SO, UH, CHRIS AND HIS STAFF DID A GREAT JOB.

UM, LOT OF, LOT OF HEALTHY KIDS OUT THERE RUNNING AROUND.

HOW ARE YOU, SIR? OH, THANK YOU VERY MUCH, MAYOR.

UM, MY NAME IS, UH, SAMUEL ROBINSON.

I AM, UH, CHAIR OF THE, UH, CITIZENS WATER AND FOR ADVISORY BOARD.

AND IT'S MY PLEASURE TO, UH, TO GIVE YOU A, THE, THE, THE CITY COUNCIL A A QUICK UPDATE AS TO WHAT WE'VE BEEN DOING FOR THIS PAST YEAR.

SO IT'S MY PLEASURE INDEED TO BE HERE.

AND, UH, IN EARLY JULY, THERE WAS A REQUEST THAT WENT OUT VIA THE, UH, CLERK OF COUNCIL'S OFFICE FOR ASKING, UM, CITIZENS OF HEBREW HEIGHTS IF THEY WOULD LIKE TO BE, UH, A PART OF OUR BOARD.

UH, APPLICATIONS ARE DUE IN MID AUGUST, AND SO I HOPE THAT WE, WE FILL OUR ROLE.

UM, WE, WE COMPLETELY FILL UP, AND I'LL EXPLAIN THAT IN A LITTLE BIT HERE IN A MINUTE.

WE MEET, UH, BIMONTHLY ON THE THIRD MONDAY, MONDAY OF THE ODD NUMBER OF MONTHS EXCEPT, UH, FOR JANUARY.

'CAUSE THE THIRD MONDAY IS, UM, THE HOLIDAY FOR MARTIN LUTHER KING DAY.

AND SO WE, ON JANUARY, WE MEET ON THE THIRD TUESDAY, WHICH IS ACTUALLY THE DAY AFTER THE THIRD MONDAY AT 6:00 PM IN THE POLICE COMMUNITY ROOM.

ALTHOUGH SOMETIMES WE'VE ACTUALLY BEEN MEETING BACK HERE WHEN, UH, THE POLICE COMMUNITY ROOM HAS BEEN OCCUPIED.

SO WE'VE MOVED BACK HERE, BUT, UH, USUALLY WE'RE SUPPOSED TO BE IN THE POLICE COMMUNITY ROOM.

ON, ON PAGE TWO, OUR STAFF LIAISON IS, UH, RUSS BERGMAN, UM, UH, CITY ENGINEER.

UH, WE ALSO HAVE, UH, STEPHANIE WENDA LOOK, WHO'S OUR ADMINISTRATIVE ASSISTANT, UH, FROM THE ENGINEERING DIVISION.

UH, OUR VEIA PROJECT MANAGER IS GARY BUNNELL.

AND SHE, HE REPLACED PAM WHITE AT EFFECTIVE, I THINK BASICALLY THE 1ST OF JULY.

I WAS HERE AT THE END OF JUNE WHEN YOU PRESENTED PAM A KEY TO THE CITY.

IT IS VERY NICE, AND IT'S A, IT WAS A GREAT PROCLAMATION.

SO I, I REALLY ENJOYED, UM, BEING HERE TO SEE THAT HAPPEN.

PAM HAS CONTRIBUTED AN AWFUL LOT TO THE CITY.

IT'S REALLY UNUSUAL TO SEE SOMEONE THAT HAS DEDICATED, YOU KNOW, 49 YEARS TO, TO AN ACTIVITY, ONE ACTIVITY.

AND IT'S QUITE, MAKES ME QUITE PROUD THAT SHE SPENT ALL HER TIME DOING THAT HERE FOR HARBOR HEIGHTS.

IT'S, IT'S VERY, UM, UH, ENLIGHTENING TO SEE THAT.

SO I WAS VERY HAPPY THAT THAT HAPPENED, AND I GREATLY ENJOYED THE PRESENTATION THAT MAYOR GORD MADE TO, UM, PAM.

