UH, THE CHIPPING DID WATER.

MAIN REPLACEMENT IS ON HOLD.

WE ARE WAITING ON A 16 INCH METER TO BE FOUND AND DELIVERED SOMEWHERE IN THE STATE.

SO AS SOON AS ONE CAN BE FOUND AND DELIVERED, UH, WE WILL GET WORKING ON THAT PROJECT, UH, FOR THE COMMUNITY'S INFORMATION AND KNOWLEDGE OF THE KROGER AQUATIC CENTER.

WE'VE GOT THE WATER TURNED ON TODAY.

THEY'RE GOING TO START CLEANING AND PREPPING THE FACILITY, AND THAT MEANS PASSES ON SALE.

UH, AT 22% OFF THROUGH APRIL 15TH, UH, WE HAVE THE HOPPING IN THE HEIGHTS EVENT, WHICH IS COMING UP ON APRIL 16TH.

WE'VE GOT A HUNDRED HOMES PARTICIPATING IN THIS EVENT.

SO THINK A HALLOWEEN, BUT IN WARMER WEATHER, A HUNDRED HOMES ARE ON THE CURRENT PARTICIPATION LIST AND FOLKS ARE WELCOME TO VISIT THE WEBSITE TO FIND THE ADDRESS FOR THOSE HOMES AND TO SIGN UP, TO PARTICIPATE THEMSELVES.

UM, JUST AS FYI FOR COUNCIL AND THE COMMUNITY, THERE IS AN ANNUAL, UH, UTILITY RATE STUDY THAT'S PERFORMED, UH, HERE IN THE REGION.

TYPICALLY THAT'S BEEN DONE BY THE CITY OF OAKWOOD FOR A NUMBER OF YEARS AND THE CITY OF PICKWICK HAS TAKEN THAT AND WHATEVER.

AND SO I WANTED TO BRING TO EVERYONE'S ATTENTION THAT OUT OF 64 COMMUNITIES WHO PARTICIPATED IN THE SURVEY.

SO AT A 64 COMMUNITIES, OUR WATER RATE AS OF JANUARY 1ST WAS 18TH BEST.

OUR SEWER RATE WAS THE BEST OF 64 COMMUNITIES AND OUR COMBINED UTILITY RATE PUT US SECOND BEST ONLY BEHIND UNION, UH, AND THE LEADERSHIP OF JOHN APPLEGATE OUT THERE.

SO I WANTED TO MAKE COUNCIL AWARE OF THAT, WANTING TO MAKE OUR CITIZENS AWARE OF THAT.

UH, WE CONTINUED TO PROVIDE OUTSTANDING UTILITY SERVICE AT OUTSTANDING UTILITY PRICES.

SO WITH THAT, SIR, ANY QUESTIONS OR CONCERNS FROM COUNCIL, BUT THAT CONCLUDES MY REPORT.

[ 2022 Rehabilitation of Sewer Lines Project - Award Contract]

NEXT UP AS I'M THREE B, WHICH IS THE 2022 REHABILITATION OF THE SEWER LINES PROJECT AND AWARDING THAT CONTRACT.

YES, YES.

YEAH.

THIS LEGISLATION, UH, WILL AUTHORIZE THE AWARD AND ENTER A CONTRACT WITH INSIGHT PIPE CONTRACTING FOR THE LINING OF EXISTING SEWERS.

UH, SANITARY SLIP LINING, UH, WILL BE INSTALLED IN DIFFERENT SPANS OF THE OLD CLAY SANITARY SEWER IN THE SOUTHERN PORTIONS OF THE CITY THAT HAVE BEEN TELEVISED BY THE TRI-CITIES AUTHORITY, UH, CAMERA CREW.

AND THESE PIPES WERE RATED THE WORST AS FAR AS CRACKS MISALIGN JOINTS AND PARTIAL PARTIALLY COLLAPSED PIPE.

UH, WE WILL BE, WE PLAY OUR RELINING, UH, 7,200 LINEAR FEET OF PIPE.

