UH, MAYOR GORE AND, UH, CITY COUNCIL.

GOOD EVENING.

GOOD TO BE WITH YOU ALL AGAIN.

UM, I WANTED TO JUST SHARE A QUICK STORY, UH, WITH YOU FROM, UH, LUKE CHAPTER 16.

UH, JESUS TELLS THIS STORY, UH, ABOUT A, UH, MANAGER OF A, A RICH MAN'S ESTATE.

UH, NOW, BUT THIS MANAGER'S NOT VERY GOOD AT HIS JOB.

IN FACT, HE DOESN'T REALLY DO ANYTHING, AND HE, HE'S SO BAD IN FACT, THAT HIS BOSS DECIDES HE'S, HE HAS TO FIRE HIM.

HE HAS TO GET RID OF HIM.

HE HAS TO REMOVE HIM FROM THAT POSITION.

UM, AND THIS THEN, THAT, THAT MANAGER HAS THIS, OH, NO MOMENT WHERE HE REALIZES HE'S NOT REALLY LIKE, CUT OUT FOR ANYTHING ELSE.

AND SO NOW HE'S FACED WITH THE DILEMMA OF WHAT DOES HE DO WITH THE REST OF HIS LIFE? AND SO HE TURNS ACTUALLY TO, UH, HIS MA THE, THE RICH MAN.

UH, HE TURNS TO HIS, UH, HIS DEBTORS, THE PEOPLE THAT HE OWE, THAT OWE MONEY TO HIS BOSS, AND HE STARTS TO CUT DEALS WITH THEM.

HE STARTS TO, TO NET, TO TAKE AWAY, UH, TO, TO LOWER THEIR BALANCES WITHOUT ANY SORT OF APPROVAL.

HE STARTS TO MAKE THESE SHREWD, UNDERHANDED DEALS, UM, CUTTING BALANCES AND WHATNOT.

UH, SO MUCH SO THAT HIS BOSS EVENTUALLY TURNS TO THIS MANAGER AND SAYS, HEY, HE FINALLY FIGURED IT OUT.

THAT'S KINDA AN INTERESTING STORY FOR JESUS TO TELL, RIGHT? BECAUSE YOU'D THINK IS, IS JESUS THIS, THIS MAN THAT'S KNOWN TO BE, UH, GOOD AND TRUE AND ALL OF THESE OTHER THINGS? LIKE, WOULD HE REALLY ADVOCATE FOR THIS UNDERHANDED KIND OF BUSINESS? I DON'T THINK THAT'S REALLY WHAT'S WHAT HE'S GETTING AT HERE.

WELL, WE SEE WHAT HE'S GETTING AT IS THIS IDEA THAT WHEN WE GET INTO DESPERATE SITUATIONS, IT'S REALLY EASY FOR US TO FIGURE OUT WHERE OUR PRIORITIES LIE.

BUT WHAT IF BEFORE WE GET INTO THOSE DESPERATE SITUATIONS, WHAT IF WE USE THOSE SAME PRIORITIES IN THE RIGHT DIRECTION TOWARDS, UH, THINGS THAT BENEFIT ONE ANOTHER? IN FACT, HERE'S THE LESSON AND THE CONCLUSION.

HE COMES TO IN VERSE NINE.

HE SAYS, HERE'S THE LESSON.

WHAT IF WE USE WORLDLY RESOURCES TO BENEFIT OTHERS AND TO BUILD RELATIONSHIPS? THEN WHEN EARTHLY RESOURCES ARE GONE, WHAT TRULY MATTERS WILL BE THERE.

SEE, I THINK THAT'S THE LESSON WE ALL CAN TAKE FROM THIS, THAT, THAT WHAT WE'VE BEEN ENTRUSTED WITH THE LEADERSHIP OF OUR COMMUNITY, THE RESOURCES WE'VE BEEN ENTRUSTED WITH, ARE HERE FOR THE FLOURISHING OF OUR COMMUNITY, NOT JUST TO BUILD MORE RESOURCES.

AND SO WITH THAT, I'D LOVE TO OFFER, UH, A PRAYER FOR US THIS EVENING.

WOULD YOU PRAY WITH ME? UH, HEAVENLY FATHER, WE THANK YOU FOR TODAY.

I JUST, WE WOULD, WE WANTED TO COME BACK AND JUST KIND OF GIVE AN UPDATE.

WE SPOKE TO YOU ALL IN MARCH, UM, ABOUT THE NEED FOR UNIVERSAL CHANGING TABLES SO THAT, UM, OVER 300,000 PEOPLE IN OHIO COULD HAVE BATHROOM ACCESS WHEN THEY LEAVE THEIR HOMES.

AND I JUST WANTED TO UPDATE YOU A LITTLE BIT BECAUSE, UM, I CAME AND I SPOKE TO MY COUNCIL IN HOPES THAT I WOULD GET SOME ASSISTANCE WITH THIS.

AND WE HAVE, AND WE DEEPLY APPRECIATE THIS.

UM, I, YOU KNOW, I WORK WITH FOLKS ACROSS THE STATE.

