JESUS SAID, IF ANYONE LOVES ME, HE WILL OBEY MY TEACHING.

IT'S HARD TO LOVE SOMEONE THAT YOU'VE NEVER MET.

YOU MAY LOVE THE IDEA OF SOMEONE FROM WHAT YOU'VE BEEN, FROM WHAT YOU THOUGHT OR HEARD OR READ ABOUT THEM, BUT TO KNOW THEM AS SOMETHING COMPLETELY DIFFERENT AND BETTER.

THAT'S WHAT JESUS IS TALKING ABOUT.

AND IF YOU TRULY LOVE SOMEONE, YOU WILL WANT TO DO WHAT PLEASES THEM.

AND THAT'S WHAT JESUS MEANS BY OBEYING HIS TEACHING.

MANY DON'T LIKE TO HEAR THE WORD OBEY BECAUSE THEY EQUATE IT WITH SOME KIND OF SLAVERY.

OTHERS MAY FEEL THAT OBEYING GOD IS BEYOND THEIR ABILITIES, AND SO THEY JUST GIVE UP AND GIVE INTO THE WORLD AROUND THEM OR JUST VIEW GOD AS UNFAIR.

THEY JUST DON'T KNOW WHEN A PERSON TRULY KNOWS JESUS AND WHAT HE IS LIKE AND WHAT OBEDIENCE TRULY MEANS.

THEY DON'T SEE IT AS SOMETHING BAD THAT THEY'RE BEING FORCED TO DO AGAINST THEIR WILL.

THEY KNOW THAT HE IS GOOD AND ALL THAT PLEASES HIM IS GOOD AND THAT HE WOULD NEVER WANT US TO DO ANYTHING EVIL.

AND BY HIS SPIRIT, WE ARE ENABLED TO DO THE GOOD THAT GOD REQUIRES OF OF US AND TO DO IT MORE AND MORE THROUGH HIM AND NOT BY MERE HUMAN EFFORT.

HE SAID, IF ANYONE LOVES ME, THAT PERSON WILL OBEY MY TEACHING AND MY FATHER WILL LOVE THAT PERSON AND WE WILL COME AND MAKE OUR HOME WITH HIM OR HER.

JESUS NEVER LIES.

HE'S NOT CRAZY.

HE'S TELLING THE TRUTH.

AND WHEN HE SPEAKS TO THE FATHER, HE'S SPEAKING OF GOD AND THAT HE AND GOD ARE ONE, THE FATHER, THE SON, AND THE HOLY SPIRIT ARE ONE GOD AND INSEPARABLE.

JESUS CAME TO EARTH, GAVE HIS LIFE SO THAT GOD MAY LIVE WITHIN THOSE WHO BELIEVE IN HIM.

IF YOU HAVE JESUS, YOU HAVE ALL.

WHEN A PERSON LOVES JESUS AND PUTS HIS WORDS INTO PRACTICE, THAT PERSON LOVES GOD.

WE OFTEN HEAR PEOPLE WHO, WHO DO NOT LOVE GOD, USE HIS NAME PROFAN.

OTHERS REFER TO HIM AS THE BIG GUY OR THE OLD MAN UPSTAIRS, SOMEONE THEY DON'T REALLY KNOW A GOD WAY OUT THERE SOMEWHERE.

AND THAT IS WHAT HE IS LIKE UNTIL A PERSON BELIEVES AND APPLIES JESUS WORDS.

BUT IF A PERSON LOVES AND OBEYS JESUS, THIS SHOWS LOVE FOR GOD, GOD THE FATHER, THE SON, AND THE HOLY SPIRIT COME, COME TO LIVE WITHIN THAT PERSON AS DO THE QUALITIES OF GOD'S CHARACTER AND HIS KINGDOM.

IN INCREASING MEASURE, YOU BECOME THE TEMPLE OF GOD IN DEEP RELATIONSHIP WITH HIM THROUGH THE SPIRIT.

AND THAT CHANGES EVERYTHING FOR THE BETTER WITHIN YOU AND IN YOUR RELATIONSHIPS WITH OTHERS.

THAT'S WHAT SALVATION IS AND THAT'S WHAT AMERICA NEEDS.

LET'S PRAY.

FATHER, WE NEED YOU AND WE NEED THE TRUTH.

SO BY YOUR SPIRIT, LORD, MAKE IT CLEAR TO US AND IN OUR HEARTS THE REALITY OF THE THINGS THAT YOU'VE DONE FOR US THROUGH CHRIST AND WHAT YOU WANT TO DO IN THIS NATION.

SO THIS IS THE CITY OF HUBER HEIGHTS, 2023 NATIONAL PUBLIC SAFETY TELECOMMUNICATORS WEEK MAYOR PROCLAMATION.

WE'RE GONNA ASK THE CITY KEEP HEIGHTS.

PUBLIC SAFETY COMMUNICATIONS CENTER IS RESPONSIBLE FOR ANSWERING EMERGENCY SERVICE 9 1 1 CALLS FOR THE CITY OF HUB HEIGHTS, CITY OF RIVERSIDE AND BUTLER TOWNSHIP.

AND WHEREAS 9 1 1 DISPATCHERS ARE OFTEN CONSIDERED THE FIRST RESPONDER TO THE SCENE OF AN EMERGENCY.

AND WHEREAS IN ADDITION TO THE APPROXIMATELY 130,364 TELEPHONE CALLS IN 2022 88,788 OF WHICH WERE CALLS FOR SERVICE, THE CITY OF HUB HEIGHTS PUBLIC SAFETY COMMUNICATIONS CENTER HANDLES RADIO COMMUNICATIONS WITH IN BETWEEN THE HUMAN RIGHTS POLICE AND FIRE DIVISIONS, THE CITY OF RIVERSIDE POLICE AND FIRE DEPARTMENTS, BUTLER TOWNSHIP, POLICE AND FIRE DEPARTMENTS, AND SURROUNDING POLICE AND FIRE AGENCIES ALONG WITH OTHER SUPPORTIVE SERVICES.

