WE'RE GETTING STARTED RIGHT AT ABOUT SIX O'CLOCK AND THIS MEETING IS OFFICIALLY CALLED TO ORDER

WE'RE THE FIRST CHRISTIAN CHURCH AT 61 14 FISHBURNE ROAD HERE, AND HE WRITES PASTOR WELCOME.

HELLO MAYOR GORE CITY COUNCIL.

GOOD TO SEE YOU ALL AGAIN WHEN YOU'RE DOING WELL AGAIN, THANK YOU FOR SO MUCH FOR THE OPPORTUNITY, JUST TO BE ABLE TO, TO SPEAK HERE AND TO BE ABLE TO ADDRESS, UH, YOU GUYS AND JUST, UM, AS I WAS THINKING OF WHAT I WANTED TO SHARE TONIGHT, UM, UH, I THOUGHT OF A STORY.

UH, THE FIRST TIME I MET MY, MY NEIGHBOR, BRAD, SO AS A, AS A, AS A SATURDAY IN THE FALL, UM, I WAS OUT IN THE YARD DOING SOME WORK, UH, AND BRAD CAME OUT, DECKED OUT HEAD TO TOE IN SCARLET AND GRAY REGALIA.

UH, HE STARTED PACKING UP HIS TRUCK, UM, AND WE STARTED, WE INTRODUCED EACH OTHER WHEN NEW NEIGHBORS, YOU KNOW, HI, HOW ARE YOU? LIKE GETTING TO KNOW EACH OTHER? HOW'S YOUR FAMILY, YOU KNOW, UM, ALL THAT.

AND HE WAS SHARING HOW HE, HIM AND HIS FAMILY WERE GETTING READY TO HEAD OVER TO COLUMBUS, UH, FOR THE GAME AND HOW EXCITED THEY WERE.

AND I WAS LIKE, YEAH, I SAW YOU GUYS HAD JUST MOVED INTO TOWN.

WHERE'D YOU GUYS MOVE FROM? AND I SAID, OH, WELL, MICHIGAN.

HE SAID, OH, YOU SEEM SO LIKABLE FAIR.

AND WELL, I, I ASSURED HIM THAT, YOU KNOW, EVEN THOUGH WE WE'D SPENT A GOOD NUMBER OF YEARS IN THAT STATE UP NORTH, UH, THAT OUR COLLEGE FOOTBALL LEGIONS IS LIGHT ELSEWHERE AND SAYS, OKAY, OKAY, WELL THEN YOU GUYS, YOU GUYS PASS THE TEST AND WHAT CAN BE NEIGHBORLY, BUT I SHARE THAT STORY JUST BECAUSE IT'S INTERESTING HOW A RIVALRY AND COMPETITION JUST COMES INTO EVEN THE SIMPLEST OF, OF CONVERSATIONS.

UH, IN REALITY, WE ALL SERVE A COMMUNITY WHERE WE'RE RIVALRY AND DIVISIONS RUN FAR DEEPER, UH, THAN SIMPLE SCHOOL ALLEGIANCES.

AND SO AS LEADERS, ONE OF THE QUESTIONS WE HAVE TO ASK OURSELVES IS HOW DO WE COUNTER THESE FORCES WHEN WE, WE ENCOUNTER, UH, FORCES THAT SEEK TO DIVIDE AND DRIVE PEOPLE APART? UM, HOW DO WE ADDRESS THEM? AND SO IN MY LINE OF WORK, WE LOOK, WE LOOK TO JESUS AND WE LOOK, WE LOOK TO WHAT HE MODELED.

UM, AND WHENEVER JESUS ENCOUNTERED A CROWD, ONE OF THE MOST COMMON THINGS THAT WAS GIVEN ABOUT HIS RESPONSE TO THE CROWD IS SIMPLY ONE WORD COMPASSION IN MATTHEW CHAPTER NINE, VERSE 36.

IT SAYS THIS.

WHEN HE, WHEN JESUS, WHEN HE SAW THE CROWDS, HE WAS FILLED WITH COMPASSION BECAUSE THEY WERE HARASSED AND HELPLESS LIKE SHEEP WITHOUT A SHEPHERD.

