GOOD[1. Call Meeting To Order/Roll Call]
EVENING EVERYONE.WELCOME TO THE CITY OF PAPER HEIGHTS, CITY COUNCIL WORK SESSION.
WE'RE GETTING STARTED AT 6 0 2 THIS EVENING.
THIS MEETING IS CALLED TO ORDER.
SO TONY, IF YOU WOULD CALL THE ROLE PLEASE.
[2. Approval Of Minutes]
IS ITEM NUMBER TWO.WE HAVE ONE SET OF MINUTES FROM SEPTEMBER 17TH, 2024.
THOSE MINUTES HAVE BEEN DISTRIBUTED TO EVERYONE HAD AN OPPORTUNITY TO REVIEW THEM.
IF THERE'S ANY CHANGES OR CORRECTIONS THAT NEED TO BE MADE, PLEASE LET US KNOW.
KNOW IF NOT, THOSE MINUTES WILL STAND AS APPROVED.
[ City Manager Report]
UP IS ITEM THREE A, WHICH IS THE CITY MANAGER REPORT.SO, UM, MAYBE, HEY, SARAH
WILL YOU HIT THE, UH, THE MAGIC BUTTON? JUST THE BOTTOM SPACE BUTTON FOR ME? THE CLICKER'S NOT WORKING.
IT'S NOT, IS IT ON? DID YOU IT IS.
I THINK THIS IS, UM, I THINK IT WAS MESSING WITH THIS.
SO, UH, DUE TO THE STORMS OF THE, UH, UH, HURRICANE, THE LAST HURRICANE THAT WAS HERE, UM, WE HAVE MADE THE DECISION, UM, AND MIKE GRAY HAS BEEN, UH, CONSTANTLY KIND OF EVALUATING THE SITUATION.
UM, WE HAVE OPENED UP THE, UM, YARD WAY SITE DAILY NOW.
UH, AND THAT'S GONNA HAPPEN UNTIL THE END OF, UM, OCTOBER.
SO WE'RE OPEN WEEKDAYS FROM SEVEN 30 TO TWO.
WE ARE STILL OPEN ON THE FIRST AND THIRD SATURDAYS, SEVEN 30 TO ONE.
AND THEN THAT SITE'S GOING TO ACTUALLY CLOSE ON THE LAST DAY OF THE MONTH, WHICH IS OCTOBER 31ST.
AND THEN WE ARE THEN GOING TO REOPEN THE, UM, NEW SITE DOWN OFF OF, UM, BRIDGEWATER.
AND THAT'LL BE A LEAF DROP OFF SITE ONLY, UH, FOR THE REMAINDER OF THE SEASON.
SO, WE'LL, WE'LL POST THAT AND LET PEOPLE KNOW WHAT'S GOING ON.
BUT BECAUSE OF THE, UM, INCREASE IN IN TREE ACTIVITY AND, AND YARD WASTE, WE OPENED THAT SITE UP AND HAVE HAD IT OPEN SINCE THE STORMS. OKAY.
UM, THIS WEDNESDAY, TOMORROW AT SIX O'CLOCK, WE WILL HAVE THE HOMECOMING PARADE.
UM, IT'S GOING TO RUN, UM, DOWN CHAMBERSBURG ROAD.
UH, POLICE AND FIRE WILL BE IN THAT AS WELL AS, UH, I BELIEVE SOME OF COUNCIL MEMBERS.
BUT, UH, JUST SO EVERYBODY'S AWARE, WE DO HAVE THE HOMECOMING PARADE.
UM, WEDNESDAY NIGHT ON SATURDAY, THE OCTOBER 12TH, WE'RE GONNA HAVE OUR MULTICULTURAL FESTIVAL.
IT'S GONNA BE FROM NOON TO 9:00 PM AND IT'LL BE AT EIL BERG AMPHITHEATER THIS SATURDAY.
WE ARE PART OF THE, UH, COMMUNITY ECONOMIC DEVELOPMENT FORUM.
UH, THAT'S GONNA BE NEXT WEEKEND, UH, THE 19TH OF OCTOBER.
IT'S GONNA BE FROM TWO TO FIVE, AND THAT'LL BE OUT ON POWELL ROAD AT THE HUBER HEIGHTS COMMUNITY CENTER.
WHAT EXACTLY IS THAT, JOHN? SO IT'S, UH, BASICALLY WE'RE, WE'RE FOCUSING ON, UM, BUSINESS DEVELOPMENT.
UM, AND BUSINESSES ARE GONNA BE ABLE TO COME AND KIND OF TALK ABOUT, UM, WHAT WE HAVE TO OFFER AND, AND WAYS TO, UM, KIND OF, UH, BUILD THEIR PRESENCE IN THE CITY OF HUBER HEIGHTS.
SO, UH, THE CHAMBER'S ALSO INVOLVED IN THAT.
SO WE'RE, UH, WE'RE, WE'RE LOOKING FORWARD TO THAT.
WE DO HAVE SOME, UH, SPEAKERS THROUGHOUT.
THERE ARE FLYERS OUT ON THE DESK OUT HERE THAT HAVE THE, UM, THE SPEAKERS THAT ARE GONNA BE PRESENT.
I KNOW KYLE WILL BE TALKING AT THAT.
UM, MASON HUTTON WILL BE TALKING AS WELL.
AND THEN WE ARE ALMOST DONE, I SWEAR, WITH HYDRANT FLUSHING.
WE'VE HAD A FEW HICCUPS AND SOME ISSUES, BUT, UH, WE ARE OUT ON THE, UM, EASTERN PART OF, UH, THE, THE, UH, CITY NOW.
SO EVERYTHING FROM BELL FOUNTAIN ROAD EAST, AND THEN BETWEEN CHAMBERSBURG AND FISHBURG.
SO OUT TOWARDS, UM, WHERE BATH TOWNSHIP STARTS.
AND I'LL TAKE ANY QUESTIONS THAT YOU HAVE.
ANYONE HAVE ANY QUESTIONS FOR JOHN? YES.
JOHN, WILL PUBLIC WORKS BE DOING ANY PICKUPS IN ADDITION TO THE LEAD PICKUP OR NOT? UH, WE, WE KIND OF TALKED ABOUT THAT, AND I JUST DON'T THINK THAT'S, I MEAN, I DON'T THINK THERE'S A HUGE NEED.
WE, WE DID SOME DRIVE-BYS DOWN THE STREETS AND KIND OF SAW WHAT WAS GOING ON.
I MEAN, IF ANYBODY HAD ANY SPECIFIC NEEDS, WE MIGHT BE ABLE TO KIND OF ASSIST, BUT I, I JUST DON'T THINK THAT'S A GOOD USE FOR OUR RESOURCES RIGHT NOW.
I JUST KNOW SOME PEOPLE DON'T HAVE A VEHICLE TO HAUL THINGS FOR SURE.
OR SOME PEOPLE HAVE THE CAPABILITY TO MANAGE THAT, THAT FOR THEMSELVES.
SO, YEAH, SO WE DID POST ON THE WEBSITE TOO, UM, REPUBLIC'S REQUIREMENTS WHERE YOU, IF YOU DON'T HAVE TO TAKE 'EM OFF YOUR SITE, IF YOU CAN GET 'EM INTO A USABLE BUNDLE OUT, WILL THAT BE PART OF, OF THE POST THAT YOU GUYS MADE? WE ALREADY DID IT, ACTUALLY.
UH, FORGIVE ME, I THINK IT WAS MONDAY MAYBE, AND IT SAID EXACTLY WHAT WE SAID.
SO IT'S, YOU KNOW, WE REPUBLIC ALSO SAID FOR THE FORESEEABLE FUTURE, SORRY.
THERE, THERE'S NO NEED TO NOTIFY THEM AHEAD OF TIME, THAT IF IT'S OUT THERE, THEY'LL TAKE IT.
[00:05:03]
OKAY, WE'LL MOVE ON.[ Culture And Diversity Citizen Action Commission Update]
IS ITEM THREE B, WHICH IS THE CULTURE AND DIVERSITY CITIZEN ACTION COMMISSION UPDATE.SO, AS, UH, PART OF OUR ONGOING UPDATES FROM THE CITY BOARDS AND COMMISSIONS, WE HAVE, UH, TARA PURVIS, UH, THE VICE CHAIR, AND YOLANDA STEVENS THE CHAIR OF THE COMMISSION, UH, HERE TO GIVE THEIR, UH, ONGOING UPDATE.