UH, IN THIS PROCESS OF LINING HAS BEEN USED.

UH, THIS IS THE FIFTH TIME WE'VE DONE THIS IN THE PAST.

AND, UH, UH, IT HAS WORKED WELL TO PREFER, TO PROVE ALONG THE LIFE OF THE SEWER.

UH, THE BID OPENINGS FOR THIS PROJECT WERE ON MARCH 25TH.

UH, THERE WERE FOUR CONTRACTORS THAT SUBMITTED BIDS AND A BIT OF RESULTS, UH, ARE IN YOUR PACKET.

UH, INSIDE PIPE CONTRACTING WAS THE LOWEST AND BEST WITH A BID AMOUNT OF $280,324 AND 120 CALENDAR DAYS TO COMPLETE THE WORK.

UH, OUR NOT TO EXCEED ON THIS LEGISLATION IS $300,000.

UH, INSIGHT PIPE CONTRACTING HAS NOT PERFORMED ANY LIGHTING PROJECTS IN HUBER HEIGHTS, BUT HAS WORKED IN TIP CITY IN THE PAST.

AND THEY DID GET A GOOD REFERENCE FROM THEM.

SO, UH, WE GOT, I CALLED THEM AND GOT A GOOD REFERENCE.

UM, THIS PROJECT IS FUNDED THROUGH THE SEWER CAPITAL, UH, FUND, AND, UH, WE WOULD, THIS WILL BE ON MONDAY NIGHTS MEETING AND WE'D LIKE TO

[ 2022 Water Main Replacement Program - Solicit Bids]

UP IS ITEM THREE C, WHICH IS A 2022 WATER MAIN REPLACEMENT PROGRAM AND SOLICITING THOSE BIDS ACROSS.

YEAH.

THIS LEGISLATION WILL ALLOW US TO GO OUT TO BID FOR THE REPLACEMENT OF EXISTING WATER MAINS ON PORTIONS OF SEVEN DIFFERENT STREETS WITHIN THE MIDDLE TO SOUTHERN PORTIONS OF THE CITY.

UM, A STREET MAP IS ATTACHED IN YOUR PACKET THAT SHOWS THE AREAS OF CITY THAT WE'D LIKE TO DO THIS REPLACEMENT.

UH, THE STREETS THAT WE WERE REPLACING, THE WATER MAINS INCLUDE PORTIONS OF HUBBARD, HINKLEY, HOLBROOK HELWIG, ALTER CROOKSTON, AND TOMBERG, UH, THESE ARE THE AREAS THAT HAVE EXPERIENCED MANY WATER MAIN BREAKS, ESPECIALLY IN THE LAST TWO YEARS, UH, WOULD BE USING WATER CAPITAL FUND FOR THIS PROJECT WITH A, TO EXCEED AT $1.5 MILLION.

AND THIS ITEM WILL BE BROUGHT BACK TO COUNCIL FOR A FINAL AWARD AFTER THE BIDDING IS COMPLETE.

I MEAN, I STARTED RAPPING ABOUT BACK ARE THESE REALLY THE SEVEN MOST BREAK AREAS? BECAUSE I WAS SEEING SOME, I HAVE THREE IN FRONT OF MY HOUSE AND IT'S NOT ON THERE.

NOT THAT I WANT MINE MOVED UP, BUT THERE'S OTHER AREAS THAT HAD WHAT I SAW LESS THAN THAT.

AND, UM, WE DO HAVE THE NEXT SET LAID OUT FOR NEXT YEAR OR WHENEVER WE WANT TO DO THE NEXT ONE, WHICH I THINK IS GOING TO BE PRETTY SOON.

UH, AND I COULD SEND YOU THAT MAP.

IT'LL PROBABLY HAVE THE AREAS THAT YOU'RE PROBABLY REFERRING TO.

I WAS HITTING THE BIGGEST AREAS WITH THE, WE HAD TALKED ORIGINALLY ABOUT DOING $4 MILLION WORTH, AND I THINK WE'LL HOPEFULLY DO SOME OF THAT NEXT YEAR AND, BUT WE'RE ALREADY SETTING THAT UP.

