNCIL'S UPDATE AND INFORMATION.

UH, WE ARE ALREADY ON A TELECOMMUTING BASIS REDUCING THE AMOUNT OF PEOPLE WITHIN THE WORKFORCE.

WE ALSO HAVE SOME STAGGERED SHIFTS OF THE EMPLOYEES THAT UH, DO HAVE TO PERFORM THEIR DUTIES WHILE HERE, BUT WE ARE NOT IN A POSITION WHERE WE HAVE SENT ANYBODY HOME JUST TO BE HOME AND NOT, UH, COLLECTING A PAYCHECK PER SE WITHOUT PERFORMING, UH, THEIR DAY TO DAY FUNCTION.

SO THERE STILL IS NOT A REDUCTION IN ANY OF THE SERVICES BEING PROVIDED TO THE COMMUNITY FOR MANY OF OUR EMPLOYEES.

I WILL SAY THAT OVER THE LAST WEEK OR SO, UH, IT'S BEEN,

[00:05:01]

UM, IT'S BEEN PRETTY CALM, PRETTY RELAXED.

UH, WE HAVEN'T HAD, UM, UH, MUCH ISSUES WITH ANY MEMBERS OF THE COMMUNITY GETTING INFORMATION OR GETTING SERVICES.

UH, THE EMPLOYEE BASE, UH, HERE WITHIN THE CITY IS TOP NOTCH AND IS REALLY DEDICATING THEMSELVES TO MAKE SURE THAT THEY, UH, THEY RECEIVE THESE ADAPTATIONS AND FLEXIBILITIES WITH THE UTMOST OF PROFESSIONALISM AND THAT'S REFLECTED IN THEIR DAY TO DAY WORK.

AND, UH, AND I WANT TO THANK AND CONGRATULATE ALL OF OUR, ALL OF OUR WORKERS HERE IN THE CITY, UH, TO CONTINUE TO BE A SOLID RESOURCE FOR, FOR ALL THE RESIDENTS HERE.

UM, ANOTHER COUPLE OF QUICK ANNOUNCEMENTS.

UH, AS WE KNOW, THEY, FEDERAL TAX DEADLINE HAS BEEN EXTENDED.

THE CITY HAS EXTENDED ITS DEADLINE AS NOTED ON THE WEBSITE.

HOWEVER, THERE IS STILL A LITTLE BIT OF CONFUSION BECAUSE THE STATE HAS NOT YET EXTENDED ITS, UH, OHIO MUNICIPAL LEAGUE IS WORKING CLOSELY WITH THE TAX COMMISSIONER AND UH, THE OTHER LEGISLATIVE AND GOVERNOR'S OFFICES TO GET ACCURATE INFORMATION AS TO WHETHER OR NOT THAT IS GOING OCCUR.

AND OBVIOUSLY AS SOON AS WE GET WORD ON THAT, WE'LL, WE'LL CERTAINLY, WE'LL BE CERTAIN TO GET THAT PUBLISHED OUT AS WELL.

UH, BUT FOR NOW THE LOCAL INCOME TAX DEADLINE IS EXTENDED TO THE SAME DEADLINE AS THE FEDERAL.

UH, AND I BELIEVE THAT'S JULY 15TH.

UM, ONE FINAL NOTE, WE DID ADD A NEW FEATURE TO THE WEBSITE TODAY AND A NEW PROGRAM, AND THAT IS BY LOCAL.

AND WHAT WE WANT TO EMPHASIZE AND MAKE SURE TO DO IS WE WANT TO ENCOURAGE ALL OF OUR RESIDENTS TO INVEST, SUPPORT OUR LOCAL BUSINESSES.

AS WE KNOW, OUR RESTAURANT ESPECIALLY, HAVE BEEN HIT HARD REGARDING A REDUCTION IN THE AMOUNT OF SALES THAT THEY NORMALLY DO.

UH, AND WE HAVE THREE DIFFERENT LEVELS OF RESTAURANTS THAT WE CLASSIFY.

THE CASUAL DINING, THE SIT DOWN, UH, BASK HAS SUCH AD, IT'S A CHIPOLTE LAY A PANERA BREAD, UH, AND IN FAST FOOD, WHICH IS THE, UH, THE DONALDSON AND BURGER KINGS AND TACO BELLS.

OVERALL THE CASUAL DINING RESCUE MONTHS AND UP TO 85% REDUCTION AND LOST 60% OF THEIR STAFF AND EMPLOYEES BE CASUAL DINING, RESPITE, FAST CASUAL RESTAURANTS HAVE LOST ABOUT 30% AND THEY'VE ALSO UH, REDUCED ABOUT 25% OF THEIR WORKFORCE.

AND EVEN DOWN TO THE STANDARD FAST FOOD, IT'S ABOUT 10 TO 15% REDUCTION.