I WORK WITH FOLKS ACROSS THE COUNTRY.

I RUN THE OHIO, UH, CHAPTER FOR CHANGING SPACES, WHICH HAS 24 STATES WITHIN OUR CAMPAIGN.

AND WHEN I SPEAK TO THE OTHER STATES AND TO THE OTHER, UH, FOLKS IN OHIO, I TALK ABOUT THE FACT THAT IN MY OWN HOMETOWN, I BROUGHT INFORMATION TO YOU.

YOU LISTENED.

AND WE ARE MAKING CHANGES.

WE SEE THAT THE ROSE MUSIC CENTER IS CURRENTLY PUTTING IN A TABLE.

WE, WE HAVE OUR HUBER LIBRARY.

UM, IT'S BEEN BROUGHT TO MY ATTENTION.

THE CIVIC SENIOR CENTER WILL HAVE ONE.

UM, AND THEN WE'VE GOT OTHERS THAT ARE ASKING ABOUT THEM.

I ALSO WANTED TO UPDATE YOU A LITTLE BIT THAT, UM, WE DID GO TO THE PLANNING COMMISSION MEETING, UH, LAST MONTH TO HELP THOSE FOLKS UNDERSTAND THE NEED AS WELL.

UM, AND, AND AS WE'RE TALKING ABOUT THIS, WE'RE ALSO TALKING ABOUT, UM, LIFTS, UM, CEILING TRACKS.

BECAUSE WHAT I'M FINDING, ANOTHER JOB THAT I HAVE IS THE MONTGOMERY COUNTY BOARD OF DEVELOPMENTAL DISABILITY SERVICES.

AND I'M WORKING WITH A WHOLE LOT OF FOLKS WHO ARE INDIVIDUALS WITH DISABILITIES WHO ARE ADVOCATING FOR THESE TABLES WITH US, BUT DON'T HAVE SOMEBODY WHO CAN LIFT THEM.

SO IN ORDER FOR IT TO BE SAFE, THE TRUE REALITY IS THAT WE ALSO NEED THE LIFTS.

SO WHEN WE WENT TO THE PLANNING COMMISSION, WE TALKED ABOUT THAT.

WE ALSO ARE BRINGING IT TO THE ATTENTION BECAUSE WE KNOW BUCKY'S IS HOPEFULLY COMING TO HUBER HEIGHTS.

AND, UM, WITH THAT BEING SAID, WE ARE REQUESTING FOR A TABLE AND A LIFT TO BE INCLUDED IN BUCKY'S.

AND I KNOW THAT INFORMATION HAS BEEN SHARED WITH THE FOLKS AND THAT THEY'RE LISTENING AND THEY'RE WORKING WITH US, AND WE'RE VERY APPRECIATIVE OF THAT.

UM, IT'S ALSO BEEN CALLED TO MY ATTENTION THAT WAWA HAS ACTUALLY ASKED FOR OUR DOCUMENTS, AND I CAN SAY, AND OVER 10 YEARS OF DOING THIS, THAT'S THE FIRST TIME THAT'S EVER HAPPENED.

SO WE REALLY APPRECIATE THIS.

SO, UM, IT, IT APPEARS TO ME THAT HUBER IS BECOMING, UM, A LEADER IN THIS AREA.

AND I, YOU KNOW, I, AS FAR AS I'M CONCERNED, I WOULD BE VERY PROUD TO BE A LEADER AND AN AREA IN WHICH WE ARE LETTING CITIZENS KNOW THEY'RE WORTH SOMETHING, THAT THEY'RE WORTH BEING IN OUR COMMUNITY, THEIR COMMUNITIES LISTENING, AND WE'RE GOING TO BRING THEM IN WHEN WE'RE LOOKING AT A POSSIBILITY OF FIVE TABLES.

UM, JUST IN HUBER HEIGHTS, WE'RE IN THE LEAD.

AND, AND I SHARE THIS WITH ALL OF MY ADVOCATES IN THE OTHER STATES.

I SHARE IT ACROSS, ACROSS, UM, OUR STATE.

TELL THEM NOT TO ALLOW A DEVELOPER TO INSTIGATE THE ANNEXATION OF ANOTHER 300 ACRES OF MIAMI COUNTY BETHEL TOWNSHIP LAND, AND ALLOW THE BUILDING OF ANOTHER THOUSAND HIGH DENSITY HOUSES ALLOWING THE STUDENTS TO GO TO BETHEL, NOT INTO HUBER.

THE WATER AND SEWAGE TAKEN CARE OF BY MIAMI COUNTY, NOT HUBER.

WHAT HAPPENED TO BEING RESPONSIBLE FOR YOURSELF? WHAT HAPPENED TO BEING A GOOD NEIGHBOR? WHAT HAPPENED TO BE, WHAT HAPPENED TO LIVING WITHIN YOUR MEANS? LAST CITY COUNCIL MEETING, YOUR CITY COUNCIL MEMBERS VOTED ON SIX ORDINANCES FOR THE SIX ORDINANCES WERE TIED FOUR TO FOUR WITH THE TIE BEING DECIDED BY THE MAYOR'S YES VOTE.