UM, AS YOU KNOW, I'M TARA PURVIS.
I AM THE VICE CHAIR OF THE CULTURE AND DIVERSITY CITIZENS ACTION COMMISSION, UM, HERE TO GIVE THE UPDATE THIS EVENING.
WE JUST COMPLETED, UH, SOME VOTER REGISTRATION DRIVES.
WE HAD DRIVES AT THE YMCA, THE FARMER'S MARKET, UH, AND THE LIBRARY LOCATIONS.
UM, ESTIMATED ABOUT 50 TO 70 PEOPLE REGISTERED.
A LOT OF THOSE WAS SATURDAY AT THE FARMER'S MARKET.
BYRAM BROUGHT OUT, UH, LARGE NUMBERS FROM HIS COMMUNITY TO GET IT REGISTERED TO VOTE, WHICH WAS REALLY AWESOME.
UM, WE HAD MANY PEOPLE CHECKING, UM, THEIR CURRENT VOTER LOCATIONS, DOUBLE CHECKING, UM, ADDRESS UPDATES AND THINGS ALONG THOSE LINES.
UM, OF COURSE, THE REGISTRATION DEADLINE WAS YESTERDAY.
AND NO MORE, UM, NEW REGISTRATIONS CAN BE SUBMITTED, BUT OF COURSE, PEOPLE CAN CHECK THEIR VOTER LOCATIONS AND ADDRESSES, UM, THROUGHOUT THE TIME UNTIL THE ELECTION.
UM, JUST TO NOTE, A LOT OF VOTING LOCATIONS WERE CHANGED AS THEY'RE PULLING THE POLLING LOCATIONS OUTTA SCHOOLS.
SO THAT'S JUST SOMETHING TO KIND OF TAKE NOTE, UM, TO MAKE SURE TO CHECK YOUR VOTING LOCATIONS.
UM, NEXT ON THAT LIST IS OUR DEI NEEDS ASSESSMENT IS REALLY TRUCKING ALONG, UH, THE COMMISSION HAD A COUPLE EDITS TO THE SURVEY THAT WILL BE USED, AND THAT SURVEY SHOULD BE LIVE THIS FRIDAY, UH, THE 11TH, AND IT WILL GO OUT, UM, VIA COMMUNICATIONS THROUGH CITY STAFF.
UH, WE WILL MAKE SURE THAT ALL OF YOU AS WELL GET THAT SURVEY LINK TO SEND OUT TO YOUR CONSTITUENTS, UM, FAMILY, FRIENDS AND SO ON.
UH, THERE IS A BOX THAT THEY DON'T NECESSARILY HAVE TO BE HUBER RESIDENTS.
IF THEY'RE NOT HUBER RESIDENTS, THERE'S ANOTHER BOX.
UM, WE WANTED TO ALSO MAKE SURE THAT WE WERE CAPTURING PEOPLE, UM, THAT WOULD MAYBE BE TRAVELING THROUGH INTERACTING WITH OUR PUBLIC, UH, FACING STAFF, UM, AS WELL AS, YOU KNOW, SHOPPING OR JUST EXPERIENCING HUBER HEIGHTS IN A VARIETY OF MANNERS.
SO WE DID, UM, JUST ASK FOR THAT EDIT TO BE MADE.
UM, IT WILL BE AVAILABLE AT THE MULTICULTURAL FESTIVAL THIS WEEKEND.
WE DID HAVE RAMA, UM, CREATE A QR CODE FOR USE.
UM, AND I'M HOPEFUL THAT WE COULD MAYBE EVEN GET THAT QR CODE UP ON THE KEY AD SIGNS TO, UM, CAPTURE AS MANY UH, VOICES THROUGH THIS SURVEY AS POSSIBLE.
UH, LAST WEEK AT OUR COMMISSION MEETING, WE DID SET, UH, THE DATES FOR MLK DAY 2025, WHICH WE WILL HOLD, UM, AGAIN THIS YEAR ON MLK, DAY ONE 20.
UH, WE'RE THINKING THE SAME FORMAT, UM, BUT WITH PASTRIES, COFFEE AND PROGRAM KIND OF ALL IN ONE LOCATION, UM, LOGISTICALLY THERE'S JUST BEEN SOME CONCERNS ABOUT HAVING A WALK FROM ONE LOCATION TO ANOTHER.
AND THEN HOW DO WE GET PEOPLE BACK TO THE FIRST LOCATION? UM, SO WE'RE, WE'RE FIGURING OUT THE LOGISTICS, UM, FOR 2025, LOOKING TO 2026.
UM, WE ARE HOPING TO PERHAPS HOLD THAT DINNER, UM, IDEA THAT WE'VE BEEN KICKING AROUND AMONGST THE COMMISSION, UM, JUST SO THAT WE CAN INVOLVE THE YOUTH AND THE SCHOOL SYSTEM, UM, A LITTLE BIT MORE THAN WE ARE CURRENTLY IN THIS EVENT.
ANYBODY WITH TEENAGERS KNOWS IT'S A LITTLE DIFFICULT TO GET THEM ROUSED AND OUT OF BED ON A DAY OFF FROM SCHOOL.
SO WE'RE LOOKING FOR SOME OPPORTUNITIES TO ENGAGE WITH THE YOUTH.
UM, FOR MLK DAY EVENTS, UH, FOR JUNETEENTH 2025, WE ARE GOING TO STICK WITH THE FATHER'S DAY, UM, FOR THAT EVENT.
SO IT WILL BE SIX 20 OR SIX 15 2025.
[00:10:01]
IS TO TBD, WE THINK WE MIGHT NEED A LITTLE BIT LONGER, PERHAPS.UM, WE'RE DEFINITELY, UM, GOING TO LOOK TO HAVE A BROADER EDUCATIONAL PIECE TO THAT EVENT.
UM, IN 2025, OF COURSE IN 2024, WE DID JUST, NOBODY COULD HEAR HER UNFORTUNATELY.
UM, BUT WE'RE DISCUSSING SOME TYPE OF AN EXHIBIT OR A, YOU KNOW, A WALKTHROUGH SPACE TO REALLY, UM, CAPTURE WHAT JUNETEENTH IS SUPPOSED TO REPRESENT.
UH, THE MULTICULTURAL FESTIVAL, THE COMMISSION WILL, UM, WORK WITH THE CITY AND HOPEFULLY THE CHAMBER FOR 2025 MULTICULTURAL FESTIVAL.
UM, WE WERE NOT ABLE TO LAND ON A DATE AND TIME FOR THIS EVENT LAST WEEK.
UM, WE JUST HAVE A LOT OF CONSIDERATIONS TO TAKE INTO ACCOUNT.
DO WE MOVE IT OUT OF JUNE ONTO ITS OWN MONTH? IF WE MOVE IT ONTO ITS OWN MONTH, WHAT OTHER FESTIVALS ARE YOU COMING UP AGAINST? YOU KNOW, WHEN IS A GOOD TIME OF YEAR FOR A FESTIVAL? UM, SO WE WILL DEFINITELY GET THAT HAMMERED DOWN, UM, FOR OUR NOVEMBER MEETING.
AND WE'LL SET THE DATE FOR THE MULTICULTURAL FESTIVAL FOR 2025.
UH, THE COMMISSION DID PUT COORDINATOR POSITIONS INTO PLACE, UH, LAST WEEK.
I JUST HAD PUT THIS RECOMMENDATION UP FOR THE COMMISSION THAT, UM, TO KIND OF FIRM UP SOME OF THE WORK THAT WE'RE DOING, THAT WE PUT A VOLUNTEER COORDINATOR, A COMMUNICATIONS COORDINATOR, AND A CITY INFORMATION TYPE COORDINATOR, UM, POSITION IN PLACE.
AND THESE WILL BE POSITIONS THAT WILL REPORT BACK TO US MONTHLY ON, ON THINGS THAT OUR COMMISSION NEEDS TO BE, UM, INFORMED ON.
AND AS WE'RE SEEKING OUT MORE VOLUNTEERS AND INCREASING, UM, COMMUNICATION WITH COMMUNICATE COMMUNITY STAKEHOLDERS, AND THAT FINALLY GETS TO, UM, THE PROCLAMATION OR THE RECOMMENDATION FOR THE CITY TO ISSUE A PROCLAMATION.
