GOOD EVENING, MAYOR.

UH, FEW ITEMS. UH, FIRST THE FARMER'S MARKET OPENS MAY 4TH.

UH, THE PARKS MANAGER IS, UH, HAVING A MEETING WITH VENDORS ON APRIL 20TH TO PROVIDE TRAINING AND INFORMATION.

UM, WE'RE ALSO SEEKING ADDITIONAL MEAT AND PRODUCE VENDORS AT THIS TIME, SO, UH, THOSE VENDORS CAN RECEIVE A DISCOUNT ON THEIR, UH, DAILY OR ANNUAL FEES.

UH, WE ARE LOOKING FORWARD TO A SUCCESSFUL SEASON.

UM, THE DOG PARK FENCE REPLACEMENT WILL BEGIN THE FIRST WEEK OF MAY.

UM, THEY'LL BE REPLACING ONE SECTION OF FENCE AT A TIME SO THAT THE PARK CAN REMAIN OPEN.

AND THEN WE ALSO ANTICIPATE THE DELIVERY OF THE GAZEBO TO DIAL PARK, UH, AROUND THE SAME TIME.

SO, UH, DIAL, PARK AND LANDSCAPING, UH, WILL FOLLOW THAT INSTALLATION SOMETIME IN MAY.

UH, CR DAYTON.

SO INSTALLATION OF A NEW DRAIN AND CATCH BASIN.

STARTED TODAY WITH A PAVING PLAN FOR THURSDAY.

UM, RAIN'S DELAYED THE PROJECT SLIGHTLY, UM, BUT THE, UH, STOREFRONT IS ABOUT A WEEK OUT.

AND THEN THE LAST TWO COLUMNS FOR STONE, UH, ARE COMING SHORTLY AFTER.

UM, MR. KOWSKI AND I PLAN TO MEET WITH THE YMCA ON FRIDAY FOLLOWING COUNCIL'S ACTION LAST WEEK TO NEGOTIATE OUR LEASE WITH THE, UH, YMCA FOR THE FORMER SINCLAIR SPACE.

UM, IT DIRECTOR DAVE WARREN STARTED YESTERDAY.

UM, OBVIOUSLY HE HAS A LOT ON HIS PLATE.

UH, HE'S GETTING HIS FEET UNDERNEATH HIM, BUT ONCE HE'S, UH, COMPLETED THAT I WILL BRING HIM TO COUNCIL, UH, FOR A QUICK INTRODUCTION IN THE NEXT, UH, FEW WEEKS.

UM, THIS YEAR'S WATER MAIN REPLACEMENT PROJECTS, UM, WANTED TO GIVE AN UPDATE.

CG CONSTRUCTION STARTED ON HUBBARD DRIVE ABOUT TWO WEEKS AGO DOING MAIN INSTALLATION.

AND THEN M AND T CONSTRUCTION WILL BE STARTING ON, UH, SPERRY DRIVE ON APRIL 29TH.

UM, WANTED TO REMIND EVERYBODY THAT AS THE WEATHER IMPROVES, UM, EVERYONE SHOULD BE AWARE OF MOTORCYCLISTS ON THE ROAD.

AND, UH, YOU KNOW, WANTED TO ENSURE THAT EVERYONE'S AWARE OF THEIR SURROUNDINGS ON THE STREETS, OBVIOUSLY AT ALL TIMES.

AND THEN COUNSEL HAD ASKED ME FOR, UH, SOME INFORMATION LAST SESSION REGARDING STAR-SPANGLED HEIGHTS AND THE RIDES.

UM, I DO WANNA LET COUNSEL KNOW THAT IF, IF IT CHOOSES AND I CAN, UH, PRODUCE LEGISLATION FOR A FOLLOWING WORK SESSION, UM, IT WOULD BE ABOUT $10,000 TO PAY F EXTRA TO PAY FOR RIDES IF WE WEREN'T TO, UH, CHARGE OUR VISITORS $10 FOR A BRACELET.

SO, SOMETHING TO TO THINK ABOUT, UM, IN THE NEXT FEW WEEKS.

YEAH, ABOUT, UH, A WEEK AGO I MET WITH A COUPLE OF VENDORS FROM THE FARMER'S MARKET TO DISCUSS, UM, SOME OF THE MESSAGING THAT THE CITY HAD HAD A FEW YEARS AGO, UH, AROUND COVID TIME ABOUT INSURANCE, UH, FOR FARMER'S MARKET VENDORS.

UM, ONE OF THE THINGS I MADE CLEAR TO THOSE VENDORS WAS, UH, THE CITY'S INSURANCE NEVER HAS NOR WILL EVER COVER VENDORS AT THE MARKET.

UH, IF THEY NEED INSURANCE FOR THEIR OWN RISK, UM, THEY WILL NEED TO ACQUIRE THAT THEMSELF.

UM, I, I THINK THERE WAS SOME INACCURACIES, UM, WITH, WITH PRIOR STAFF MEMBERS WHEN IT CAME TO THAT.