STARTING THE PROCESS OF ISSUING MUNICIPAL BONDS IN THE TOTAL OF OVER $27 MILLION.

THESE BONDS WILL EVENTUALLY COME DUE.

PLUS INTEREST, WHICH THE CITY WILL BE OBLIGATED TO PAY, NOT THE INDIVIDUAL COUNCIL MEMBERS.

IT'S ALWAYS EASY TO SPEND OTHER PEOPLE'S MONEY.

WHAT HAPPENED TO LIVE WITHIN YOUR FINANCIAL MEANS AND SPEND ONLY WHAT YOU HAVE? THIS TYPE OF MANEUVERING AND MANIPULATION JUST PERPETRATES.

THE PERPETUATES THE, THE SYSTEM.

WE HAVE TO EXPAND, WE HAVE TO DEVELOP, WE HAVE TO GROW JUST TO KEEP UP WITH OUR OBLIGATIONS FROM PAST DECISIONS AND VOTES.

IF WE DON'T CONTINUE, WE WILL NOT BE ABLE TO PAY OUR DEBTS.

IT'S A VICIOUS CYCLE, WHICH YOU'LL BE CAUGHT UP IN, UNABLE TO GET OUT.

YOU CAN SEE IN THE MIDDLE, UH, IS THE, UH, THE FUTURE PARK OR KINDA CENTRAL LIVING ROOM, UH, POTEN, UH, POTENTIAL PUBLIC GATHERING SPACE.

UH, TO THE NORTH IS VACANT LAND OWNED BY A PREMIER.

THAT'S ABOUT FIVE AND A HALF ACRES THAT, OR EXCUSE ME, FOUR AND A HALF ACRES THAT COULD BE REDEVELOPED.

UH, AND THEN NORTH OF THAT, MAKING THAT CONNECTION AS WE REDEVELOP, HEADING NORTH IS ANOTHER 22 AND A HALF ACRES THAT COULD POTENTIALLY BE REDEVELOPED AS PART OF THE, UH, HUBER CENTER.

SO ALL OF THESE KIND OF MESHED TOGETHER TO START REDEVELOPING THE, THE SOUTH CENTER PART OF, OF THE CITY.

THIS WAS THE ORIGINAL SITE PLAN THAT WAS SUBMITTED TO PLANNING COMMISSION.

THERE'S BEEN SIGNIFICANT, UH, UH, REVISIONS, UH, BASED ON THE EXTENSIVE PUBLIC, UH, INPUT THAT THEY GATHERED WITH THE NEIGHBORHOOD.

UH, SO THIS, THE NEW SITE PLAN OVERLAID HERE REALLY BRINGS, EFFECTIVELY BRINGS THE, THE PRODUCT TO THE, UH, INCREASES THE BUFFER BETWEEN THE, THE NEIGHBORHOOD TO THE WEST, SHIFTS THE APARTMENTS, UH, NEARLY A HUNDRED FEET TO THE EAST, UH, HELPS TO FRAME BETTER THAT, UH, ALONG THE NEW PUBLIC RIGHT AWAY AND THE POTENTIAL, UM, PARK LAND THAT'S THERE.

SO, LIKE I SAID, THE, THE CHANGES TO THE SITE PLAN INCREASED THE REAR SETBACK FROM 25 FEET TO NEARLY A HUNDRED FEET, DEPENDING ON WHERE YOU ARE, BETWEEN 80 AND A HUNDRED FEET.

IT INCREASED THE PARKING FROM 550, FROM 515 TO 550 SPACES.

WE HAVE BETTER BUILDING ORIENTATION ALONG THE NEW PUBLIC RIGHT OF AWAY.

UM, BUT THERE'S BEEN NO CHANGES TO THE DENSITY OR CONNECTIONS TO THAT RIGHT OF AWAY.

UM, THE APPLICANT ALSO HAS A PRESENTATION, IF YOU WOULD LIKE TO SEE IT.

UH, THEY HAVE SIGNIFICANTLY BETTER, UH, RENDERINGS AND ELEVATIONS THAN, THAN I HAVE WITH THEIR, BUT THE REASON I BRING THIS UP IS THE BRANT PIKE OVERLAY DISTRICT HAS A HEIGHT MAXIMUM.

UH, AND IT'S THE ONLY DISTRICT IN THE CITY THAT DOES, UH, THE, UH, TWO STORY UNITS ARE 30 FEET TALL.

THEY WILL BE THE ONES THAT ARE CLOSEST TO THE NEIGHBORHOOD.

UH, AS WE GET FURTHER EAST, THE, ALONG THAT NEW PUBLIC RIGHT OF WAY AND POTENTIAL PARK.

UH, THERE ARE THREE STORY UNIT, THREE STORY UNITS THAT ARE 40 FEET TALL, WHICH IS SLIGHTLY HIGHER THAN WHAT'S, UM, SUGGESTED IN THE BRANT PIKE OVERLAY.

BUT IT'S IMPORTANT TO NOTE.

UH, WE ALSO MADE EXCEPTIONS TO THE LIBRARY, UH, AND WE WILL LIKELY NEED TO MAKE EXCEPTIONS TO THE SENIOR CENTER ROOF LINE AS WELL.