SO ALL THE PROFITS OF THE BOARD IN ORDER TO KEEP THESE EMPLOYEES AND THESE SPECIALLY LOCAL BUSINESSES, UH, UP AND OPERATIONAL AND PROVIDE GAPS FOR THEM IN THESE UNIQUE TIMES, WE REALLY ENCOURAGE PEOPLE TO STAY LOCAL, GO OUT AND INVEST, SUPPORT AND KEEP OUR LOCAL BUSINESSES THRIVING.

SO INFORMATION ON THE WEBSITE IS H-HOW H.

DOT.

ORG SLASH BUY LOCAL.

WE DO HAVE SOME ISSUES WITH THE RESPONSIVENESS ONTO A MOBILE DEVICE AT THIS TIME, BUT OUR GOAL IS, IS TO HAVE A LISTING OF ALL OF OUR AVAILABLE AND OPEN RESTAURANTS AND THEIR CHANGES OR UM, OUR MODIFICATIONS TO THEIR OPERATION, WHETHER THEY'RE DOING CURBSIDE SERVICE DELIVERY, CARRY OUT ONLY A OR AN IT SPECIALIST WITH THE RUNNING.

AND WE'RE ALSO GOING TO HAVE UPDATED INFORMATION ON GROCERY STORES AND SOME MODIFICATION TO OURS.

I KNOW SOME OF THEM ARE COMING UP WITH HOURS OR SPECIFIC TO SENIOR RESIDENTS OF THE COMMUNITY AND THEY'RE ALSO PROVIDING HOURS FOR PUBLIC SAFETY, HOSPITAL STAFF, ET CETERA, TO MAKE SURE THAT THOSE FOLKS CAN GET IN AND OUT AND THEN GET TO THEIR, UH, UH, THEIR RESPECTIVE, UH, WORK AND DUTY SHIFTS.

SO, UH, OTHER THAN THAT, UM, I, UH, I WOULD SAY THAT AS BUSINESS AS USUAL, IT'S NOT QUITE AS USUAL, BUT ALL BUSINESS THAT NEEDS TO BE CONDUCTED IS STILL BEING CONDUCTED.

AND, UH, WE, UM, UH, WE LOOK FORWARD TO CONTINUE TO GET THE UPDATES, UH, FROM BOTH THE STATE AND THE FEDERAL OFFICIALS.

AND AS WELL AS OUR LOCAL PUBLIC HEALTH AND ANY INFORMATION THAT WE HAVE, WE WILL CERTAINLY PUMP OUT, UH, REGARDING STANDARD CITY BUSINESS.

WE MOVE ON WITH HARSHMAN VILLE ROAD, UH, WATERLINE REPLACEMENT.

UM, OUR WATER SOFTENING PROJECT IS STILL IS ONGOING AND ALL OTHER MAJOR PROJECTS WHICH ARE STILL PERMITTED AND ALLOWED TO OPERATE EVEN UNDER THE NEW ORDER, WE'LL CONTINUE TO DO SO BECAUSE THOSE INFRASTRUCTURE IMPROVEMENT PROJECTS, WHICH IS PART OF THE ESSENTIAL SERVICES OF THE CITY.

SO, UM, UH, WE WILL CONTINUE TO MARCH ON WITH ALL THE PROJECTS WE HAVE IN HAND AND CONTINUE TO PROVIDE ALL SERVICES.

OKAY.

THANK YOU MR SCHUMER.

APPRECIATE, UH, APPRECIATE THAT REPORT.

UH, ARE THERE ANY QUESTIONS OR COMMENTS FOR MR SCHOMER REGARDING ANYTHING THAT HE BROUGHT UP OR TALKED ABOUT OR MENTIONED IN THE CITY MANAGER REPORT? I HAVEN'T COME IN A, YES.

MS BIRCH.

YES.

ROB, I WANT TO THANK YOU AND ALL OF YOUR STAFF FOR THE EXCELLENT WORK THAT YOU'VE BEEN PUTTING IN AND ALL THE HOURS AND KEEPING US REALLY INFORMED AND UM, EFFICIENT AND THAT WE'VE HEARD NO COMPLAINTS ABOUT ANY LACK OF SERVICES OR ANY BLIPS IN SERVICES.

SO YOU GUYS, UH, PAT YOURSELVES ON THE BACK CAUSE YOU'VE DONE A PHENOMENAL JOB.

THANK YOU VERY MUCH.

YES.

AND MAYOR? UH, YES, MR. IS THAT, IS THAT MR. LYONS? YES.

THANK YOU MAYOR.

YES, THE ROCK.

WHEN YOU TALKED REPORT EMPLOYEES,

[00:10:01]

WHAT IS PINK DOPE TECH? THE FIRST SPAWN? IT'S THE PLEATS.

