WITH ALL THE THINGS IN POSTED, WE ARE, UH, CONDUCTING ALL OF OUR MEETINGS, UH, UNTIL FURTHER NOTICE VIA THIS, UH, OFFICE THREE 65 TEAMS SOFTWARE CURRENTLY IN THIS MEETING.

I HAVE A THREE SUPPLEMENTAL ITEMS FOR YOU TONIGHT.

UH, THE FIRST ONE BEING A $61,856 AND 39 CENTS, AND THIS IS A, AN ADVANCE TO BE RETURNED BACK TO THE GASOLINE TAX LINE FROM THE CARRIAGE TRAILS INFRASTRUCTURE FUND.

UH, AS YOU KNOW, UH, LAST YEAR WE BEGAN RECEIVING SIB LOANS, UH, STATE INFRASTRUCTURE BANK LOANS FOR CARRIAGE TRAILS DEVELOPMENT AND UH, W WHAT WE DO IS WE PRE-FUND IT BY SENDING MONEY, UH, TO THE CARRIAGE TRAILS FUND FROM THE GASOLINE TAX FUND.

AND THEN AS THE CIBOLA MONIES COME IN, WE REPAY THAT MONEY AND I HAD ANTICIPATED THIS DOLLAR AMOUNT TO FULLY BE RETURNED LAST YEAR THAT WERE NOT THE CASE.

SO BE RETURNED THIS YEAR AS THOSE FUNDS GET SPENT AND WE GET THE SIB LOAN DOLLARS FOR THAT.

SO THAT'S THE REASON FOR THIS.

IT WAS NOT A BUDGETED AS BECAUSE WE THOUGHT WE WOULD SPEND IT ALL IN 19.

THE SECOND ITEM IS A $5,400.

UM, IT'S A COMBINATION.

IT'S A DECREASE IN THE POLICE SALARY ACCOUNT, BUT AN INCREASE IN THE OPERATIONS ACCOUNT OF, UH, TRAINING A NEW HIRE.

UH, THIS IS A RARE SITUATION WHERE WE, UM, UH, PAID FOR A POLICE ACADEMY TRAINING FOR A NEW HIRE BEFORE THEY WERE HIRED ON BECAUSE THEY CAME FROM ANOTHER STATE.

AND SO THE POLICE CHIEF LEITNER HAD ASKED ME TO TAKE $5,400 FROM THE SALARY ACCOUNT, WHICH OBVIOUSLY THE PERSON HADN'T STARTED YET AND WE HAD THOUGHT THEY WOULD START EARLIER THAN THIS AND UH, BUT IT WAS NEEDED FOR TRAINING.

SO THE RECOMMENDATION IS TO JUST TRANSFER IT BETWEEN A PERSONNEL ACCOUNT AND OPERATIONS ACCOUNT.

SO NO INCREASE TO THE ENTIRE BUDGET OF THE LAST ITEM IS $102,000 ADDITION TO THE INFORMATION TECHNOLOGY BUDGET.

AND I LISTED THE ITEMS THAT I RECEIVED FROM, UH, BRANDON PEYTON, UH, FOR THE ITEMS THAT ARE, UH, HAVE JUST BEEN RECENTLY IDENTIFIED AS NEEDS THAT WILL TAKE PLACE THIS YEAR.

AND, UH, THOSE ITEMS WERE SENT OUT IN YOUR COUNCIL PACKET TOTALING $102,000.

THAT'S AN ESTIMATE.

AND SO SINCE THE FIRST TWO ITEMS WERE TRANSFERS BETWEEN DEPARTMENTS OR FUNDS, AND THE ONLY ITEM THAT IS A, ACTUALLY A TRUE FISCAL IMPACT OR ADDITION TO THE BUDGET IS $102,000.

THAT IS THE TOTAL FISCAL IMPACT THAT I'M PRESENTING, UH, FOR APPROVAL, UH, TONIGHT AND HOPEFULLY FOR THE MONDAY COUNCIL MEETING.

UM, DO YOU KNOW WHY I DON'T HAVE A PROBLEM WITH IT, WITH THE, UH, ITEMS THAT THEY HAVE IDENTIFIED, BUT THAT'S A HUGE OF MONEY THAT I DON'T THINK WAS IDENTIFIED IN THE, IN THE BUDGET FOR LAST YEAR.

ROB, MAYBE YOU CAN ANSWER WHY, WHY DIDN'T WE, YEAH, I'LL JUMP IN THERE.

YEAH.

SO I'LL JUMP IN THERE, UH, WITH THE, UM, WITH THE MOVEMENTS OF SOME OF THE END OF LIFE OF SOME OF THESE DIFFERENT TECHNOLOGIES, UH, THAT, UH, ARE EXISTING IN BOTH THE, UH, UM, TAX SERVER FOR THE UPGRADE FOR THE NEW TECH SOFTWARE, UH, AS WELL AS THE UPDATES THAT WE, UH, HAVE DONE.

UM, UH, FOR THE LOCATION SYSTEM, WHICH IS, UH, THE INTERCONNECTION BETWEEN, UH, BOTH OUR COMMUNITY AND SOME OF THE OTHER DISPATCH CENTERS THAT HAVE STATION HOUSE ALERTING FOR PUBLIC SAFETY.

UH, THOSE THINGS ARE BASICALLY SOONER THAN LATER.

SO ALTHOUGH THEY WOULD HAVE BEEN PLANNED FOR CAPITAL EXPENSES ON THE 2021 SEASON, WE WILL BACK THOSE OFF AND THEY BASICALLY WILL BE INCORPORATED FOR THIS.

SO THEY WERE AN ANTICIPATED, UH, BASED ON SOME OF THE REQUIREMENTS

OF THE END OF LIFE OF SOME SYSTEMS DURING THE APPROVED UPGRADES THAT WE PLAN TO DO.

