BEFORE I PRAY, I WANT TO SAY ONE WORD.

I WANT TO THANK YOU SO MUCH FOR WHAT YOU ARE DOING IN HEBREW HEIGHTS.

I CAME HERE IN 2001.

THIS REMINDS ME WHEN MY DAUGHTER WAS COUNTING CARDS, WHICH WAS PASSING BY THE CHURCH.

I SAID, GRACE, WHAT ARE YOU DOING? I'M COUNTING THIS CARDS, WHICH ARE COMING HERE, AND THERE WERE A FEW CARS, VERY FEW.

THERE WERE BUSHES AROUND HERE.

BUT TODAY, IF YOU LOOK AROUND WHAT YOU ARE DOING, I PRAY THAT GOD WILL BLESS YOU AND BLESS YOUR FAMILIES AND BLESS EVERYBODY, BLESS THESE, THESE WONDERFUL PEOPLE.

HI SARAH.

HELLO.

AND, UH, UH, FOR THOSE OF YOU WHO DON'T KNOW, THIS IS SARAH MCPHERSON, OUR PARKS MANAGER.

UM, AND WHAT WE'RE UH, DOING TODAY IS WE'RE DOING AN ARBOR DAY, UH, MAYORAL PROCLAMATION.

SO, SARAH, WHEREAS ESTABLISHED IN 1872, ARBOR DAY ENCOURAGES THE PLANTING, MAINTENANCE AND PROTECTION OF TREES AS A COMMUNITY ASSET.

AND WHEREAS ARBOR DAY IS NOW CELEBRATED THROUGHOUT THE NATION AND THE WORLD, AND WHEREAS TREES BENEFIT THE HUBER HEIGHTS COMMUNITY BY REDUCING TOPSOIL, EROSION, REDUCING HEATING AND COOLING EXPENSES, CLEANING THE AIR, AND PROVIDING LIFE, GIVING OXYGEN AND HABITAT FOR WILDLIFE.

AND WHEREAS TREES ARE A RENEWABLE RESOURCE, PROVIDING PAPER WOOD FOR HOMES, FUEL FOR FIRES, AND COUNTLESS OTHER WOOD PRODUCTS.

AND WHEREAS TREES IN THE CITY INCREASE PROPERTY VALUES, ENHANCE THE ECONOMIC VITALITY OF BUSINESS AREAS AND BEAUTIFY THE COMMUNITY.

AND WHEREAS TREES, WHEREVER THEY'RE PLANTED ARE A SOURCE OF JOY AND SPIRITUAL RENEWAL.

NOW, THEREFORE, I, JEFF GORE, MAYOR OF THE CITY OF HUBER HEIGHTS, OHIO, DO HEREBY PROCLAIM FRIDAY, APRIL 26TH, 2024, IN HUBER HEIGHTS, OHIO AS ARBOR DAY.

FURTHERMORE, I URGE ALL CITIZENS TO CELEBRATE HARBOR DAY AND SUPPORT EFFORTS TO PROTECT TREES AND WOODLANDS, PROMOTE THE WELLBEING OF THIS GENERATION AND FUTURE GENERATIONS.

WE WERE ABLE TO GIVE OUT A HUNDRED TREES TO LOCAL COMMUNITY MEMBERS HERE IN HUBER HEIGHTS.

AND SO, ACTUALLY, THE HUNDREDTH TREE IS HERE TONIGHT, AND I'M HONORED TO PRESENT IT TO CITIZEN HOLLY BURNS.

SO IF SHE CAN COME UP, I CAN GIVE HER HER FLOWERING DOGWOOD, WHICH IS A NATIVE SPECIES HERE TO OHIO.

AND THIS TREE IS GOING TO ITS NEW HOME ON HIGHBURY, WHERE IT WILL BE PART OF THE HEBREW HEIGHTS ECOSYSTEM FOR MANY YEARS TO COME.

SO MASON, IF YOU'D COME TO THE PODIUM.

WELL, GOOD EVENING, MR. VICE MAYOR, LADIES AND GENTLEMEN OF THE COUNCIL, MR. ZICK, AND OF COURSE OUR OUR CITY LEADERSHIP HERE.

FIRST OF ALL, THANK YOU.

UH, IT'S TRULY A PLEASURE TO BE ABLE TO STAND HERE IN FRONT OF OUR COLLECTIVE LEADERSHIP AND BE ABLE TO HAVE TIME TO INTRODUCE MYSELF, FOR THOSE OF YOU WHO DON'T KNOW ME.

UM, MASON HUTTON, WHO TOOK OVER AS THE EXECUTIVE DIRECTOR FOR THE CHAMBER OF COMMERCE BACK IN JANUARY.

UH, AND I DID.

SO KNOWING THE CHALLENGES THAT LAID BEFORE ME, UH, I'D BEEN A BUSINESS MEMBER WITHIN THE CHAMBER MYSELF FOR JUST OVER SIX YEARS.

I'D WORKED AS AN AMBASSADOR WITHIN THE CHAMBER, AND MOST RECENTLY ON THE BOARD OF DIRECTORS.

SO WHEN THE OPPORTUNITY WAS PRESENTED TO ME, I SAID, SURE, LET'S SEE WHAT HAPPENS, WHY NOT? RIGHT? UH, BUT I HAD SOME GOALS IN MIND.

I HAD SOME VISION FOR WHAT I'D LIKE TO SEE THE CHAMBER TO BE ABLE TO ACCOMPLISH WITHIN OUR CITY, AND WE'RE DEFINITELY GOING IN THAT DIRECTION.

UH, WE'RE DOING SOME REVITALIZATION FOR MANY OF OUR EVENTS AND PROGRAMS AND WANTING TO EXPAND UPON THOSE IN THE NEAR FUTURE AS WELL.

