IT IS 7:00 PM OR GETTING STARTED.
UH, THIS MEETING IS OFFICIALLY CALLED TO ORDER.
I REMEMBER TOO, IS OUR INVOCATION SEEPING BY RABBI LABEL, HAGAR OF THE BETH JACOB SYNAGOGUE AT 70 20 NORTH MAIN STREET IN DAYTON, OHIO, MR. MAYOR MEMBERS OF THE COUNCIL, WE ASK THAT GOD BLESS THE WORK THAT YOU ARE DOING.
WE SAY THAT GOD SHOULD BLESS THOSE WHO WORK TIRELESSLY FOR THE NEEDS OF THE COMMUNITY.

HI, I, I NEED A KITCHEN 62 18 ALTA ROAD.
I WAS JUST WANTING TO SAY, UM, IF YOU GUYS COULD PLEASE LOOK AT NOT REPAVING ROADS WHERE THERE'S WATER MAIN BREAKS GOING ON, FOR INSTANCE, HUBBARD LAST TUESDAY WAS GETTING REPAVED AND IT WASN'T EVEN 30 MINUTES AFTER THEY PAVED IT.
I'M JUST THINKING IT'S A WASTE OF MONEY BY PAVING.
SOME OF THESE ROADS THAT CONTINUOUSLY HAVE BREAKS ON THEM UNTIL THE WATER ISSUE IS RESOLVED.
SO THAT'S BASICALLY ALL I WANTED TO ASK IS THAT THAT COULD BE LOOKED AT BECAUSE IT'S KIND OF COUNTERPRODUCTIVE NEXT UP.
UM, SCOTT, UM, WARD FOUR IN THE CITY, UM, HAS HAD A LOT OF WATER, MAIN BREAKS.
UM, HAS THE CITY ENGINEERING DEPARTMENT PUT, UM, THE MAP OVERLAY OF THE ROAD RESURFACING PLAN, WHICH I KNOW IS ONE SET.
AND THEN OF COURSE, WHEN A WATER MAIN BREAK, UH, WE HAVE TO REPAIR THAT.
I THINK WE'RE GETTING READY TO REPAIR A WHOLE ENTIRE WATER MAIN.
UM, IS THAT CORRECT? OR CAN YOU SPEAK TO SOMETHING LIKE THAT? UH, YES.
SO, UH, THROUGH OUR GIS SYSTEM, WE ARE MAPPING ALL OF THE WATER MAIN BREAKS WHEN THEY HAPPEN.
SO WE GET THE INFORMATION FROM SUEZ AND THEN WE PLOT THOSE OUT ON THE MAP.

THAT HAVE THE MOST BREAKS ARE THE AREAS THAT WE COME BACK FOR FOR CITY COUNCIL TO DO EITHER THE WATER MAIN REPLACEMENT OR RELINING PROJECTS.SO LIKE THIS YEAR, THE AREA THAT WE DID, THE LINING PROJECTS, THAT'S WHERE THE MOST BREAKS WERE FROM THE PREVIOUS YEARS.
UM, ONE THING IS, FOR EXAMPLE, ON HUBBARD, THE PAVING WAS JUST PATCHING OF WHERE THERE WERE MAIN BREAKS.
SO IT WASN'T TO REPAVE THE WHOLE ROAD.
AND WHAT WE HAVE FOUND OUT IS ALL THAT HEAVY EQUIPMENT VIBRATING THAT AREA IS WHAT'S CAUSED THE NEW BREAKS, UM, RIGHT NEXT TO WHERE THEY WERE FIXING THE PAVEMENT.
SO THAT'S ALSO BEING LOOKED AT FOR HOW TO MOVE FORWARD WITH, UM, FOR HOW THEY PICK OUT THE STREETS TO BE DONE.
THAT'S BASED ON, THEY HAVE SOMEBODY GO OUT AND LOOK AT ALL OUR STREETS, RATE THEM, AND THE ONES WITH THE LOWEST RATINGS ARE THE ONES THAT GET DONE.
NOW, IF THERE IS A COMBINATION OF HERE'S A STREET THAT HAS HAD A LOT OF MAIN BREAKS, PLUS IT'S A STREET THAT HAS, UH, A BIG NEED FOR REPAIR, WE WILL TRY TO DO THE COMBINATION.
AND WE'VE DONE THAT BEFORE HAVE REPLACED THE MAIN FIRST, THEN COME BACK IN AND PAVE.
THE GOAL IS NOT TO PAVE AND THEN HAVE MAIN BREAKS JUST, UH, THERE THERE'S BEEN SOME BAD LUCK ON A COUPLE AREAS THAT HAVE HAPPENED TO, UH, WE WE'VE DONE SOME REPAVING AND THEN THERE WAS MAIN BREAKS AFTER THAT, WHERE THERE WASN'T A HISTORY OF DOING IT.
SO, SO, SO YES, UH, THE ENGINEERING DEPARTMENT IS MAPPING ALL OF THAT OUT AND ESPECIALLY WHERE ALL THE BREAKS ARE.
AND ALSO, UM, WE'LL BE DISCUSSING, UH, THE BUDGET OVER THE NEXT MEETINGS OR SO, AND THERE IS MORE MONEY IN THE BUDGET FOR INFRASTRUCTURE PROJECTS, UM, AND WE'LL KEEP RAMPING THAT UP, UM, TO, UH, ADDRESS.
AND I, AND I'M SURE, UH, IT'S BEST PRACTICES FOR ENGINEERING TO, UH, REPLACE THE WATER MAIN AND THEN REPAVE THE ROAD.
UH, EVEN, EVEN IF THEY'RE THE ROAD THAT NEEDS TO BE REPAVED AND IT'S ON THE LIST, LIKE YOU MENTIONED, I'M FAMILIAR WITH THAT.
UM, BUT IF WE NEED TO SUSPEND SOME OF THOSE ROADS, UH, REPAVING UNTIL WE GET THOSE WATER MAIN BREAKS, I THINK THAT WOULD PROBABLY BE A LITTLE BIT MORE OF A BEST PRACTICE.
AND I'M SURE, UM, THE ENGINEERS LIKE YOURSELF DO THAT.
UH, COULD YOU ASK RUSS TO WHEN HE PUTS THAT TOGETHER, BRING SOMETHING BACK TO US IF THEY HAVE TIME JUST TO GO OVER THAT.
UM, CAUSE I THINK THAT'S SOMETHING THAT WE DO NEED ATTENTION TO AND, UH, BASED ON THE SCHEDULE, I KNOW WE ONLY HAVE ONE MORE MEETING THIS MONTH, ONE MEETING NEXT MONTH.
UH, JUST WHENEVER HE'S AVAILABLE, UH, TO BRING THAT BACK TO US, IF IT'S JANUARY, THEN IT'S JANUARY, BECAUSE I KNOW WE WON'T BE HITTING THE NEW REPAVING UNTIL PROBABLY MARCH OR APRIL NEXT YEAR, CORRECT FOR NEXT SEASON.
SO, UH, I JUST HAD A CONVERSATION LAST WEEK WITH, UH, THE ENGINEERING DEPARTMENTS REGARDING WHAT STREETS COMING UP IN THE NEXT YEAR.
SO, UM, WE WILL HAVE THAT DISCUSSION AND BRING THAT BACK TO COUNCIL ABOUT HOW THAT OVERLAYS WITH WHERE THE WATER MAIN BREAKS ARE.
AND IF THERE ARE ANY CONFLICTS THERE AS WELL, WE'LL HAVE THAT DISCUSSION.