AND SO, UH, HE SAID TO HIS DISCIPLES, THE HARVEST IS PLENTIFUL, BUT THE WORKERS ARE FEW.

SO ASK THE LORD OF THE HARVEST, THEREFORE, TO SEND OUT WORKERS INTO HIS HARVEST FIELD.

THERE'S THIS RECOGNITION BY JESUS, THAT LIFE WERE, EVEN THOUGH IT WAS A TIME LONG AGO IN LIFE LOOKED VERY DIFFERENT.

THE LIFE WAS STILL HARD THAT PEOPLE, UM, IN ALL THEIR DIFFERENT CIRCUMSTANCES HAD TO ENCOUNTER THAT DIFFICULTY IN THEIR OWN WAY.

AND YET COMPASSION WAS STILL KEY BECAUSE COMPASSION, UH, IS, IS OUR COMMITMENT AS LEADERS TO LOOK PAST OUR DIFFERENT WANTS AND OUR DESIRES SO THAT WE MIGHT SEE THE NEED IN ANOTHER AND MOVE TO MEET IT.

SO WITH THAT, LET'S, LET'S PRAY HEAVENLY FATHER, WE THANK YOU FOR TONIGHT.

GOD, WE THANK YOU FOR THIS OPPORTUNITY THAT WE HAVE TO BE TOGETHER TO INVEST IN OUR COMMUNITY.

GOD, IN OUR COMMUNITY, THE HARVEST IS PLENTIFUL MEN AND WOMEN, FAMILIES, AND INDIVIDUALS STRUGGLING THROUGH A VARIETY OF CIRCUMSTANCES AND A VARIETY OF HARDSHIPS.

SO TONIGHT, UH, ALONG WITH YOUR PRESENCE, WE ASK THAT YOU WOULD MAKE US PEOPLE OF COMPASSION, THAT YOU WOULD ALLOW THAT COMPASSION TO FILL US AND TO DRIVE US, TO SERVE, TO CARE AND TO LOVE OUR NEIGHBOR.

I CAME TO THIS AREA IN DECEMBER OF 1972 AND OPEN THE FABRIC STORE OVER IN THE OLD NORTH TOWN SHOPPING CENTER ON MAIN NORTH MAIN STREET.

UH, MY WIFE DIDN'T LIKE THE AREA OVER THERE, EVEN THOUGH THERE WAS SOME NICE TWO DOOR ENGLISH HOMES.

UH, SO WE HAD A STORE IN UBER CENTER AND THE MANAGER THERE SUGGESTED THAT WE COME TO UBERT HEIGHTS AND LOOK, AND WE ENDED UP ON TILBURY ROAD FOR THE FIRST 10 YEARS AND ARE NOW PRESENT ADDRESS, UH, OFF OF RUSTY WOODS, WHICH WOULD BE TIMBER VIEW DRIVE TOWARDS THE WOODS THERE FOR 40 YEARS.

OUR TWO CHILDREN, SHELLY 81, WAYNE GRADUATE, ALSO AWARD ONE RESIDENT ON, UH, HUNTSVILLE COURT, SON, 85, WAYNE GRADUATE, UH, EVERGREEN WOODS, HIS WIFE, ANNA IS THE DEVELOPMENT FACILITATOR FOR THE PLACE OVER THERE.

UH, I USUALLY COME, UH, OH, BY, THERE WAS A PLACE ON NORTH DIXIE FROM NORTH MAIN STREET TO, AND YOU, PEOPLE MIGHT BE TOO YOUNG TO REMEMBER, BUT THE TENDER TRAP DOES ANY OF YOU REMEMBER THE TENDER TRAP? WELL, I USED TO STOP THERE ON THE DAYS THAT I WORKED TILL SHORT DAYS.

AND THE THING THAT I REALLY FOUGHT FOR FOR YEARS WAS THE TAX DEPARTMENT.

I HATE GIVING OUR TAXES OUT FOR SOMEBODY ELSE.