AIRFIX HAS COME IN, CONTACT THE COMMUNITY.

UH, YOU BROKE UP A LITTLE BIT, MR. LYONS, BUT I BELIEVE I HEARD YOU SAY, WHAT ARE WE DOING TO PROTECT OUR FIRST RESPONDERS REGARDING THEIR CONTACT WITH THE COMMUNITY? YES SIR.

OKAY.

UH, WELL IN ANY WAY, SHAPE AND FORM THAT WE CAN REDUCE THE PERSON TO PERSON CONTACT THAT WOULD NORMALLY BE ON ROUTINE OR NON-EMERGENCY BASIS.

WE HAVE DONE THAT FOR INSTANCE, FOR OUR POLICE OFFICERS TAKING ROUTINE POLICE REPORTS THAT IS ALL DONE OVER THE PHONE AS TO AVOID, UH, THE STEPPING INTO SOMEBODY'S HOME.

UH, IF, IF AT ALL COSTS, A STANDARD MEDIC CALL WOULD INVOLVE TYPICALLY THE DRIVER AND THE PARAMEDIC BOTH, UM, GETTING OUT OF THE AMBULANCE, GOING UP AND APPROACHING, UH, THE HOUSE, UH, UH, WE'VE REDUCED THAT DOWN THAT IF IT'S SOMEBODY THAT IS ALERT AND UM, TO OBVIOUSLY, UM, UH, YOU KNOW, SPEAK AND ALL THAT, UH, THEN JUST ONE PARAMEDIC GO UP WHILE THE OTHER WAITS TO, UH, TO EVALUATE.

UM, THERE'S ALSO SOME PRE-SCREENED ON IN ACCORDANCE TO OUR MEDICAL DIRECTOR, UH, REGARDING SOMEBODY TO CALL IN A DAY.

I'VE GOT A FEVER.

UH, THEY'RE SCREENED, THEY'RE TRIAGED A BIT, AND IF IT'S NOT URGENT AND SOMETHING THAT DOESN'T REQUIRE TRANSPORT AND WE WOULD JUST SUGGEST THAT THEY CONTACT THEIR FAMILY PHYSICIAN AND, UH, OFFER THE TELE ADVICES THAT ARE, THAT ARE RESOURCES AVAILABLE TO EVERYBODY NOW.

SO, UM, WE, I THINK WE'VE DONE A PRETTY GOOD JOB OF MAKING SURE THAT WE LIMIT THAT.

BUT THE UNFORTUNATE THING IS, IS THERE ARE TIMES IF THERE IS A TRAFFIC CRASH, IF THERE'S THINGS LIKE THAT WHERE PEOPLE STILL HAVE TO RESPOND, ABSOLUTELY, WE'RE GOING TO RESPOND.

AND ALL OF OUR FOLKS ARE VERY DEDICATED TO DO THEIR JOB.

UH, THEY ARE, THEY ARE AWARE OF THE PRECAUTIONS.

THEY'RE AWARE OF THE SOCIAL DISTANCING.

AND I THINK JUST, UM, MAKING SURE TO PRACTICE GOOD PREVENTION AND A HYGIENE PRACTICES THROUGHOUT THE DAY OF THEIR SHIFT, UH, THAT WILL CERTAINLY CONTRIBUTE TO COMBATING ANY UNNECESSARY, UH, EXPOSURE.

BUT, UM, HEAVEN FORBID IF SOMEBODY IS EXPOSED, WE'VE GOT PROTOCOLS IN PLACE TO MAKE SURE TO PROTECT THAT WORKER.

UH, WE SCREEN ALL EMPLOYEES COMING INTO WORK.

UH, EVEN THOSE THAT, UH, COME, THE FEW THAT COME INTO CITY HALL EVERY MORNING ARE SCREENED TEMPERATURES TAKEN.

THEY'RE ASKED A SERIES OF QUESTIONS TO DETERMINE, UM, IF ANYTHING HAS CHANGED WITH THEIR HEALTH, WITH UH, UM, THEIR, THEIR SITUATION AND, UH, THEY'RE ALSO CHECKED AGAIN PRIOR TO LEAVING, MAKING SURE THAT THEY HAVEN'T ACHIEVED A FEVER WHILE THEY'RE AT WORK.

UH, AND THEY'RE GOING HOME HEALTHY AND SAFE AND THEY'RE COMING IN HEALTHY AND SAFE.

SO WE ARE GOING THROUGH ALL THOSE MEASURES AS WELL TO MAKE SURE, BECAUSE WE RECOGNIZE AND REALIZE THAT OUR WORKFORCE IS OUR MOST VALUABLE ASSET AS AN ORGANIZATION BECAUSE, UH, IT IS OUR WORKFORCE THAT DIRECTLY PROVIDES A SERVICE TO THE COMMUNITY.