WHEREAS DISPATCHERS ARE THE LINK BETWEEN THOSE IN THE COMMUNITY AND THE PUBLIC SAFETY RESPONSE SYSTEM.

AND THE HUMAN RIGHTS DISPATCHERS ARE TRAINED TO GATHER PERMANENT INFORMATION DURING CALLS FOR SERVICE AND TO USE THIS EXPERTISE TO PRIORITIZE THOSE CALLS WITH PUBLIC SAFETY AGENCIES.

THEREFORE, I, JEFF GORE, MAYOR AT THE CITY OF HUB HEIGHTS, OHIO DO HEREBY PROCLAIM THE WEEK OF APRIL 9TH THROUGH THE 15TH 2023 AS NATIONAL PUBLIC SAFETY TELECOMMUNICATORS MEETING IN THE CITY OF HUB HEIGHTS AND PUBLICLY SALUTE THE SERVICE OF PUBLIC SAFETY DISPATCHERS AND THIS COMMUNITY AND IN THE COMMUNITIES ACROSS THE NATION AND ENCOURAGE ALL RESIDENTS TO BE AWARE OF THE PUBLIC SAFETY DISPATCHERS AND UNDERSTAND THE VALUE OF PROPER USE OF THE 9 1 1 SYSTEM IN WITNESS WHERE HELD BY APPEARING TO SET MY HAND AND CAUSE THE SEAL IN THE CITY OF BEAVER HEIGHTS MAY FIX THIS 27TH DAY OF MARCH NEAR OF 2023.

UM, I THINK IT WAS THE FIRST DISPATCH CENTER IN THE STATE OF OHIO TO BE AN ACCREDITED DISPATCH CENTER.

SO, UM, YOU KNOW, WE HAVE SET THE TONE FOR ALL DISPATCH CENTERS IN THE STATE OF OHIO.

UM, WE HAVE A GROUP OF MEN AND WOMEN IN THE CENTER, UM, THAT ARE ARE SPECIAL BECAUSE IT TAKES A VERY SPECIAL PERSON, I'VE ALWAYS SAID TO BE A DISPATCHER TO LISTEN TO THE THINGS THEY HAVE TO LISTEN TO, TO DEAL WITH THE THINGS THEY HAVE TO DEAL WITH AND TO MULTITASK YOU GUYS.

SO MANY THINGS GOING ON AT ONE TIME BECAUSE WE DO PUBLIC SAFETY WITH POLICE AND FIRE NOT ONLY FOR OUR CITY, BUT FOR TWO OTHER CITIES ALSO.

SO IT DOES TAKE A VERY SPECIAL PERSON

AND UH, AND AND ALTHOUGH THIS IS ONE WEEK WHERE WE SHOW OUR APPRECIATION FOR WHAT THEY DO, YOU KNOW, WE APPRECIATE WHAT THEY DO 365 DAYS A YEAR.

SO, BUT IT IS NICE THAT WE HAVE THIS ONE WEEK THAT WE CAN, UH, DEDICATE, UH, TO DEB WILEY.

HERE'S OUR, UH, OUR, OUR MANAGER OVER THE COMMUNICATIONS CENTER AND SHE HAS ONE DAY EACH DAY OF THAT WEEK, MAYBE SHE CAN EXPLAIN ON HOW WE SHOW THE APPRECIATION AND KINDA LET THEM DO SPECIAL THINGS DURING THAT WEEK.

YEAH, YEAH.

IT'S JUST A A WEEK OF FUN ON TOP OF THEIR JOB.

IT'S NOT GONNA DISTRACT THEM FROM THE JOB OF ANY SORT AT ALL, BUT THEY'LL HAVE LIKE, IT'S SPIRIT WEEK AND, UM, THERE'S DAYS WHERE THEY CAN COME AS A SUPERHERO, LITTLE THINGS LIKE THAT.

THEY GET LITTLE, UM, DIFFERENT KINDS OF CANDY EACH DAY JUST TO SHOW THEM HOW WE DO APPRECIATE THEM.

UM, WE HAVE 14 GREAT DISPATCHERS.

HE PRETTY MUCH USED ALL THE WORDS I WANTED TO SAY OF HOW THIS, HOW HARD THEY WORK ON A DAILY BASIS.

THOSE NUMBERS HE READ IS JUST A MINIMUM PERCENT OF WHAT THEY REALLY DO ON A DAILY BASIS, MULTITASKING THE ENTIRE 10 HOUR SHIFT THAT THEY'RE THERE.

SO I'M JUST GONNA REITERATE, I MEAN, YOU KNOW, READING THOSE NUMBERS IS A LITTLE SOBER AND YOU, WHEN I'VE READ THE PROCLAMATION, BUT I DON'T KNOW THAT EVERYBODY REALLY JUST HEARD OF THOSE NUMBERS, BUT WHEN YOU HEAR THAT 130,000 PHONE CALLS AND ALMOST 90,000, 130,000 WERE CALLS FOR SERVICE, SOMEBODY OTHER TO THAT LINE ALMOST 90,000 TIMES NEEDED HELP.

UH, LAST TIME I ADDRESSED THIS GROUP, I BROUGHT UP TWO NEWSPAPER STORIES THAT WERE INTERESTING.

ONE STORY REFERRED TO FORMER OHIO HOUSE SPEAKER LARRY HOUSEHOLDER, AN ELECTED OFFICIAL THAT TOOK AN OATH OF OFFICE AND WITHOUT GOING INTO THE DETAIL, WAS CALLED WITH HIS HAND IN THE COOKIE JAR.

THE SECOND STORY RELATED TO TWO APARTMENT COMPLEXES ON THE PLANNING STAGES ON EXECUTIVE BOULEVARD TOTAL APPROXIMATELY 880 UNITS.

IF YOU REMEMBER, OR IF YOU WERE LISTENING, I STATED EMPHATICALLY DO NOT ALLOW EITHER OF THESE PROJECTS TO GO FORWARD.