ALL THOSE ARE, ARE WRAPPED UP IN THAT REPORT, BUT THE SPECIFIC MISCELLANEOUS COMMENTS DO GO INTO THE MINUTES THEMSELVES.

UH, THE VEOLIA ANNUAL REPORT IS PREPARED IN MID-WINTER, AND IT'S PRESENTED TO THE CITY COUNCIL IN THE SPRING.

I THINK THE, THIS LAST TIME WAS IN, WELL, IT'S IN APRIL.

TYPICALLY IT'S BEEN IN APRIL.

ON SLIDE THREE, AS I SAID, THE CODE OF ORDINANCES SPECIFIES WHAT WE ARE TO DO.

AND IT, UH, WE, UH, UPON A MOTION OF THE CITY COUNCIL, A WRITTEN REQUEST BY THE CITY STAFF, UH, WE REVIEW, RECOMMEND, ADVISE CONCERNING SUCH MATTERS AS WATER, STORM WATER, AND, AND SEWER FACILITIES, INCLUDING, BUT NOT LIMITED TO SUCH MATTERS.

AND, AND WHAT YOU HAVE THERE, A MANAGEMENT OPERATION, MAINTENANCE OF THE WATER, STORM, WATER, WASTEWATER SYSTEMS AND PROPERTIES, QUALITY OF WATER DELIVERED TO CUSTOMERS, RATES TO BE CHARGED FOR THE WATER AND SEWER SERVICE, CUSTOMER BILLINGS AND OTHER ELEMENTS OF CUSTOMER SERVICE.

CAPITAL IMPROVEMENTS AND POLICIES TO GOVERN THE OPERATION OF THE WATER, STORM, WATER AND SEWER SYSTEMS. THE CODE OF ORDINANCES ALSO SAYS THAT WE MAY REVIEW ON OUR OWN INITIATIVE EXISTING LEGISLATION, RULES, REGULATIONS, POLICIES, AND STANDARD OPERATING PROCEDURES.

I DON'T RECALL.

I'VE BEEN A MEMBER OF THE BOARD FOR 12 YEARS.

I DO NOT RECALL THAT WE'VE ACT ACTUALLY EVER ACTED ON THAT PART OF THE CODE 1 67 DASH OH FIVE OR 0.05 ABOUT REVIEWING ON OUR OWN INITIATIVE OF EXISTING LEGISLATION, RULES AND REGULATIONS, POLICIES, STANDARD OPERATING PROCEDURES.

WELL, ACTUALLY, I, I TAKE THAT BACK.

WE DID HAVE, UM, ABOUT, UH, OH, MAYBE ABOUT FOUR YEARS AGO, THREE OR FOUR YEARS AGO, ONE MEMBER OF THE BOARD IS VERY MUCH INTERESTED IN, IN PFAS AND, AND WHAT WE COULD DO TO GET AHEAD OF THAT.

SO HE FOUND THE RIGHT, UM, GUIDANCE FOR

THAT, AND WE WERE WORKING THROUGH OUR STAFF LIAISON TO DO IT, UM, HOW WE COULD PRESENT THAT TO THE CITY, AND IF WE WANTED TO GO FORWARD ON THAT, RIGHT AT THAT TIME, UH, THE STATE CAME IN, SAID THEY WILL FUND A STUDY OR ACTUALLY FOR ALL OF, FOR ALL THE DIFFERENT CITIES IN OHIO FOR THAT.

SO WE'VE GOT OVERTAKEN BY THE, BY THE STATE ON THAT.

BUT THERE WAS AN INITIATIVE ON THE PART OF THIS ONE PARTICULAR INDIVIDUAL WHO'S NO LONGER ON OUR BOARD TO, TO ACTUALLY ACT UPON THAT.

AND THAT HAD TO DO WITH PFAS.