UH, SO AS FAR AS CONFORMANCE WITH THE ZONING, UH, REGULATIONS, THE, UH, THE USE IS PRINCIPALLY PERMITTED IN THE PLANNED MIXED USE DISTRICT.

THERE'S APPROXIMATELY 40% OPEN SPACE.

UM, THE 80 TO A HUNDRED FOOT BUFFERS SIGNIFICANTLY EXCEED OUR MINIMUM, WHICH IS, UH, 25 FEET, UH, NOT INCLUDED, WHICH IS NOT, UH, UNUSUAL WITH THIS BASIC DEVELOPMENT PLAN.

UH, SUBMISSION IS SIGNAGE, LANDSCAPING AND LIGHTING.

ALL OF THAT WILL BE ADDRESSED, UM, DURING THE DETAILED DEVELOPMENT PLAN IF, IF WE MOVE FORWARD.

UM, AS I SAID, UH, LANDSCAPING HASN'T BEEN PER, UH, SUBMITTED, BUT WE DO RECOMMEND CLUSTERS OF, UH, PLANTINGS AND STREET TREES ALONG THAT PUBLIC RIGHT OF WAY.

WE CAN ACCOMMODATE THAT ON THE PUBLIC RIGHT OF WAY.

AS FAR AS THE CONFORMANCE WITH THE RAMP PIKE OVERLAY DISTRICT, UM, IT'S GOT A HEIGHT, UH, LIMIT OF THREE STORIES OF 35 FEET.

THREE STORY BUILDINGS DUE, UH, EXCEED THAT SLIGHTLY, UM, BY 40 FEET.

STAFF DOES SUPPORT THAT DEVIATION.

IT GIVES IT A, A BETTER URBAN FEEL.

UH, AND THE FRONT SETBACKS, UH, WHAT'S BEING PROPOSED IS 20 FEET.

UH, THE MINIMUM IS 10 FEET.

SO IT'S CONSISTENT, UH, WITH THAT REQUIREMENT.

UM, THE PROPOSED ELEVATIONS ARE CONSISTENT WITH OUR BUILDING MATERIAL REQUIREMENTS.

UM, AND SO FAR AS STAFF'S ANALYSIS AND RECOMMENDATION, UH, WE FEEL THAT THE STANDARDS OF APPROVAL OUTLINED IN 11 71 0 6, UH, CAN BE MET.

AND WE RECOMMEND APPROVAL OF THE BASIC DEVELOPMENT PLAN WITH THE FOLLOWING CONDITIONS THAT STREET TREES BE PROVIDED.

UH, 40 FOOT ON CENTER, THAT A SIGNED PACKAGE MEETING, UH, THE ZONING CODE SHALL BE SUBMITTED WITH THE DETAILED DEVELOPMENT PLAN, UH, THAT A LIGHTING PLAN BE SUBMITTED, A LANDSCAPING PLAN, ALL CONSISTENT WITH THE, UH, THE ZONING CODE, UH, CLUSTERED LANDSCAPING IN THE FRONT OF THE BUILDINGS, UH, ALONG THAT, UM, PUBLIC RIGHT OF WAY.

THERE'S REALLY NOT AN, UH, FROM A PLANNING PERSPECTIVE, THERE'S REALLY NOT A GOOD REASON TO MAKE THE INTERIOR DRIVE AISLES ANY WIDER.

UM, THAT'LL JUST INCREASE SPEEDING.

UM, THE SIDEWALKS THAT ARE, THAT WILL BE CONSTRUCTED ALONG OUR ROAD, THE NEW PUBLIC WILL BE A MINIMUM OF, UH, SIX FEET WIDE.

UM, BUT THERE ARE FIVE FOOT SIDEWALKS THAT BASICALLY CONNECT ALL OF THE BUILDINGS THAT CONNECT THE, UH, THAT, UH, ARE ALONG THE PERIMETER OF THE BUILDINGS THAT CONNECT THE, THE PARKING AREAS TO THE BUILDINGS, AND THEN WILL ALSO MAKE CONNECTIONS TO THE NEW PUBLIC RIGHT OF WAY.

AND WHILE I UNDERSTAND THAT THIS IS THE WAY THAT WE'VE BEEN DOING IT, YOU KNOW, WHEN WE LOOK FORWARD AND TRY TO MAKE OUR CITY MORE MULTIMODAL, UM, YOU KNOW, IF PEOPLE WANTED TO BICYCLE AROUND THAT AREA TO HAVE A SAFE PATH, UM, SO WE COULD, I MEAN, WE CAN LOOK AT INCREASING THE, UM, THE WIDTH OF WHAT WE ARE GONNA BID, WHICH WOULD BE THE, THE PUBLIC RIGHT OF, UM, THERE, I WOULD NOT RECOMMEND INCREASING THE WIDTH OF THEIR INTERNAL CIRCULATION, UM, DRIVES.