HOW RUDE THAT IS EXACTLY WHAT THE RESIDENTS OF BETHEL TOWNSHIP THINK WHEN HUBER HEIGHTS CITY COUNCIL CAN ACCEPT AN ANNEXATION REQUEST AND REZONING MIAMI COUNTY PROPERTY INTO A HIGH DENSITY HOUSING DEVELOPMENT FAR FROM OUR RE ZONING REGULATIONS AND WITHOUT REGARD PAST MANY OF THE UNWANTED PROBLEMS, INCLUDING SCHOOL PROBLEMS, UH, TO THE BETHEL RESIDENCE.

NOW TO THE 260 MIAMI COUNTY ACRES.

AND NOW HUBER HEIGHTS IS ITS OWN CITY WITH LOCAL CONTROL.

BUT IF DAYTON DID TAKE OVER, THINGS WOULD BE MUCH DIFFERENT.

AND I CAN ONLY SURMISE POSSIBLY NOT TO THE LOCAL RESIDENTS LIKING.

IT SURPRISES ME AND IT DISAPPOINTS ME THAT THE LEADERS OF THIS COMMUNITY, GIVEN THEIR HISTORY OF FIGHTING FOR THEIR INDEPENDENCE AND RIGHT TO GOVERN WHAT EVEN ENTERTAINED THE THOUGHT OF ANNEXATION OF ANY OF THEIR NEIGHBORS PROPERTY.

THIS COMMUNITY FOUGHT FOR THEIR INDEPENDENCE.

THIS COMMUNITY FOUGHT FOR THE RIGHT TO SELF-GOVERN THIS COMMUNITY FOUGHT FOR ITS BORDERLINES.

THIS COMMUNITY FOUGHT FOR THE RIGHT TO PLAN AND GROW WITH YOUR LOCAL CITIZENS IN MIND.

YOU, A COMMUNITY THAT WORKED AND PLANNED TO KEEP YOUR CITIZENS SAFE, OFFERED THE PUBLIC SERVICES, EDUCATION, FIRE, POLICE PROTECTION ALL THE TIME WITH THEIR ETHIC AND MORAL CONCERNS IN MIND.

UM, FIRST OF ALL, MR. GORE, UM, A COUPLE MONTHS AGO WHEN THIS TOPIC WAS BROUGHT UP, YOU MADE PUBLIC OR YOU HAD, UM, STATED TWO RECOMMENDATIONS OR REQUIREMENTS THAT YOU HAD.

ONE WAS AT THE INTERVIEWS BE CONDUCTED IN PRIVATE AND THE OTHER THAT ALL CON ALL COUNCIL MEMBERS NEED TO BE PRESENT FOR THE DAY OF THE VOTE.

YES, SIR.

I THINK I AND EVERYBODY ELSE AGREES WITH THAT.

BUT WE'RE PEOPLE, AND I KNOW I HAD PROBLEMS WITH, AND THIS IS WHERE I'D LIKE TO MAKE SOME SUGGESTIONS.

AND THEN WHAT I'D LIKE TO DO, WHAT I'M GOING TO SUGGEST NOW IS THAT YOU CLEARLY ESTABLISHED THE

CANDIDATE'S EDUCATION AND JOB EXPERIENCE THAT MUST BE MET TO MEET REQUIREMENTS AS SET FORTH CURRENTLY IN THE CITY MANAGER JOB DESCRIPTION.

AND IF ANY, UM, EXCEPTIONS ARE GOING TO BE PERMISSIBLE, WE NEED, AND AS WE HAD SOME TONIGHT, WE HAD A LITTLE BIT OF DISCUSSION, THERE WAS SOME BACK AND FORTH.

I THINK THAT JUST FURTHER EMPHASIZES WE NEED TO GET THE EDUCATION DOWN PAT.

I AM IN AGREEMENT THAT THE CITY MANAGER OR THE CANDIDATE SHOULD HAVE SOME CITY MANAGER EXPERIENCE.

I DON'T THINK I PERSONALLY WOULD WANT SOMEONE THAT HAS MAYBE PUBLIC WORKS, EMERGENCY SERVICES OR JUST GENERAL OFFICE EXPERIENCE IS HAVING THE KNOWLEDGE THAT'S NEEDED FOR A CITY MANAGER POSITION.

THE SECOND THING I WOULD SUGGEST IS THAT THERE WOULD BE A FAIR AND UNBIASED GRADING STANDARD AND SCORECARD THAT SHOULD BE ESTABLISHED, APPROVED, AND THEN IMPLEMENTED PRIOR TO THE CANDIDATE SELECTION.

AND THAT IS ABIDED BY ALL OF YOU WITH NO EXCEPTIONS.

ALSO, SINCE THIS WAS AN ISSUE ON THE, UH, THE LAST GO ROUND, DEVELOP CONTACT AND COMMUNICATION PROCEDURES TO AND FROM EACH CANDIDATE AND BAKER TILLEY FOR WHICH ALL COUNCIL MEMBERS AND CITY STAFF MUST ABIDE BY.

AND THOUGH THE INTERVIEWS MAY BE OR WILL BE CONDUCTED IN PRIVATE AS IN LAST GO AROUND, I, I THINK ALL CANDIDATES RESUMES AND APPLICATIONS SHOULD BE MADE PUBLIC RECORD PRIOR TO ANY INTERVIEWS BEING CONDUCTED.

SO IF THE RESIDENTS HAVE AMPLE TIME TO COMMUNICATE WITH THE RESPECTIVE WARD REPS AND THEN ALL COMPLETING GRADING SCORECARDS FOR EACH CANDIDATE SHOULD BE MADE PUBLIC PRIOR, UH, PUBLIC RECORD PRIOR TO ANY CANDIDATE VOTING BEING CONDUCTED SO THAT RESIDENTS, AGAIN, HAVE AMPLE TIME TO DISCUSS WITH THEIR, UH, WARD REPS.

AS FOR THE GRADING, I PERSONALLY WOULD LIKE TO SEE SOMETHING SO THAT IT STAYS FAIR.