THANK YOU, ROB.

YES, THANK YOU, MR .

THANK YOU, MR. LYONS.

UH, ARE THERE ANY OTHER QUESTIONS OR COMMENTS FOR MR SCHOMER REGARDING HIS UPDATE? YES, THIS IS, I BELIEVE IT'S MR. WEBB.

IT IS.

THANK YOU.

A QUESTION FOR ROB.

ROB, WHEN YOU MENTIONED THE PLAYGROUNDS AND THE PARK, UM, YOU SAID THE PLAYGROUND EQUIPMENT, UM, WAS, UH, BLOCKED.

WHAT, IS IT PHYSICALLY BLOCKED OFF OR IS IT JUST SIGNAGE TELLING PEOPLE NOT TO USE IT? UH, IT'S, IT'S, IT'S AWARENESS AND ALERTING AT THIS TIME.

UH, WE DO NOT HAVE, UM, LIKE A BEAR AID, ET CETERA.

YOU KNOW, THERE WAS SPACES, UH, WE, WE DO, WE ARE IN THE PROCESS OF GETTING SOME SIGNAGE, UH, MADE UP.

UH, WE COULD GO AND PUT CAUTION TAPE AROUND THEM.

UM, AND THERE'S BEEN SOME, SOME TALK ABOUT THAT.

UH, THE REALITY IS THAT WHEN THERE WAS ONE, IT WAS JUST PRETTY MUCH TORN DOWN AND THEN WE ENDED UP WITH, UM, YOU KNOW, THAT KIND OF SCATTERED ABOUT.

SO, UH, WE'RE, WE'RE KIND OF EXAMINING SOME BEST PRACTICES.

WHAT WE REALLY COUNT ON IS THAT EVERYBODY HAS THE SAME INFORMATION.

EVERYBODY KNOWS THE RISK FACTORS, AND WE ARE COUNTING ON EVERYBODY USING GOOD COMMON SENSE.

UM, AND TO MAKE SURE THAT THEY UNDERSTAND AND ARE AWARE OF WHERE THE POTENTIAL RISK ARE, UH, BY GOING INTO A STORE, UH, THEY'RE GOING TO BE EXPOSED TO THE SAME DENSITY OF, OF, OF PEOPLE THAT COULD BE IN AROUND A PLAYGROUND AS WELL.

UM, SO WE, WE WANT TO MAKE SURE THAT EVERYBODY'S AWARE AND PRACTICING THOSE SOCIAL DISTANCING.

UH, AND, UM, WE'RE GONNA DO OUR PART TO MAKE SURE TO GET THAT AWARENESS OUT THERE.

BUT AS FAR AS PUTTING FENCING UP AND AROUND, UH, YOU KNOW, THAT'S, UH, A PRETTY SUBSTANTIAL COST.

WE, WE'RE, WE'RE EVALUATING IT TO SEE IF WE HAVE A PROBLEM WITH PEOPLE CONTINUING TO GATHER AND, UM, EH, AROUND OUR PLACE STRUCTURES.

IF THAT IS THE CASE, THEN WE WILL ADDRESS IT.

UH, BUT WE'RE TAKING IT AS A SOFT APPROACH NOW WITH A WHOLE VARIETY OF OPTIONS TO ADDRESS THE ISSUE IF IT BECOMES AN ISSUE.

UH, WE, WE HAVE A LOT OF CONFIDENCE BASED ON WHAT WE'VE SEEN IN OUR PEOPLE OUT IN THE COMMUNITY DAY TO DAY.

[00:15:01]

UM, ALTHOUGH THERE'S BEEN SOME COMMENTS, I THINK FROM THE STATE LEVEL THAT SAYS THAT THERE'S CONCERN THAT THERE'S JUST NOT COMPLIANCE AND IF WE DON'T COMPLY, WE'RE GOING TO ENFORCE OTHER SANCTIONS, ET CETERA.

UM, WHAT WE SEE IS PEOPLE ARE PRETTY CALM AND PRETTY COMPLIANT AND PRETTY CONCERNED AND MAKING SURE THAT THEY'RE BEING VERY DILIGENT AND RESPONSIBLE IN PROTECTING THEMSELVES AND PROTECTING PEOPLE AROUND THEM.

SO, UM, AND I THINK THAT'S ATTRIBUTING TO THE OVERWHELMING CALM IN OUR COMMUNITY.

I THINK.

UM, AND EVERYBODY IS JUST STEPPING UP, HELPING EACH OTHER OUT, UH, UH, BEING CALM, KIND, BEING PATIENT AND BEING AWARE OF WHAT THE RISKS ARE AND, UM, SO FAR WORKING OUT AND IF, UH, IF WE HAVE AN ISSUE AT A PLAYGROUND OR A PARTICULAR STRUCTURE, WE'LL TAKE IT TO THE NEXT LEVEL.