UM, I HAD EMAILED YOU GUYS EARLIER TODAY.
YOU MAY HAVE GOTTEN IT MORE THAN ONCE.
I THOUGHT IT KICKED BACK, SO I APOLOGIZE IF YOU GOT IT.
LIKE TWO DIFFERENT EMAILS FROM ME.
UM, IT WAS A RECOMMENDATION, UH, THAT WAS, UH, VOTED ON LAST WEEK DURING THE COMMISSION MEETING.
UM, AND THE COMMISSION VOTED UNANIMOUSLY TO RECOMMEND THAT THE CITY ISSUE A PROCLAMATION IN SUPPORT OF THE HAITIAN COMMUNITY OF SPRINGFIELD.
UM, THIS RECOMMENDATION WAS MADE IN LINE WITH THE PROCLAMATION ISSUED IN 2021, DECLARING RACISM AS A PUBLIC HEALTH CRISIS AND THE PROCLAMATION THAT WAS ISSUED DURING THE ANTI-ASIAN HATE RALLY.
UM, AS THE CULTURE AND DIVERSITY CITIZENS ACTION COMMISSION, WE FELT IT WAS IMPORTANT JUST TO SEND WORDS OF SUPPORT TO SPRINGFIELD, UM, A TOWN ONLY 30 MINUTES FROM HERE, UM, THAT MANY OF US PASS GOING TO AND FROM WORK EVERY DAY.
UM, WE'RE NOT ASKING FOR ANY DU FOCUS ON OUR COMMUNITY, BUT MORE SO JUST EXTEND, EXTENDING WORDS OF ENCOURAGEMENT FROM A CITY THAT ALSO EMBRACES, UM, THE RICHNESS THAT IS BROUGHT TO THE COMMUNITY BY OUR IMMIGRANT POPULATIONS.
SO I JUST WANTED TO, UM, MAKE THAT KNOWN THAT THAT RECOMMENDATION, UM, WAS VOTED TO BRING FORTH TO CITY COUNCIL ONE WAY OR THE OTHER, UM, HOW YOU GUYS SEE THAT.
BUT JUST DUE TO THE TIMELINESS OF IT, I WANTED TO MAKE SURE THAT THAT WAS NOTED, UM, HERE AS WELL.
UM, I HAVE, UH, ACTUALLY TWO ITEMS. NUMBER ONE, UM, FOR JUNETEENTH, WHY ARE WE DOING THAT ON FATHER'S DAY? SO WE'VE DONE IT ON FATHER'S DAY EVERY YEAR.
UM, THAT'S NOT A REASON
BUT BECAUSE OF MARKETING TYPE OF STANDARDS TO KEEP IT SAME OLD, SAME OLD, SO PEOPLE KNOW WHAT'S COMING YEAR AND YEAR.
UM, WE VOTED TO KEEP IT ON FATHER'S DAY.
IT WASN'T MY, UH, IT WASN'T MY PERSONAL CHOICE.
I TRIED TO GIVE THE MEN OF OUR COMMISSION THAT OUT TO KIND OF SPEND THAT DAY, UM, NOT DOING COMMISSION STUFF, AND THEY ALL AGREED THAT THEY WANTED TO DO THIS ON FATHER'S DAY.
I JUST FEEL LIKE YOU MIGHT BE MISSING
[00:15:01]
OUT ON A LOT OF PEOPLE BY HAVING IT ON FATHER'S DAY, BUT YOU'VE OBVIOUSLY HAD THAT CONVERSATION.SO, UH, MY OTHER QUESTION IS, UM, AND JOHN, THIS IS FOR YOU, UM, ON THE SURVEY FOR THE NEEDS ASSESSMENT, UM, WHEN WE'VE DONE SURVEYS IN THE PAST, WE HAD OUR CONTRACTOR, UM, GO OUT TO VARIOUS MEDIA SOURCES SO THAT WE GOT A CROSS CITY, CROSS-CULTURAL MM-HMM.
UM, AND FROM WHAT I'M HEARING RIGHT NOW, I DON'T, I DON'T, FIRST OF ALL, I DON'T KNOW HOW LONG THE SURVEY IS GONNA BE OPEN, AND I REALLY AM CONCERNED ABOUT THE BREADTH OF IT, THE BREADTH OF THE RESPONSES.
SO MY QUESTION TO YOU IS, UH, COULD WE PLEASE BE BRIEFED MAYBE AT THE NEXT WORK SESSION ON, ON THE CONTRACT, UM, ON THE, THE, UH, GANTT CHART WITH THE DATES FILLED IN, AND SO WE KNOW WHAT TO EXPECT AND WE CAN, UM, TAKE A LOOK AND SEE IF THERE'S, UM, WE KNOW WHAT TO EXPECT.
ANY OTHER QUESTIONS, COMMENTS? YES, DON? UH, JUST A COMMENT.
UM, THE CONCEPT OF PUTTING IN YOUR, UH, COORDINATOR POSITIONS, UH, I REALLY APPLAUD YOU ON, ESPECIALLY VOLUNTEER COORDINATOR BECAUSE WE'VE SEEN THAT WITH, UH, OTHER COMMISSIONS AND COMMITTEES WITHIN THE CITY, AND IT SEEMS TO BE SOMETHING THAT'S ALWAYS OVERLOOKED.
UM, I, I THINK YOU'RE MOVING IN THE RIGHT DIRECTION AND I APPLAUD YOU FOR, UH, TAKING, UH, THE LEAD ON THAT.
HEY, YOLANDA, UH,
UM, GOOD JOB ON THE DINNER 2026.
I THINK IT'S GOOD TO, TO TRY TO GET THE, THE YOUTH AGAIN.
AND I KEEP SAYING THAT FROM THIS, FROM, FROM UP HERE, UH, WE, WE NEED TO GET OUR YOUTH MORE ENGAGED.
I, I WOULD LIKE TO SEE, AND NOT, NOT THAT YOU KNOW, THAT THAT MEANS ANYTHING, BUT, UM, A CONCRETE DATE FOR THE, UH, MULTICULTURAL FESTIVAL.
I THINK WE HAD SOME THINGS FALL THROUGH THE CRACKS THIS YEAR AND IT ENDED UP FALLING ON WHAT I WOULD CONSIDER NOT TO BE A GREAT WEEKEND.
'CAUSE IT'S UP AGAINST THE YELLOW SPRING STREET FESTIVAL, HOMECOMING AND HOME HOMECOMINGS THIS WEEKEND.
SO IF, IF WE COULD TAKE A LOOK AT THAT DATE AND, AND GET A CONCRETE DATE TO EVERYBODY SO WE HAVE TIME TO PLAN FOR THAT AND MAKE SURE THAT WE CAN HELP YOU AND, AND GET, GET YOU WHAT YOU NEED.
JUST TO BE CLEAR, SORRY, WE DIDN'T SET THE DATE THIS YEAR, SO THAT WASN'T A COMMISSION DECISION.
SO I THANK YOU
I'M NOT PUTTING ANY FINGERS OR OR POINTING BLAME.
I'M SAYING IT, IT WASN'T WHEN IT NORMALLY IS AND WHEN, IF WE NEED THESE THINGS TO BE SUCCESSFUL RIGHT.
AND, UM, I'M, I'M NOT SAYING THAT THE JUNE DATE WAS THE BEST WEEKEND FOR IT, EITHER THAT THAT WAS AIR SHOW.
BUT, BUT IF WE HAVE A DATE, THEN WE CAN ALL PLAN FOR IT AND MM-HMM.
IS THERE AN OPINION ON EARLIER, LATER? I MEAN, I KNOW OF COURSE IT'S US TO UP US UP TO US TO SET A DATE, BUT THE MAJOR CONSIDERATION AT PLAY IS OUR JUNE EVENTS LEAD UP TO LIKE 4TH OF JULY, AND IT'S A LOT ON THE PUBLIC WORKS EMPLOYEES TO, TO DO THESE BACK TO BACK EVENTS.
SO, UM, YOU KNOW, IF WE MOVE IT OUTTA JUNE, WHERE DO WE PUT IT? SO WE'RE COMPLETELY OPEN TO SUGGESTIONS TO TAKE BACK TO THE BROADER COMMISSION.