IT'S SOMETHING THAT IS COMPLETED AND SUBMITTED AT THE TIME OF EACH INTERVIEW AT THE COMPLETION OF EACH INTERVIEW.

THAT WAY THERE IS NO DISCUSSION AMONGST ANY OF YOU ABOUT WHICH CANDIDATE.

THIS TO ME, WOULD BE A WAY TO SHOW ALL THE RESIDENTS WHO YOU'RE PICKING BY YOUR OWN CHOICE, NOT BY SELECTION OR SLANG OF OTHER PEOPLE'S DISCUSSIONS.

AGAIN, THE CITY MANAGER IS A POSITION THAT IS, IS EXTREMELY IMPORTANT TO OUR CITY.

IN MY OPINION, THAT PERSON WORKS FOR US.

SO WE WOULD WANT A PERSON WHO IS ABLE TO AND WILL MAKE FAIR, UNBIASED DECISIONS FOR OUR CITY AND WHOM WILL NOT BE SWAYED BY ANYONE.

AND THEN THE LAST COMMENT I WOULD LIKE TO MAKE IS, I KNOW OUR LAST MEETING EARLIER THIS MONTH WAS CANCELED, WHICH THE COUNCIL WORK SESSION, THEN THE CITY COUNCIL MEETING WERE CANCELED.

HENCE OUR COMBINING MEETINGS TONIGHT.

I'M HOPING TO BE ABLE TO HAVE ENOUGH TIME TO SPEND THE NIGHT.

THAT THAT WOULD BE A COUNCIL DECISION.

IF THEY WANTED TO MOVE FORWARD WITH SOMETHING LIKE THAT, I WOULD APPRECIATE AT LEAST IF THEY WOULD CONSIDER THIS ISSUE.

BUT, UM, WE, WE ARE STRUGGLING TO KEEP PACE WITH THE NUMBERS THAT ARE ARRIVING EVERY YEAR AND SOMETIMES EVERY MONTH IN THE SCHOOL.

UM, THE NEW SCHOOL THAT'S GONNA OPEN WILL BE FULL WHEN IT OPENS IN AUGUST.

SO, UM, WE ARE JUST TRYING TO BE AS PREPARED AS POSSIBLE, UH, ALONG WITH THE TRAFFIC AND THE SCHOOL AND THE INFRASTRUCTURE THAT'S NOT IN PLACE.

I KNOW HUBER HEIGHTS HAS A LOT GOING ON.

JUST LOOK AT THE AGENDA THAT YOU HAVE FOR TONIGHT.

THERE'S SIDEWALKS PROVIDED THROUGHOUT THE DEVELOPMENT.

THE DEVELOPER IS ALSO PROPOSING A 10 FOOT MULTI-USE PATH ALONG EXECUTIVE BOULEVARD.

UM, YOU'LL SEE IN THE NEXT PRESENTATION THAT THAT'S ONE OF THE, THAT CONNECTIVITY IS A KEY FEATURE OF THE, UH, NEW COMPREHENSIVE PLAN.

THIS DEVELOPER IS PROPOSING THAT 10 FOOT, UH, MULTI-USE PATH.

WE, IF THIS MOVES FORWARD LIKE THIS, WE WOULD CARRY THAT SAME, UM, 10 FOOT PATH ON THE NEXT DEVELOPMENT TO THE EAST SO THAT WE BEGIN TO MAKE THAT CONNECTION TO, UM, BOTH BRANT AND, UH, AND, UH, CARE, UH, CARRIAGE HILL METRO PARK.

SO THE FACADES ARE ARTICULATED IN, UH, IN A WAY TO, UM, REDUCE LARGE, UH, UNBROKEN WALL AREAS.

UH, AS FAR AS THE BUILDING MATERIALS, THERE IS A, THERE'S A PREFERENCE OR AN EMPHASIS ON MASON AREA ALONG EXECUTIVE BOULEVARD.

SO 50% OF THE WALL SURFACE ON THOSE BUILDINGS ALONG, UH, EXECUTIVE BOULEVARD ARE MASONRY, UH, EITHER STONE OR BRICK CULTURED STONE OR CULTURED BRICK.

SO THE CODE REQUIRES AN 80% OPACITY BUFFER, UH, UP TO SIX FEET TALL.

UH, MAINTAINING AND PRESERVING AS MANY OF THE MATURE TREES ALONG THAT NORTH PROPERTY LINE, WHICH STAFF IS IN AGREEMENT WITH AS LONG AS JUST GENERAL CONCERNS ABOUT DEVELOPMENT, UH, IN, IN THE CITY OVERALL, STAFF IS FULLY SUPPORTIVE OF THE REZONING, UH, THE DEVELOPMENT STANDARDS THAT ARE PROPOSED IN THE BASIC DEVELOPMENT PLAN.

UH, THE STANDARDS AND THE SITE PLAN PROPOSED BY THE APPLICANT ARE CONSISTENT WITH THE ZONING CODE AND THE COMPREHENSIVE PLAN.

UH, WE RECOMMEND APPROVAL OF THE REZONING OF THIS PARCEL FROM P E P TO PLAN MIXED USE, AND, UH, APPROVAL OF THE BASIC DEVELOPMENT PLAN.

THE PLANNING COMMISSION RECOMMENDED FOUR TO ONE TO APPROVE THE REZONING AND BASIC DEVELOPMENT PLAN WITH TWO CONDITIONS.

AND WHEN I LOOKED AT THIS TRAFFIC STUDY, I SAW COUNTS BEING TAKEN ON ONE DAY AND ONE DAY ONLY DRIVING THAT AREA AS OFTEN AS I DRIVE IT THURSDAY THE NINTH, OF WHICH I THINK IS THE DAY THAT THEY USE, MAY NOT HAVE BEEN A BAD DAY, BUT FRIDAY THE 10TH, OR TUESDAY THE 13TH, IT WAS HORRIFIC BECAUSE TRAFFIC IN THAT AREA IS ALREADY A NIGHTMARE.