UM, SO I THINK WE'LL BE GETTING ALL THOSE AREAS THAT YOU'RE PROBABLY THINKING ABOUT, UH, WITH THAT NEXT PROGRAM.

BUT THESE, I FELT WERE THE MOST, THE BIGGEST AREAS, THE QUESTIONS, ANY OBJECTIONS MOVING THIS ONTO MONDAY.

UH, AARON CRL, OUR PLANNER WILL BE HERE TO PROVIDE, UH, COUNSEL IN THE COMMUNITY WITH A FORMAL PRESENTATION DURING THAT TIME.

UH, SO THIS WILL JUST BE A SUMMARY OF COMMENTS THAT WERE PREVIOUSLY MADE BY HIM, UH, FOR THE PLANNING COMMISSION WHEN THIS CASE WAS ORIGINALLY PRESENTED BACK ON MARCH 15TH.

SO THE SITE IN QUESTION FOR THOSE OF YOU THAT ARE NOT FAMILIAR IS, UH, LOCATED ON OLD TROY PIKE.

IT IS THE HIGHLIGHTED, UH, PARCEL HERE IN YELLOW.

AND AS YOU CAN SEE, IT RELATES TO, UH, THE PROPERTIES AROUND, UH, IN A VARIETY OF DIFFERENT CONTEXT, DEPENDING UPON THE PARTICULAR USE.

THE SITE ITSELF IS A TWO AND A HALF ACRES AND WAS FORMERLY OCCUPIED, UH, AS AN AUTO DETAILING BUSINESS.

I THINK, UH, THIS GOOGLE EARTH IMAGE HERE SHOULD PROBABLY, UH, DIAL IN EVERYBODY'S MEMORY OR, UH, CONCEPT OF THIS PARTICULAR SITES LOCATION.

UH, THE APPLICANT HAD MADE, UH, PREVIOUS SUBMITTALS TO THE CITY REGARDING THIS PARTICULAR PROJECT.

UH, AND FOLLOWING DISCUSSIONS WITH THE CITY, UH, HAD, UH, PULLED THE, UH, FURTHER MOVEMENT ON THIS PROJECT BACK UNTIL RECENTLY, UH, WHEN THEY RESUBMITTED THEIR PLAN, UM, IDENTIFYING, UH, SOME CHANGES IN THE PARKING LAYOUT, UH, THEY HAD REMOVED THE POLE SIGN THAT WAS ON THE LADDER THAT IS CURRENTLY ON THE LOT THEY ARE PROPOSING TO REMOVE IT, UH, AND THEY ARE, UH, PROPOSING AN ENCROACHMENT INTO, UH, ONE OF THE REQUIRED YARD AREAS, UH, TO GIVE YOU A VISUALIZATION OF WHAT THE PREVIOUS, UH, SITE PLAN SUBMITTAL LOOKS LIKE.

UM, THE USE WAS FOR, UH, AUTOMOTIVE, UH, SALES AND SERVICE FACILITY, WHICH IS PERMITTED WITHIN THIS PARTICULAR, UH, MIXED USE ZONING DISTRICT.

UH, THIS IS THE INITIAL PLAN THAT WAS SUBMITTED, UH, EARLIER ON THAT WAS REVIEWED AND EVALUATED BY STAFF, UH, BACK IN DECEMBER.

UH, AND AS YOU CAN SEE, UH, I CALL YOUR ATTENTION UPFRONT HERE TO WHAT WOULD BE THE LEFT SIDE OF THE SCREEN.

UH, AND YOU'LL NOTICE THE CHANGE, UH, AS WE SCROLL INTO THE REVISED PLAN, UH, WHICH IS THE, UH, THE PLAN CURRENTLY UNDER CONSIDERATION BY THE PLANNING COMMISSION, UH, YOU'LL NOTE THAT THEY MADE SOME MODIFICATIONS UPFRONT, UH, TO INCLUDE MOVEMENT AND TRAFFIC.