IT IS JUST, THAT'S KIND OF WHERE WE GOT STUCK LAST WEEK WAS, YOU KNOW, WE COULD DEBATE DAYS AND WEEKS AND UNTIL THE COWS CAME HOME IT WAS GETTING REAL LATE.
IT'S, IT'S, IT'S A TOUGH TASK.
I'M GLAD IT'S NOT MY JOB TO DO THAT.
BUT, YOU KNOW, LET, LEMME KNOW IF YOU NEED ME, UH, TO PROVIDE SOME INPUT AND I'LL LET YOU KNOW WHAT I THINK.
SEND ME ANY EMAILS IF YOU HAVE ANY IDEAS.
ANITA, THIS ISN'T YOU GUYS, BUT ARE WE DOING THE MIRACLE FESTIVAL NEXT YEAR? AND IF SO, WHEN IS THAT FALLING? BECAUSE YOU DON'T WANT IT CLOSE TO THAT
YEAH, YOU GOTTA, YOU GOTTA DO THE BOTTOM FIRST.
[00:20:01]
UM, SEPTEMBER, TO MY KNOWLEDGE, THE LAST DISCUSSION THAT HAPPENED AMONGST A AND B WAS THAT THEY WERE LEANING AWAY FROM DOING THE MARIGOLD NEXT YEAR.SO, UM, WE, WE DON'T HAVE A PLAN TO DO IT AS OF NOW.
BUT WE'LL TALK MORE ABOUT THEIR PLANS FOR PROGRAMMING THIS MONTH AS WELL.
ANY OTHER QUESTIONS? COMMENTS? OKAY.
I'M SORRY, YOLANDA WANTED TO
UM, I, I JUST WANTED ONE CLARIFY THAT TARA IS THE, UM, IS THE INTERIM CHAIR RIGHT NOW.
SO SHE'S TAKEN OVER AND HAS DONE AN ABSOLUTELY FANTASTIC JOB, UM, DURING MY DURATION AWAY.
UH, BUT I DID WANNA JUST CLARIFY A COUPLE OF THINGS.
THE JUNETEENTH FESTIVAL IN ITS INCEPTION WAS A FATHER'S DAY FUNK FESTIVAL.
AND THAT'S WHY IT WAS ON FATHER'S DAY.
UM, AND SO THE AUDIENCE THAT WE GETS OUT, GET OUT, A LOT OF THEM ARE COMING TO CELEBRATE FATHER'S ON THAT DAY.
SO WE FOUND THAT THAT HAS BEEN A GOOD DAY.
WE DID TRY TO REPRIEVE OUR FATHERS
SO WE'LL KEEP THE, THE FATHER'S DAY FUNK FEST GOOD.
UM, IN TERMS OF THE NEEDS ASSESSMENT.
VERY GLAD THAT YOU BROUGHT THAT UP.
UM, BECAUSE WE HAVE HAD SOME CONCERNS WITH THE NEEDS ASSESSMENT.
WE'VE NOT BEEN LOOPED IN AS MUCH AS WE WANTED TO IN THAT PROCESS.
UM, BUT IN THE PROCESS, WE JUST SAW THE SURVEY LAST WEEK AT OUR MEETING, UM, AND AFTER REVIEWING THE SURVEY, WE HAVE SOME CHALLENGES.
UM, AND WE ARE GIVING, IN THE PROCESS OF REVIEWING THAT AND GIVING SOME FEEDBACK OURSELVES, UM, THERE WERE QUITE A FEW THINGS THAT WE'RE MISSING OFF OF THE NEEDS ASSESSMENT THAT WE NEED TO GRAB DATA FROM.
ONE WAS, WE WANNA KNOW WHAT WAR PEOPLE LIVE IN SO THAT WE CAN SEE, YOU KNOW, ARE THERE TRENDS BASED ON WHERE PEOPLE LIVE IN OUR CITY? THAT'S JUST AN EXAMPLE OF SOMETHING THAT'S MISSING FROM THE NEEDS ASSESSMENT.
SO OUR COMMISSION'S BEEN REVIEWING THAT.
WE'VE BEEN WORKING WITH JEFFREY AND HE'S WORKING WITH RAMA.
I THINK IT'S AN EXCELLENT IDEA THAT WE GET SOME ADDITIONAL EYES ON THAT.
UM, THERE'S A LOT OF TERMINOLOGY IN THE SURVEY AS IT'S WRITTEN THAT IS NOT COMMON TERMINOLOGY IN TERMS OF, UM, PEOPLE CAN DEFINE IT IN DIFFERENT WAYS.
SO THAT MAKES YOUR DATA INACCURATE IF WE HAVE TERMS ON THERE THAT PEOPLE MAY NOT UNDERSTAND OR THEY MAY DEFINE IT IN DIFFERENT WAYS.
SO I KNOW THE PUSH, I THINK FROM MY UNDERSTANDING FROM JEFFREY WAS TO TRY TO GET THE SURVEY OUT THIS WEEK.
ACTUALLY, I THINK IT WAS LAST WEEK, FRIDAY.
AND WE SHARED THAT THAT WAS NOT IN LINE WITH WHAT IT SHOULD BE BECAUSE THERE ARE SO MANY QUESTIONS AROUND IT.
SO I THINK ADDITIONAL SIGHT ON THAT WOULD BE GOOD AND FEEDBACK AND EVEN FROM, EVEN FROM A LEGAL PERSPECTIVE TO MAKE SURE THAT WE'RE GOOD THERE.
AND THAT IS THE REASON THAT I THINK THAT, UM, WE NEED TO HAVE A, A BRIEFING FROM JEFFREY BECAUSE IF, IF WE'RE GONNA WORDSMITH IT, IT, IT WILL NEVER GO OUT, NUMBER ONE.
AND PERHAPS, UM, THERE'S A, A DISCONNECT ON HOW TO REACH OUT, WHO WE'RE REACHING OUT TO AND A HOST OF OTHER ISSUES.
SO, UM, I I JUST, YEAH, WE NEED, WE NEED TO SEE WHAT'S GOING ON AND WE'VE ALSO ASKED TO SEEK A MARKETING PLAN AS TO HOW WE'RE GONNA GET THAT SURVEY OUT TO AS MANY PEOPLE AS POSSIBLE.
AND IF IT DOESN'T GET A ADEQUATE DISTRIBUTION, YOU'RE NOT GONNA GET ANY TRENDS OUT OF IT.
AND, AND I REALLY AM CONCERNED WHEN YOU SAY THAT PEOPLE WHO DON'T LIVE HERE WILL PARTICIPATE IN IT BECAUSE, UM, WE HAVE A HARD ENOUGH TIME GETTING PEOPLE WHO LIVE HERE TO PARTICIPATE.
AND, UM, IT'S COULD, I THINK IT COULD SKEW IT.
SO I, I, I THINK WE ALL NEED TO COME TO AN AGREEMENT.
YOU WOULD BE ABLE TO PULL THE DATA BASED ON, AND IT'S NOT, THE TARGET WAS PRIMARILY RESIDENTS, BUT WE ALSO REALIZE THAT WE HAVE BUSINESS OWNERS WHO ARE HERE AS WELL.
UM, AND SO IF THEY'RE A BUSINESS OWNER, THEY CAN STILL FILL IT OUT, BUT WE'LL BE ABLE TO PULL THAT DATA BECAUSE IT'S A BOX THAT THEY CHECKED, RIGHT? SURE.
[00:25:02]
FROM MY POINT OF VIEW WAS IT'S ANONYMOUS.AND SO WITH THE, THE ABILITY AS A GOOGLE FORM, IF IT'S NOT TRACKING ON THE BACKEND WHO'S FILLING IT OUT, THEN I CAN JUST SIT AND FILL THAT OUT 35 TIMES.
WELL, NOT IF WE, THAT'S THE WHOLE POINT THAT WHEN WE DID THE OTHER SURVEYS, YOU IT LOCKED IT OUT.
SO WITHOUT PARAMETERS LIKE THAT, IT WAS A LITTLE WISHY-WASHY FOR ME TO PULL STATISTICS OR, YOU KNOW, MEANINGFUL STATISTICS OUT OF THAT WOULD HAVE BEEN A STRUGGLE.
UM, FROM MY STANDPOINT, BECAUSE IT'S ANONYMOUS, WE DON'T KNOW WHO'S FILLING IT OUT.