BUT SINCE THEN, THE STATE HAS COME THROUGH AND, AND OUR CITY HAS RESPONDED BACK TO THE STATE REGARDING, UH, WHERE WE STAND ON PFAS.

UH, NEXT SLIDE.

UH, UH, UH, CITIZENS BOARD AND ADVISORY BOARD DUTIES, CROSS-REFERENCE.

AND I, I BRING THIS UP BECAUSE PRIMARILY WE GET, WE ARE CROSS-REFERENCED INTO, UM, THE CODE OF ORDINANCE PART NINE, WHICH IS STREETS AND PUBLIC SERVICES CODE.

SO CHAPTER 9 2 2 IS STORMWATER MANAGEMENT CODE HAS TO DO WITH ADJUSTMENT OF SERVICE CHARGE, CHAPTER 9, 2 3, SANITARY SEWERS, SEWER EXTENSIONS AND BILLING, UH, BUILDING SERVICES AND COMPLAINTS AND APPEALS AND WATER DISTRIBUTION.

THAT'S CHAPTER 9 29, BILLING COMPLAINTS.

SO THE, THE COMMON THEME OF THOSE THREE IS THAT YOU SEE ADJUSTMENT FOR SERVICE CHARGE.

YOU SEE COMPLAINTS AND APPEALS.

YOU SEE BILLING COMPLAINTS.

SO PRIMARILY THAT IS THE, THE MAIN THING THAT WE SEEM TO DO IS BILLING COMPLAINTS .

SO, AND THAT ALIGNS WITH WHY WE EXIST IN, IN THE CODE ON SEWER EXTENSIONS AND BUILDING SERVICES.

I THINK IN MY 12 YEARS, THERE HAS BEEN ONE TIME, AND THIS WAS ABOUT 10 YEARS AGO, WHERE THAT CAME BEFORE OUR BOARD.

UM, BUT OTHERWISE IT HAS REALLY BEEN, UH, THE PREDOMINANT HAS BEEN BILLING COMPLAINTS.

WE HAVE NOT SEEN, UM, ANYTHING REALLY ON COMPLAINTS RELATIVE TO SANITARY SEWERS OR COMPLAINTS RELATIVE TO STORMWATER MANAGEMENT CODE.

I'LL BACK UP A LITTLE BIT TO THE FIRST SLIDE.

YOU DON'T HAVE TO FLIP BACK THERE, BUT I'LL, I'LL JUST BACK UP.

OVER THE YEARS, OUR, OUR COMPOSITION CHANGES.

WE HAVE MEMBERS OF THE COMMUNITY AT LARGE, AND THEY COME IN WITH DIFFERENT EXPERIENCES.

UH, SO WHEN I TALK ABOUT STORMWATER MANAGEMENT CODE, UH, OUR CURRENT VICE CHAIR, MIKE MULLEN, HE ACTUALLY WORKS IN THAT AREA FOR A REGIONAL ORGANIZATION THAT DEALS WITH STORMWATER MANAGEMENT.

SO HE, WHEN HE COMES TO THE BOARD, HE COMES WITH THAT PERSPECTIVE IN MIND.

WE JUST ADDED A NEW BOARD MEMBER, UH, EDWIN PETRE, WHO HAS A, A VERY THOROUGH BACKGROUND IN WATER DISTRIBUTION.

IT WAS QUITE AMAZING IN OUR LAST MEETING, WHICH WAS JULY 29TH, UH, GARY BONNELL, WHO CAME UP THROUGH THE, THE WATER DISTRIBUTION BUSINESS, OF COURSE, PAM DID.

BUT GARY HAS ALL THE TECHNICAL KNOWLEDGE.

SO GARY WAS IN, IN-DEPTH CONVERSATION WITH, WITH EDWIN ON THE, UM, ON HOW THE MACHINERY WORKED, UH, THE PUMPS WORKED, THINGS LIKE THAT.