UH, IT'S, IT'S A GREAT COLLABORATION THAT WE HAVE WITH OUR, OUR CITY COUNCIL MEMBERS.

THE SUPPORT THAT WE SEE AT OUR EVENTS IS, UH, IS ALWAYS APPRECIATED.

AND WE UNDERSTAND EVERYONE HAS DIFFERENT SCHEDULES.

SO THE FACT THAT WE HAVE THAT SUPPORT ALL IS TREMENDOUS.

AND IT'S SOMETHING THAT WE, WE CHERISH AND WE LOOK FORWARD TO EACH EVENT THAT WE HAVE MOVING FORWARD.

WE WANNA CONTINUE TO BUILD UPON THAT IN A SENSE THAT WE WANNA BE ABLE TO MAKE SURE THAT PEOPLE SEE THE CHAMBER, THE CITY, AND THEIR SCHOOL SYSTEM COLLECTIVELY AS A, AS A SINGLE-MINDED BODY, WORKING TOWARD THE GOALS OF BRINGING PEOPLE TOGETHER, PEOPLE TO PEOPLE, BEING ABLE TO HAVE THOSE CONNECTIONS, BEING ABLE TO MAKE OUR COMMUNITY TO GROW AND PROSPER USING THOSE THREE ENTITIES, THAT THREE LEGGED STOOL, IF YOU WILL, BEING ABLE TO SUPPORT EACH OTHER, UH, IN, IN THE GROWTH OF THE CITY AND IN THE INTEREST OF THE COMMUNITY.

AND THAT'S REALLY THE THINGS THAT WE'RE LOOKING TO MOVE FORWARD TO DOING, UH, THIS YEAR HERE WE'RE WE CONTINUE WITH OUR EVENTS.

WE, UH, REESTABLISHED OUR MONTHLY, UH, BUSINESS WITH A BITE LUNCH PROGRAM WITH DIFFERENT TOPICS THROUGHOUT THE YEAR.

UH, IT IS VERY MUCH TAKING OFF AND IS GROWING AS WELL.

WE HAVE A MONTHLY COFFEE SESSION.

YOU DO NOT HAVE TO BE MEMBERS TO ATTEND THESE, I SHOULD SAY THAT ALSO.

UH, BUT IT'S A GREAT OPPORTUNITY TO BRING PEOPLE TOGETHER AND BRING BUSINESSES TOGETHER.

UM, WE HAVE OUR INTRODUCTION FOR AN HR COUNCIL THAT WE'RE GONNA INTRODUCE THAT IN MAY.

SOMETHING, SOME OF THOSE THINGS THAT WE WANNA MAKE SURE THAT WE'RE DOING IN THE INTEREST OF OUR BUSINESSES AND OUR COMMUNITY TO SHOW WHERE WE'RE TRYING, ATTEMPTING TO MAKE SURE THAT WE'RE PROVIDING THE RIGHT RESOURCES AND EDUCATIONAL OPTIONS.

UH, WE HAVE MANY PARTNERSHIPS THAT WE'RE WORKING WITH, WITH THE BETTER BUSINESS BUREAU, UH, WITH OTHER MEMBERS WITHIN THE WORKERS' COMP AREA.

WE'RE GOING TO BE INTRODUCING A SAFETY COUNCIL LATER THIS YEAR IN AN EFFORT TO MAKE SURE THAT WE'RE REACHING OUT TO OUR MANUFACTURING COMMUNITY AS WELL.

SO ALL THOSE THINGS, AS WE CONTINUE TO GROW AND MOVE FORWARD, IS WHAT WE'RE LOOKING AT DOING TO IMPROVE THE PRESENCE AND THE FEASIBILITY OF THE CHAMBER SO PEOPLE UNDERSTAND THAT WE'RE NOT JUST A, A SIGN, WE'RE NOT A NAME ON A BOARD SOMEWHERE.

WE'RE ACTUALLY DOING THINGS TO MAKE SURE THAT WE'RE CONTRIBUTING BACK TO OUR BUSINESS COMMUNITY.

AND WE HAVE, WE HAVE OVER A THOUSAND BUSINESSES LISTED FOR HU HEIGHTS ALONE.

SO BEING ABLE TO REACH OUT AND CONNECT WITH ALL THOSE BUSINESSES IS A CHALLENGE.

AND EACH ONE'S GONNA BE ONE STEP AT A TIME, JUST LIKE EATING THE ELEPHANTS ONE BITE AT A TIME.

BUT OUR GOAL IS TO CONTINUE TO MOVE FORWARD, UH, MAKE SURE THAT WE'RE, WE'RE MAINTAINING OUR PRESENCE WITHIN THE COMMUNITY, WORKING AT THE EVENTS, AND BUILDING, FOSTERING THAT COLLABORATIVE ATMOSPHERE WITH OUR CITY LEADERSHIP.

I REALLY THINK YOU'RE ON THE RIGHT TRACK WITH THE CHAMBER.

AND SOME OF THE HIGHLIGHTS FROM LAST YEAR, UM, WE HAD EVERY THREE YEARS, EPA COMES OUT AND DOES WHAT THEY CALL A SANITARY SURVEY, WHICH IS ACTUALLY DONE ON WATER.

I'M NOT QUITE SURE WHY.

IT'S CALLED A SANITARY SURVEY, BUT IT'S ACTUALLY, IT'S THE EQUIVALENT OF AN INSPECTION.

AND DURING THAT TIME, THEY LOOKED TO SEE THAT WE'RE FOLLOWING ALL THE RULES AND REGULATIONS, AND I'M HAPPY TO SAY THAT ONCE AGAIN, THIS YEAR WE HAD NO VIOLATIONS.

SO THAT WAS A GREAT TO, TO, UH, TO COME OUT OF IT WITH.

AND I, I ACTUALLY KIND OF PRESSED OUR REP TO TELL ME, TELL ME SOMETHING.