UM, AND I CAN SAY, YOU KNOW, I'VE LIVED HERE FOR 25 YEARS, WE HAVE NO PROBLEMS, IT'S WONDERFUL.
AND JUST KEEP FILLING THAT SURVEY OUT AND IT'S GONNA SKEW THE RESPONSES, IT'S GONNA SKEW THE DATA.
THAT IS THE WHOLE POINT OF WHAT WE'RE TRYING TO GATHER HERE.
SO WOULD ONE TIME, LIKE WHEN I DID A SURVEY, I KNOW I PUT IN MY PHONE NUMBER MM-HMM.
SO YOU WOULD HAVE A PHONE NUMBER, NOT THAT PEOPLE HAVE LOCAL PHONE NUMBERS, BUT LIKE ONE TIME ENTRY FROM THAT PHONE NUMBER.
WOULD THAT BE SOMETHING WE COULD LOOK AT? I MEAN, QUESTION MARK.
I DON'T ANY, I DON'T KNOW ANY OF THOSE OPTIONS.
IT, YOU CAN SET A GOOGLE FORM TO JUST COLLECT YOUR GMAIL OR YOUR EMAIL ADDRESS JUST FOR, FOR PURPOSES.
BUT THE WAY THAT THE TOP THIRD IS WRITTEN, IT'S ANONYMOUS.
SO, SO IT'S, IT EITHER HAS TO NOT BE ANONYMOUS, WHICH WOULD BE MY OPINION.
WE DON'T NECESSARILY NEED TO KNOW THAT IT'S BOB SMITH, BUT IT WOULD BE HELPFUL TO HAVE EITHER AN EMAIL, UM, A ZIP CODE, OR, YOU KNOW, IF YOU'RE THE OTHER, I, I THINK THERE'S SOME FIRMING UP THAT WE COULD DO COLLECTIVELY.
IT'S, IT'S NOT A, AS SOMEBODY THAT HAD TO COMPLETE RESEARCH AS CAPSTONE FOR COLLEGE, IT'S NOT A GOOD TOOL.
IT'S NOT A TOOL THAT THE WAY IT'S SET UP WOULD BE GOOD FOR AN ONLY USE STATISTICAL PURPOSES.
LIKE FOR ME, IT'D BE AN ONLY ONE, ONE TIME SURVEY.
WHETHER YOU HAVE SIX PEOPLE IN THE HOUSE OR JUST ONE PERSON IN THE HOUSE, IT'D BE, THAT'D BE THE BEST.
I FEEL LIKE THERE WAS A ONE, THE SURVEY SURVEYS THAT WE DID BEFORE IT TRACKED IP ADDRESS FROM, FROM WHERE IT WAS BEING DONE FROM.
SO SINCE THE TRACKED IP ADDRESS, ANONYMOUS, THERE'S ALL LETTERS.
IMAGINE SQUIGGLES, IT MIGHT NOW, IF THE SAME PERSON WANTED TO, THEY COULD MAYBE TAKE IT FROM A DESKTOP AND THEN TAKE IT FROM THEIR MOBILE PHONE.
BUT IT WOULD CERTAINLY CUT DOWN ON THE PEOPLE TRYING TO TAKE IT MULTIPLE TIMES BECAUSE IT TRACKED THE IP ADDRESS.
AND IF THE IP ADDRESS WAS REGISTERED AGAIN TO TAKE IT, IT WOULD SAY, YOU KNOW, YOU ALREADY, YOU'VE ALREADY TAKEN THIS.
SO I THINK THERE WAS A SURVEY WE DID, UM, YEAH, I THINK IT WAS BACK AROUND.
WE DID LIKE THE TRASH SURVEY AND ALL THAT A FEW YEARS AGO.
THAT'S, THAT'S HOW WE KEPT IT FROM THAT WHEN WE DID THE BRAND PARK, UH, BRAND PIKE REVITALIZATION, YOU KNOW, WE HAD COMMUNITY FORUMS HERE THAT, YOU KNOW, WE HAD POSTER BOARDS AND EVERYTHING AROUND AND PEOPLE PUT STICKIES ON.
BUT THERE WERE OTHER ONES THAT, UM, THAT WENT OUT THROUGH MEDIA THAT WE WERE ABLE TO COLLECT DATA AND I THOUGHT WE COLLECTED REALLY GOOD DATA THAT WAY.
SO I'M REALLY CONCERNED ABOUT THE WAY THAT THIS IS GOING AND, AND WHAT WE'RE ACTUALLY GONNA COLLECT.
I THINK IP ADDRESSES IS THE WAY THAT WOULD MINI WOULD MINIMIZE.
THERE'S, THERE'S GOTTA BE THE MOST, IT CAN'T BE DIFFICULT.
I MEAN, PEOPLE MIGHT HAVE MORE PURPOSE, YOU KNOW, AND IF THEY'RE, IF THEY'RE IN THE FAMILY, RIGHT? I MEAN, SOMEBODY'S TAKING ON MY CELL PHONE, THEN I'VE GOT A, A CHILD TAKING ON THEIR CELL PHONE.
WELL, I MEAN, THAT'S FINE 'CAUSE THAT'S ANOTHER PIECE OF DATA, BUT IT'S GONNA ELIMINATE SOMEBODY FROM TAKING IT OVER AND OVER AND OVER AGAIN FROM THE SAME DEVICE.
SCOTT, I THINK THE STRATEGIC PLANNING WAS LIKE THAT TOO, THAT SURVEY? YEAH, IT WOULD.
THERE'S WAYS THAT WE CAN, YEAH.
THAT WE CAN STILL KEEP IT ANONYMOUS, BUT KEEP PEOPLE FROM JUST TRYING TO SKEW THE DATA ON PURPOSE.
AND I, I THINK, YOU KNOW, AND YOU KNOW ANYTHING ABOUT DATA, RIGHT? GARBAGE IN, GARBAGE OUT.
SO THAT'S, THAT'S WHAT, THAT'S WHAT HAPPENS FOR SURE.
SO IF WE DON'T PUT THE RIGHT INFORMATION IN AND TRACK IT, WE'RE NOT GONNA GET THE DATA THAT WE WANT OUT OF IT.
SO, ALRIGHT, WE'LL MAKE SURE, JUST ONE, ONE QUESTION.
WHAT WELL, TWO ACTUALLY, WHAT SERVICE ARE WE USING TO CAPTURE RESPONSES? I, I HEARD YOU SAY IT'S A GOOGLE FORM.
IS THERE NOT A BOX THERE WHERE WE CAN DISREGARD IP ADDRESSES AND A GOOGLE FORM? I DIDN'T SET IT UP.
I'VE NEVER, I'VE NEVER GOTTEN THAT FAR INTO GOOGLE FORMS. I CAN, I KNOW HOW YOU FEEL ABOUT 'EM, BUT, UH,
I'VE NEVER FOUND THAT FUNCTION.
WHO'S CREATED THE QUESTIONS COME THE END ALL BE ALL IN EDUCATION.
MY OTHER PART OF THAT QUESTION SHOW WHERE, WHERE, WHERE DID WE GET THE QUESTION? BECAUSE I THINK THERE'S FIVE QUESTIONS.
WHERE DID THE QUESTIONS COME FROM? THERE'S QUITE A FEW MORE THAN FIVE.
I MAYBE I'M LOOKING AT ONE DOCUMENT HERE.
[00:30:01]
WE HAVE THAT, JEFFREY.SHE SAYS THEY'RE COMING FROM THE CONTRACTOR.
IT WAS A CON IT WAS A CO YEAH.
SO, AND I THINK A LOT OF THESE QUESTIONS, I, I JUST THINK THAT WE NEED TO INVEST MORE TIME WORKING WITH THIS CONSULTANT.
DON'T WE HAVE, DON'T WE HAVE FOR SURE A VISIT IN THERE IN THE CONTRACT WHERE THEY WERE SUPPOSED TO COME AND BRIEF THE COUNCIL? YEAH.
THIS WAS ALL BEFORE I GOT HERE, SO.
WE'LL, I KNOW IT WAS WE'LL, WE'LL LOOK IN TO SEE WHAT WE CAN DO.
AND INVOLVE YOLANDA'S GROUP AND MAKE SURE WE GET THE RIGHT QUESTIONS TOO.
IT SEEMED LIKE THERE WERE THREE LIKE AT THE BEGINNING, THE MIDDLE OR AT THE SURVEY RESULTS IN THE END.