'CAUSE THERE WAS, WE HAD A CUSTOMER THERE WHO DID NOT TRUST THE METERING OF WHAT, OF HIS PARTICULAR HOME IN, IN TERMS OF THE, THE WATER THAT WENT IN.

AND THEY REALLY GOT INTO QUITE AN IN DEPTH LEVEL OF DISCUSSION ON THAT, ON OUR BOARD AS WELL.

UH, LISA JETER, SHE HAS A BACKGROUND DEALING WITH, UH, EPA REGULATIONS AND THINGS OF THAT SORT, ALTHOUGH SHE'S WORKING FOR OUR, OUR WATER COMPANY EQUIVALENT, BUT FOR CITY OF DAYTON .

SO SHE HAS THAT BACKGROUND TOO.

WE'VE HAD PEOPLE, UH, AND ALSO ON, ON OUR BOARD, FOR EXAMPLE, WHO WORK FOR THE CITY OF DAYTON NOW.

HE RUNS THE WATER COMPANY THERE AT THE WRIGHT PATTERSON AIR FORCE BASE.

SO, UM, SO WE HAVE A VARIETY OF DIFFERENT BACKGROUNDS OF THE PEOPLE THERE.

AND IT COMES TO THE FORE WHEN WE SEE THE, WE HAVE THESE QUESTIONS FROM THERE.

THE, THE CUSTOMERS WHEN THEY, WHEN THEY COME TO OUR, OUR BOARD MEETINGS.

THE NEXT SLIDE ON OBSERVATIONS FIRST, ALTHOUGH OUR MEETINGS ARE BIMONTHLY, AND ACTUALLY WE HAD, WHEN I FIRST GOT ON THE BOARD, THEY WERE MONTHLY, BUT WE, AFTER A WHILE, WE WERE NOT GETTING THAT MUCH ACTIVITIES, SO WE SWITCHED IT TO BIMONTHLY.

UM, ALTHOUGH THEY'RE BIMONTHLY SINCE THIS TIME LAST YEAR, I, IE AUGUST, UH, A YEAR AGO, WE HAD TO CANCEL THREE MEETINGS, UH, SEPTEMBER 18TH, NOVEMBER 20TH, AND JANUARY 16TH, DUE TO A LACK OF QUORUM.

NOW, OVER THE PAST, UM, ABOUT A YEAR OR SO, WE HAVE INSTITUTED THE REQUIREMENT THAT WE HAVE A QUORUM, UH, OR WE NOT HAVE A MEETING.

THE SECOND OBSERVATION I'D LIKE TO MAKE IS, I, I, IF YOU HAVE NOT, I, I ENCOURAGE YOU TO TAKE A TOUR OF THE WATER TREATMENT PLANT AS THE TOURS ARE VERY HELPFUL IN UNDERSTANDING THE, THE CITY'S WATER INFRASTRUCTURE.

UM, I'VE BEEN ON PROBABLY ABOUT THREE OF THE TOURS OVER MY TIME, AND I FIND THEM VERY ILLUMINATING WHEN I GO.

AND IF YOU HAVE NOT BEEN, I, I CERTAINLY ENCOURAGE YOU TO DO THAT.

YOU CAN PROBABLY GET TOGETHER WITH REST AND HE CAN WORK WITH, UH, VEOLIA TO ARRANGE A A A DATE AND TIME WHEN YOU CAN TOUR THE WATER.

UH, THE, THE, OUR WATER TREATMENT PLAN, OUR BOARD IS ALWAYS LOOKING FOR WAYS TO IMPROVE OUR COMMUNICATION WITH STAKEHOLDERS LIKE THE CITY COUNCIL, UH, CITY STAFF, VEOLIA, CITY BUSINESSES AND RESIDENTS.

UH, IN THE PAST, THE CITY COUNCIL HAD HAD, UH, HAD ASSIGNED CERTAIN STAFF MEMBERS TO, UM, ADOPT CERTAIN BOARDS, .