AND HE SAID, I'M LOOKING, I'M LOOKING.

I DIDN'T REPORT ANYTHING.

UM, HAD SOME SUGGESTIONS, BUT NOTHING VIOLATING AS FAR AS LEAD AND COPPER TESTING.

AND WE DID FINISH THAT WHEN THE CITY, UH, PUT ANY, ANYTIME THE CITY MAKES A CHANGE TO THE WATER TREATMENT FACILITIES, WHEN THEY HAD THE SOFTENING, THIS HAPPENED, YOU HAVE TO DO A CORROSION STUDY.

AND THAT WAS FINALLY COMPLETED THIS YEAR AND IN OCTOBER OF 2024.

SO WE'RE HAPPY THAT ALL OF THAT CAME OUT WELL, AND IT WAS A, UH, A GOOD THING TO BE DONE.

UM, THE LEAD IN COPPER INVENTORY IS SOMETHING NEW THAT'S REQUIRED BY OHIO EPA.

I BELIEVE IT'S DUE OCTOBER OF 2024.

AND THE CITY'S WORKING THROUGH THAT.

AND, UH, WE'RE ASSISTING IN ANY WAY WE CAN.

THEY'RE PRETTY, PRETTY FAR WAYS INTO IT.

WHAT WE'RE SUPPOSED TO DO IS IDENTIFY ANY LEAD SERVICE LINES.

MAIN LINES WERE IDENTIFIED A LONG TIME AGO WITH SERVICE LINES, AND I'M HAPPY TO REPORT TO DATE.

WE DON'T HAVE ANY LEAD SERVICE LINES.

THE CITY HAS EXPRESSED A, A, AN INTEREST IN MAKING SURE THAT WE HAVE WHAT WE NEED BACKED UP, THAT THAT WOULD BACK UP AND ALLOW US TO OPERATE.

AND WELL, SIX IS ONE OF OUR LARGEST, UH, WELLS PRODUCING, OR IS OUR LARGEST WELL UNTIL SEVEN GOES IN.

AND WE DON'T KNOW IF THAT'S GONNA BE LARGER OR NOT.

UM, AND, UH, THEN AT THAT POINT, UH, WE HAVE THAT IN PLACE FOR THE WELLS.

UM, NOW WE ALSO REPLACE THE MEMBRANES IN SOFTENING SKIDS, SKIDS OVER TIME.

GO BAD.

WE'RE HAVING SOME ISSUES WITH, WITH BACK, UH, WASH FILTERS, WHICH WE'LL TALK ABOUT BRIEFLY HERE IN A MINUTE.

UM, REPLACE THE, TO THE TOTALIZER ON THE, THE WELLS AND SIGNAL THOSE SO THAT THE READINGS CHIME IN WITH THE, OR CONNECT TO THE SCADA SYSTEM, WHICH WILL GIVE US MORE INFORMATION THAT WE CAN MONITOR.

AND THEN AGAIN, THE BACKWASH FILTERS, THE ISSUES THERE ARE BEING INVESTIGATED AND HOPEFULLY REPAIRED VERY SOON.

WE'LL MAKE OUR LIVES EASIER.

UM, WE DID EXERCISE 860 MAINLINE VALVES, JUMPING BACK TO 36 WATER MAIN BREAKS, WHICH IS 58% IMPROVEMENT OVER 2022.

AND, UH, YOU KNOW, JUST AS WE KIND OF SUSPECTED, AND WHEN WE BUILT THE SOFTENING PLANT, WHEN WE PUT THE PRESSURE ZONE IN, WE KNEW THAT THERE WERE GONNA BE SOME BREAKS ON SOME OF THE OLDER LINES.

AND THEY HAVE BEEN, THE CITIES HAS A CHANGE OUT PROGRAM IN PLACE, WHICH IS REALLY HELPING.

UM, AND THEN WE HAVE THE, UM, SANITARY SEWER.

UM, WE, IF YOU REMEMBER A FEW YEARS BACK, WE WENT FROM CLEANING ALL THE SEWER TO INSPECTING IT AND THEN ONLY CLEANING.

WHAT WAS THAT? ABSOLUTELY NECESSARY.

AND WHEN I SAY THAT, I MEAN, IF IT DIDN'T SCORE WHAT THEY CALL AN EIGHT, NINE, OR 10, THEN IT NEEDED TO CLEAN.

AND I'M HAPPY TO REPORT THAT ONLY 15% OF THAT LINE THAT WE, THOSE ALL THOSE FEET OF SEWER THAT WE CLEANED, DID WE HAVE TO ACTUALLY DO ANY CLEANING FOR, UM, CARRIAGE TRAILS LIFT STATION.

WE REPAIRED THE PUMP NUMBER ONE THERE.

UM, AND WE ALSO, UH, FINISHED COMPLETING REHABBING, UH, EVERGREEN WOODS.

THE CITY HAS OF ROUGHLY 20 LIFT STATIONS IN THE CITY.

AND, UH, LOTS OF WORK ON THOSE ALL THE TIME TO MAKE SURE THAT THE CITY IS OPERATING PROPERLY IN THE AREA OF SEWER.

UH, WE HAVE EXPERIENCED SIGNIFICANT DOWNTIME IN 2007 WITH A VAC ON FOR WHERE WE WERE CLEANING.

SO THE CITY WAS GOOD ENOUGH TO THIS YEAR, WE'LL BE, IF YOU MOVE ON TO THE NEXT PAGE, WE'LL TALK ABOUT THAT HERE IN A MINUTE.

SOME OF THEM WILL BE PRETTY PRICEY TO REPLACE.

THEY MAY BE PLACED IN A BUDGET VERSUS REPLACED RIGHT AWAY, UNLESS THEY'RE RUNNING, YOU KNOW, AND WE HAVE TO REPLACE THEM IF WE CAN'T, CAN'T KIND OF PUT THEM BACK TOGETHER TO OPERATE PROPERLY UNTIL THEY CAN BE, UH, THE CITY.