UM, BUT I DON'T REMEMBER EXACTLY BECAUSE THE RFP KEPT CHANGING.
WE'LL, WE'LL MAKE SURE WE GET CONTACT, MAKE SURE I'LL SAY, I MEAN, IT, IT'S TAKEN US A LONG TIME TO GET HERE, SO THERE'S THERE, I DON'T THINK THERE'S ANYONE SITTING UP HERE THAT WANTS TO SEE ALL OF THIS WORK AND ALL THIS HAPPEN AND NOT GET THE ACCURATE INFORMATION OUT OF IT THAT WE HAD PLANNED ON.
THIS DOESN'T DO ANY OF US, UH, HERE, OR OR YOUR COMMISSION OR THE RESIDENTS ANY GOOD IF WE'RE NOT GETTING TRUE, ACCURATE DATA THAT WE CAN COLLECT AND ACTUALLY MAKE SENSE OF.
SO I THINK IT IS VERY IMPORTANT.
I KNOW, UM, AS JOHN SAID, HE'S GONNA COME IN ON THE KIND OF, ON THE, ON THE BACK PART OF THIS FROM WHERE IT'S GOTTEN STARTED, BUT YEAH.
BUT WE'LL MAKE IT, WE'LL MAKE IT RIGHT RATHER LIKE I GET IT DONE RIGHT.
I AGREE WITH Y ON YOU CAN'T HAVE SHOOT FOR QUICKLY.
SIR, WE, WE NEED, WE NEED TARGETED QUESTIONS FOR OUR CONSTITUENTS TOO, SO, I MEAN, IT NEEDS TO YEAH.
WE'LL MAKE SURE YOU GET IN TOUCH WITH SOMEBODY AND I FORGOT TO TELL YOU THANK YOU FOR WHAT YOU GUYS DO.
ANYTHING YES, BRIAN, I MAYBE I MISSED IT.
I JUST, THE GOOGLE FORM WHO MANAGES THE GOOGLE FORM, RAMA CREATED THAT.
JEFFREY, DO YOU HAVE ANYTHING TO ADD WITH YOUR HONOR? I CAN, I, I, THAT WAS REALLY MY ONLY QUESTION.
I WAS JUST WONDERING WHO, MAN, I, I USE IT A LITTLE BIT, BUT I, I I DON'T KNOW OF THAT FUNCTION THAT WE WERE TALKING ABOUT HERE.
I DON'T KNOW THAT THAT'S IN THERE, BUT NO, THAT'S, THAT'S ALL I HAD.
YEAH, I THINK THERE WERE SOME QUESTIONS AROUND WHO CAME UP WITH THE QUESTION, SO.
I DON'T KNOW, JEFFREY, IF YOU WANTED TO ANSWER THAT.
I'M SURPRISED AND I SURPRISED KATE STOLE MY THING, BUT I WAS GONNA SAY THANK YOU FOR WHAT YOU DO AS WELL.
SO JUST, JUST KNEW THAT THING YOU WERE GONNA SAY AT FIRST
WELL, ULTIMATELY WE'RE PAYING FOR THIS.
I THINK THEY'LL, THEY'LL USE WHAT WE ASKED THEM TO USE.
SO THAT WAS KIND OF OUR OPINION ON THURSDAY.
I THINK THIS IS OUR DECISION, NOT THEIRS.
THERE'S 23 QUESTIONS CURRENTLY ON THE GOOGLE FORM, UM, FOR THE SURVEY.
AND SOME OF THEM, I MEAN, ARE WHERE DO YOU LIVE? HOW LONG HAVE YOU LIVED HERE? BUT THEN THERE'S, THERE'S 23 QUESTIONS TOTAL.
JUST FOR THE PURPOSE OF DISSEMINATION OF THE, UH, THE INSTRUMENT, IF WE COULD PROBABLY PUT IT IN THE, UH, WATER BILL THAT, THAT MIGHT BE USEFUL.
I DON'T KNOW IF WE CAN MANAGE THAT OR, UM, GET SOME SUPPORT FROM THE CHAMBER OF COMMERCE.
WE CAN HAVE FOLKS PUT THAT QR CODE IN THEIR WINDOW OR ON COUNTERS THAT WAY.
AND THE MORE RESPONSES YOU GET, THE MORE VALID THE, IT BECOMES IF THE QUESTIONS ARE BETTER STRUCTURED.
OH, THE SARAH WILLIAMS. SARAH WILLIAMS. YES MA'AM.
SARAH, ANYTHING ELSE? SARAH, SOMEBODY SOMETHING.
SARAH WILLIAMS WAS WORKING ON A MARKETING PLAN, SO WE'LL MAKE SURE THAT SHE HAS THAT INFORMATION AS WELL.
UM, AND THERE WERE SOME, THERE WERE SOME DISCUSSION AROUND HAVING HARD COPY SURVEYS AND THE, YOU KNOW, THE LEGITIMACY OF THE RESPONSES THERE AS WELL.
SO IT'S ALL THINGS WE NEED TO DISCUSS WITH THE FOR SURE CONTRACTOR.
THANK YOU SO MUCH FOR BEING HERE THIS EVENING.
[ New Huber Heights Senior Center - Interior Furnishings Purchase]
C, WHICH IS THE NEW HUBER HEIGHT SENIOR CENTER INTERIOR FURNISHINGS PURCHASE.UM, AND I CAN ATTEST THAT THE, UH, VOTER REGISTRATION AT THE FARMER'S MARKET WAS FANTASTIC.
IT WAS A STEADY STREAM OF NEW VOTER AFTER NEW VOTERS, SO IT WAS VERY GREAT TO SEE.
UM, SO AS FOR THE SENIOR CENTER, YOU HAVE BEFORE YOU IN YOUR PACKET, UM, A PIECE OF LEGISLATION FOR, UM, PURCHASING THE INTERIOR FURNISHINGS OF THE FACILITY.
AND THIS IS NOT TO EXCEED 150,000.
THIS WILL FURNISH ALL 15,000 SQUARE FEET.
SO MONUMENTAL SPACE UP THERE COMPARED TO WHAT THEY HAD, UM, FOR THE SENIOR CENTER AND THE PARKS AND RECREATION OFFICE SPACES.
SO, UM, I WOULD ASK THAT THIS BE CONSIDERED FOR NEXT MONDAY'S MEETING BECAUSE THE MANUFACTURER IS HOLDING THE 2024 PRICES FOR US.
IF WE CAN GET THEM A RESPONSE BY THAT WEDNESDAY, SO, OKAY.
KATE, WHEN WOULD BE DELIVERY OF THAT? LIKE WOULD IT BE UP AND RUNNING WHEN IT'S DONE? YES.
SO WE ARE ON TRACK TO HAVE IT DELIVERED EARLY DECEMBER, WHICH IS THE SAME TIME THE SENIORS ARE PLANNING ON MOVING OVER, SHUTTING DOWN A BIT, MOVING OVER THEIR PROGRAMMATIC SUPPLIES.
[00:35:01]
BUT THAT'S ANOTHER REASON WHY WE NEED TO, UM, GET IT ON NEXT MONDAY'S MEETING IF POSSIBLE.SO IT NEEDS TO BE EMERGENCY LEGISLATION, IS THAT WHAT I'M HEARING? UH, IT'S NO SOLUTION SPENDING MEDIA BECAUSE IT'S A RESOLUTION.
I MEAN, AS PART OF THAT BUDGET, RIGHT? THIS IS AN EXTRA FUNDING.
SO WE TALKED ABOUT WHAT THE OVERALL COST OF THE SENIOR CENTER WAS GONNA BE.
CORRECT? THERE WAS, THERE WAS A SUPPLEMENTAL THAT WAS ALREADY DONE FOR SOME OF THE YEP.
ALL OF THE MONEY CURRENTLY EXISTS BETWEEN THE PARKS AND THE SENIORS BUDGET LINES, SO.
ANYONE ELSE HAVE ANY QUESTIONS? ANY OBJECTIONS MOVING THIS ON TO MONDAY? OKAY, THANK YOU.