SO THE FIRST ONE WAS REALLY, THAT WE WERE TALKING ABOUT INTERNALLY AND KIND OF SHARED WITH AARON WAS THIS ORIGINAL PROPOSAL, UH, WHICH HAD LESS BUILDINGS, BUT THEY WERE ALL THREE STORY.

UM, AND THEN WE, WE HAD ACTUALLY HEARD ABOUT THE PREVIOUS DEVELOPMENT THAT WAS PLANNED FOR THIS SITE, HOW IT HAD THE HIGHER THE ROOFTOPS, UM, AND THE BALCONIES THAT WERE FACING THE SINGLE FAMILY RESIDENTIAL.

UM, AND WITH THAT DISCUSSION, WE REALIZED THAT THAT WAS NOT SOMETHING THAT WE FELT COMFORTABLE BRINGING.

SO WE ACTUALLY MADE SOME ITERATIONS BEFORE THAT.

UM, WE HAD MADE THOSE, THE, THE THREE STORY ADJACENT TO THE SINGLE FAMILY AND INCREASING THOSE BUFFER WHERE POSSIBLE.

SO FIRST WE KIND OF, WE PUSHED SOME OF THOSE BUILDINGS BACK, LOWERED THE HEIGHTS OF THOSE REAR BUILDINGS TO BE TWO STORIES AND REDUCED OUR OVERALL UNIT COUNT TO 2 88, SOMETHING THAT WE FELT THE NEIGHBORS WOULD BE MORE COMFORTABLE WITH.

UM, GOING FORWARD WITH THAT, WE HAD THAT NEIGHBORHOOD MEETING, UM, AND WE HAD A LOT OF FEEDBACK, WHICH WE REALLY, WE REALLY ENJOYED.

WE LOVED HEARING THAT.

SO WE KNEW HOW TO MOVE FORWARD.

REALISTICALLY, IT WAS, WE REALIZED THE, THE BACK OF THE PROPERTY, THAT WESTERN PROPERTY LINE WAS REALLY WHERE WE NEEDED TO FOCUS OUR EFFORTS.

UM, SO WE CAME UP WITH, YOU KNOW, WE WANTED TO INCREASE THAT BUFFER, KEEP EXISTING VEGETATION, UM, MAYBE ADD THE GARAGES TO THAT WESTERN PROPERTY LINE TO, TO SCREEN VIEWS AND SOUND.

UM, AND THEN CONFIRM WATER AND SEWER CAPACITY, WHICH WE DID.

SO WE HAD A SECOND NEIGHBORHOOD MEETING A FEW WEEKS LATER.

UM, AND WE HAD MOVED THOSE GARAGES.

AND AS YOU CAN SEE, WE ORIGINALLY HAD JUST 30 FEET FROM THE EDGE OF PAVEMENT TO THE PROPERTY LINE.

WE THEN INCREASED THAT AT THE SHORTEST POINT, I THINK IT'S 81 FEET.

UM, AND WE ALSO DISCUSSED, YOU KNOW, ADDING A BERMAN, PUTTING A WALL ON TOP OF THAT JUST TO HELP MITIGATE THOSE VIEWS OR THE VIEWS AND THE SOUNDS, UM, AS WELL AS KEEP EXISTING VEGETATION WHERE THERE IS SOME, HOWEVER, WE STILL DID KEEP, YOU KNOW, THOSE, THOSE THREE STORY BUILDINGS TOWARDS THE PUBLIC RIGHT OF WAY AND THE TWO STORY BUILDINGS AT THE BACK.

SO THIS WOULD BE OUR CURRENT CONCEPT PLAN, UM, VERY SIMILAR.

YOU'LL SEE WE MOVED ONE OF THE GARAGES WAS REALLY THE ONLY COMMENT THAT CAME OUT OF THAT MEETING.

SO IT ADDS THAT NICE URBAN FEEL.

PEOPLE CAN LOOK OVER THE FUTURE PARK SPACE OVER THE RIGHT OF WAY.

UM, IN TOTAL 60 BALCONIES WERE ADDED.

AND THEN ALSO, AS A REMINDER, ALL OF THE FIRST FLOOR UNITS DO HAVE A PATIO AS WELL.

SO WE DON'T SEE PEOPLE NECESSARILY HEADING UP TO 35 TO 40 UNLESS THEY'RE AVOIDING AN ACCIDENT ON 70, WHICH, YOU KNOW, IS ALWAYS A POSSIBILITY.

OCCASIONALLY, UM, I'LL JUST, WE DO NOT ANTICIPATE, UH, ANY UNDUE BURDENS WITH THIS DEVELOPMENT ON, ON PUBLIC, UH, PUBLIC UTILITIES, UH, OR PUBLIC SERVICES.

UH, ALL CONDITIONS THAT ARE A RESULT OF THIS REZONING WILL BE MEMORIALIZED IN OUR P U D LEGISLATION AND WILL REMAIN IN EFFECT AND LESS MODIFIED BY EITHER THE PLANNING COMMISSION OR ULTIMATELY THIS CITY COUNCIL.