AND THE SECOND FROM THE CITY'S LONG TIME INSURER, INDICATING THAT THE CITY'S POLICY, UM, DOES NOT AND CANNOT COVER VENDORS.

UM, MANY PEOPLE MAY BE AWARE THAT ON APRIL 4TH, THE, UH, CULTURAL DIVERSITY CITIZEN ACTION COMMISSION, UH, VOTED NOT TO HOST THE MULTICULTURAL FESTIVAL FOR 2024.

AND THIS WAS TO FOCUS ON AN IMPROVED EXPERIENCE IN IN 2025.

SO, GIVEN THAT THIS IS ONE OF THE LARGEST FESTIVALS IN THE CITY, UM, I HAVE HEARD FROM A LOT OF RESIDENTS, UM, MANY COUNCIL MEMBERS, UM, ABOUT THE IMPORTANCE OF THIS FESTIVAL AND ALSO THE CHAMBER OF COMMERCE'S, UH, WILLINGNESS TO PARTNER WITH THE CITY.

UM, WE'VE DECIDED TO PUT TOGETHER THAT FESTIVAL IN OCTOBER OF THIS YEAR DURING GLOBAL DIVERSITY AWARENESS MONTH.

UH, AND THIS WILL ALSO GIVE THE CULTURE AND DIVERSITY COMMISSION SPACE TO PLAN FOR AN EXCEPTIONAL EXPERIENCE IN 2025.

UM, THE ASSISTANT CITY MANAGER BEGAN DISCUSSIONS THIS PAST FRIDAY WITH THE YMCA FOR THE LEASE OF THE NEW SENIOR CENTER AT THE OLD, UH, SINCLAIR COLLEGE SPACE.

UH, THERE WILL BE A COUPLE MORE MEETINGS BEFORE WE HAMMER OUT A FINAL AGREEMENT.

UM, BUT AS COUNSEL IS AWARE, WE'RE SEEKING A LONG-TERM LEASE THAT WILL PROVIDE OUR SENIORS THIS SPACE FOR MANY YEARS TO COME.

AND THE YMCA INTENDS TO UTILIZE THE REVENUES FROM THAT LEASE TO MAKE IMPROVEMENTS TO THE YMCA, UH, TO EXPAND THEIR SERVICE OFFERINGS.

UH, AS AN UPDATE THIS WEEK, NEW CARLISLE PIKE, BETWEEN TAYLORSVILLE AND STATE ROUTE FOUR AND 2 35 WILL BE CLOSED FOR THREE DAYS TO INSTALL SANITARY SEWER AS PART OF THE, UH, EAST SANITARY SEWER EXTENSION PROJECT.

UH, THIS WILL START WEDNESDAY, APRIL 24TH, UH, THROUGH THIS FRIDAY, APRIL 26TH.

AND THEN FINALLY, I'D LIKE TO INTRODUCE THE CITY'S NEW IT DIRECTOR IN THE BACK THERE, UH, DAVE WARREN.

T ARE AUTHORIZED UNDER THE ORC, WHICH MANDATE THAT TIF MONIES ARE SPENT ON INFRASTRUCTURE AND AMENITIES WITHIN THE DE, SORRY, THE DESIGNATED TIF DISTRICT.

UH, THIS GRAPHIC SHOWS EXACTLY HOW A TIF WORKS, UH, WHEREAS YOU HAVE THE, UH, EXISTING VALUE OF THE ASSESSED PROPERTY, WHICH WILL BE CONTINUED TO BE TAXED, UH, AT THAT ASSESSED VALUE THROUGHOUT THE LIFE OF THE TIF.

UH, THAT'S SHOWN IN THAT, UH, THAT BLUE SQUARE THERE.

UH, THE YELLOW PORTION REPRESENTS THE INCREASED VALUE OVER TIME, AND IS THIS INCREMENTAL ASSESSED VALUE OF THE PROPERTY, WHICH IS, UH, CAPTURED AND USED TO FINANCE THE, THE NEW DEVELOPMENT.

UH, IT'S ALSO GONNA BE AT THIS POINT WHERE, UH, THE REST OF THE TAXI ENTITIES ARE GONNA BE MADE WHOLE ONCE THE THE TIF, UH, HAS EXPIRED AND NO LONGER CEASE.

AS PREVIOUSLY MENTIONED, THE PROJECT IS A 97 UNIT RESIDENTIAL DEVELOPMENT LOCATED ON EAST BELL FOUNTAIN ROAD, NORTH OF CHAMBERS, UH, SORRY, NORTH OF FISHBURG ROAD IN SOUTH OF CHAMBERSBURG GROVE.

THE WAVERLEY TIFF WILL NOT AFFECT THE HUBER HEIGHTS CITY SCHOOLS, AND I THINK IT'S IMPORTANT TO, UH, TO MENTION THAT.

'CAUSE WHEN WE TALK ABOUT HOW WE CAPTURE THOSE TIFF DOLLARS AND HOW WE MAKE THE ENTITIES WHOLE, UH, THAT'S ACCOMPLISHED BY A COMPENSATION PAYMENT.

SO ONCE WE START, UH, ONCE WE'RE ABLE TO START GENERATING SOME OF THOSE TAX DOLLARS FROM THE TIFF AND CAPTURE THEM, WE ACTUALLY, UH, SEND MONEY BACK TO THE SCHOOL DISTRICT FOR WHAT THEY WOULD'VE BEEN PAID, UH, ABSENT THE TIFF.

SO THAT'S HOW WE, UH, MAKE SURE THAT THE HUBER HEIGHTS CITY SCHOOLS ARE, UH, NOT AFFECTED BY THE TIFF.