SO THIS IS ALL FOR THE GOOD OF THE HEIGHTS, BUT I THINK YOU REALLY ARE CRAMMING A THIN UP THERE ON 2 0 2 THAT SHOULD HAVE BEEN TAKEN AS A PARK FOR THESE PEOPLE THAT I HAVE FOR MENTIONED.

UH, I GOT THE ELECTRIC THING, WHICH YOU GUYS ALREADY HAVE AGGREGATED.

I'M WORKING ON THAT BECAUSE OUR DISTRICT AES IS INNOCENT ON THIS IT'S PGM AND FERC THAT'S CAUSING THE PROBLEM.

A COUPLE OF ITEMS FOR COUNSEL AND A COMMUNITY ATTENTION TONIGHT.

UH, WANT TO MAKE YOU ALL AWARE THAT WE'VE RECEIVED OUR FIRST DISTRIBUTION FROM, UH, THE OPIOID SETTLEMENT.

IT'S THE FIRST OF 18 PAYMENTS, UH, AND IT WAS FOR APPROXIMATELY $10,200.

UH, ALSO WANT TO MAKE COUNCIL AWARE THAT WE RECEIVED A FEDERAL GRANT TO ASSIST WITH OUR 9 1 1 SOFTWARE UPGRADE.

THE ORIGINAL PROJECT COST WAS 85,200.

OUR GRANT WAS APPROXIMATELY 51,100 AND THE TOTAL REMAINING COST TO US IS $34,100.

AND THEN, UH, TWO OTHER ITEMS, UH, BOTH INVOLVING OUR, UH, PARTNERS AT LWCC, UH, HAD AN OPPORTUNITY TO MEET WITH, UH, SOME OF THEIR STAFF, UH, LAST WEEK, UH, ONE REGARDING CR DAYTON.

THEY'VE MADE SOME, UH, VALUE ENGINEERING ADJUSTMENTS, UH, AND, UH, HAVE PRESENTED, UH, WE'LL CALL THEM NEARLY COMPLETE PLANS.

UH, AND SO WE'RE LOOKING FORWARD TO A MORE DETAILED BRIEFING WITH COUNCIL ON THAT, UH, IN JUST ANOTHER FEW SHORT WEEKS.

AND THEN ALSO ON THE SENIOR CENTER IN COUNCIL SPACE, UH, THEY'VE IDENTIFIED A BUILDING, UH, FOOTPRINT, UH, AND ARE GOING TO BEGIN PUTTING TOGETHER SOME, UH, PRELIMINARY, UH, INTERNAL SPACING AND LAUGHS AND THEN THERE'LL BE BRINGING THOSE IN FOR MEMBERS OF THE SENIOR CENTER, UH, BOARD AS WELL AS, UH, FOR MEMBERS OF COUNCIL AND THE CLERK'S OFFICE TO LOOK AT THOSE, UH, LOOK AT THOSE LAYOUTS AND SEE WHETHER OR NOT THOSE ARE GOING TO WORK AND WHETHER OR NOT ANY ADDITIONAL CHANGES NEED TO BE MADE.

SO WE'RE MAKING PROGRESS THERE.

AND I WANTED TO MAKE SURE THAT YOU WERE AWARE OF THAT.

SO OTHER THAN THAT, SIR, AND I'M HAPPY TO ANSWER ANY QUESTIONS OR CONCERNS THAT COUNCIL MIGHT HAVE EXPERIENCE.

UM, MORE IMPORTANTLY, THE APPLICANTS WORKED WITH RURAL KING TO UTILIZE THE EXISTING CURB CUT ON TAYLORSVILLE, UH, WHICH WOULD ELIMINATE THE NEED FOR A SECOND OR A REALLY THIRD CURB CUT.

THAT WOULD BE, UH, IN THAT SECTION.

SO THE CURB CUTS THERE ON TAYLORSVILLE WOULD BE THE CURRENT BANK, UH, AND THEN THE EXISTING, UH, WORLD KING OR, UM, ACCESS POINT.