LIKE TWO WEEKS AGO, 10 DAYS AGO TO, UM, NEXT THE ANNEXATION PETITION, WHICH BETHEL TOWNSHIP IS THRILLED.
HOWEVER, WE HAVE 1100 ACRES THAT TOUCH HEBREW HEIGHTS IN SOME MANNER, SHAPE OR FORM, AND WE'D LIKE TO NOT HAVE ANOTHER PARCEL ANNEXED.
AND WE ALSO ALL KNOW, UM, THAT THIS PROBABLY ISN'T THE END OF THAT ANNEXATION PETITION.
SO, UM, WE'D LIKE TO INVITE YOU TO MEET WITH US SOMETIME IN JANUARY, YOU'LL HAVE NEW FACES THEN I THINK SO IF YOU'RE AMENABLE TO THAT, I'LL SEND AN ANTHONY ROGERS A OR TONY TO GO WITH TONY ON HIS FINE MAN.

UM, ONE IS A REMINDER THAT, UH, THIS THURSDAY THERE'S A VETERANS DAY WREATH LANE CEREMONY DOWN AT THE NEW VETERAN'S MEMORIAL OVER THE WEEKEND.
WE HAD THE DEDICATION WHICH WAS VERY WELL ATTENDED.
IT WAS A VERY NICE, UH, DEDICATION.
AND, UH, AS I MENTIONED, THIS, UH, THURSDAY AT 4:00 PM, THERE IS GOING TO BE A WREATH LAYING CEREMONY.
SO ANYBODY THAT CAN MAKE IT OUT THERE FOR THAT.
AND THEN ON NOVEMBER SATURDAY, NOVEMBER 20TH, THERE'S A COUPLE OF THINGS GOING ON.
FIRST IS THE LAST FARMER'S MARKETS WILL BE AT THE BARN ON EXECUTIVE.
SO THAT'S THE LAST ONE OF THE SEASON.
SO, UM, AND THEN IF YOU GO UP TO THE FARMER'S MARKET, HEAD ON STRAIGHT DOWN TO MANITA FIELD FROM THAT THEY, UH, BIKE AND SKATE PARK AT MENINO FIELD.
UH, THE SOFT OPENING IS SATURDAY, NOVEMBER 20TH, FROM ONE 30 TO THREE 30.
UH, SO EVERYTHING WILL BE COMPLETE AND BE ABLE TO SEE, UH, UH, THE PROGRESS OF THE AREA AND, UH, BRING THE KIDS OUT WITH THEIR BIKES AND SKATEBOARDS AND, UH, ENJOY THE DAY.
AND THEN, UH, IF YOU WOULD ALLOW, UH, WOULD LIKE TO READ SOMETHING TONIGHT, OF COURSE.