THE 30 YEAR GROSS REVENUE IS ESTIMATED TO BE 3.665 MILLION.

UH, WHAT WE SEE HERE IS, UH, THE WAVERLY SITE PLAN.

UH, THE PLAN, WHICH INCLUDES THE 97 UNITS, IS GONNA BE COMPRISED OF 29 SINGLE FAMILY HOMES WITH AN ESTIMATED VALUE, UH, ESTIMATED SALE VALUE OF $357,000.

YOU HAVE 30 PAIRED PATIO HOMES WITH AN ESTIMATED AVERAGE SALE VALUE OF $335,000 AND 38 PAIRED TOWN HOMES WITH AN ESTIMATED AVERAGE SALE VALUE OF $292,000.

THE ECONOMIC, THE ECONOMIC DEVELOPMENT PLAN, WHICH WAS PASSED ON FEBRUARY 12TH, UH, DESIGNATES THE WAVERLY DEVELOPMENT TIF FUNDS TO GO TO THE FOLLOWING IMPROVEMENTS.

UH, PHASE ONE'S GONNA INCLUDE, UH, CONSTRUCTION OF UTILITY ENTRY AND ROADWAY INFRASTRUCTURE.

PHASE TWO IMPROVEMENTS INCLUDE REPLACEMENT, REPAIR, MAINTENANCE, AND OR CONSTRUCTION OF NEW OR EXISTING PERMANENT IMPROVEMENT AMENITIES LOCATED WITHIN THE TIF DISTRICT.

AND PHASE THREE IMPROVEMENTS ARE GONNA BE IMPROVEMENTS THAT WERE IDENTIFIED THROUGH THE LBJ, THE LB LBJ, UH, INFRASTRUCTURE RELIANCE STUDY, WHICH WAS DONE, UH, BACK IN SEPTEMBER OF 2022.

GIVEN THE FAVORABLE ECONOMIC CONDITIONS FOR THE DEVELOPER, THE LACK OF OVERTS COMMUNITY SUPPORT FOR THE DEVELOPMENT, THE REPEATED FERVENT VOCAL OPPOSITION TO THIS DEVELOPMENT, THE LEGAL HOPSCOTCH TAKEN, UH, WITH OPPOSING LEGAL VIEWS TO GET US TO THIS POINT.

THE DELAYS IN MOVING FORWARD, THE UNCERTAINTY IN THE TIF FUNDING AS IT WAS BROUGHT UP LAST WEEK, GOING FROM FIVE AND A HALF MILLION TO 3.6 MILLION.

AND WHAT THAT MEANS IN TERMS OF FUNDING OF THE THREE PHASES SPECIFICALLY, I THINK THE VIR VALUE OF THE TIF TO THE COMMUNITY IN GENERAL IS PHASE THREE OF THAT THREE PHASE.

AND I'M CONCERNED THAT THE FUNDING IS GOING TO BE THERE FOR THAT GIVEN THE REDUCTION OF, UM, COLLECTION OF FUNDS FROM WHAT WAS SUPPOSED TO BE 5.5 DOWN TO 3.6, EFFECTIVELY A 40% REDUCTION IN

TIFF.

I OPPOSE THIS TIFF STRONGLY AND ENCOURAGE THE STATE COUNCIL TO VOTE NO ON THIS RESOLUTION AND TO END ANY ATTEMPT TO LEVERAGE THE TIF DOLLARS AS A WAY TO DIRECTLY SUPPORT THIS NEW DEVELOPMENT, WHICH I AM.

ANY OTHERS? OPPOSE AS I SEE IT, THIS PARTICULAR TIFF IS DESIGNED TO INCENTIVIZE THE CONTRACTOR TO DO THE DEVELOPMENT, AND THE PUBLIC DOESN'T WANT THE DEVELOPMENT.

AND THEN THOSE DOLLARS THEN IN PART, WILL BE DIRECTED TO HELP PAY THE MORTGAGE, UH, ON THIS PARTICULAR FACILITY.

AND COUNCIL SHOULD EXPECT TO SEE LEGISLATION, UH, DIRECTING THAT, UH, AT SOME POINT IN TIME, UM, IN THE NEXT, PROBABLY I WOULD SAY BEFORE YEAR END.

UH, BUT, UH, DEFINITIVELY BEFORE WE MOVE FROM TEMPORARY FINANCING BOND, ANTICIPATORY NOTES TO PERMANENT FIXED FINANCING ON THIS PROJECT.

AND THERE WOULDN'T BE ANY NEED TO REDIRECT ANY MONIES THAT WE'VE ALREADY POINTED TO AND ALLOCATED ON OTHER PROJECTS? THAT IS CORRECT.

WE ARE BASED ON OUR PLANNING TO DATE, UH, WE DO NOT NEED TO PULL MONEY FROM ANOTHER PROJECT INDIRECT TO THIS.

HAVING THE SCHOOL GROW AT THIS RATE THAT THIS DEVELOPMENT OF CARRIAGE TRAILS IS CAUSING IS NOT ONLY HURTING THE TOWNSHIP, BUT YOU MUST ALSO REMEMBER THAT MORE THAN HALF OF THE STUDENTS AT THE SCHOOL ARE HUBER HEIGHTS RESIDENTS.

THE OVERCROWDING AND CONSTANT STRUGGLE TO KEEP UP WITH CLASSROOM SPACE, ADDITIONAL STAFF LEARNING MATERIALS, EQUIPMENT, AND BUSES, ALSO AFFECTS THE STUDENTS WHO ARE YOUR RESIDENTS.

ONE EXAMPLE OF THIS IS THAT IT IS DIFFICULT TO FIND AND HIRE BUS DRIVERS.

WE HAVE SEVERAL BUSES THAT HAVE TO RUN DOUBLE ROUTES.