AND SO I DO REMEMBER ONE TIME COUNCIL MEMBER SHAW WAS ASSIGNED TO OUR BOARD AND ATTENDED FOR ABOUT A YEAR, YEAR AND A HALF.

UM, MANY OF OUR MEETINGS.

AND THEN, UH, COUNCIL MEMBER OTTO ALSO DID THE SAME AS WELL.

SO WE HAVE HAD CITY COUNCIL MEMBERS COME.

UM, IT, UH, IT, IT CERTAINLY KEEPS US ON OUR TOES WHEN, WHEN THEY COME.

IT WAS ONE OF THE THINGS I REALLY FOUND WAS FASCINATING WAS WHEN COUNCIL MEMBER SHAW WAS TALKING ABOUT, AND, AND ALSO COUNCIL MEMBER OTTO, THEY BOTH WERE INVOLVED WITH THE NATIONAL LEAGUE OF CITIES AND HOW, HOW OUR COUNCIL HERE WAS FEEDING UP IN, INTO THE NATIONAL LEAGUE OF CITIES.

I PERSONALLY FOUND THAT REALLY, I REALLY LIKED THAT BECAUSE I WAS REALLY HAPPY TO SEE THE, THE IMPACT OF OUR CITY ON SUCH A, A NATIONAL ORGANIZATION.

SO I WAS REALLY VERY HAPPY THAT NOW I WAS HOPING HE WAS BRINGING UP THAT WE HAD SOME REALLY GOOD THINGS THAT HE WAS LIKE BRINGING UP TO THE NATIONAL LEAGUE OF CITIES.

I SAID, NOW WE'RE, MM-HMM, WORTH EMULATING.

I DON'T KNOW IF HE DID OR NOT, I DIDN'T ASK HIM, BUT , I DID LIKE THAT PART, THAT WHEN HE CAME, UH, WE GOT SOME FEEDBACK ABOUT WHAT HE WAS DOING AT THAT NATIONAL LEVEL.

UM, I, I THINK THE REASON IT'S IMPORTANT TO EXPAND ON THAT IS SO PEOPLE REALIZE THIS ISN'T JUST A SIDEWALK FOR THE, UM, DEVELOPMENT ITSELF.

AND BEING A CITY AND BEING A NEWLY ELECTED MAYOR WITH A STATUTORY FORM OF GOVERNMENT, UM, I THINK HE AND EVERYONE ELSE LEARNED VERY QUICKLY THAT THE AMOUNT OF PROPERTY TAX THAT WE COLLECTED, WHICH I I THINK WAS FIVE OR 10 CENTS ON THE DOLLAR, WOULDN'T PROVIDE THE SERVICES THAT WE WERE NOW REQUIRED TO PROVIDE, UH, BY THE STATE AS A, AS A NEW CITY.

SO MR. SCHAPER, UM, KNEW THAT HE NEEDED TO ORGANIZE AND FIGURE OUT HOW WE COULD SUBSIDIZE OUR PENNIES ON THE DOLLAR PROPERTY TAX TO BE ABLE TO PAY FOR THE SERVICES.

SO HE DID SOMETHING REALLY CRAZY.

UM, HE CHAMPIONED BUYING 300 ACRES, I BELIEVE, MATT, OF FARMLAND, WHICH IS NOW KNOWN AS CENTER POINT 70.

IF WE HAD NOT BOUGHT THAT LAND, HAD NOT ASSEMBLED THAT LAND, IT TOOK AN ASSEMBLY OF PROPERTIES TO PUT THAT ACREAGE TOGETHER.

IF IT HAD NOT BEEN OWNED BY THE CITY, WE WOULDN'T HAVE BROUGHT OVER $2,200, 2200 JOBS IN AN 18 MONTH PERIOD TO THIS CITY.

AT THE SAME TIME, WE WERE ALLOWED TO HAVE A 1% INCOME TAX BY STATUTORY LAW.