UM, AT CLOSING RURAL KING WILL RECORD A BLANKET COVENANT, UM, GRANTING UNOBSTRUCTED, VEHICULAR, AND PEDESTRIAN ACCESS TO THE RIGHT OF WAY AND THE DRIVE ISLES, UH, SURROUNDING THE SITE.

SO THERE WILL BE, UH, UNFETTERED ACCESS, UH, TO THAT SITE.

THOSE FOLKS ARE GOING TO WORK AND THEY'RE PASSING BY, OR THEY'RE COMING HOME FROM WORK AND THEY'RE PASSING BY AND THEY'RE STOPPING IN VERY RARELY DO PEOPLE JUST GO TO THE GAS STATION.

UM, RIGHT NOW THE, UH, HUBER HEIGHTS BRANCH LIBRARY IS UNDER CONSTRUCTION.

UH, DOGTOWN WILL BE MOVING IN THERE.

AND THEN THERE HAS BEEN DISCUSSIONS, UH, ONGOING DISCUSSIONS ABOUT THE SHOPPING CENTER, FACADE IMPROVEMENTS, UH, TO THAT AREA.

UM, THIS IS THE, UH, THE SITE PLAN, UH, WITH THE OVERALL, UM, THIS IS THE MARKET RATE APARTMENT COMPLEX.

THIS IS THE SENIOR FACILITY, UH, DOWN HERE IS THE PUBLIC LIBRARY THAT IS CURRENTLY UNDER CONSTRUCTION.

DOGTOWN IS HERE THIS, THE EXISTING SHOPPING CENTER, AND THESE ARE TWO POTENTIAL FUTURE MEDICAL OFFICE BUILDING OR A, UH, ANOTHER PUBLIC PURPOSE BUILDING ON SITE.

I WANT TO SPEND SOME TIME TALKING ABOUT THE SITE PLAN AND WHAT THE DEVELOPER HAS, HAS DONE AS FAR AS MITNICK HELPING MITIGATE SOME OF THE CONCERNS TO THE, UH, FOR THE RESIDENTS TO THE NORTH.

UM, IT IS IMPORTANT TO NOTE THAT THIS SECTION OF, OF HOUSING OF THE APARTMENTS IN THE MARKET RATE IS OFFSET AND REALLY IS, IS INTENDED TO ALIGN WITH, UH, THE BEND IN THE ROAD.

AND THE FACT THAT THESE HOMES TO THE NORTH, OR EXCUSE ME TO THE WEST, UM, CONTINUALLY ARE SET BACK QUITE A DISTANCE.

SO FROM ROUGHLY AT

UM, SO THERE, THE, THE LARGE FACADE, UH, REALLY IS, IS WELL SCREENED FROM, I THINK FROM THE BACK OF, ESPECIALLY THIS PARTICULAR, UH, GROUP OF, OF RESIDENTIAL UNITS, THE SENIOR FACILITY, UH, IS ALSO BUILT IN A U SHAPED, WHICH ONE MAXIMIZES THE WALL FACADE ON THE PUBLIC SIDE, WHICH IS WHAT WE WANT TO SEE.

SO THE DEVELOPER'S GOING TO DONE, I THINK, A PRETTY GOOD JOB OF CREATING THE SEPARATION BETWEEN THE RESIDENTIAL USES AND THE EXISTING, UH, HOMES TO, TO THE WEST.

THE RAMP PIKE OVERLAY DISTRICT ONLY SPECIFIES FOUR FEET, UH, STAFF WANTED FIVE FEET, UH, ESPECIALLY, UH, WHEN WE GET TO A SENIOR COMMUNITY, UM, YOU HAVE SOME MOBILITY CONCERNS, WHEELCHAIRS, UH, THAT SCOOTERS, UH, FOUR-FOOT SIDEWALK IS NOT GOING TO ACCOMMODATE THAT SAME WAY.

YOUNG FAMILY WITH A STROLLER, UM, A FOUR-FOOT WALK, UM, FOR TWO PEOPLE, MY SIZE IS DIFFICULT.

UH, SO WE WANTED US TO SEE THIS BE FIVE FOOT, UH, ON THE PERIMETERS HERE, WHICH THEY HAVE DONE.