THEY DRIVE ONE ROUTE, PICKING UP THE KIDS, DROP THEM OFF AT THE SCHOOL, THEN DRIVE A SECOND ROUTE, PICKING UP MORE STUDENTS.

THE STUDENTS FROM THE FIRST ROUTE MUST SIT AT THE SCHOOL FOR ABOUT 35 MINUTES WAITING FOR SCHOOL TO BEGIN.

UM, TONIGHT I'M SPEAKING ON MY OPINIONS AND FACTS REGARDING THE SALE OF TWO PARCELS LOCATED ON 2 0 1 IN FRONT OF CARES TRAILS.

THESE TWO PARCELS ARE PART OF PART OF THE LAND THAT WAS ANNEXED TO HUBER HEIGHTS FROM THE VERY BEGINNING OF CARRIAGE TRAILS.

DURING THAT TIME AND UP UNTIL TWO 2021, THE CITY OF HUBER HEIGHTS WAS INTERESTED IN PURCHASING THIS LAND ALONG WITH OTHER OTHER DEVELOPERS ALONG THE WAY.

THE LAND WAS TIED UP IN COURT CLEAN UP UNTIL 2020 WHEN THE COUNCIL VOTED TO ACQUIRE THE LAND AND HOPEFULLY THE COUNTY AND BETHEL WOULD REMOVE ALL BACK TAXES THAT WERE OWED ON IT.

I LOOKED INTO THIS PROPERTY, BOTH PROPERTY RECORDS, AND SEEN THAT ON MARCH 15TH, 2021, CARRIAGE POINT LDT PURCHASED BOTH PARCELS FROM STATE ROUTE 2 0 1 LLLC FOR $425,000 IN FEBRUARY.

ON FEBRUARY 16TH, THE 23 CARRIAGE POINT LTD SOLD THE LAND TO HUBER HEIGHTS, BOTH PARCELS FOR $0.

WHY WOULDN'T LTD SELL LAND? THEY PAID ALMOST HALF A MILLION FOR JUST TO BE GIVEN TO HUBER HEIGHTS FOR NOTHING.

I CAN ONLY IMAGINE THAT THERE IS A DEAL WITH REASONING BEHIND THIS THAT I AS A RE REGULAR RESIDENT TO THE PUBLIC CANNOT FIND.

IN JANUARY OF THIS YEAR, WE WERE GIVEN A TOWN HALL EXPLAINING THE PROCESS OF INTERSECTION IMPROVEMENT FOR 2 0 1 AND CARRIAGE TRAILS.

IT WAS SAID IN THE PRESENTATION BY BRIAN, THAT DECK OWNS THAT LAND ON THE SIDE, ON THE ONE SIDE WHERE CARRIAGE TRAILS IS, AND THE SAILORS OWN THE EASEMENT OR THE RIGHT OF WAY FOR THE OTHER SIDE.

HE STATED THAT DECK, THE SAILORS AND METRO PARKS WERE VERY WILLING TO WORK WITH THE CITY OF HUBER HEIGHTS FOR THE INSTALLATION OF THE TRAFFIC LIGHT.

BUT ODOT HAD BEEN DIFFICULT.

SO WHY WE WERE TOLD THAT DECK OWNS THE LAND.

IF IT WAS GIVE, WHY WERE WE TOLD THAT DECK OWNS THE LAND? IF THE LAND WAS GIVEN TO HUBER IN 2023 BACK IN 2018, A LEFT TURN LANE WAS WARRANTED BY ODOT, BUT NOTHING CAME OF IT.

THERE IS A SAYING THAT I'VE HEARD ON COUNCIL THAT GOES, WE CAN WALK AND CHEW GUM AT THE SAME TIME.

WE HAVE CITY STAFF TELLING THE PUBLIC THAT DECK OWNS THAT LAND.

ANOTHER REASON FOR NOT GETTING THE LEFT TURN LANE WAS EXPLAINED THAT THE CITY HAD TOO MUCH GOING ON AND IT JUST DROPPED THE BALL.

NANCY ASKED AT THE TOWN HALL IN JANUARY IF WE COULD ADD SIDEWALKS TO THE MIX AND BRIAN SAID THAT HE DIDN'T WANNA MUDDY UP THE WATERS.

ALSO, THEIR TRAFFIC LIGHT WAS THE ONLY THING BEING TALKED ABOUT REALLY, BECAUSE THEY DIDN'T, AGAIN, WANNA MUDDY UP THE WATERS.

WHY ARE WE WANTING TO SELL LAND CURRENTLY OWNED BY HUBER HEIGHTS TO MUDDY UP THE WATERS THEN? ARE WE GOING TO HAVE TO MAKE, WE ARE GOING TO HAVE TO MAKE AN AGREEMENT FOR THE LAND TO BE GIVEN BACK TO HUBER HEIGHTS TO CONTINUE ON WITH THE DESIGN AND IMPROVEMENT OF THE CARRIAGE TRAILS AND 2 0 1 INTERSECTION.

WE HAVEN'T BEEN PROVIDED THE DESIGN AND LAYOUT OF ALL THE CHANGES TO THIS INTERSECTION TO KNOW WHAT LAND WE ACTUALLY NEED.

DO WE EVEN HAVE THE BOUNDARY NECESSARY YET, OR IS THAT STILL UP IN THE AIR? IF NOT, WE AS A CITY WON'T EVEN BE ABLE TO INSTALL THE LIGHT AND HAVE CONTROL OF IT.

ODOT WILL HAVE CONTROL AND ODOT PROJECTS CAN TAKE A WHILE.

I CANNOT BE IN FAVOR FOR BOTH PARCELS TO BE SOLD WITH ALL THAT WE KNOW AND WHAT WE DON'T KNOW.

THERE IS A SERIOUS SAFETY ISSUE THAT HAS BEEN KNOWN BY COUNSEL SINCE 2017.