BUT ANYTHING OVER THAT, YOU HAD TO GO TO THE VOTERS AND EXPRESS TO THEM THE IMPORTANCE OF INCREASING THE INCOME TAX WHILE INCREASING JOBS.

SO HE HAD THE RIGHT VISION FOR OUR CITY FROM DAY ONE ALL THE WAY BACK.

DURING THE TIME OF HIM BEING A TRUSTEE, I GOT TO WITNESS HIM AND WITNESS HIM WORK ALONGSIDE OF CHARLES MANITA.

AND CHARLES MANITA WOULD WORK ALL DAY.

MR. SCHAPER WOULD WORK AT WRIGHT PAT DURING THE DAY, BUT AT NIGHT HE WOULD SHOW UP TO CITY HALL AND WORK.

LORD KNOWS HOW LATE, UH, HE WAS.

IT WAS A STRONG MAYOR AT THAT TIME, AND HE WAS RESPONSIBLE FOR THE CITY ALSO.

UH, DURING THAT TIME, I WATCHED HIM BEGIN THE WIDENING PROCESS OF BRANT PIKE, WHICH WAS NOT EASY.

UM, AND REALLY WASN'T EASY BECAUSE WE DIDN'T HAVE ANY MONEY.

SO HE HAD TO IMPLEMENT WAYS IN WHICH WE COULD FUND IT.

WE USED THAT FUNDING MODEL THAT RICHARD F SCHAPER PUT TOGETHER ALL THE WAY UNTIL WE COMPLETED NOT ONLY BRANT PIKE, BUT OLD TROY PIKE, I BELIEVE THE COUNTY.

AND THE STATE PAID FOR MOST OF THE WIDENING.

THAT WAS UNHEARD OF THEN.

IT'S UNHEARD OF NOW.

UM, THEN I'M TRYING TO FOLLOW SOME NOTES SO I DON'T FORGET ANYTHING.

UM, HE RECOGNIZED THAT WE NEEDED TO TRANSITION FROM A TOWNSHIP TO A CITY.

AND I REMEMBER 15 YEARS AFTER BEING A CITY, FOLKS TALKING AT THAT PODIUM, 15 YEARS AFTER INCORPORATING THAT WE NEEDED TO FINALLY TRANSITION AND GET OUT OF THE COUNTY, GET OUT OF THE TOWNSHIP, AND BECOME A CITY.

UH, SO THIS 20TH AND HOPEFULLY FINAL AMENDMENT, UM, FOR THIS DOES TWO THINGS.

UM, ONE, IT ACCELERATES, UH, OUR TIF PAYMENT TO THE DEVELOPER, UH, IN THE AMOUNT OF, UH, $6 MILLION.

UM, THAT'S COST THE DEVELOPER HAS ALREADY INCURRED FOR TIFF RELATED EXPENSES.

BASICALLY PUBLIC FI, UH, PUBLIC INFRASTRUCTURE.

THIS ALLOWS THE DEVELOPER TO, TO PAY OFF, UM, SOME DEBT.

UM, WHAT WE GET FROM IT IS THIS REPRIORITIZES, THE, THE TIFF FUNDING STREAM.

SO THERE, UM, UNDER THE OLD AGREEMENT, THERE WAS A ONE THIRD, TWO THIRD SPLIT ON HOW THE MONEY BASICALLY WAS DIVIDED.

UM, WE WILL GET 100%, UH, TO DO WHAT WE WANT, UH, OF THAT FUTURE TIF REVENUE.

UH, AND WE'RE THE DEVELOPER IS TAKING A SIGNIFICANT DISCOUNT, UH, ON, ON THAT, THAT REVENUE STREAM.

UM, SO WE ACTUALLY, UM, THE, THE CITY WILL COME OUT AHEAD, UM, THROUGH THIS TYPE OF RESTRUCTURING.