SO, UM, WE DID MAKE THAT CLEAR.

UH, SARAH, WHEN SHE MEETS WITH THE FARMER'S MARKET VENDORS, WE'LL ALSO BE MAKING IT CLEAR TO THEM THAT IF THEY BELIEVE AND, AND WE HAVE A CHECKLIST FOR THIS, IF THEY BELIEVE THEY'RE AT SIGNIFICANT RISK OR AT LEAST AT A RISK OF, UH, LIABILITY, THEN WE WILL RECOMMEND TO THEM THAT THEY, THEY PURCHASE THEIR OWN INSURANCE.

UM, ONE THING WE'VE BEEN LOOKING AT, WE DON'T HAVE AN ANSWER YET, IS WHETHER OUR INSURER CAN THEN SELL AT A DISCOUNTED RATE, UM, INSURANCE FOR OUR FARMER'S MARKET.

UM, WE'RE STILL WAITING ON THAT ANSWER, UM, BUT SARAH EXPECTS TO HAVE IT BY, BY THE TIME SHE MEETS AT THE END OF THE WEEK, SO

SO OUR TWO PROGRAMS THAT WE RUN EVERY SINGLE YEAR IS, UM, MEMORIAL DAY AND VETERANS DAY.

UH, RIGHT NOW WE'RE IN THE PROCESS OF WORKING THROUGH, UH, MEMORIAL DAY, LOOKING FOR A, UH, GUEST SPEAKER FOR THAT.

UM, WE DO HAVE ONE POSITION THAT'S OPEN, I BELIEVE YOU GUYS WILL BE VOTING ON, ON A, UH, CANDIDATE TONIGHT.

UH, SO WE DO HAVE ONE POSITIONS OPEN, UH, AND THEN WE'RE LOOKING FOR ANOTHER POSITION, UH, TO FILL.

SO THOSE NUMBERS THAT I THINK THAT HAVE BEEN TOSSED AROUND FOR SOME TIME OR, OR OLDER NUMBERS THAN, THAN WAS ANTICIPATED AND WE FINALLY DECIDED TO MOVE FORWARD WITH WITHIN THE PAST YEAR AND A HALF, TWO YEARS, I THINK ABOUT IT PROBABLY WASN'T FOR THIS BUILDING.

IT WAS PROBABLY A, A GENERAL BUILDING.

IS THAT WHAT IT WAS? YEAH, BRIAN, BRIAN CAN SPEAK ON THAT AS WELL.

SO TO ANSWER THE QUESTION ABOUT THE BUDGET, WHEN THE INITIAL STUDY CAME OUT, WHEN THE INITIAL ASSESSMENT, I BELIEVE IT WAS, CAME OUT IN, I WANNA SAY IT WAS 2020, UH, MR. FALKOWSKI WAS HERE, UH, IN SUPERVISING, UH, THE PUBLIC SERVICE DIVISION.

AND THAT WAS FOR, UH, I BELIEVE IT WAS A 53,000 CONCEPTUAL SQUARE FOOT BUILDING.

$10 MILLION, UH, WAS THE NUMBER THAT WAS INITIALLY PROVIDED TO THE ART BY, UH, BY COONEY AT THAT TIME.

SO IT WAS KIND OF A CONCEPTUAL PLACEHOLDER IN SPACE IF, IF ALL OTHER FACTORS ARE NOT, UH, CONSIDERED.

UH, THEN AS THAT PROJECT MOVED FORWARD THROUGH TIME, UH, EFFECTIVELY WE WERE LOOKING AT ABOUT 12, 12.5% COST INCREASES ANNUALLY AS A RESULT OF COVID AND SUPPLY SHIPMENT DELAYS AND ALL THE OTHER THINGS THAT, YOU KNOW, WE'RE ALSO FAMILIAR WITH.

NOW, UH, WHEN WE GOT TO THE, UH, BUDGET PROCESS FOR WHAT WOULD BE 2023, I BELIEVE WE WERE LOOKING AROUND 14 MILLION I THINK WAS THE NUMBER THAT WE HAD ANTICIPATED THE PROJECT TO BE RIGHT BEFORE WE WENT TO BID, UH, THE FIRST TIME, UH, THERE WERE PROJECTS THAT WERE SIMILARLY LET IN BUTLER TOWNSHIP AND OR BUTLER TOWNSHIP, BUTLER COUNTY, AND FAYETTE COUNTY.

AND, UH, THOSE FACILITIES WERE, UH, HAD ENGINEERS ESTIMATES IN, I WANNA SAY 17 MILLION, 18 MILLION.

UH, WE RECEIVED ONE BID, UH, IN OUR FIRST, UH, IN OUR FIRST RELEASE.

AND THAT CAME BACK AT 21 MILLION.

UH, AND WE DID, UH, WE DID SOME EVALUATION, WE DID SOME, SOME RE-LOOK AT THAT.