AND NOW, IN ADDITION TO WHAT WAS ORIGINALLY WITH HORIZON, WHEN THEY PROPOSED, I THINK IT WAS 130 HOMES, WE DECLINED THAT BECAUSE THAT WAS OUR ENTERTAINMENT DISTRICT.

IN THIS CASE, IT WAS 24 HOURS ON A THURSDAY.

UM, WHAT THE TRAFFIC STUDY FOR THIS TYPE OF DEVELOPMENT IS REALLY DETERMINING IS WHETHER THERE SHOULD BE RIGHT TURN OR LEFT TURN LANES INTO THE DEVELOPMENT TO RELIEVE PRESSURE OFF THE EAST WEST PASSING BY TRAFFIC.

IN THIS CASE, THERE ALREADY IS A CENTER TURN LANE FOR LEFT TURN, AND THE TRAFFIC STUDY DIDN'T SHOW A NEED FOR DECELERATION LANES, UH, INTO THE RESIDENTIAL PERIOD.

THAT MIGHT NOT HOLD FOR THE CASE WHEN WE GET TO THE POINT FOR THE COMMERCIAL AREA, BOTH TO THE, TO THE, UM, UH, EAST OF THIS SITE.

BUT THAT'S, THAT'S TO BE DETERMINED BECAUSE, UH, THIS, IN, IN REALITY, THIS DOESN'T GENERATE A LOT OF TRAFFIC.

SO ALL OF THE, ALL OF THE TRAFFIC STUDIES ARE DONE BASED ON ODOT APPROVED PROCESSES BECAUSE THEY FEED INTO O DOTS WHETHER OR NOT A RIGHT TURN LANE IS JUSTIFIED OR A LEFT TURN LANE IS JUSTIFIED.

SO THEY ALL FOLLOW THE, ESSENTIALLY THE SAME PROCESS IN THIS CASE.

THERE ARE THREE KEY CHARACTERISTICS TO A COMPREHENSIVE PLAN.

ONE, THEY'RE COMPREHENSIVE, MEANING THAT THEY LOOK AT THE ENTIRE CITY, NOT JUST THE SUB AREA, UH, OR A LIMITED SECTION.

ONE THAT THEY'RE GENERAL, THEY'RE HIGH LEVEL POLICIES, GOALS, OBJECTIVES, AS OPPOSED TO LIKE A ZONING ORDINANCE THAT IS A PARCEL LEVEL, UM, SPECIFIC AND THEIR LONG RANGE.

MOST COMPREHENSIVE PLANS LOOK FORWARD 15 TO 20 YEARS.

SO WE BEGAN OUR EFFORTS, UH, LAST YEAR, UM, IN DECEMBER, AND WE'RE HIT IN EARNEST.

UM, WELL ACTUALLY THE SPRING OF LAST YEAR, SORRY, DECEMBER OF, UH, OF 2020 AND HIT, UH, HIT THE GROUND RUNNING IN THE SPRING, UH, FOCUSING ON, UH, BRANDING.

WE, WE, UH, STOOD UP A STEERING COMMITTEE.

WE DID A NUMBER OF SURVEYS, UH, ONLINE, OFFLINE MAPPING, UH, SOME MULTIMEDIA PRESENTATIONS, AND THEN ALSO, UM, PUBLIC EVENTS AS FAR AS THE REACH.

UH, WE HAD 1400 PEOPLE, UH, TAKE THE SURVEY.

UH, WE WERE, WE HAD 200 PEOPLE AT THE IGNITE THE HEIGHTS EVENT, WHICH MANY OF YOU, IF NOT ALL, WERE THERE.

UH, ON THE SOCIAL MEDIA FRONT, WE HAD 4,800 DIRECT ENGAGEMENTS, SO

THAT'S PEOPLE THAT EITHER CLICKED ON IT, THEY LIKED IT, THEY FORWARDED IT TO A FRIEND.

THEY DID SOME KIND OF, OF INTERACTION ON OUR SOCIAL MEDIA ACCOUNTS.

UH, AND THEN WE HAD ANOTHER, UH, 54,000 PEOPLE THAT WE REACHED, UH, WHO JUST SAW A VARIOUS POSTS ABOUT THE COMPREHENSIVE PLAN.

SO THERE WERE, UH, WE HAD QUITE, QUITE THE REACH.

ALSO DID A NUMBER OF, UH, ONLINE, UH, MAPPING, UH, EXERCISES THAT WERE AVAILABLE TO THE COMMUNITY.

UH, THE STEERING COMMITTEE SAT DOWN AND TALKED ABOUT, UH, AREAS OF GROWTH AND FUTURE DEVELOPMENT.

UH, I DO WANT TO THANK THE MEMBERS OF THE, THE STEERING COMMITTEE WHO PUT IN A LOT OF, UH, EFFORT INTO THIS PROCESS.

SO THERE WERE FOUR MAIN, UH, AREAS OF OPPORTUNITIES THAT CAME OUT OF THE PUBLIC ENGAGEMENT PROCESS.

ONE WAS THE IDEA, UH, TO FOCUS AND, UH, ON BUILD LOCAL WALKABILITY AND REGIONAL CONNECTIVITY.

ONE OF THE CHALLENGES, WE'VE TALKED ABOUT TRAFFIC A LOT TODAY.

UM, WE DON'T HAVE A LOT OF INTERCONNECTED AREAS, AND SO TRAFFIC TENDS TO JUST FUNNEL TO MAIN CORRIDORS.

AND SO THEN WE HAVE THESE CONGESTION AREAS.

WE ALSO ARE A CITY BUILT AROUND THE AUTOMOBILE.

THERE'S AN OPPORTUNITY TO DIVERSIFY OUR, UH, MOBILITY OPTIONS.

ONE IS FI, THE OTHER IS TO FIND OUR CENTERS.

UM, AND THIS IS THE, THE AREAS THAT HAVE COMMON THEMES, UM, AND I'LL TALK ABOUT THAT LATER.

THE OTHER AREA OF OPPORTUNITY IS TO CONNECT OUR, OUR HISTORY TO OUR FUTURE.