UH, THEY'VE ALSO MADE SOME, UH, SCREENING IMPROVEMENTS DOWN HERE ON,

SO ONE MEMBER VOTED IN FAVOR OF THE PLAN.

UH, ONE MEMBER VOTED OUR, EXCUSE ME, THREE MEMBERS VOTED, UH, IN OPPOSITION TO THE PLAN MOVING FORWARD, UH, AND LARGELY THAT HAD TO DO WITH, UH, THIS ENCROACHMENT AREA, AS I UNDERSTAND IT, UM, INTO THE REQUIRED YARD SPACE.

UH, THAT IS THE CASE IN SUMMARY.

ARE THEY, ARE THEY WILLING TO MAKE ANY ADJUSTMENTS OR CHANGES THERE? UM, I'D HAVE TO DEFER TO THE APPLICANT.

I KNOW THAT THAT WAS TO THE BEST OF MY KNOWLEDGE.

THIS IS A, UM, THIS IS NOT AN OBLIGATE TORI, UM, ENCROACHMENT.

IN OTHER WORDS, THERE'S NOTHING THAT IS FACILITATING THIS OTHER THAN THE APPLICANT'S CHOICE.

UH, BUT, UH, AGAIN, I WOULD HAVE TO DEFER TO THE APPLICANT, UM, AND ANY COMMENTS THAT THEY MIGHT HAVE TO OFFER, I GUESS I'LL JUST ASK, ARE YOU, ARE YOU FLEXIBLE? I MEAN, ON THAT, I MEAN THAT IF, YOU KNOW, AS WE GO THROUGH THE DECISION RECORD AND LOOK, I MEAN, IF THERE'S, UH, A BIG SORE THUMB THAT STICKS OUT AND THAT'S IT, I MEAN, IS THERE, UH, ARE YOU WILLING TO DO WHAT WOULD BE NECESSARY TO HELP ALLEVIATE WHATEVER, WHATEVER THAT ISSUE IS? I MEAN, I THINK FROM A STANDPOINT OF THE BUSINESS, IT'S, IT'S ZONED PROPERLY THERE.

I THINK WE'RE IN A SITUATION WHERE IT'S, UM, IT'S ON THE SOUTHERN END OF TOWN WHERE WE HAVE ALL TALKED ABOUT NEW BUSINESSES AND, AND GROWTH AND EXPANSION, UM, YOU KNOW, IN, IN THE SOUTHERN PORTION OF THE CITY.

AND I UNDERSTAND THAT, YOU KNOW, UM, CAR SALES OR WHATEVER MIGHT NOT BE EVERYONE'S CUP OF TEA, BUT NEITHER IS, UM, CHICKEN RESTAURANTS AND STORAGE FACILITIES AND, UM, AND EVERYTHING ELSE.

BUT WE HAVE A MEMBER OF THE COMMUNITY.

HE WANTS TO OPEN A BUSINESS HERE AND, UH, AND OPERATED HERE.

UM, YOU KNOW, I DON'T THINK, UH, THAT PARTICULAR SITE I'VE, I'VE BEEN BY THERE MANY, MANY, MANY, MANY, MANY TIMES OVER THE YEARS.

AND IT'S, IT'S, UH, A LOCATION THAT STILL DEALS WITH WORKING ON AND SERVICING CARS, WHETHER IT BE WASHING THEM DETAILING DOWN OR WHATEVER.

SO I THINK THE ISSUE IS JUST A MATTER OF WHEN THE CARS ARE PARKED THERE ON SITE, UM, YOU KNOW, OVER TIME, I GUESS, BUT, UM, IN GENERAL, IF PLANNING COMMISSIONS A BIG CONCERN WAS THE ENCROACHMENT INTO THAT NEIGHBORING YARD.

IF THERE'S SOME FLEXIBILITY THERE BY THE, UM, BY THE APPLICANT TO MAKE IT CONFORM MORE, TO JUST, UH, KEEPING OUT 15 FOOT, UH, REQUIREMENT.