UH, THIS IS JUST THE MATERIAL SHEET AGAINST STONE, HARDY PLANK, UH, SOME, SOME SHINGLE, UH, AGAIN, UH, ATTRACTIVE FACADE THAT WOULD, UH, THAT, THAT REALLY, I THINK, LENDS ITSELF FOR THIS FIRST PHASE OF REDEVELOPMENT.

THIS IS THE RENDERING OF THE SENIOR FACILITY.

THIS WOULD BE PROBABLY THE FRONT DOOR THAT MOST PEOPLE USE, BUT THIS IS REALLY THE REAR ENTRANCE INTO THE COMMON AREA.

THIS IS THE, UH, THIS WOULD BE THE FACADE THAT YOU WOULD SEE FROM, FROM THE PUBLIC RIGHT AWAY, AS FAR AS ADDITIONAL SCREENING.

UM, THE DEVELOPER HAS STAGGERED THE, THE BUILDING SIZES.

SO ON THE END CAPS, THEY ARE A TWO STORY IN THE MIDDLE.

THEY ARE THEY'RE UPWARDS OF THREE.

UM, THERE'S ALSO A GARAGE, A SINGLE-STORY GARAGE THAT HELPS SEPARATE THE POTENTIAL, UH, NOISE FROM THE UNITS AND ALSO THE, THE VISUAL SCREENS, LARGELY THE, THE PARKING LOT THAT IS RIGHT HERE.

THERE WAS APPROXIMATELY 40% OPEN SPACE.

THERE WAS NO SIGNAGE, LANDSCAPING OR LIGHTING PLANS IN THE BASIC DEVELOPMENT PLAN SUBMISSION, WHICH IS NOT UNUSUAL.

THOSE LEVEL OF DETAILS WILL, WILL COME FORWARD THROUGH THE DETAILED DEVELOPMENT PLAN PROCESS.

AGAIN, THE LANDSCAPING IS PLAN IS NOT HAD, UM, BEEN SUBMITTED.

UM, ONE THING THAT WE RECOMMENDED WAS, UM, DEPENDING ON HOW YOU INTERPRET THE ZONING CODE, THERE WAS A POTENTIAL THAT, UH, MOUNDING COULD BE REQUIRED WHERE THE NEW MEDICAL OFFICE PROPOSED USE COULD BE.

UH, WE DIDN'T THINK, I DIDN'T THINK THAT WAS APPROPRIATE ALL WE'RE BUILDING A COMMUNITY, NOT A COMPOUND.

UH, SO WHAT WE WANTED TO SEE WAS, UM, CLUSTERS OF LANDSCAPING, UM, THAT REALLY SHOWS OFF THIS, THE QUALITY OF THIS DEVELOPMENT.

IT DOESN'T HIDE IT.

UM, THE CODE REQUIRES AS FAR AS PARKING TWO SPACES PER UNIT, THE NON-SENIOR FACILITY HAS A 320 SPACES, WHICH WORKS OUT TO ABOUT 1.6, SEVEN SPACES PER UNIT.

THE, UM, SENIOR FACILITY HAS 1.1 SPACES PER UNIT, WHICH IS, UH, UH, OF 149 SPACES.

THERE HAVE BEEN RECENT DEVELOPMENTS THAT HAVE BEEN APPROVED THAT HAVE LESS THAN TWO SPACES PER, UH, PER UNIT.

UM, THE, UH, THE PARK VIEW APARTMENTS, UH, HAS A 1.72 SPACES PER UNIT.

UM, AND THEN THE HAYDEN APARTMENTS, WHICH WE JUST, UH, WE'RE TALKING ABOUT IN THE BROAD REACH, UH, HAS 1.4, FIVE SPACES PER DAY, PER UNIT.

SO ON AN ASIDE, THIS IS PROBABLY ONE THING THAT WE MIGHT WANT TO DISCUSS MOVING FORWARD WITH THE ZONING CODE CHANGES IS THE RESIDENTIAL PARKING WE REQUIRE MORE THAN IS NECESSARY, FRANKLY.