UM, THERE'S A, UH, A LOT OF GREAT THINGS THAT HAVE OCCURRED, UH, AND WE NEED TO BE, UH, MINDFUL OF THAT AS WE MOVE FORWARD AND, AND, UH, AND BUILD ON ON THOSE, UH, THOSE PAST ACHIEVEMENTS.

UH, AND THEN OPERATIONALIZE AS A GROWTH STRATEGY.

THIS IS MORE OF AN INSIDE, UM, INSIDE THE WALLS.

HOW ARE WE GOING TO MOVE THIS FORWARD? UM, FROM A ADMINISTRATIVE AND OPERATIONAL STANDPOINT, THERE ARE TWO KEY THEMES THAT HAVE, THAT ARE A PART OF THE, THE DEVELOPMENT PLAN OF THE COMPREHENSIVE PLAN.

ONE IS THE MOBILITY PLAN, AND THEN TWO FOCUSES ON DEVELOPMENT PATTERNS.

THE DEVELOPMENT PATTERNS IS A DIFFERENT WAY OF, OF KIND OF THINKING ABOUT HOW WE GROW.

UH, THE GOALS OF OBJECTIVES OF THE MOBILITY PLAN ARE TO SUPPORT MULTIMODAL ACCESS.

UH, IF YOU'VE READ THE PLAN, YOU'LL NOTICE THAT ONE OF THE KEY, UH, ELEMENTS THAT THAT WAS DETERMINED OR DIS DISCOVERED IS THAT HUBER HEIGHTS RESIDENTS ARE PAYING, UH, AS MUCH, UH, FOR TRANSPORTATION AS THEY ARE FOR HOUSING.

AND THOSE TRANSPORTATION COSTS CONTINUE TO GO UP.

AND SO ONE OF THE GOALS AND THE OUTCOME IS HOW CAN WE PROVIDE OTHER OPPORTUNITIES FOR MOBILITY TO REDUCE THOSE TRANSPORTATION COSTS THAT'S MORE DISPOSABLE OF THE INCOME THEY CAN SPEND ON OTHER THINGS, CHILDCARE, ENTERTAINMENT, HOUSING, ET CETERA.

SO, UH, AGAIN, SUPPORT MULTIMODAL AS ACCESS.

BETTER DISTRIBUTE, UH, TRAFFIC BY MODE, BY ROUTES AND TIME OF DAY.

ENCOURAGE WALKABLE DENSITY, ENCOURAGE HUMAN-CENTERED INNOVATION.

SO THINKING ABOUT HOW PEOPLE INTERACT WITH THE SPACES, UH, LOWER HOUSEHOLD TRANSPORTATION COSTS, UH, AND THEN SET A NEW STANDARD FOR OUR PUBLIC INFRASTRUCTURE MOVING FORWARD.

ON THE DEVELOPMENT PATTERN SIDE, THIS IS HOW WE'RE GONNA DO IT.

IT'S, IT'S, IT'S, UH, DEVELOPING THESE, THESE CLUSTERS, WHICH I'LL GET INTO.

UM, ONE, SO THIS OVERALL IS REALLY AN ECONOMIC DEVELOPMENT STRATEGY.

SO WE'RE FOCUSING ON TALENT ATTRACTION AND RETENTION.

CONTINUING TO, TO BUILD HUBER HEIGHTS AS A PLACE THAT IS DESIRABLE TO DESIRABLE TO BE BOTH, TO LIVE HERE, TO WORK HERE, TO, TO PLAY HERE.

UH, ENCOURAGE WALKABLE DENSITY.

YOU CAN SEE THERE'S SOME OVERLAP BETWEEN THE MOBILITY PLAN AND THE DEVELOPMENT PATTERNS.

ALLOW PEOPLE TO LIVE CLOSER TO JOBS AND AMENITIES.

UH, WE DO THAT BY EXPANDING HOUSING OPTIONS.

AND THEN WE FOCUS GROWTH, UH, IN CLUSTERS.

ONE OF THE KEY, UM, IDEAS THAT CAME OUT OF THE MOBILITY PLAN IS THIS IDEA OF THE LOOP, WHICH IS A 14 AND A HALF MILE, UM, ESSENTIALLY REALLY LARGE BIKE ROUTE, UH, AND BIKE PATH PLAN THAT CONNECTS MOST OF THE HUBER HEIGHTS NEIGHBORHOODS, UH, AND THEN ALSO GETS US TO THE LARGER, UM, 350 MILE REGIONAL BIKEWAY.

RIGHT NOW.

WE DON'T HAVE, UH, A LOT OF GREAT CONNECTIONS TO THAT, UM, BUT WE CAN START TO BUILD THEM INCREMENTALLY OVER TIME.

UM, THIS IS A PICTURE OF ACTUALLY A VERY SIMILAR, UM, EXACTLY THE SAME TYPE OF, UM, UH, THE MARION TRAIL, UH, THAT, THAT CONNECTS INDIANAPOLIS, UH, IN PARTS OF, OF OTHER PARTS OF, OF THE INDIANAPOLIS REGION.

THE OTHER KEY THEME IS STREETS FOR EVERYONE.

SO STREETS MAKE UP THE LARGEST, UH, AMOUNT OF PUBLIC SPACE.

UH, AND, AND AN EFFICIENT NET STREET NETWORK IS CRITICAL FOR ENABLING, UH, GROWTH SAFE TRAVEL.

WE WANT TO TALK ABOUT SAFE TRAVEL BY ALL INCLUDING PEDESTRIANS, BICYCLES AND VEHICLES, AND DEVELOPING COMPLETE STREETS.

SO WE'RE NOT JUST BUILDING FOR THE

AUTOMOBILE, BUT WE'RE BUILDING FOR, UM, THE FAMILIES, PUSHING THE STROLLER, THE INDIVIDUAL, THE KID WHO WANTS TO RIDE ON THE BIKE, SOMEBODY WHO WANTS TO COMMUTE, MAYBE A DIFFERENT WAY BESIDES, UM, THE SINGLE AUTOMOBILE ENCOURAGING, UH, DEVELOPING, WORKING WITH THE RTA TO, TO ENHANCE THE, UH, THE PUBLIC TRANSIT SYSTEM, FOR EXAMPLE.