GREAT.

ROB, I THINK, UH, I THINK YOUR SOFT APPROACH IS THE RIGHT APPROACH OR DOING A GOOD JOB.

THANK YOU.

THANK YOU, MAYOR.

THANK YOU MR. WEBB.

AND YEAH, I WOULD JUST, YOU KNOW, ROB AND I HAD A CONVERSATION ABOUT THIS AS WELL AND I THINK, UH, I, I SUPPORT THE DECISION FOR, YOU KNOW, NO BARRICADING AT THIS POINT.

I THINK WE HAVE TO HAVE SOME CONFIDENCE IN, UH, THE RESIDENTS, UH, OF HUBER HEIGHTS TO PRACTICE SOME RESPONSIBILITY WHEN IT COMES TO THEIR, THEIR CHILDREN WITHOUT GOVERNMENT INTERFERENCE OR GOVERNMENT SANCTION AT EVERY TURN.

SO I THINK WE HAVE, UH, AS, AS ROB SAID, THE INFORMATION'S OUT THERE.

EVERYBODY HAS ALL THE INFORMATION.

AND AT THIS POINT I THINK IT DOESN'T MAKE SENSE TO, TO PUT ALL THAT UP WHEN PEOPLE KNOW, YEAH, THEY'VE BEEN ENCOURAGED TO GO TO PARKS AND THINGS, BUT THEY, THEY, EVERYBODY KNOWS PLAYGROUNDS ARE, ARE OFF LIMITS AND THERE'S PLENTY OF STUFF TO DO IN THE PARKS WITHOUT, UH, HOPPING ON A, ON A, ON A PLAYGROUND STRUCTURE.

SO AT THIS POINT I TOTALLY SUPPORT ROB AND THE DECISION FOR NOT BEAR REPEATING ANY OF OUR, OUR PLACE STRUCTURES AT THIS POINT, BUT I THINK WE RESERVE THE RIGHT TO DO SO IF THE TIME EVER COMES WHERE WE NEED TO DO THAT.

BUT I'M VERY HOPEFUL THAT THAT TIME, UH, COME.

ANY OTHER QUESTIONS OR COMMENTS FOR MR SCHOMER REGARDING THE CITY MANAGER UPDATE? OKAY, WE WILL MOVE ON TO ITEM NUMBER NINE AND THANK YOU AGAIN MR SCHIRMER AND A NUMBER NINE IS PENDING BUSINESS.

MR. ROGERS, THERE'S NO PENDING BUSINESS, NOTHING PENDING.

SO

[ A Motion To Appoint Tanner Banks To The Citizens Water And Sewer Board To A Term Ending January 1, 2021.]

UP IS ITEM NUMBER 10 .

ITEM 10 BE A MOTION TO APPOINT GLEN DELAHUNT TO THE PROPERTY MAINTENANCE REVIEW BOARD.

TO A TERM ENDING DECEMBER 31ST, 2020 AND IS THERE EMOTION? I, I'M GETTING AHEAD OF MYSELF REAL QUICK.

MR. ROGERS, ANY COMMENTS? JUST THE BACKGROUND CHECKS BEEN COMPLETED SATISFACTORILY.

MR ? YES.

MR SHAWL? YES.

MS. BAKER? YES.

THE MOTION CARRIES EIGHT ZERO AND NEXT UP WE HAVE

[ An Ordinance Approving The Editing And Inclusion Of Certain Ordinances And/Or Resolutions As Parts Of The Various Component Codes Of The City Code Of Huber Heights, Ohio; Providing For The Adoption And Publication Of New Matter In The Updated And Revised City Code As Supplement 4; And Repealing Ordinances And Resolutions In Conflict Therewith. (first reading)]

ITEM NUMBER 10 .

MR. ROGERS, ITEM 10 SEE AN ORDINANCE APPROVING THE EDITING AND INCLUSION OF CERTAIN ORDINANCES AND OR RESOLUTIONS AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CITY CODE OF HUBER HEIGHTS, OHIO PROVIDING FOR THE ADOPTION AND PUBLICATION OF NEW MATTER AND THE UPDATED AND REVISED CITY CODE AS SUPPLEMENT FOR AND REPEALING ORDINANCES AND RESOLUTIONS.

AND CONFLICT THERE WITH AT THE FIRST READING.

AND MR. ROGERS, DO YOU HAVE ADDITIONAL COMMENTS? YES.

THIS IS JUST A, THE ROUTINE LEGISLATION THAT YOU'VE SEEN IN THE PAST, UH, TO ADOPT AN UPDATE OUR CITY CODE.

THIS IS SUPPLEMENT FOR AT THIS TIME.