UM, SO AS FAR AS THE BRAND PIKE OVERLAY DISTRICT, UM, THE, THE USE MEETS THE STANDARDS OF THE OVERLAY DISTRICT.

UH, IT DOES HAVE A HEIGHT LIMIT OF THREE STORIES AT 35 FEET.

UH, WE RECOMMENDED THE PLANNING COMMISSION WAIVE THIS REQUIREMENT.

IT'S THE ONLY DISTRICT THAT HAS A HEIGHT REQUIREMENT.

UM, WE FELT THAT THIS, THAT THE THREE STORY UNITS, UM, ARE, ARE APPROPRIATE.

UH, WE, WE WOULD LIKE TO SEE DENSITY, UM, AND WE WOULD LIKE TO SEE, UH, THE, THE LAND BE, UH, GENERATE AS MUCH ECONOMIC VALUE AS POSSIBLE CONSIDERING, UH, THE AMOUNT OF PUBLIC RESOURCES THAT WENT INTO PURCHASING THIS, THE BRANT PIKE OVERLAY ALSO MANDATED, OR, UH, ONLY HAS A MINIMUM OF FOUR FOOT SIDEWALK WIDTH.

UM, WE, UM, WE REQUIRED OR RECOMMENDED THAT THE SIDEWALK WITH BE, UH, INCREASED TO FIVE FEET CONSISTENT WITH, UH, THOROUGHFARE STANDARDS.

UH, THE ELEVATIONS ARE CONSISTENT WITH THE BUILDING MATERIAL REQUIREMENTS FOUND IN, UH, 1181.

UH, OTHER CONSIDERATIONS WAS, UH, SO LIKE I SAID, THE APPLICANT IS SEEKING BASIC DEVELOPMENT PLAN APPROVAL.

UM, THEY WILL NEED TO COME IN FURTHER WITH SIGNAGE LIGHTING AND LANDSCAPING.

UH, AS FAR AS ANALYSIS AND RECOMMENDATION, WE FELT THAT THE STANDARDS, UH, IN 17, UH, 17, EXCUSE ME, 1171 TO SIX CAN BE MET.

UM, AND WE HAD, UH, NINE CONDITIONS.

UM, AGAIN, THE SIDEWALKS BE REQUIRED CONNECTING THE SENIOR BUILDING ALONG THAT, UH, FUTURE ROADWAY.

THE DEVELOPER HAS COME IN WITH THE REVISED PLANS AND THAT HAS NOW BEEN ADDRESSED ALL SIDEWALKS, BE FIVE FOOT, UM, MINIMUM WIDTH THAT HAS BEEN ADDRESSED.

UM, THERE IS NO, WE WANT TO SEE STREET TREES, 40 FOOT ON CENTER ASSIGNED PACKAGE THAT MEETS THE, UH, THE ZONING CODE, UH, LIGHTING PLAN, LANDSCAPING PLAN, UH, AND IN LUA MOUNDING, AGAIN, ALONG THE FUTURE ROADWAY, WE WANT TO SEE CLUSTERED, UH, LANDSCAPE AREAS BETWEEN THE APARTMENTS AND THE SIDEWALK AND THAT THE APPLICANT WILL COMPLY WITH ALL STORMWATER REQUIREMENTS, UH, AND ALSO ALL FIRE CODE REQUIREMENTS.

SO THERE WERE TWO RESIDENTS THAT SPOKE AT THE MEETING.

THERE WERE, THEY DIDN'T SPEAK IN OPPOSITION MORE ABOUT, UH, QUESTIONS AND CONCERNS.

UM, THE FIRST WAS FLOODING, UM, WHAT THE RESIDENTS SAID, THE RESIDENTS TO THE WEST, UH, SAID THAT THEIR, UH, THEIR LAND, EXCUSE ME, FLOODS QUITE A BIT.

UH, AND WHEN YOU LOOK AT THE TOPOGRAPHY OF THIS, THE EXISTING SITE, ABOUT 75% OF THAT SITE FLOWS TOWARDS THEIR HOMES.

