SO, UM, I KNOW YOU'VE SEEN THIS INFORMATION IN SOME FORMAT, BUT THIS WAS KIND OF OUR WRAP UP MEETING HERE TONIGHT. SO I DEFINITELY WANTED TO SHARE WITH YOU, UM, SOME OFFICIAL RESULTS FROM, UM, THE ELECTION AND, UH, JUST ALLOW EVERYBODY TO COMMENT ON THOSE IF THEY WANTED TO, OR ANY INSIGHTS. UM, I THINK EVERYONE'S AWARE THAT ALL FIVE OF THE CITY CHARTER AMENDMENTS THAT WERE ON THE BALLOT ON NOVEMBER 5TH, UH, PESTS, UH, SOME VERY OVERWHELMINGLY, UM, IT WAS INTERESTING TO ME TODAY THAT THEY, UM, ONLY HAVE THE OVERALL REPORT ON THE MONTGOMERY COUNTY BOARD OF ELECTIONS WEBSITE. STILL, THEY DON'T HAVE THE BREAKDOWN BY PRECINCT, UH, AVAILABLE YET FOR THIS PAST ELECTION. UM, AND I TRIED TO CALL 'EM TODAY TO GET THE, THE CERTIFIED DOCUMENTS TO SHOW THAT, UM, THAT THESE HAD ACTUALLY PASSED. WE GET A CERTIFICATE THAT SHOWS, UH, YOU KNOW, OFFICIALLY CERTIFYING BY THE BOARD OF ELECTIONS THAT THEY'RE OFFICIAL. BUT, UH, WE HAVE NOT RECEIVED THAT YET. BUT, UH, I DID PRINT OUT THE, UH, OFFICIAL RESULTS, UH, ON ALL FIVE MEASURES FROM MONTGOMERY COUNTY AND FROM, UM, MIAMI COUNTY. SO, UH, THEY'RE BROKEN OUT. UM, MOST OF THE CHARTER AMENDMENTS PASSED BY OVER 70%. UM, THE TOTALS WERE EVEN HIGHER IN, IN MIAMI COUNTY, WHICH IS WARD TWO. THERE WERE SOME THAT WERE IN THE 80TH PERCENTILE, UH, IN FAVOR, I THINK, UH, THE ONE ON, UH, REMOVAL OF BORDER COMMISSION AND COUNCIL MEMBERS, UH, IT WAS 84.32%, UH, WAS THE APPROVAL MARGIN. SO, UH, THE CLOSEST OF THE FIVE WAS THE, UH, CHANGES TO THE MAYOR'S VOTE AND THE MAYOR'S VETO. BUT, UM, THERE WERE STILL PASSED BY HEALTHY MARGINS. UM, I THINK WE TALKED ABOUT THIS AT ONE OF THE PREVIOUS MEETINGS, BUT, UH, THE ISSUE OF UNDER VOTES. SO, UM, UNDER VOTES ARE WHERE SOMEONE DIDN'T VOTE AT ALL ON THAT PARTICULAR ITEM. SO YOU WILL SEE, UM, ON MOST OF THESE CHARTER AMENDMENTS THAT THERE WAS, UM, YOU KNOW, FAIRLY SIGNIFICANT AMOUNT OF UNDER VOTES. UM, BUT A LOT OF TIMES, YOU KNOW, JUST SPECULATING THAT COULD BE THAT PEOPLE WEREN'T INFORMED ENOUGH ABOUT THE ISSUES THAT THEY CHOSE NOT TO VOTE OR THEY DIDN'T CARE, OR WHATEVER THE REASON MIGHT HAVE BEEN. BUT, UH, UH, THOSE AVERAGED ABOUT, YOU KNOW, 2,500 OR SO ON MOST OF THE ITEMS, UM, WHERE PEOPLE JUST CHOSE NOT TO VOTE, AT LEAST IN THE MONTGOMERY COUNTY PART. UH, MIAMI COUNTY DOESN'T COUNT UNDER VOTES. I WONDER HOW MUCH OF THE, UM, THE CHARTER AMENDMENTS FOR SECTION 4.04 AND IT FOUR, FOUR POINT 12 AND FIVE 12 WAS DUE TO THEM REALLY NOT UNDERSTANDING, YOU KNOW, THE ISSUES. 'CAUSE THERE WERE A LOT OF UNDER, UNDER VOTES THERE. YEAH, I MEAN, AT THIS POINT OF SPECULATION, I THINK, YEAH, YOU KNOW, UM, WE'RE JUST HAPPY WITH THE OUTCOME AND FACT. ABSOLUTELY. FACT ALL PASS, IT JUST TAKES, UH, 50% PLUS ONE TO PUT THEM [00:05:01] INTO EFFECT. SO, UH, NOW THAT THESE HAVE BEEN CERTIFIED BY, UH, THE BOARD OF ELECTIONS, UM, I'M IN THE PROCESS OF, UH, DRAFTING, UH, THE CHARTER, REFLECTING THE AMENDMENTS, UM, AND, UH, IT WILL BE SENT TO THE CODIFICATION PROVIDER SO THAT THE ONLINE VERSION OF THE CHARTER IS ALSO UPDATED HERE IN THE VERY NEAR FUTURE. AND THEN WE WILL GET, UH, NEW COPIES OF THE CHARTER PRINTED, UM, AND HAVE THOSE AVAILABLE TO THE PUBLIC SHOULD ANYBODY WANT TO GET IT. UM, AND THEN, UH, THE NEXT STEP IN THIS PROCESS IS THAT, UM, I'LL BE WORKING WITH COUNSEL TO REVISE THE RULES OF COUNSEL BECAUSE SOME OF THE CHANGES THAT ARE IN HERE, UH, PRESENT