UM, THIS IS, UH, SOMETHING THAT NEEDS TO BE DONE AND IT NEEDS TO BE ADVERTISED IN A NEWSPAPER OF GENERAL CIRCULATION PER THE CITY CHARTER, WHICH HAS BEEN DONE.

UH, THIS IS AN ORDINANCE AND TONIGHT IS THE FIRST READING.

UM, THIS ORDINANCE COULD BE PASSED TO A SECOND READING.

OKAY.

AND THE WORK SAYS YOUR RECOMMENDATION WAS TO PASS THIS ITEM ON TO A SECOND READING, WHICH WE SHALL DO, WHICH MOVES

[ A Resolution Appointing The Designee For Members Of The City Council Of Huber Heights, Ohio Under Ohio Revised Code Sections 149.43 And 109.43. (first reading)]

US ON TO ITEM NUMBER 10D ITEM 10 D A RESOLUTION APPOINTING THE DESIGNEE FOR MEMBERS OF THE CITY COUNCIL IF HE WRITES OHIO UNDER OHIO REVISED CODE SECTIONS ONE, FOUR, 9.43 AND ONE ZERO 9.43 AT THE FIRST READINGS.

AND MR. ROGERS COMMENTS, UH, THIS AGAIN IS SOMETHING THAT YOU'VE SEEN IN THE PAST, BUT THIS IS TO UPDATE THE DESIGNEE, UH, FOR THE PUBLIC RECORDS TRAINING UNDER THE HIGHER REVISE CODE.

UH, WITH THE ADDITION OF THE NEWLY APPOINTED COUNCIL MEMBER, KATHLEEN BAKER, UH, IT MAKES MYSELF, THE DESIGNEE IS THE CLERK OF COUNCIL FOR HER PUBLIC RECORDS TRAINING, UH, WHILE REAFFIRMING THAT THE REST OF YOU ON COUNCIL HAVE ALSO DESIGNATED ME, UH, FOR THIS PURPOSE, UH, THAT DOES NOT PRECLUDE, UH, MS. BAKER OR ANY OTHER MEMBER OF COUNCIL FROM ACTUALLY ATTENDING THE PUBLIC RECORDS TRAINING.

BUT, UH, SHOULD THEY NOT, UH, THEN MY ATTENDANCE AT THAT TRAINING WILL MEET THE REQUIREMENT FOR THE CITY.

OKAY.

THANK YOU FOR THE COMMENTS.

MR. ROGERS.

UH, SO THE WORK SECTION RECOMMENDATION WAS TO ADOPT THE ASSIGNMENT, THE SAME THING.

IS THERE A MOTION PLEASE MOVE TO ADOPT SECOND K? I WHO? I HEAR MRS. BIRD SECOND.

WHO IS, WHO WAS THE A NOMINATOR.

MR. HILL.

SO IT WAS MOTION BY MR. HILL, SECONDED BY MRS BURJ.

IS THERE ANY DISCUSSION? I HAVE A DISCUSSION PLEASE.

YES.

WHO'S THAT? MR SHAWL.

MR SEAN? YES.

UM, IS THIS MESSAGE, UH, THIS COMMENT IS MR. ROGERS.

UM, ARE WE AWARE IF THERE WILL BE ANY, UM, VIRTUAL CLASSES, UM, THROUGH, UH, UM, THIS PROCESS AND WITH OTHER, UH, CONTINUING EDUCATION FOR COUNCIL MEMBERS THROUGH THE OHIO MUNICIPAL LEAGUE? UM, I DON'T KNOW ABOUT THE HIGH MUNICIPAL LEAGUE SPECIFICALLY.

WE CAN LOOK INTO THAT.

UM, I KNOW THEY DID HAVE SOME NEW COUNCIL MEMBER TRAININGS PLANNED, UH, THAT HAVE BEEN RESCHEDULED AS A RESULT OF THE CURRENT SITUATION.

UH, THERE IS A, A STATE APPROVED TRAINING THROUGH THE ATTORNEY GENERAL FOR PUBLIC RECORDS TRAINING THAT MEETS THE PUBLIC RECORDS, UH, TRAINING REQUIREMENT.

SO IT IS AVAILABLE ONLINE.

THAT'S NOT SOMETHING NEW.

THAT'S SOMETHING THAT HAS EXISTED AND ANYONE CAN TAKE ADVANTAGE OF BY, UH, REGISTERING THROUGH THE WEBSITE AND, AND TAKING THAT COURSE ONLINE.

BUT THAT'S A TRAINING SPECIFIC TO PUBLIC RECORDS AND THE OPEN MEETINGS ACT.

EXCELLENT.

THANK YOU.

OKAY, THANK YOU.

MR SHAWL OR ANY OTHER QUESTIONS OR COMMENTS? UM, OKAY.