UH, SO WHEN THE FINAL GRADING IS, IS DONE FOR THIS PROJECT, THIS WILL GREAT RELIEF GREATLY

I KNOW WE DIDN'T HAVE MUCH COMMUNITY INVOLVEMENT WHEN WE WERE RENTERS, BUT ONCE WE BOUGHT A HOME, WE WERE MUCH MORE INVOLVED WITH WHAT THE COMMUNITY ACTIVITIES WERE.

AND WE WOULD ASK THE COUNCIL ADOPT THIS LEGISLATION, WHICH WAS THE RECOMMENDATION AT THE WORK SESSION.

I MEAN, I THINK THAT WOULD BE ALL OF OUR APPETITE TO SEE THAT.

SO I PUBLICLY AGREE WITH YOU 100% ON THAT MATTER.

I LIKE THIS AND I LIKE WHAT THIS IS GOING TO DO TO HELP US INVEST MORE INTO THE INFRASTRUCTURE IN THE CITY.

AND I BELIEVE IT WAS AUGUST OF 2021.

UM, SUBSEQUENTLY WE'VE SEEN SOME ECONOMIC DEVELOPMENT INTEREST IN THE AREA OF THIS PROJECT.

UH, BUT, UH, THE PRINCIPLE PURPOSE WAS TO ADDRESS OUR CURRENT, UM, AGREEMENT AND THE ISSUES WITH THAT AGREEMENT, UH, WITH CLARK COUNTY FOR WATER AND SEWAGE SERVICES.

SO IS THIS AGREEMENT WITH CLARK COUNTY, UH, PAYS OFF IN WHAT WAY TO THE CITIZENS IN YOUR BRIGHT, UM, SO IF COUNCIL WILL RECALL FROM THE BRIEFING IN AUGUST CLARK COUNTY WAS DEMANDING SOME SIGNIFICANTLY DETRIMENTAL TERMS FROM THE CITY WITH RESPECT TO AN, A FUTURE ANNEXATION AND JOINT ECONOMIC DEVELOPMENT DISTRICT CONDITIONS, UH, IN EXCHANGE FOR BEING ABLE TO PROVIDE UTILITY SERVICES TO, UH, OLD DOMINION, UH, OUR RESPONSE AND TRYING TO NEGOTIATE WITH CLARK COUNTY TO ADDRESS THEIR DEMANDS WERE UNSUCCESSFUL.

AND AT THE TIME THAT THOSE NEGOTIATIONS WERE STOLEN WAS THE TIME THAT THE ARPA FUNDS WERE ANNOUNCED AND MADE AVAILABLE TO THE CITY.

SO IN AN EFFORT TO PROTECT THE CITY'S LONG-TERM BEST INTEREST WITH RESPECT TO ECONOMIC DEVELOPMENT IN THE NORTHEAST CORNER OF THE CITY, UH, STAFF RECOMMENDED THAT THIS, THESE FUNDS BE MADE AVAILABLE TO, UH, ADDRESS THE WATER MAIN EAST IN THE SOAR MAIN EAST PROJECT.

AND THAT WAS THE BASIS FOR THIS PROJECT.

AND THAT WAS THE PREFACE THAT WE BRIEFED COUNCIL ON THIS MATTER.

SO BACK TO MY ORIGINAL QUESTION, THE REASON WE'RE DOING THIS AS ECONOMIC DEVELOPMENT.

SO THE SERVICE THAT WE'RE GAINING THROUGH THIS EXTENSION IS NOW REVENUES THAT AREN'T THERE, THESE AREN'T WATER REVENUES THAT ARE COMING TO THE CITY, THIS IS WATER REVENUE, THAT'S BEING PAID TO CLARK COUNTY.

SO BY MAKING THIS CONNECTION, WE WILL NOW BE RECEIVING ALL THE SHITS.

THEY WILL BE RECEIVING, WE'LL BE PROVIDING ALL OF THE WATER SERVICE TO THE NORTHEAST COUNTY.

SO WE WILL THEN BE RECEIVING PAYMENTS FROM THOSE CUSTOMERS WHEN THIS CONNECTION IS CONDENSED, THE LEAST REASON WE'RE DOING THIS.