AND, UH, WE RELEASED THE BID AT 17, I THINK 17 POINT A HALF MILLION WAS THE ENGINEER'S ESTIMATE ON THE SECOND GO ROUND.

SO TO BE IN AT 18 EIGHT WAS STILL A LITTLE HIGHER THAN WHAT WE THOUGHT, BUT IT WAS STILL WITHIN THE REALM OF WHAT WE'VE SEEN IN THE CONSTRUCTION INDUSTRY.

SO WHEN YOU'RE LOOKING AT A NUMBER THAT STARTED, YOU KNOW, AT A THIN AIR, UH, IN A PERFECT WORLD FROM FOUR AND A HALF YEARS AGO, UH, TO WHERE WE ARE TODAY, UH, IS IT A NUMBER THAT HISTORICALLY IS IN AN ESCALATION THAT HISTORICALLY WE WOULD SEE OVER TIME? NO, IT IS NOT.

BUT BASED ON THE ENVIRONMENT IN WHICH WE'RE CURRENTLY WORKING IN THAT POST COVID WORLD, UH, THAT NUMBER IS THE NUMBER THAT WE'VE GOT, UH, TO WORK WITH.

I'D ALSO NOTE THAT, UM, THIS IS, UH, AT LEAST IN OUR LIFETIME, IT'S A ONCE IN A LIFETIME BUILDING.

THIS BUILDING IS GOING TO BE A FUNCTIONAL PIECE OF OUR INFRASTRUCTURE FOR THE NEXT 50 YEARS.

AND IF, IF WE'RE GOING TO DO THIS AND DO IT RIGHT, NOT JUST FOR OUR COMMUNITY, BUT FOR OUR STAFF, IT'S IMPORTANT THAT WE PUT THIS BUILDING TOGETHER THE BEST WAY WE KNOW HOW, UH, AND WE DESIGN IT TO BE USED THE WAY WE WANT IT TO BE USED, EVEN IF THAT MIGHT BE MORE, UH, A LITTLE BIT MORE EXPENSIVE THAN WE INITIALLY INTENDED.

UH, AND I THINK THOSE INITIAL ASSESSMENTS, INITIAL NUMBERS SEEMS LIKE, I REMEMBER SOMEWHERE BETWEEN, WE, WE HEARD OF KIND BETWEEN 10 TO $15 MILLION AND THAT WOULD'VE BEEN BACK IN, YOU KNOW, PROBABLY BACK IN 2020.

BUT THERE, THERE'S NO DOUBT THAT WE NEED THE SPACE.

SO THE LABOR TIFF INCLUDES A PROPOSED 97 UNIT RESIDENTIAL DEVELOPMENT WITHIN THE CITY ON APPROXIMATELY 22.3 ACRES.

UH, TAX INCREMENT FINANCING REFERRED TO AS A TIFF IS A WAY TO CAPTURE PROPERTY TAX DOLLARS FROM NEW DEVELOPMENT AND LEVERAGING THOSE DOLLARS AS A WAY TO DIRECTLY SUPPORT THAT NEW DEVELOPMENT TIPS ARE AUTHORIZED UNDER THE OHIO REVISED CODE, WHICH ALSO MANDATE THAT TIF MONIES ARE SPENT ON INFRASTRUCTURE AND AMENITIES WITHIN THE ASSIGNED T DISTRICT.

UH, THE WAIVER OF THE TIF DISTRICT WILL NOT IMPACT COOPER HEIGHTS CITY SCHOOLS.

THIS GRAPHIC SHOWN, UH, REPRESENTS, UH, EXACTLY HOW A TIF OR TAX INCREMENT FINANCING WORKS, WHEREAS YOU HAVE THE EXISTING VALUE OF THE PROPERTY, WHICH WILL CONTINUE TO BE TAXED AT THE ASSESSED VALUE THROUGHOUT THE LIFE OF THE TIF DISTRICT.

THE WAVERLY TIFF, AGAIN, WILL NOT AFFECT HUBER HEIGHT CITY SCHOOLS AND THE ESTIMATED 30 YEAR GROSS REVENUE IS VALUED AT 3.665 MILLION.

WE'RE GOING TO ADD A DEVELOPER AGREEMENT FOR CONTINENTAL TO THE APRIL 22ND COUNCIL MEETING.

WE ARE GOING TO ADD PURCHASE AND SALE AGREEMENTS TO THE APRIL 22ND COUNCIL MEETING FOR THE 2 0 1 LLC, WE'RE GOING TO ADD A LISTING AGREEMENT FOR 33 PLUS MINUS ACRES OF CITY PROPERTY ALONG INTERSTATE 70.

AND WE WERE ALSO GOING TO ADD LISTING AGREEMENT FOR 28 PLUS MINUS ACRES OF CITY PROPERTY IN CENTER POINT 70.

SO THOSE FOUR ITEMS WILL BE ADDED TO THE APRIL 22ND COUNCIL MEETING.