UM, I DON'T, I DON'T SEE A MAJOR ISSUE HERE AND I WELCOME MORE, MORE BUSINESSES, ESPECIALLY IN THE SOUTHERN PART OF OUR CITY.

OH, THOSE WOULD BE MY COMMENTS, NANCY.

UM, I WAS LOOKING AT THE ORDINANCE LANGUAGE AND IT SAYS THEY USE THE SHALL BE LIMITED TO AUTOMOBILE SALES AND MINOR SERVICE OF, FOR SALE VEHICLES ONLY.

SO THAT SAYS TO ME THAT IT'S NOT A GENERAL MAINTENANCE FACILITATE, I'M NOT SURE HOW WE, UM, ENFORCE THAT, YOU KNOW, HOW WE DESIGNATE, WHETHER IT'S LIMITED OR, OR A GENERAL.

AND, UM, I'M WONDERING IF THEY'RE GOING TO SELL CARS.

UM, ARE THEY, I DON'T KNOW IF THERE'S A MIX ABUSED, NEW WHATEVER ELSE, IF THERE WOULD BE A LOT OF CARS PARKED THERE AT ANY GIVEN TIME OR, UM, YOU KNOW, AND IT TURNS INTO A, A MAINTENANCE GARAGE BASICALLY.

WELL, I THINK SO THE MEETING THAT I ATTENDED, I BELIEVE WHEN, WHEN I THINK IT WAS THE SON OF THE APPLICANT ACTUALLY HAD SPOKE, THESE ARE MY INTERPRETATION WAS THEY WERE GOING TO BE, UM, USED CARS, BUT NEWER USED PROBABLY MORE, UH, IMPORTED IMPORTED CARS, BUT CERTAINLY ON A NICER SCALE.

I MEAN, YOU KNOW, I

THE TWO TO FOUR SPACES THERE, A ROOM IN FRONT OF THE GARAGE DOORS, UH, ENTERING INTO THE BUILDING, THE TURNING RADIUS, AND WHAT HAVE YOU FURTHER, THERE WAS A CONCERN THAT THE EXPANSION OF THE PARKING LOT, WHERE ALL OF THOSE CARS ARE, THAT'S CURRENTLY GREEN SPACE OUT THERE, WHICH MIRRORS THE GREEN SPACE.

THAT'S IN FRONT OF THE FUNERAL, HOME TO THE NORTH AND THE OLD CARWASH PROPERTY WHERE THE DETENTION BASIN IS TO THE SOUTH.

SO THIS WILL BE A, A SIGNIFICANT CHANGE TO THE LOOK OF THAT AREA ON ALL TROY PIKE.

THAT WAS ONE OF THE THINGS NOT TO SPEAK FOR PLANNING COMMISSION, BUT THAT WAS ONE OF THE THINGS THAT THE COMMISSIONERS WERE CONCERNED ABOUT IS THE LOOK OF THIS FROM THE STREET IS GOING TO PUT A LINE OF CARS OUT WHERE THERE'S CURRENTLY GREEN SPACE, AND IT'S GOING TO BE SHOVED OUT BETWEEN THE FUNERAL HOME AND THE POND ON THE SOUTH SIDE.

SO WE'RE GOING TO HAVE A ROW OF CARS THERE.

THAT WAS A MAJOR CONCERN OF PLANNING COMMISSION.

AT LEAST THAT'S A SENSE I GOT FROM PLANNING COMMISSION AS A FORMER PLANNING COMMISSION MEMBER.

I CAN TELL YOU THAT WHEN THE SATURN DEALERSHIP WAS APPROVED FOR, UM, I SHOULD KNOW I LIVED THERE SHAWL ROAD, OLD TROY PIKE, UH, NOW KIA, BUT PREVIOUSLY SAT, OR I WAS SITTING ON PLANNING COMMISSION AT THAT TIME.