TO, TO FURTHER ADD TO THAT IS UNJUST TO THE RESIDENCE THAT TRAVELED THAT AREA DAILY UNTIL WE HAVE ALL ASPECTS IN ORDER FOR THE TRAFFIC LIGHT AND THE INTERSECTION TO BE INSTALLED.

I WOULD LIKE TO REMIND EVERYONE THAT OVER THE YEARS WITH DEVELOPERS LOBBYISTS PUSHING THEIR AGENDA ACROSS THE STATE, LAWMAKERS HAVE BEEN CONVINCED TO ENACT ANNEXATION LAWS AND PROCEDURES THAT IN EFFECT ARE DISCRIMINATORY AND OUR VIOLATIONS OF OUR CIVIL RIGHTS OF MILLIONS OF CITIZENS LIVING IN TOWNSHIPS.

CITY COUNCILS RECEIVING ANNEXATION REQUESTS ARE GIVEN THE RIGHT AND PRIVILEGE TO LOOK AT THE ANNEXATION REQUEST.

TAKE INTO CONSIDERATION HOW THE ANNEXATION WILL AFFECT THEIR CITY.

IF THE CITY HAS THE CAPACITY AND DESIRE TO HANDLE THE RESPONSIBILITY OF A LARGER POPULATION, THEN VOTE YES OR VOTE NO.

BUT THE TOWNSHIPS WHERE THE PROPERTY IS CURRENTLY LOCATED AND GOVERNED FOR HUNDREDS OF YEARS HAS NO LEGAL RIGHT TO BE PART OF THE PLANNING AND DIRECTION.

THIS PROPOSAL, WHILE IT MAY PROMISE ECONOMIC GROWTH AND DEVELOPMENT TO THE CITY OF HUBER HEIGHTS, THREATENS TO STRAIN OUR ALREADY BURDENED SCHOOL SYSTEM AT BETHEL LOCAL.

FIRST AND FOREMOST, THE ADDITION OF SEVERAL HUNDREDS OF HOMES TO OUR SMALL RURAL AREA UNDOUBTEDLY LEAD TO A SIGNIFICANT INCREASE IN STUDENT ENROLLMENT.

IN MY EIGHT YEARS TEACHING AT BETHEL LOCAL SCHOOLS, OUR STUDENT POPULATION HAS DOUBLED LARGELY DUE TO THE CARRIAGE TRAILS HOUSING DEVELOPMENT.

WHILE GROWTH CAN BE POSITIVE, RAPID EXPANSION WITHOUT ADEQUATE RESOURCES WILL OVERWHELM OUR ALREADY STRETCHED THIN SCHOOL SYSTEM.

OUR SCHOOLS ARE BURSTING AT THE SEAMS. CLASSROOMS ARE PACKED TO THE BRIM, TEACHERS ARE STRETCHED THIN AND RESOURCES ARE ALREADY SCARCE.

AND NOW YOU WANT TO ADD HUNDREDS MORE STUDENTS INTO THE MIX.

ADDING MORE STUDENTS WITHOUT CORRESPONDING INCREASES FUNDING FOR FACILITIES, TEACHERS AND SUPPORT STAFF WILL ONLY INTENSIFY EXISTING CHALLENGES.

A BRAND NEW HIGH SCHOOL AND ELEMENTARY SCHOOL ARE ALREADY EXCEEDING THEIR MAXIMUM CAPACITY.

WE FEEL LIKE WE ARE JUST NOW ABLE TO COME UP FOR AIR,

BUT NOW HAVE ANOTHER POSSIBLE TIDAL WAVE LOOMING OVER US AND HAVEN'T BEEN ABLE TO FULLY RECOVER FROM THE FIRST CARE TRAILS EXPANSION.

FURTHERMORE, THE INFLUX OF NEW RESIDENTS WILL PLACE IMMENSE PRESSURE ON OUR LOCAL RESOURCES AND SERVICES.

INCREASED DEMAND FOR UTILITIES, TRANSPORTATION, AND PUBLIC SERVICES WILL STRAIN MUNICIPAL BUDGETS AND POTENTIALLY COMPROMISE THE QUALITY OF ACCESSIBILITY OF EDUCATION FOR ALL STUDENTS.

OVERCROWDING AND CONGESTION CAN LEAD TO A DECLINE IN PROPERTY VALUES, INCREASE TRAFFIC, AND A DECREASE IN PUBLIC SAFETY, ALL OF WHICH DIRECTLY IMPACT THE WELLBEING OF OUR STUDENTS AND THEIR FAMILIES.

IN CONCLUSION, WHILE GROWTH AND PROGRESS ARE ESSENTIAL FOR THE VI VITALITY OF OUR COMMUNITY, THEY MUST BE MANAGED THOUGHTFULLY AND RESPONSIBLY.

WHILE IT SADDENS ME TO SEE OUR FARM FIELDS BE REPLACED WITH HOMES OR GAS STATIONS AND WILDLIFE BE EVICTED FROM THEIR WOODED HABITATS SO ROADS CAN BE BUILT, I AM EVEN MORE SAD TO SEE AND HEAR HOW THIS RAPID DEVELOPMENT HAS AFFECTED MY CHILDREN'S EDUCATION.

I FEAR THEIR EDUCATION FROM BETHEL IS NOT ADEQUATELY PREPARING THEM FOR SUCCESS, REGARDLESS IF THEY ATTEND COLLEGE, A TRADE SCHOOL, THE MILITARY, OR GO DIRECTLY INTO THE WORKFORCE BECAUSE THE SCHOOL IS IN CONSTANT TURMOIL.

BECAUSE OF THE RAPID GROWTH, BETHEL STUDENTS EXPERIENCE DISRUPTION EVERY SINGLE DAY.