[ MEMI Consulting Agreement]
WHICH IS A MIMI CONSULTING AGREEMENT.SO, UM, I'M SURE YOU KNOW, YOU'RE WELL AWARE THAT, UH, WE ARE EXPLORING THE OPTIONS FOR AN INDOOR MUSIC CENTER, UM, UP ON EXECUTIVE, UM, AS WE PREPARE FOR THAT, UM, AND WE START WALKING THROUGH, UM, YOU KNOW, ARCHITECTURAL DRAWINGS, UM, SITE PREP AND WHERE THINGS LIE, UM, WE'RE PROBABLY GONNA FOLLOW THE SAME MODEL WE USE FOR THE ROSE MUSIC CENTER, UM, WHICH, UM, AT THAT TIME WE ENTERED INTO AN CUL CONSULTING AGREEMENT WITH THEM AS WELL.
UM, JUST TO MAKE SURE, UM, AGAIN, THEY'RE IN THE ENTERTAINMENT BUSINESS, THEY KNOW THE BUSINESS AND WHAT'S GOING ON.
UM, SO WE WERE ABLE TO NEGOTIATE A NEW AGREEMENT WITH THEM THAT WOULD ALLOW THEM TO HELP US, UM, IDENTIFY THOSE THINGS AND GET THOSE THINGS STARTED FOR THE, UM, POTENTIAL OF A NEW CENTER.
UM, THIS COST IS CHEAPER THAN THEIR INITIAL ONE FROM LAST TIME.
SO, UM, I WOULD JUST ASK THAT YOU, UH, CONSIDER THIS AS WE START TO MOVE FORWARD WITH THE ARCHITECTURE RENDERINGS AND, AND MOVING THAT FORWARD.
DOES ANYONE HAVE ANY QUESTIONS? OKAY, ANY OBJECTION? OH, YEAH, FRED IS, IS, THANK YOU, MA IS THIS THE, PROVIDE A SERVICE THAT WE DID NOT RECEIVE IN THE LAST YEAR? THIS IS JUST, THIS IS A NEW SERVICE, SO THIS IS TOTALLY NEW.
AND THIS IS ACTUALLY, IF YOU GO BACK HISTORICALLY FOR THE FIRST MUSIC CENTER, WHICH IS NOW KNOWN AS THE ROSE MUSIC CENTER, THEY ACTUALLY DID THE SAME THING.
SO THEY, THEY ENTERED INTO AN AGREEMENT WITH A CONSULTING FIRM, WHICH WAS MIMI AT THE TIME, TO, UM, BASICALLY MAKE SURE WE'RE NOT MISSING THINGS OR FORGETTING THINGS OR, OR DOING THINGS, YOU KNOW, AS OPPOSED TO, UM, WHAT IT SHOULD LOOK LIKE, WHERE IT SHOULD BE CONSIDERATIONS FOR, UM, YOU KNOW, THE BEST USE OF, OF WHAT PROPERTIES UP THERE TOO.
SO, UM, IT FALLS RIGHT IN LINE WITH WHAT WE DID WITH THE LAST MUSIC CENTER.
ANY OBJECTIONS TO MOVING THIS ON TO MONDAY? OKAY.
[ Vacating Utility Easements - Former Marian Meadows Site]
NEXT IS ITEM THREE E, WHICH IS VACATING UTILITY EASEMENTS FOR THE FORMER MARY MEADOW SITE JUMP.SO THIS RESOLUTION VACATES, UM, SO IF YOU GO BACK AGAIN, HISTORICALLY THAT WAS A BIG PARKING LOT
WELL, THAT'S WHERE OUR GOVERNANCE CENTER'S GONNA SEND RIGHT THERE.
UM, THEY HAVE REMOVED ALL THE PIPING.
UM, NOW WE JUST NEED TO VACATE THAT EASEMENT THAT EXISTED SO THAT WE CAN PUT THE, UM, NEW GOVERNANCE CENTER RIGHT ON TOP OF IT.
[ Homestead Development - Carriage Park Development Agreement]
ITEM THREE F, WHICH IS THE HOMESTEAD DEVELOPMENT AT THE CARRIAGE PARK DEVELOPMENT AGREEMENT.SO IF YOU'LL REMEMBER BACK, UH, WHEN AARON WAS HERE, UM, THIS IS, THIS IS THAT FINAL LEGISLATION PIECE, UM, TO MOVE THAT 25 MILLION PROJECT, WHICH HAS 168 UNIT MARKET RATE APARTMENTS THAT DEVELOPMENT MOVING FORWARD.
UM, IN THIS AGREEMENT YOU'RE GONNA SEE THAT IT DOES COVER THE CRA EXEMPTION.
IT DOES COVER THE MINIMUM SERVICE PAYMENT REQUIREMENTS.
THE SALE OF THE LAND TO HOMESTEAD IS GOING TO BE A $1.6 MILLION, UM, NET TO THE CITY.
AND THEN THE MINIMUM SERVICE PAYMENTS, UM, ARE GONNA TOTAL APPROXIMATELY 1.2 MILLION.
UM, SO THE TOTAL REVENUE ESTIMATED FOR US IS ABOUT $2.8 MILLION TO THE CITY.
ARE THERE ANY OBJECTIONS TO MOVING THIS ON TO MONDAY? OKAY, SEEING NONE, THAT'S WHERE WE'LL MOVE IT.
[ Board And Commission Appointments * Military And Veterans Commission - Appointment]
ITEM 3G, WHICH IS BOARD AND COMMISSION APPOINTMENTS.TONY? YES, I JUST HAVE ONE THIS EVENING.
THIS WOULD BE A RECOMMENDATION FOR AN APPOINTMENT TO THE MILITARY AND VETERANS COMMISSION.
WE'VE HAD A A LITTLE BIT OF TURNOVER HERE RECENTLY AND THEY'RE IN NEED OF SOME ADDITIONAL MEMBERS TO ENSURE THEY CAN MEET A QUORUM.
UM, THE GENTLEMAN'S NAME IS BRUCE JOHNSON.
UH, HE WAS INTERVIEWED BY OUR INTERVIEW PANEL AND RECOMMENDED FOR APPOINTMENT FOR A TERM ENDING DECEMBER 31ST, 2025.
AND THE NECESSARY, UH, BACKGROUND CHECK IS ON MR. JOHNSON, HAS BEEN PROCESSED THROUGH HUMAN RESOURCES.
SO WITH COUNSEL'S APPROVAL, I WOULD REQUEST THIS MOTION, UH, FOR APPOINTMENT, UH, BE PLACED ON THE AGENDA FOR
[00:40:01]
MONDAY.ANY OBJECTION? NO, LOOKS LIKE A GOOD CANDIDATE.
OKAY, WE'LL MOVE THAT FORWARD.
AND NEXT IS ITEM THREE H, WHICH
[ Liquor Permit #7058551 - Tandoor India & Pizza - 7695 Old Troy Pike]
IS LIQUOR PERMIT NUMBER 7 0 5 8 5 5 1 FOR TDO, INDIA AND PIZZA AT 76 95 OLD TROY PIKE.SO, UM, THIS IS THE MAYOR STATED, UH, UH, A NEW LIQUOR PERMIT FOR TDO INDIAN PIZZA.
UM, COUNSEL MIGHT REMEMBER THAT THERE WAS ONE BEFORE YOU PREVIOUSLY, UH, BACK IN JANUARY OF THIS YEAR, UM, FOR THE SAME LOCATION AT THAT TIME, THEY HAD COME IN AND, UH, WERE APPROVED FOR A D ONE AND D TWO LIQUOR PERMIT AT THAT LOCATION.
UM, THE NEW REQUEST IS TO ADD A D FIVE LIQUOR PERMIT AT THE, UH, LOCATION.
UH, FOR THOSE OF YOU WHO ARE NOT FAMILIAR, UH, WITH THE DIFFERENCES BETWEEN THE PERMITS, UH, A D ONE IS FOR, UH, BEER SALES ON AND OFF PREMISES UNTIL 1:00 AM.
D TWO IS WINE AND PREPACKAGED, LOW PROOF MIXED BEVERAGES, SALES ON AND OFF UNTIL 1:00 AM SO THAT'S WHAT THEY'RE CURRENTLY APPROVED FOR.
AND THEN THE D FIVE WOULD ALLOW FOR ON AND OFF SALES OF BEER, WINE, PREPACKAGED, LOW PROOF MIXED BEVERAGES, AND ON PREMISES ONLY CONSUMPTION OF HIGH PROOF SPIRITS UNTIL 2:30 AM OKAY.