AND WE HAD A REAL HEAVY DISCUSSION ABOUT WHAT IT WOULD LOOK LIKE TO HAVE A ROW OF CARS LINED UP AGAINST OLD TROY PIKE, THEIR TYPICAL CARLA FASHION, NOTHING DIFFERENT THAN YOU WOULD SEE IF YOU GO DOWN ON LOOP ROAD AND TAKE A LOOK AT THE DEALERSHIPS THERE AND WHAT SATURN AND THE CITY WERE ABLE TO WORK OUT IS WHAT YOU SEE AT THE KIA DEALERSHIP NOW.

AND THAT IS THE CARS ARE BACK OFF OF THE STREET.

THE PARKING LOTS ARE STAGGERED AND ON ANGLES, IT'S VISUALLY APPEALING AND YOU DON'T HAVE THAT ROW OF USED CARS ALONG MAIN THOROUGHFARE.

SO I NOTICED THAT THE PLANNING COMMISSION DECISION RECORD, THEY ASKED FOR, UM, REASONS WHY THEY WERE VOTING, NOT IN FAVOR AND THE SINGLE BIGGEST ONE, I BELIEVE THAT IT'S NOTED IS THAT IT DIDN'T FIT THE CHARACTER.

AND I BELIEVE THAT NOT FITTING THE CHARACTER MEANS THAT WE'RE GOING TO TAKE ALL THAT GREEN SPACE.

WE HAVE OUT THERE IN FRONT, ON OLD TRIPOD, AND WE'RE GOING TO PUT A LINE OF CARS OUT THERE.

AND HONESTLY, THIS IS A VERY JAMMED UP PARKING LOT OUT THERE ON THE FRONT.

SO BEFORE I COULD VOTE FOR THIS, I WOULD NEED TO SEE SOME CLARIFICATION WITH REGARD TO THE LAYOUT AS MR. SHAW STATED.

UM, I ALSO ATTENDED, AND I VIEWED THE PLANNING COMMISSION.

UM, I BELIEVE THERE WAS SOME CONCERN, OH, WE'RE JUST GOING TO SELL CARS WHILE WE MIGHT WORK ON SOMETHING, OR WE MIGHT BRING OTHER CARS IN.

IT WAS A DIFFERENT USES THAT THE GENTLEMAN WASN'T CLEAR ABOUT HIS USES.

SO THAT WAS A PROBLEM WITH A PLANNING COMMISSION THAN I UNDERSTOOD IT TO BE.

AND I ALSO HAVE A CONCERN WITH THE BUFFER ON THE NORTH SIDE, IT'S BEEN, THEY WERE COOPERATIVE NEIGHBORS AND THEY HAD A PLAN OF BUFFERING AND HAVING THAT MANY CARS WHEN YOUR LINE OF SIGHT, WHEN YOU'RE PULLING OUT A, A FUNERAL MOTORCADE TO HAVE THAT MUCH CARS, IT'S KIND OF HARD FOR THE LINE OF SIGHT TO, TO TURN SOUTH AND TO BE LOOKING CAUSE YOU HAVE TO CROSS OVER IN FRONT OF THE, THE NORTHBOUND LANE.

I THINK CERTAINLY THE PLAN NEEDS WORK.

UH, IF, IF THE, IF THE APPLICANT IS AMENABLE TO THAT.

UM, WHEN, UH, THE POSTED TIME OCCURS TO A LATER DATE, UH, IF THE APPLICANT WANTED TO BRING BACK A MORE DETAILED SITE PLAN, AND WHAT I CAN DO IS FOLLOWING THIS MEETING, I CAN REACH OUT TO, UH, TO THE PLANNER, PASS THESE ON AND JUST GET HIS INITIAL THOUGHTS ON WHAT THIS SITE PLAN MIGHT LOOK LIKE, HOW THAT MIGHT IMPACT, UH, THE APPLICANT OVERALL, UH, ESPECIALLY TO, I BELIEVE IT WAS MR. AUTO'S COMMENTS ABOUT, YOU KNOW, THE LOT, HAVING SOME DEPTH TO IT.