UH, AND IT'S THINKING ABOUT STREETS THAT ARE ALSO AVENUES FOR THINGS THAT JUST, UH, AREN'T CARS.

SO IT'S NOT JUST TRANSPORTATION, BUT HOW DO WE USE THE PUBLIC SPACE THAT WE HAVE AS FAR AS OUTDOOR CAFES AND THINGS OF THAT NATURE.

SO THINKING ABOUT STREETS IN A DIFFERENT, DIFFERENT WAY.

THE ACTUAL THOROUGHFARE PLAN DOESN'T CHANGE A WHOLE LOT BETWEEN, UM, WHAT WE HAVE TODAY AND WHERE WE'RE HEADED.

UM, WE HAVE INCLUDED SOME, UM, PREFERENCES FOR BIKE TRAILS.

WE WANT TO INCREASE CONNECTIVITY.

SO WHEN WE'RE DEVELOPING SUBDIVISIONS IN THE FUTURE, WE WANT TO SEE THAT CONNECTIVITY BETWEEN NEIGHBORHOODS SO THAT WE HAVE LESS TRAFFIC AND DIGESTION.

WE WANT TO UPDATE OUR STREET DESIGNS.

AND THEN WE DO THIS THROUGH INCREMENTAL IMPROVEMENTS.

AS, AS, AS WE APPROVE EACH SUBDIVISION OR WE REBUILD OUR STREETS, WE CAN INCREMENTALLY, UM, MAKE THESE IMPROVEMENTS IN THESE ENHANCEMENTS.

ONE OF THE KEY OUTCOMES OF THE PLAN IS TO REDO OUR STREET SECTION DESIGN GUIDELINES.

UH, SO WE HAVE OUR TYPICAL, UM, MINIMUM STANDARD HERE, WHICH IS, SO THIS WOULD BE YOUR, UH, OLD TROY PIKE OR BRA PIKE, UM, UM, STANDARD ABOUT A 90 FOOT RIDE AWAY.

UM, TWO TRAVEL LANES, A TURN LANE, UH, AND NOW WE START TO PUT IN SOME PEDESTRIAN AMENITIES, SOME STREET TREES.

UH, AND IF WE'VE GOT EVEN MORE RIGHT AWAY, WE CAN SEPARATE THE BIKE LANE FROM THE PEDESTRIAN LANE, A LARGER GRANDER STREET, UH, STREET TREES, MAYBE SOME OPPORTUNITIES FOR ON STREETE PARKING, WHERE APPROPRIATE.

SOUTHTOWN IS THE LARGEST AREA, IT'S THE LARGEST COLLECTION OF THE BRICK HOMES.

IT WAS THE AREA THAT WAS FIRST DEVELOPED.

UH, THAT'S FOCUSING ON POLICIES THAT ENCOURAGE RENOVATION IN INFIELD DEVELOPMENT, BEGINNING TO MAKE INCREMENTAL IMPROVEMENTS TO OUR INFRASTRUCTURE, CUZ IT'S THE OLDER AREA OF THE CITY THAT THAT NEEDS TO BE, UH, REVITALIZED.

WE ALSO NEED TO THINK ABOUT HOMEOWNER INVESTMENT, UH, INCENTIVES.

SO WE HAVE AN AGING HOMEOWNER POPULATION, UH, IN, IN THIS AREA.

HOW THESE ARE GREAT STARTER HOMES.

HOW, WHAT'S THE, WHAT IS THE, UM, WHAT'S THE PHILOSOPHY AND HOW DO WE ENCOURAGE THE NEXT GENERATION OF HOMEOWNERS, UH, IN THIS AREA? UH, AND AND THAT LARGELY IS PROBABLY FOCUSING ON MARKETING OF WHY THIS IS A GREAT PLACE TO BE.

UH, THE EAST VILLAGES IS WHAT WE'RE CALLING THE AREA WHERE WE'RE GONNA SEE, WE'LL SEE SOME RESIDENTIAL PRESSURE, UM, THAT WE AT LEAST WE THINK WE'LL SEE SOME RESIDENTIAL PRESSURE.

UH, WE ARE EXTENDING UTILITIES, UH, EASTWARD, UM, IN THIS AREA.

SO AT, WITH UTILITIES COMES DEVELOPMENT.

UH, SO WE WANT TO BE PREPARED.

THIS IS AN OPPORTUNITY TO DO SOME TRADITIONAL NEIGHBORHOOD DEVELOPMENT HERE INSTEAD OF THE TRADITIONAL OR THE, THE KIND OF THE SUBDIVISION, THOSE CLOSE, UH, HOMES, MAYBE SOME ALLEYS GREEN SPACE.

UH, REALLY RETHINK ABOUT, UH, KIND OF HOW, HOW WE DEVELOP OUR LIVING SPACES.

AND THEN THE ESTATE LOTS.

UM, THESE ARE AREAS THAT FOR EITHER LACK OF UTILITIES OR ENVIRONMENTAL, UM, CONSTRAINTS, UM, THEY'RE GONNA BE LARGER LOT AREAS.

UH, WE'RE NOT GONNA BE AT THE MOMENT PLANNING TO EXTEND UTILITIES, UH, DOWN TAYLORSVILLE, UH, AREAS TO THE WEST HERE HAVE, UH, SOME ENVIRONMENTAL ISSUES WITH FLOODING.

UH, SO WE HAVE JUST AN, THOSE LOTS ARE JUST GENERALLY GONNA BE, BE LARGER.

SO THE IDEA IS TO ONE, AS FAR AS IMPLEMENTATION, ONE IS TO UPDATE WELL TO ADOPT THE COMPREHENSIVE PLAN.

THE SECOND AND THE LARGER EFFORT AS, AS FAR AS IT RELATES TO DEVELOPMENT PATTERNS IS CHANGING.