HEARING NONE.

DO YOU HAVE A MOTION AND A SECOND? MR. ROGERS, WOULD YOU CALL THE ROLL PLEASE? THIS IS BURJ, YES.

MR. HILL? YES.

MR. WEBB? YES.

MR SHAWL? YES.

MS. BAKER? YES.

MR. CAMPBELL? YES.

OKAY.

AND MOTION CARRIES EIGHT ZERO.

[ A Resolution Authorizing The City Manager To Enter Into A Contract For Paving Of A Parking Lot At Thomas A. Cloud Park And Waiving The Formal Bidding Requirements. (first reading)]

AND NEXT UP WE MOVE ON TO ADMINISTRATION AND WE HAVE ITEM 10 E.

ALL RIGHT.

I'M TANNY A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR PAVING OF A PARKING LOT AT THOMAS A CLOUD PARK AND WAIVING THE FORMAL BIDDING REQUIREMENTS AT THE FIRST READING AND MR SCHOMER, IF YOU HAVE COMMENTS, PLEASE.

YES.

AS YOU RECALL IN THE WORK SESSION, UH, THIS WAS AN OPPORTUNITY WE HAVE TO SAVE SOME SIGNIFICANT DOLLARS.

UM, WE ORIGINALLY WENT OUT TO GET QUOTES ON THE PAVING OF THE AREA OF THE PARKING LOT AND THOMAS CLAUDE PARK, THAT WAS PART OF THE, UH, PARK MAINTENANCE AND IMPROVEMENT PRIORITY LIST.

THOSE QUOTES CAME BACK IN EXCESS

[00:25:01]

OF 25,000, SO THAT INDICATED TO US THAT WE NEEDED TO PUT IT TO BID.

UH, THOSE QUOTES CAME IN, UH, JUST UNDER $60,000.

WHEN WE WENT OUT TO BID, THE QUOTES RETURNED.

UH, SOME OF THEM A LITTLE MORE THAN $30,000 HIGHER THAN THAT.

SO WHAT WE WANT TO DO IS WE WANT TO IGNORE THE PORTION OF THOSE BIDS.

UH, WAIVE THE BIDDING PROCEDURE AND ALLOW THE CONTRACTOR THAT PROVIDED THAT A $60,000 BID OR QUOTE I SHOULD SAY, UH, TO DO THE WORK.

IT'S A ABILITY TO SAVE SOME SUBSTANTIAL SAVINGS AND SOMETIMES THAT HAPPENS DEPENDING ON THE TIME THAT YOU DO THE QUOTE VERSUS THE TIME THAT YOU DO THE BID.

UM, AND, UH, THIS IS AN OPPORTUNITY FOR US TO SAY SOME SIGNIFICANT DOLLARS AND GET A NEEDED REPAIR WITHIN THE PARK.

SO WE ASKED THE RESOLUTION IS CONSIDERED FOR ADOPTION TONIGHT.

UH, AND IT DOES AGAIN WAIVE THOSE BIDDING REQUIREMENTS, BUT THAT IS THE REASON THAT WE'RE DOING THAT.

UH, WE DID BID IT.

WE'RE JUST CHOOSING NOT TO TAKE THOSE BIDS AND GO WITH THE ORIGINAL QUOTE THAT WE RECEIVED.

OKAY.

THANK YOU.

AND THE WORK SAYS YOUR RECOMMENDATION WAS TO ADOPT THE ITEM THIS EVENING.

IS THERE A MOTION? OKAY.

MR. WEBB HAS A MOTION.

IS THERE A SECOND? SECOND.

AND MRS. BERG HAS SECONDED.

IS THERE ANY DISCUSSION? OKAY.

I WOULD JUST LIKE TO SAY FOR ANYONE LISTENING TO THIS EVENING, UH, ON WAIVING THOSE BIDDING REQUIREMENTS, MR FALKOWSKI IS NOT, UH, ONLINE WITH US THIS EVENING, BUT I THINK HE DID ANSWER SOME QUESTIONS SPECIFICALLY FROM MR. WEBB REGARDING, UH, AND MS BERGE CONCERNING THE VAST DIFFERENCE IN THE AMOUNT OF THE BIDS.

AND, UH, SCOTT GAVE COMMENTARY ASSURING US THAT, UH, THE WORK THAT WAS GOING TO BE DONE BY THE, UH, BY THIS LOW BID DID MATCH EVERYTHING IN THE SCOPE.

SO, UH, JUST WANTED TO PUT THAT OUT THERE, UH, FOR ANYBODY WHO DIDN'T HEAR THE LAST MEETING AND WHAT THING, WHAT THE REQUIREMENTS OF THAT BID WORK, ANY OTHER DISCUSSION OR POINTS TO ME? OKAY.