AND I THINK THAT WAS, YOU KNOW, LOOKING BACK, I THINK OF THE REASON THAT THIS COUNCIL MADE THAT DECISION TO SPEND THAT MONEY TO MAKE THOSE CHANGES IN INVESTMENT INFRASTRUCTURE WAS TO BE ABLE TO ATTRACT BUSINESSES SUCH AS THIS, UH, WE NEED WATER AND YOU NEED SEWER IN ORDER TO ATTRACT BUSINESSES.

AND I KNOW WE HAD, UH, LOTS OF DISCUSSIONS SURROUNDING THAT SOME OF THOSE FUNDS WERE SPENT WERE ARPA MONEY.

AND SO I JUST, I KNOW THAT WE HAD SOME, SOME PUBLIC PUSHBACK AT THE TIME, UH, REGARDING, UH, ADVICE AGAINST SPENDING AND INVESTING THAT MONEY IN THAT AREA.

UH, BUT I DO JUST WANT TO, TO MAKE NOTE THAT, UM, I THINK THAT WAS A GREAT DECISION.

UH, THIS CASE HAS BEEN, UH, BEFORE, UH, THIS BODY AS WELL AS PLANNING COMMISSION, UH, A COUPLE TIMES.

SO IT'S BEEN, UH, REVIEWED, UH, REALLY STARTING SINCE JANUARY.

UM, HERE'S THE LIST OF OF THE MEETINGS, COUNSEL.

WE'RE MAN THE CASE BACK TO PLANNING COMMISSION TO CONSIDER A FACILITY, UH, WITH MORE TRUCK PARKING SPACES AND A MORE REFINED OPERATIONS PLAN.

SO THIS REVISED PLAN INDICATES 30 TRUCK PARKING SPACES, UH, THE MAINTENANCE FACILITY AND THE AMOUNT OF AUTO, UH, PARKING ARE UNCHANGED.

SO JUST, UH, KIND OF TO GO BACK ON THROUGH THE TIMELINE AND THE QUESTIONS THAT WERE RAISED, UH, IN JANUARY, THERE WAS QUESTIONS ABOUT HOW THIS FACILITY OF THIS TYPE DIFFERS FROM A TRADITIONAL TRUCK STOPS.

THERE WAS CONCERN EXPRESSED ABOUT OVERNIGHT SLEEPING, AND THOSE ADDITION, THOSE ISSUES THAT ARISE FROM OR CAN ARISE FROM TRADITIONAL, UH, TRUCK STOPS.

UM, SEVERAL MEMBERS OF THIS COUNCIL WERE CLEAR THEY DIDN'T WANNA SEE OVERNIGHT SLEEPING.

UM, AND THEN, UH, THERE WAS A DESIRE TO SEE THE SITE BE ATTRACTIVE AND SECURE.

UH, AND THEN THE IDEA OF, UH, OF, FOR A BETTER DEFINED OPERATIONS PLAN, UH, WAS REQUESTED THAT WOULD OUTLINE HOW THE FACILITY WOULD BE STAFFED, ADVERTISED, AND THEN, UM, ACCESS BE CONTROLLED.

SO THE APPLICANT PROVIDED, UH, RESPONSES, UH, TO THIS, TO THESE QUESTIONS IN LATE FEBRUARY.

IN APRIL, UH, WE HAD A WORK SESSION PUBLIC HEARING ON A SMALLER VERSION.

UH, THERE WERE ADDITIONAL CONCERNS ABOUT PARKING, EASE AND FLOW, UM, WHICH REALLY LED TO THE LARGER SITE PLAN THAT'S BEFORE US.

NOW.

UH, QUESTIONS ABOUT HOURS OF OPERATION AND ACCESSIBILITY.

UH, MAINLY CONCERNS THAT IF THERE LIMITED OPERATING HOURS WOULD REDUCE OR LIMIT THE, THE USEFULNESS EFFECTIVELY OF, OF THIS TYPE OF FACILITY TO, UM, TRUCK OWNER OPERATORS HERE IN THE CITY.

UH, AND COUNSEL AGAIN REQUESTED ADDITIONAL DETAILS REGARDING FACILITY OPERATIONS, PARTICULARLY ADVERTISING ACCESS CONTROL, UH, AND THEN CONCERNS ABOUT OVERFLOW PARKING ON, UH, SPECIFICALLY ON TECHNOLOGY BOULEVARD.

SO THE APPLICANT PROVIDED, UH, RESPONSES ON APRIL 15TH, UM, OVERNIGHT STAY WAS MENTIONED AS ONE OF THE POSSIBLE SOLUTIONS TO SOLVING THE LIMITED, UH, UH, OPERATING HOURS.

UM, THE APRIL 23RD WORK SESSION, THERE WAS SOME SUPPORT FOR THE LARGER SITE PLAN.

AGAIN, CONCERNS WERE EXPRESSED THEN ABOUT THE OVERNIGHT STAY.

THAT WAS, THAT WAS BROUGHT UP.

THE APPLICANT RESPONDED THAT THE OVERNIGHT STAY WAS REALLY A SOLUTION TO TRY TO ADDRESS THE LIMITING OPERATING HOURS, BUT EFFECTIVELY WOULD, WOULD ABIDE BY WHATEVER, UH, THE CITY WANTS, UH, WANTS THEM TO DO ON MAY 8TH.