SOME CHANGES THAT WILL HAVE TO BE ADAPTED IN THE RULES OF COUNCIL. SO TRADITIONALLY, COUNCIL APPROVES, UH, THEIR UPDATED RULES OF COUNCIL AT THE BEGINNING OF THE FIRST OF THE YEAR. UH, SO WE'LL INCORPORATE ALL OF THESE CHANGES THAT WERE MADE BY THE CHARTER AMENDMENTS INTO THOSE RULES OF COUNCIL. AND THEN TECHNICALLY SOME OF THE, YOU KNOW, ALL OF THESE THINGS ARE IN EFFECT, BUT SOME OF THE THINGS THAT ARE MORE APPLICABLE TO THE DAY-TO-DAY, LIKE THE MAYOR VOTING, UM, WILL TAKE PLACE, UH, AND BE IN EFFECT AS SOON AS, UH, NEXT WEEK WHEN WE HAVE OUR LAST COUNCIL MEETING OF THE YEAR, UM, WILL BE THE FIRST OPPORTUNITY WHERE THE MAYOR COULD, UH, EXERCISES RIGHT TO VOTE, UM, AT THAT, AT THAT MEETING. SO, I DON'T KNOW IF THERE'S ANY OTHER COMMENTARY OR QUESTIONS ABOUT THAT TOPIC AREA, ? NO. I WAS JUST EXCITED TO SEE ALL FIVE PASS AND, AND BY SUCH HUGE MARGINS, EVEN THE ONE THAT WAS CLOSE, I THINK IT WAS STILL 2,600 VOTES SURE. ABOVE THE 50 50 LINE. SO THAT WAS JUST AWESOME. YEAH. SO, UM, TYPICALLY WHEN WE'VE HAD A CHARTER REVIEW COMMISSION OR AN ORDINANCE REVIEW COMMISSION, UM, THE COMMISSION HAS GENERATED A FINAL REPORT. AND WHAT I'M HANDING OUT HERE IS A, THE SAMPLE REPORT FROM THE LAST COMMISSION THAT WE HAD OF THIS NATURE, WHICH WAS THE ORDINANCE REVIEW COMMISSION. SO DON'T THINK I'VE LOST MY MIND AND SENT YOU, UM, INFORMATION FROM THE WRONG MEETING, BUT, UM, IT WAS MORE, IT WAS JUST MORE CURRENT, SO I THOUGHT IT WAS MORE APPROPRIATE. UM, SO WHAT I WOULD ASK THE COMMISSION TO DO, OR SOME MEMBERS OF THE COMMISSION TO DO AS PART OF THE FINAL STEPS, UM, WOULD BE TO, UH, WORK WITH ME TO DRAFT A, UH, FINAL REPORT FOR THIS ROUND OF THE CHARTER REVIEW COMMISSION. AND, UH, THAT WOULD BE A WRITTEN REPORT. AND THEN WE WOULD INVITE THE ENTIRE, UH, CHARTER REVIEW COMMISSION TO COME TO A MEETING OF THE CITY COUNCIL IN JANUARY. AND, UH, AS PART OF A SPECIAL PRESENTATION, PRESENT THE FINAL REPORT OFFICIALLY TO COUNCIL. SO, UM, THE DATES FOR THE COUNCIL MEETINGS IN JANUARY WOULD BE, UH, MONDAY, JANUARY 13TH AND MONDAY JANUARY 27TH. UH, SOME OF THOSE PROBLEMS WERE THINGS LIKE, UM, UH, COUNCIL MEMBERS, MISSING MEETINGS AND THINGS LIKE, UM, PEOPLE ABUSING THE, UM, EXCUSED ABSENCES, UM, AND TAKING ADVANTAGE OF THE CHARTER LANGUAGE THAT ALLOWED 'EM TO MISS TWO MEETINGS, COME TO A MEETING AND MISS TWO MORE AND COME TO 'EM. SO WE SAW A GROUP OF PROBLEMS, AND I THINK THIS COMMITTEE PUT TOGETHER SOLUTIONS. I THINK THE VOTERS OBVIOUSLY AGREED WITH US. THEY WANT COUNCIL MEMBERS TO COME AND DO THEIR JOBS AND THEY, UH, JUST [00:15:01] THE, THE ONE ACTION, ODDLY ENOUGH, THE ONE THAT PASSED BY THE LEAST AMOUNT, I THINK IS THE ONE THAT IS THE MOST CORRECTIVE. AND THAT IS GIVING THE MAYOR THE VOTE. BECAUSE BY TAKING AWAY THAT OPPORTUNITY FOR A FEW COUNCIL MEMBERS TO HOLD COUNCIL HOSTAGE BY DOING THE ROTATING, MISSING MEETINGS, GIVING THE MAYOR THE VOTE, NOW HAVING A SIMPLE MAJORITY FOR PASSAGE OF, UH, THOSE ISSUES, UH, I THINK WE'VE FIXED A LOT OF PROBLEMS. AND, UH, I THANK THE VOTERS FOR RECOGNIZING THAT AND HELPING US TO IMPLEMENT THAT FIX. ABSOLUTELY. UM, I JUST WANNA SAY, YOU KNOW, TO THE COUNCIL AND TONY, THANK YOU FOR TAKING A CHANCE. I HAVE HAD ZERO GOVERNMENTAL EXPERIENCE, A LOT OF CONSULTATIVE EXPERIENCE. UM, SO THANK YOU, UH, AND TO MY FELLOW RESIDENTS, YOU MADE THIS AN ABSOLUTELY WONDERFUL EXPERIENCE. SO THANK YOU.