MR. ROGERS, IF YOU'D CALL THE ROLL PLEASE.

MR ODDO? YES.

MR. LYONS? YES.

MR. HILL? YES.

MR. WEBB? YES.

MR. SHAW? YES.

MS. BAKER? YEAH.

MR. CAMPBELL? YES.

MRS. BURCH.

YES.

AND MOTION CARRIES EIGHT ZERO.

OKAY.

[ A Resolution Authorizing The City Manager To File A Grant Application With The Ohio Department Of Natural Resources For The Purpose Of Acquiring Funds Through The Recreational Trails Program And Clean Ohio Trails Fund Grant Program. (first reading)]

NEXT UP IS ITEM 10.

IS IT F .

ITEM 10 F A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE A GRANT APPLICATION WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES FOR THE PURPOSE OF ACQUIRING FUNDS THROUGH THE RECREATIONAL TRAILS PROGRAM AND CLEAN OHIO TRAILS FUND GRANT PROGRAM.

AT THE FIRST READING, MR SCHIRMER, PLEASE AS YOU RECALL IN OUR PARKS MASTER PLAN AND STRATEGIC STUDY DONE, UH, LAST YEAR, UH, ONE OF THE NUMBER ONE ITEMS WAS INCREASED WALKING TRAILS, UH, GREEN SPACE, NATURE, ETC.

WITH OUR ACQUISITION OF THE DIAL ROAD LAND, UH, AS WELL AS ADDITIONAL ACREAGE FROM, UM, FROM MRS. HUBER.

UH, WE HAVE A GREAT OPPORTUNITY TO CREATE A, UM, ABOUT 12,000 LINEAR FEET OF DEDICATED TRAILS THAT COULD BE USED FOR MOUNTAIN BIKING, HIKING, BIKING, WALKING.

THERE'S SOME NICE TERRAIN, UH, SOME NICE, UH, GEOLOGY THROUGH THAT AREA.

UH, IN THIS GRANT OPPORTUNITY WOULD ALLOW US TO, UH, TO PROVIDE ABOUT 75% OF THE FUNDING NEEDED.

UH, WE'VE BEEN ABLE TO WORK WITH A COUPLE OF PROGRAMS. UH, MY HATS OFF TO MR. KING WHO, UH, HAS REALLY WORKED WELL, SPEARHEADED THIS, UH, AND UM, AND, AND TOOK OFF WITH IT AND PARTNERED WITH A COUPLE OF ORGANIZATIONS UP TO AND INCLUDING, UH, OUR OWN TRIMBLE UP THE ROAD WHO, UH, WANTS TO TEST OUT SOME OF THEIR EQUIPMENT IN A VIRTUAL, UM, I GUESS, UM, SITE LAYOUT THAT ALLOWS YOU TO TAKE A MOBILE DEVICE AND AS YOU GO THROUGH AND NAVIGATE IT WILL COME UP AND SHOW YOU EXACTLY WHERE AND HOW THE ELEVATION OF THE TRAILS GO BASED ON SOME NEW LASER, UH, AND G AND GPS TECHNOLOGY THAT THEY HAVE.

SO SOME OF THAT WORK IS GOING TO BE DONE, UH, BY THEM, UH, IF WE'RE SUCCESSFUL IN THIS PARTICULAR GRANT.

SO WE ASKED THAT THE RESOLUTION IS CONSIDERED TONIGHT FOR ADOPTION SO WE CAN FORWARD ON OUR APPLICATION AND HOPEFULLY, UH, UM, PROVIDE THIS AMENITY TO THE COMMUNITY SOON.

THANK YOU.

MR. SHORE AND WORK SESSION.

A RECOMMENDATION WAS TO ADOPT ASSIGNED MISS EVENING.

IS THERE A MOTION HEARD MR. SHARP MADE A MOTION TO ADOPT? IS THERE A SECOND?

[00:30:01]

I BELIEVE I HEARD MR ODDO, UH, IS THAT CORRECT? YES.

OKAY.

THANK YOU.

SO WE HAVE A MOTION AND A SECOND.

IS THERE ANY DISCUSSION ON THIS ITEM THIS EVENING? YES MA'AM.

UH, YES, MR RANDO.

YEAH, LIKE TAKE A MINUTE TO THANK YOU AND UH, JOSH AND EVERYONE ELSE IS INVOLVED IN PUSHING THIS PROJECT FORWARD.

I THINK IT'S GOING TO BE, IF WE CAN MOVE THROUGH THIS AND MAKE THIS HAPPEN, IT'S GOING TO BE INTERESTED.

ANOTHER GREAT ADDITION TO OUR AND HE AWESOME.

A GROUP OF PARKS AND UH, THOSE TWO, UH, UH, PUSHING THIS FORWARD.

THANK YOU.

WELCOME.

OKAY.