UH, THIS COUNCIL REMANDED THE PLANNING COMMISSION TO CONSIDER A LARGER SITE PLAN.

SO THIS IS WHAT WE HAVE TODAY.

SO THIS IS THE LARGER SITE PLAN.

UH, IT'S EXPANDED FROM, UH, 12 TO 30 TRUCK, UH, PARKING SPACES.

THE, UH, THE MAINTENANCE FACILITY REMAINS UNCHANGED.

THESE WERE THE INITIAL, UH, RENDERINGS PRESENTED, THE PLANNING COMMISSION, KIND OF THE BEGINNING OF THIS PROCESS OF, OF THE FACILITY.

UH, THE APPLICANT DOES FEEL THAT THERE'S A NEED TO, FOR SUPPORT SERVICES, UH, FOR TRUCKERS WHO HAVE MAXIMIZED THEIR, UH, ON-ROAD HOURS AND MUST REST.

UM, THE PARKING AVAILABLE PARKING AREA WILL BE AVAILABLE FOR DRIVERS TO PARK, BUT THEN, UM,

SO, UH, AS FAR AS THE REZONING ANALYSIS, THIS APPLICATION CAME UNDER OUR OLD, UM, UH, COMPREHENSIVE PLAN, WHICH CALLED FOR THE, THE SITE TO BE, UH, A GATEWAY OR GROWTH AREA.

UH, GATEWAYS ARE THOSE THAT ARE ONE OF, THAT ARE PROMINENT ENTRANCES INTO THE CITY, UH, SHOULD BE DESIGNED.

ATTRACTIVELY AND GROWTH AREAS ARE THOSE LOCATIONS WHERE THE CITY IS, UH, UH, ADVOCATING ECONOMIC DEVELOPMENT AND LOW DENSITY RESIDENTIAL DEVELOPMENT SHOULD BE DISCOURAGED.

UM, SO THE REZONES FROM STAFF'S PERSPECTIVE, THE REZONING REQUEST FROM B THREE TO PLAIN INDUSTRIAL COULD BE CONSISTENT WITH THAT COMPREHENSIVE PLAN.

UM, WHAT WE DIDN'T WANT TO SEE AND WHAT WE, THE REASON THE MAINTENANCE FACILITY WAS INJECTED INTO THIS PLAN WAS WE DIDN'T FEEL THAT JUST HAVING A TRUCK PARKING LOT WAS CONSISTENT WITH THE, UH, WITH THE COMPREHENSIVE PLAN.

THIS WEEKEND, UH, IS BIGGER THAN IT EVER WAS.

THE TURNOUT WAS TREMENDOUS.

UH, THE KIDS WERE INTO IT, WHICH IS WHAT IT'S ALL ABOUT.

UH, THE STORES BENEFITED BECAUSE PEOPLE WERE HERE.

UM, AND, AND, UH, IF NOTHING ELSE, KROGER BENEFITED BECAUSE PEOPLE RAN OUTTA CANDY AND THEY HAD TO RUN OUT AND GET MORE.

BUT IT WAS A PHENOMENAL, PHENOMENAL EVENT.

AND, AND I THANK YOU BOTH VERY MUCH.

UM, ON ANOTHER ISSUE, NOT SO POSITIVE.

I'M EXTREMELY DISAPPOINTED AT SOME OF THE ISSUES THAT WERE VOTED DOWN TONIGHT.

ONE OF THEM DEALING WITH MANPOWER IN ORDER TO COLLECT OUR TAXES AND TO, UH, PROMOTE OUR FINANCES.

UM, AND ALSO FOR OUR JANITORIAL SERVICES.

TO ME, THERE IS NO GOOD REASON WHY THAT WOULD NOT HAVE BEEN PASSED, EXCEPT FOR SHEER NASTINESS.

THAT'S ALL I CAN SAY.

UM, SEVERAL OF THE VOTES, UH, THAT I HAD TONIGHT, UH, THAT WERE NO, UM, THE PRIORITY IS PUBLIC SAFETY.

WE HAVE A PUBLIC SAFETY LEVY ON THE BALLOT IN NOVEMBER, AND THE PUNISHMENT OF COUNCIL TOWARDS, UH, THE HUBER HEIGHTS FIRE DEPART OR POLICE DEPARTMENT, EXCUSE ME, UM, HAS BEEN ONGOING.

AND THIS COUNCIL VOTED DOWN, UH, FOUR ADDITIONAL POLICE OFFICERS AND HAVE DELAYED THAT, UH, THE HIRING PROCESS OF SOME OF THE OTHER ONES LIKE THEY HAVE PREVIOUSLY WITH THE FIRE DEPARTMENT.

SO UNTIL THIS COUNCIL, UH, CONSIDERS FOCUSING THEIR PRIORITIES ON SUPPORTING THE POLICE OFFICERS, THEN I WILL CONTINUE TO, UH, VOTE NO ON MORE TRIVIAL AND FRIVOLOUS ISSUES WHEN IT COMES TO OUR PUBLIC SAFETY.