THE, CHANGING OUR ZONING CODE TO BE LESS LYDIAN AND FOCUSING LESS ON USES AND MORE ABOUT THE DEVELOPMENT PATTERNS AND HOW THE AREA SHOULD FUNCTION AND LOOK AND FEEL OVER THE NEXT TWO YEARS.

I THINK THERE'S, UH, OPPORTUNITIES AS FAR AS THE WAY I SEE IT.

WHAT DO WE REALLY WANT THAT TO BE? WE KNOW WE'RE GETTING A LOT OF TRUCKING, UM, UH, PRESSURE THERE.

IS THAT WHAT WE WANT TO BE WHEN IT, WHEN IT GROWS UP? UM, CREATE SOME SUB AREA PLANS, UH, AND SOME STRATEGIES.

UM, SO CHAMBERSBURG AND BRAND, UH, THE WORK CENTER AND THE RIVERFRONT PARTICULARLY, UH, EXPAND STAFF, UH, RESOURCES AND CAPACITY.

UH, AND THEN EVERY COUPLE YEARS, UH, JUST CHECK IN TO SEE WHERE WE'RE

THE MOBILITY PLAN BUILDS ON OUR CURRENT EFFORTS TO INCL IMPROVE OUR, UH, MOBILITY OPTIONS, PAR PARTICULARLY FOR BICYCLISTS AND PEDESTRIANS, AND ENCOURAGES THE CITY TO MODERN MODERNIZE OUR STREET DESIGN STANDARDS.

UH, I BELIEVE THAT THE LOOP CAN BE AN ECONOMIC ENGINE, UM, AND CONNECTS NEIGHBORHOODS TO THE 340 MILE REGIONAL, UH, NETWORK.

IF YOU LOOK AT WHAT XENIA HAS DONE, YELLOW SPRINGS, MIAMISBURG, THEY'VE ALL BUILT ALONG, BUILT THEIR STRATEGIC LOCATION TO THE BIKEWAY AND, AND HAVE CAPITALIZED UPON THAT.

SO, UPDATING OUR STREET STANDARDS, UM, AND EMPHASIZING CONNECTIVITY WILL CREATE GREAT CORRIDORS, REDUCE CONGESTION AND, UH, HOUSEHOLD TRANSPORTATION COSTS.

IF WE IMPROVE OUR CONNECTIVITY, I THINK WE'LL HAVE LESS DISCUSSIONS ABOUT TRAFFIC ISSUES.

UM, OUR STREET SECTIONS THAT ARE ILLUSTRATING THE PLAN ARE CONSISTENT WITH ODOS MULTIMODAL DESIGN GUIDELINES AND OUR ELIGIBLE FOR ODOT FUNDING.

UH, AND THE MOBILITY PLAN ENCOURAGES A COMMITMENT TO VISION ZERO, WHICH IS THE IDEA THAT THERE ARE ZERO ROADWAY DEATHS, BOTH VEHICULAR PEDESTRIAN, UH, OR BICYCLISTS, AND ALSO INCORPORATES, UH, SAFE ROUTE TO SCHOOL BEST PRACTICES.

THE DEVELOPMENT PATTERN LENS ENCOURAGE THE CITIES TO EMPHASIZE NEIGHBORHOOD CHARACTER, CONTEXT, AND BUILDING DESIGN.

AND WE PUT LESS SEPARATION OR EMPHASIS ON, EXCUSE ME, WE PUT LESS EMPHASIS ON THE STRICT SEPARATION OF LAND USES.

UM, WE USE PLANNED DEVELOPMENTS TO DO EXACTLY THIS.

WE COULD DEVELOP A CODE WHERE THE ZONING BY RIGHT, DOES EXACTLY THIS.

UH, THE PLAN ADVOCATES A HYBRID FORM OF DEVELOPMENT CODE RATHER THAN OUR CURRENT, UH, ECL UH, ZONING CODE.

THE PLAN ENCOURAGES A MORE EFFICIENT AND MARKET RESPONSIVE, UH, APPROACH TO LAND UTILIZATION, ALLOWING SMALLER, LOTS LESS PARKING, AND BE MORE NIMBLE ON OUR RATE.

LAND USE REGULATIONS AND PROCESSES PLAN ALSO RECOMMENDS A ROBUST PUBLIC PUBLIC ENGAGEMENT PROCESS WHERE PLANS ARE FORMULATED AND REFINED.

THE IDEA BEHIND THAT IS, UM, THE NEED IN OUR VIEW, UM, TO WORK WITH DEVELOPERS AND NEIGHBORHOODS BEFORE IT EVER GETS TO THE PLANNING COMMISSION.

RIGHT NOW, WE REACT AFTER WE GET A DEVELOPMENT PLAN, UH, PRESENTED TO US.

WE WOULDN'T, THE IDEA IS TO CHANGE OUR PROCESSES TO WHERE THE NE THE NEIGHBORHOODS AND THE DEVELOPERS ARE HAVING A CONVERSATION ALONG WITH STAFF.

AND THIS IS LED BY STAFF BEFORE WE EVER GET TO THIS, GET TO THIS PROCESS.

SO THE, THE ISSUES AND IDEAS AND CONCERNS ARE ADDRESSED AHEAD OF THE HEAD OF THE PROCESS.

INSTEAD OF AFTER THE DEVELOPER SPENDS A COUPLE HUNDRED THOUSAND DOLLARS ON, ON DRAWINGS, STAFF STRONGLY SUPPORTS THOSE GOALS.

I BELIEVE THAT THIS PLAN CHARTS A PATH FORWARD FOR THE NEXT 15 TO 20 YEARS THAT BUILDS UPON OUR, LIKE I SAID, OUR PAST SUCCESSES LEVERAGES THE OPPORTUNITIES AHEAD OF US TO BUILD A MULTI-DIMENSIONAL, UH, COMMUNITY THAT PROVIDES FOR HOUSING, JOBS, AMENITIES, AND QUALITY OF LIFE THAT BOTH OUR CURRENT AND FUTURE GENERATIONS DEMAND AND DESERVE.