AS I HAVE TURNED IN MY FORMAL RESIGNATION FROM THE CITY OF HUBER HEIGHTS NOW EFFECTIVE THURSDAY, NOVEMBER 18TH.
UH, THERE WAS SOME, UH, UH, REASONS TO STICK AROUND FOR SOME BOND ISSUANCES, SO WILLING TO DO THAT.
UH, SO FOR OVER 12 YEARS, I'VE HAD THE HONOR TO SERVE THIS GREAT COMMUNITY.
I APPRECIATE EVERY OPPORTUNITY THAT HAS BEEN AFFORDED TO ME.
I CAME HERE FROM THE PRIVATE AS A PROJECT ENGINEER AND IN THE PAST A BIT OF EXPERIENCE WORKING ON PROJECTS HERE IN HUBER HEIGHTS, I DID DESIGN WORK ON SOME OF THE STREETS AND PARKING LOTS AND BUSINESSES, UH, THE, DURING THAT TIME.
UM, SO I HAD A RELATIONSHIP WITH HUBER HEIGHTS EVEN BEFORE I CAME HERE.
AND THAT WAS PART OF THE REASON WHY I CHOSE TO COME HERE AS AN ENGINEER.
MY FIRST WEEK HERE, I WAS HANDED PLANS TO REVIEW FOR THE FIRST SECTION OF CARRIAGE TRAILS.
SO THE VERY FIRST SET OF HOUSES BEING BUILT.
I GOT TO SAY THAT I WAS PART OF, AND NOW, UH, 12 YEARS LATER, THERE'S OVER 1200 HOMES THERE.
I'VE BEEN ABLE TO BE INVOLVED IN MANY PROJECTS, INCLUDING THE KROGER AQUATIC CENTER, THE FIRE STATION, 25, THE CONCESSION STAND DIGITAL SIGN OF CLOUD PARK, THE DOG PARK, THE VETERANS MEMORIAL AND THE ROSE MUSIC CENTER AT THE HEIGHTS.
JUST TO NAME A FEW, UH, THAT RIGHT THERE IS A LIFETIME WORTH OF GOOD PROJECTS TO BE INVOLVED IN OVER 2,500 NEW SINGLE FAMILY.
AND MULTI-FAMILY HOMES HAVE BEEN BUILT IN MY TIME HERE IN THIS, WENT THROUGH THE RECESSION, UH, TIME AS WELL.
I AM TRULY THANKFUL FOR THE SUPPORT AND OPPORTUNITY TO GROW AND BE A PART OF THIS COMMUNITY.
HUBER HEIGHTS WILL ALWAYS BE A PART OF WHO I AM.
I REALLY WANT TO THANK THE STAFF HERE AS THEY ARE ALL HARDWORKING AND DO AMAZING WORK.
I HAVE BENEFITED FROM GETTING TO KNOW EACH AND EVERY ONE OF THEM.
I WOULD NOT HAVE BEEN ABLE TO DO MY JOB WITHOUT THEM, WITHOUT MY PLANNING, ADMIN ASSISTANCE.
FIRST, UH, MARGIE MALL, AND NOW JERRY HOSKINS, I WOULD BE LOST PEOPLE LIKE THEM ARE THE BACKBONE OF THIS ORGANIZATION.
JIM BORLIN GAVE ME THE OPPORTUNITY TO BE THE ASSISTANT CITY MANAGER AND TAKE ON MORE RESPONSIBILITIES.
I AM ALSO GRATEFUL THAT I WAS ABLE TO SERVE UNDER ROB SHOMER AND LEARN MORE ABOUT CITY MANAGEMENT PROCESS AND TRANSPARENCY THAN I WOULD EVER THINK POSSIBLE.
I COULDN'T HAVE DONE THIS WITHOUT BEING LED BY HIM FOR MANY YEARS.
I WANT TO THANK ALL OF COUNCIL AND THE MAYOR FOR GIVING ME THIS OPPORTUNITY AND HAVING FAITH IN ME TO LEAD.

I MEAN, YOUR EXPERIENCE, YOUR KNOWLEDGE, WHAT YOU DID FOR US.
UH, SO I'VE ALWAYS FELT THAT THE CITY WAS IN GOOD HANDS WITH YOU RUNNING ZONING AND ALL THE, UM, ALL THE BACKGROUND WORK WITH THE DEVELOPMENT AND THE PLANNING AND ALL THOSE THINGS.
SO, UH, YOU KNOW, PROFESSIONALLY CERTAINLY AM GONNA MISS YOU.

SO THAT IS SOMETHING THAT WE'RE GOING TO MISS.
AND I THINK IT'S SOMETHING THAT WE NEED TO LOOK FOR IN YOUR REPLACEMENT OR OTHER PEOPLE'S REPLACEMENT.
UH, YOU AND I'VE HAD DIALOGUE RECENTLY ABOUT THE POSITION AND HOW YOU'VE GROWN INTO THE POSITION AND UPON YOUR DEPARTURE.