SO IS THAT TYPICAL? THE D FIVE WOULD BE FAIRLY CONSISTENT WITH A, A RESTAURANT? OKAY, THAT'S ALL I WAS ASKING.
AS LONG AS IT'S NOT CONSISTENT, IT'S NOT ANOTHER, AND I MEAN, IT'S NOT A GAS STATION.
IT'S NOT A GAS STATION
ANY QUESTIONS? ANY OBJECTION? OKAY.
WE'LL SEE THAT ALSO ON MONDAY.
[ City Code - Supplement 18 - Adopting Ordinance]
LASTLY WE HAVE ITEM THREE I, WHICH IS CITY CODE SUPPLEMENT 18 AND ADOPTING THAT ORDINANCE TONIGHT.SO, UH, AS I BRING TO YOU, UH, QUARTERLY, UH, BEFORE YOU, WHEN COUNSELS PASSED, UH, DIFFERENT ITEMS OF LEGISLATION THROUGHOUT THE YEAR, UH, IN A PARTICULAR QUARTER, THEN THOSE ARE SENT OFF TO OUR CODIFICATION PROVIDER, WHICH IS MUNI CODE AND, UH, INCORPORATED INTO THE CITY CODE.
WHAT WE GET BACK IS A, WHAT'S CALLED A SUPPLEMENT OR AN AN UPDATE TO THE CITY CODE.
AND IT TAKES ALL THE LEGISLATION THAT'S BEEN PASSED BY COUNSEL IN THAT PERIOD INCORPORATES AT THE END TO THAT DOCUMENT.
IT REPRESENTS, UH, THE PERIOD OF JANUARY 1ST, UH, 2024 TO MARCH 31ST, 2024.
UM, IT HAS BEEN RECEIVED AND UH, THE REQUEST WOULD BE TO, UM, HAVE TWO READINGS OF THIS.
IT IS AN ORDINANCE, UM, IT'S, IT'S NOT AN EMERGENCY.
UM, AND, UH, HAVE ADOPTION AT THE, UH, SECOND, UH, READING.
THIS WOULD BE THE FIRST READING ON MONDAY, OCTOBER 14TH.
AND, UH, THE APPROPRIATE LEGAL NOTICES IS REQUIRED IN THE CITY CHARTER HAVE BEEN, UH, MADE IN THE NEWSPAPER GENERAL CIRCULATION.
ANY OBJECTION OR ANY QUESTIONS? I HAD A QUESTION.
TELL ME HOW MANY CODES DOES THIS AFFECT? THIS ONE? UM, THERE'S AN INDEX AT THE BEGINNING OF THE SUPPLEMENT, SO I CAN'T TELL YOU OFF THE TOP OF MY HEAD, BUT THE NEXT MEETING YOU'RE GONNA SEE THE ADOPTING ORDINANCE FOR SUPPLEMENT 19, WHICH IS, UM, FOR THE SECOND QUARTER OF 2024.
THAT ONE HAS A LARGE NUMBER OF, UH, CHANGES BECAUSE THIS IS THE QUARTER WHEN WE, UM, HAVE A REVIEW BY THE CODIFICATION PROVIDER TO, UH, TAKE IN ANY CHANGES THAT HAVE BEEN MADE TO THE HIGHER REVISED CODE THAT AFFECT OUR CITY ORDINANCES AND INCORPORATING THOSE.
SO ANYTHING UNDER LIKE, UM, POLICE, UH, MOTOR VEHICLES, UH, CRIMINAL OFFENSES AND ALL OF THAT THAT ARE IN OUR CODE THAT ARE IMPACTED BY A HIGH REVISED CODE ARE CHANGE AS WELL.
SO THAT SUPPLEMENT'S A RATHER LARGE ONE.
AND IT'S, UH, WE JUST GOT THE ADVANCED COPY OF, IT'S ABOUT 350 PAGES OF WOW, UH, CODE CHANGES FOR THAT ONE.
BUT THIS ONE, UH, FOR SUPPLEMENT 18 WAS RELATIVELY SMALL.
I GOT, AND, AND, AND JUST FOR CLARITY, NOT EVERY ITEM OF LEGISLATION THAT'S PASSED BY COUNSEL IS CODIFIED.
SO IT'S GENERALLY ITEMS THAT HAVE THE EFFECT OF LAW.
SO WHEN COUNCIL PASSED THE GUIDELINES ON, UH, USE OF GOLF CARTS ON CITY STREETS, THAT'S SOMETHING THAT WOULD GO INTO THE CODE, UH, CREATING A FUND, UH, ACCOUNTING FUND, UH, IN THE FINANCE DEPARTMENT, UM, THOSE TYPES OF THINGS.
UH, CHANGING THE PURCHASING PROCEDURES, UH, WHICH WAS DONE EARLIER THIS YEAR.
SO THOSE THINGS GET CODIFIED RESOLUTIONS JUST TO APPROVE CONTRACTS AND AGREEMENTS AND THINGS LIKE THAT ARE NOT CODIFIED THROUGH, UH, THIS PROCESS.
YEAH, I JUST, I JUST WAS CONCERNED THAT, UH, IT'S PROBABLY THAT MANY PAGES BECAUSE IT'S GOT ALL THE LEGALESE UNDERNEATH EACH ONE DOES, BUT I JUST WONDERED HOW MANY, HOW MANY, UH, AMENDMENTS IT ACTUALLY INCLUDED, UH, BECAUSE IT'S KIND OF LIKE WE'RE WE'RE APPROVING IT BLIND.
UM, WELL, I WILL TELL YOU THAT, UM, ONE, IT'S, IT'S THE SUPPLEMENTS THEMSELVES ARE AVAILABLE ON THE CITY'S WEBSITE THROUGH THE LINK TO OUR CITY CODE.
SO YOU CAN VIEW THESE AT ANY TIME.
[00:45:02]
THE CHANGES ARE EARMARKS, SO IT SHOWS EXACTLY WHAT'S BEING CHANGED AND THERE'S AN INDEXING OF THE CHANGES TO CROSS REFERENCE.AND, UM, IN ADDITION TO THAT, THE CODE WHEN THIS IS ADOPTED IS AUTOMATICALLY UPDATED AS A WHOLE IN ADDITION TO THE SUPPLEMENTS THAT ARE AVAILABLE SEPARATELY.
AND THERE IS A FEATURE ON OUR WEBSITE, WHICH IS PART OF OUR CODIFICATION PROVIDER'S CONTRACT, UH, THAT YOU CAN GO IN AND SIGN UP FOR NOTIFICATIONS AND IT WILL EVEN, UM, SEND YOU A NOTIFICATION NOTIFICATION WHEN COUNSEL PASSES A ORDINANCE THAT'S GONNA BE CODIFIED IN A FUTURE SUPPLEMENT.
UM, YOU'LL GET NOTIFICATION OF WHAT THAT ORDINANCE IS.
AND, UH, YOU GET THAT BY TEXT OR EMAIL.
IS THAT THE SAME PLACE WHERE YOU CAN GO IN AND, AND ASK TO BE ADVISED WHEN A, A REQUEST FOR A BID GOES OUT? NO, THIS IS, UH, SEPARATE THROUGH MUNI CODE.
UH, BUT IF YOU GO TO THE LINK ON THE, UH, CITY'S HOMEPAGE TO THE CITY CODE MM-HMM,
THE MAIN PAGE THAT YOU CAN GET THOSE NOTIFICATIONS.
WE'LL TRY TO PUSH THAT INFORMATION OUT.
AGAIN, WE DID, UH, WHEN IT WAS FIRST AVAILABLE, DID A, A PUBLIC RELATIONS PUSH AROUND THAT TO MAKE SURE THAT PEOPLE KNEW THAT THAT WAS AVAILABLE, BUT IT, IT'S A NICE UPDATE.
UM, I JUST GET THEM PERSONALLY TO MAKE SURE THAT THEY'RE, UH, ON TRACK DOING THE UPDATES THAT NEED TO BE DONE, UH, AS WE PASS ITEMS. SO THANK YOU.
IT'S A GOOD, UH, QUALITY ASSURANCE CHECK AS WELL.
ANY OTHER QUESTIONS? OKAY, ANY, UH, OBJECTIONS TO MOVING THAT ON TO MONDAY? OKAY.
IT IS NOW 6 48 AND THIS MEETING IS ADJOURNED.