YOU'RE GONNA PICK UP THE TRASH.

WHAT'D YOU SAY, COUNSEL? YOU'RE GONNA PICK UP THE TRASH.

SINCE WE DIDN'T RENEW OUR JANITORIAL CON CONTRACT, APPARENTLY, UM, PUNISHING THE POLICE DEPARTMENT IS MORE IMPORTANT.

WE, WE HAVE NOT, NOT PUNISHED A POLICE DEPARTMENT.

IT WASN'T YOU.

THAT'S ENOUGH.

BUT IT WAS SOMEBODY ON COUNSEL STILL HAVEN'T HEARD WHO, ED, WE ED.

WELL, WE THINK IT'S YOU.

AND ED, I THINK YOU AS ALL PEOPLE, UH, KNOW THAT HE SUPPORTED A LOT.

SO WE WILL NOT DEALING WITH THIS.

THE ISSUE THAT JENNIFER BROUGHT FORWARD ABOUT ADULT CHANGING STATIONS MAY SEEM LIKE SOMETHING THAT DOESN'T AFFECT A LOT OF PEOPLE.

I SPOKE TO MS. CORCORAN PRIOR TO THIS MEETING TONIGHT AND MAY I SHARED A CONVERSATION THAT YOU AND I HAD.

AND THAT IS THAT UNTIL YOU KNOW ABOUT A PROBLEM, YOU DON'T KNOW ABOUT A PROBLEM, JENNIFER HAS BROUGHT FORTH AN ISSUE THAT AFFECTS A GREAT MANY PEOPLE.

AND BECAUSE OF THAT, THE CITY IS MAKING POSITIVE CHANGES THAT ARE GONNA IMPACT THOSE PEOPLE'S LIVES IN, IN A VERY, VERY BENEFICIAL WAY.

TO GO EVEN FURTHER ON THAT, JENNIFER AND I SPOKE THAT THERE ARE ISSUES THAT WE AS A COUNCIL STILL DON'T KNOW ABOUT.

THERE ARE OTHER ISSUES WITH DISABILITIES AND OTHER ISSUES WITH PEOPLE TRYING TO GET THROUGH THEIR DAILY LIVES THAT HAVEN'T COME FORWARD.

I, I APPLAUD JENNIFER FOR CHAMPIONING THIS.

I WANNA GIVE YOU A A LITTLE ASIDE IN THAT I WENT TO THE TIP CITY MUM FESTIVAL AND AT THE TIP CITY MUM FESTIVAL, WHEN I WENT OVER TO THE, UM, REST, REST AREA, THE REST FACILITIES, THERE WAS A SIGN THAT POINTED PEOPLE TO AN ADULT CHANGING STATION SPONSORED BY CHANGING, UH, SPACES.

THE SIMPLEST THING IN THE WORLD.

IT WAS A POP-UP TENT THAT HAD AN ELEVATED CHANGING STATION WITHIN IT.

AND ALL OF THE THINGS NECESSARY FOR A PERSON LIKE JENNIFER TO BE ABLE TO GO IN THERE AND USE THOSE FACILITIES.

IN OTHER WORDS, THE PEOPLE WHO WERE AFFECTED BY THAT COULD WALK INTO THAT PARK THAT DAY AND BE A PART OF THAT CELEBRATION WITHOUT THE ISSUES THAT JENNIFER'S BROUGHT UP ABOUT HAVING A CONVENIENT, CHANGING SPACE.

SO I WANTED TO APPLAUD COUNCIL TONIGHT ON OUR MOVEMENT TOWARDS MAKING A POSITIVE IMPACT IN THOSE PEOPLE'S LIVES.

AND ALSO TO THANK JENNIFER FOR EVERYTHING THAT SHE'S BROUGHT FORWARD FOR US AND TO CHALLENGE OTHER GROUPS AND INTERESTS WITHIN THE COMMUNITY TO COME FORWARD AND LET COUNCIL KNOW WE CAN'T SEE EVERYTHING WITHIN THE COMMUNITY, BUT WHAT'S BEEN BROUGHT FORWARD, WE'VE BEEN ABLE TO MAKE CHANGES ON.

WE SPOKE THAT IN CALIFORNIA, THEY'VE GONE SO FAR AS TO ACTUALLY HAVE FULL TRUCKS THAT ARE OUTFITTED, SIMILAR TO WHAT WE WOULD SEE AS A PORTABLE, UM, FULL SERVICE RESTROOM.

BUT THE TRUCKS COME IN AND THEY OFFER LIFT SERVICE SO THAT THE WHEELCHAIRS CAN BE ELEVATED TO THE, TO THE, AND IT'S A FULL FACILITY FOR CHANGING.

IT SAYS LITTLE THINGS, A CHIP AT A TIME THAT ARE MAKING THINGS BETTER FOR PEOPLE WITH DISABILITIES.

BUT, UH, IN GENERAL, JUST FOR THE PEOPLE IN OUR COMMUNITY TO BE ABLE TO ENJOY NORMAL ACTIVITIES, IT WAS A GREAT JOB BY COUNCIL.