THE HALLWAYS ARE SO CONGESTED, IT IS A STRUGGLE TO QUICKLY AND SAFELY MOVE FROM ONE CLASS TO ANOTHER BETWEEN BELLS.

JUST A FEW WEEKS AGO, MY DAUGHTER WAS TRYING TO MANEUVER TO CLASS AND WAS HIT IN THE BACK BECAUSE A COUPLE KIDS MESSING AROUND RAN INTO HER.

SHE SAYS IT IS VERY DIFFICULT TO EVEN MAKE IT TO CLASS ON TIME BECAUSE OF THE CROWDED HALLWAYS.

WE ARE IN THE PROCESS OF HIRING 11 NEW ADDITIONAL TEACHERS, PLUS SEVERAL OTHER NON-TEACHING POSITIONS.

WITH THAT COMES THE CHALLENGE OF WHERE TO PUT ALL OF THESE TEACHERS AND STUDENTS.

WE HAVE VERY FEW OPTIONS THAT ARE THE BEST FOR OUR STUDENTS AND THEIR ACADEMIC ACHIEVEMENT.

I HOPE AND PRAY THE SCHOOL IS NOT FORCED TO BRING TRAILERS BACK TO ACCOMMODATE ALL THESE ADDITIONAL CLASSES.

FROM MY RECOLLECTION, WE HAVE BEEN IN AND OUT OF TRAILERS TWICE ALREADY BECAUSE OF EXPANSION.

AS YOU CAN IMAGINE, PARENTS ARE VERY CONCERNED ABOUT STUDENT SAFETY.

I REMEMBER WHEN THE FIRST SET OF TRAILERS WERE LOCATED IN THE FRONT OF THE SCHOOL AND THAT WAS A HUGE CONCERN FOR STUDENT SAFETY.

THE NEXT ROTATION OF TRAILERS WERE SET UP BEHIND THE SCHOOL.

WHILE THIS REMOVES THEM FROM BEING A DIRECT TARGET OFF OF ROUTE 2 0 1, IT DOESN'T ALLOW FOR A LOCKED AND CONTROLLED ENTRANCE AS THE HARDIN FACILITY PROVIDES.

NOR IS THERE MUCH PROTECTION IN A METAL BUILDING AGAINST GUNFIRE THAT SHOULD WE HAVE EXPERIENCED AS SCHOOL SHOOTER.

IN THE PAST FIVE YEARS, OUR ENGLISH LANGUAGE LEARNERS WENT FROM 105 TO 304 STUDENTS IN EARLY AUGUST OF 2022 BETHLE ROAD, NEARLY 70 UKRAINE REFUGEES.

JUST IMAGINE TWO WEEKS BEFORE SCHOOL STARTS AND ALMOST 70 KIDS SHOWED UP UNEXPECTEDLY AND ALMOST ALL WERE UNABLE TO SPEAK ENGLISH OR EVEN UNDERSTAND IT.

AS A RESULT, BETHEL TEACHERS WERE FORCED TO USE GOOGLE TRANSLATE JUST TO COMMUNICATE WITH STUDENTS IN FOUR DIFFERENT LANGUAGES.

IN SOME CLASSROOMS, OVER HALF OF THE STUDENTS DIDN'T SPEAK ENGLISH.

OFTENTIMES, BETHEL TEACHERS RELIED ON ENGLISH SPEAKING STUDENTS TO HELP COMMUNICATE ALMOST EVERY DAY.

WE HAVE NEW KIDS FOR BUSING, WHICH CREATES THE NEED TO ADJUST BUS ROUTES.

BETHEL HAS FOUR BUS ROUTES THAT RUN DOUBLE ROUTES.

THIS MEANS THE FIRST LOAD OF KIDS ARRIVE AT SCHOOL APPROXIMATELY 35 MINUTES PRIOR TO THE SCHOOL DAY BECAUSE THE SAME BUS HAS TO TURN AROUND AND RUN ANOTHER ROUTE TO GET THE REST OF THE KIDS.

WITH THE CONSTANT DISRUPTIONS THIS RAPID DEVELOPMENT HAS HAD ON OUR SCHOOL DISTRICT, IT IS NO WONDER BETHEL HAS HAD 47 TEACHERS AND NINE ADMINISTRATORS RESIGN.

RESIGN OVER THE PAST THREE YEARS.

CONSEQUENTLY, NEARLY 40% OF OUR TEACHING STAFF HAS ONE TO FIVE YEARS TEACHING EXPERIENCE.

HOW CAN WE EVER FOCUS ON ACADEMIC ACHIEVEMENT WHEN WE HAVE NO STABILITY? THESE ARE JUST A FEW OF THE MANY EXAMPLES ILLUSTRATE IN THE HAVOC RAPID MASSIVE DEVELOPMENT PLAYS ON OUR EDUCATION SYSTEM.

UM, SO I, I CAN BRING YOU AN EXAMPLE OF A RIDER, BUT THERE'S NO RIDER THAT WE OFFER TO VENDORS.

THERE ISN'T ANOTHER CITY THAT WE ARE AWARE OF THAT STAFF SIT WITH A CITY EMPLOYEE, UM, TO MITIGATE, YOU KNOW, ANY CONCERNS WE ARE CONTRACTING OR WORKING ON A CONTRACT WITH SOMEBODY TO, TO BE THERE JUST TO OVERSEE THE MARKET.

BUT ON A LIKE 10 99 CONTRACT FORM, YEAH.

SO WHEN THAT CHANGE WAS MADE, THERE SEEMED TO BE SOME CONCERN THAT IT WAS GONNA AFFECT VENDORS' INSURANCE.

AND IN OUR RESEARCH IT DOESN'T HELP AND IT DOESN'T HURT.

THERE'S NO IMPACT TO THE VENDOR'S INSURANCE BASED ON OUR PRESENCE AT THE MARKET.