PRIMARILY THE TAX FOR UPGRADES.

UM, THE FIBER TO TAX AND WATER OFFICES IS AN OPPORTUNITY THAT WE DID NOT KNOW EXISTED.

THERE'S EXISTING FIBER IN THE BUILDING AND WE ALWAYS LIKE TO HAVE FIBER CONNECTION AND REDUNDANCY, ESPECIALLY CONSIDERING, UH, THE, THE BANDWIDTH AND THE UH, UM, RELIABILITY OF THAT CONNECTION.

CURRENTLY WE'RE DOING AN OVER THE AIR POINT TO POINT.

SO THAT IS AN OPPORTUNITY THAT CAME UPON US THAT WE DIDN'T HAVE WHEN WE, UH, ORIGINALLY BUDGETED.

AND THAT'S A SMALL PORTION OF THE OVERALL EXPENSE THAT'S LISTED THERE.

UM, THE FIREBALL COMPUTERS AGAIN ARE SIMILAR TO THE POLICE COMPUTERS THAT WE, UM, RECENTLY PASSED I BELIEVE LAST MEETING REGARDING THE END OF LIFE FOR WINDOWS SEVEN.

IT'S TRUE.

SO IT IS ALL BASED ON A LOT OF THE TECHNOLOGY UPGRADE OR A BOOT AND THEN FINDING OUT THE END OF LIFE REQUIREMENTS FROM MICROSOFT AT THE END OF, I BELIEVE IT WAS AT THE END OF APRIL OF THIS YEAR.

I BELIEVES THAT, CORRECT? OH YES.

THIS IS RUSS BERGMAN, A CITY ENGINEER.

UH, I CAN HANDLE THE NEXT TWO ITEMS. THE FIRST ONE IS THE 2020 STREET PROGRAM.

THIS IS ANNUAL LEGISLATION WE DO, UH, WITH THAT PROGRAM.

THIS IS FOR AWARDING CONTRACTS.

UH, IN YOUR PACKET THERE'S BID TABULATION, UH, TWO SECTIONS WHERE WE'RE IN THERE.

SECTION A WAS FOR MILLING AND PAVING OF ALL THE STREETS THAT, UH, WE HAD LISTED WITH THE LAST LEGISLATION WE HAD DONE.

AND THOSE STREETS WILL BE PLACED ON OUR WEBSITE PROBABLY NEXT WEEK AFTER WE APPROVE THIS.

UH, THERE WERE TWO BITTERS, UH, BARRETT PAVING AND JOHN R JERGENSON.

UM, THOSE TWO COMPANIES ARE THEIR MAIN, UH, ASPHALT COMPANY.

IS THAT, ARE THERE ONES THAT STILL DO THE WORK? AND IN THIS CASE, A LITTLE BITTER WAS JOHN R JURGENSON AT 1,088,000, $147.

THAT WAS ABOUT 36,000 MORE THAN THE SECOND LITTLE BITTER.

UH, SO WE WOULD LIKE TO AWARD THAT SECTION TO THEM.

A SECTION B IS A ADDITION OF RECLAMATION TO CERTAIN STREETS THAT WERE JUST PUT ON AFTER THE PAVING.

UH, WE USUALLY DO MINOR STREETS SUCH AS CALLED THE SACKS AND THINGS ON THAT.

UH, IT PROLONGS THE LIFE OF THE PAVEMENT, USUALLY FIVE TO 10 YEARS.

UH, THERE WAS ONLY ONE BID, WHICH IS PAVEMENT TECHNOLOGIES FOR $19,274.

SO WE WOULD LIKE TO AWARD SECTION B TO THEM.

UM, ALSO IN THE LEGISLATION THERE'S $15,000 FOR BOWZER OR MORTAR FOR INSPECTION SERVICES DURING THE PAVING AND FOR TESTING OF THE PAVING.

UM, FUNDING FOR THIS PROGRAM IS THROUGH THE STREET CAPITOL, UH, WHICH IS THE STREET LOBBY AND UH, THE NEW GAS TAX FUNDS.

UM, THE LEGISLATION WILL BE ON THE NEXT COUNCIL MEETING AND I CAN TAKE ANY QUESTIONS.

UM, LET'S LOOK FOR THE LAST LEGISLATION AND ALSO THAT WILL BE POSTED ON THE WEBSITE.

UM, WE HAD FOUR BIDDERS FOR SECTION A AND MULTITASK CONSTRUCTION WAS THE LOW AT $116,723 AND 50 CENTS.

AND SO WE WOULD LIKE TO AWARD THAT TO, UH, THAT COMPANY.

UM, SECTION B WAS FOR RAISING IT OR LEVELING CONCRETE, THE SIDEWALK.

UH, WE, OH, THERE'S ONLY ONE COMPANY LOCALLY THAT DOES THAT AND IT'S A, A ONE CONCRETE LEVELING AND THEY'RE AT A 2000, $470.

SO THAT, THAT'S THE COMPANY WE'D LIKE A WORD THAT SECTION TWO, UH, SECTION C IS CONCRETE PORTION OF

AND ORIGINALLY, UH, JOSH WENT OUT AND LOOKED FOR THREE QUOTES, NOT KNOWING HOW MUCH, UH, UH, THE, THE, THE COST WAS GOING TO BE, UM, THOSE THREE QUOTES ALL CAME IN ABOVE THE $25,000 THRESHOLD TO GO OUT TO BID.

SO FROM THAT WE DID SEND IT OUT TO BID.

WE INCLUDE IT IN THE STREET PROGRAM PORTION AS A SEPARATE ITEM, UH, FOR BID.

THREE NEW QUOTES CAME IN FROM THAT BID.
