[00:00:06]
SORRY FOR THE INCONVENIENCE THERE.
UM, I THINK WE'RE BACK AND WE'RE GOOD.
LIVE STREAM SHOULD BE WORKING.
[ Janitorial Services - City Buildings - Solicit Bids/Award Contract]
UH, WE ARE NOW ON ITEM NUMBER THREE C, WHICH IS THE JANITORIAL SERVICES, UH, FOR THE CITY BUILDINGS.THIS IS THE ITEM TO SOLICIT THE BIDS AND AWARD THE CONTRACT.
UM, SO, UH, WE WOULD LIKE TO GO BACK OUT TO BID FOR JANITORIAL SERVICES AT OUR CITY FACILITIES.
WE DID THIS SEVERAL YEARS AGO.
UM, WE BROUGHT IT IN-HOUSE AND DID SOME HIGHER REIGN OF INDIVIDUAL PERSONNEL.
UH, WE HAVE LATELY HAD TROUBLE IN FINDING PEOPLE TO WORK AND TO ACCEPT POSITIONS.
SO WE ARE, UM, DOWN IN THAT AREA WITH, UH, BASICALLY JUST ONE PERSON TRYING TO KEEP UP WITH THINGS.
SO WE'D LIKE TO GO BACK TO A JANITORIAL SERVICE.
SO WE'D LIKE TO MOVE FORWARD WITH A THREE-YEAR PROPOSAL.
ANY QUESTIONS FOR SCHOLARS JANITORIAL SERVICES? I THINK THAT'S GOOD.
ANY OBJECTIONS MOVING ON TO A NEXT COUNCIL MEETING NEXT UP IS THE MOWING
[ Mowing/Maintenance - City Parks/Properties - Solicit Bids/Award Contract]
MAINTENANCE FOR CITY PARKS AND PROPERTIES.THIS IS ALSO TO SOLICIT BIDS AND AWARD CONTRACT.
SO THIS ONE IS OUR STANDARD MOWING AND MAINTENANCE, UH, CONTRACTS.
THE EXISTING CONTRACTS, UH, HAS RUN ITS COURSE.
SO WE'D LIKE TO SEND IT BACK OUT TO BID AND THIS HANDLES, UH, PARKLAND, UH, ISLANDS OF THE STREETS, CITY HALL, CITY PROPERTIES, THOSE KINDS OF THINGS.
SO WE'D LIKE TO SEND THAT OUT TO BID FOR STARTING THE YEAR 2022.
UM, I WOULD, UH, I WOULD LIKE TO SEE THESE BIDS COME BACK PRIOR TO ANY TYPE OF A WORDED CONTRACT OBJECTION TO MOVING THIS ONTO MONDAY.
AND I WILL MAKE THE LEGISLATION SAYS JUST TO SIT, LISTEN, SO IT WOULD COME BACK TO COUNCILS.
ANY OTHER QUESTIONS? FOLLOW-UP SO NO OBJECTIONS TO MONDAY.
[ Suez Water - Contract Modification - 2022 Capital Projects]
IS ITEM THREE, WHICH IS THE SUEZ WATER CONTRACT MODIFICATION FOR THE 2022 CAPITAL PROJECTS.THIS IS A ANNUAL LEGISLATION THAT I DO EVERY YEAR.
UM, IN YOUR PACKET, YOU CAN SEE A LIST OF ALL THE PROJECTS THAT WE, WE COME UP WITH THROUGH THIS YEAR.
FOR NEXT YEAR, IT'S WORKING WITH SUEZ IN THE MAIN, MOST OF THEM ARE AT THE WATER PLANT.
SOME ARE SANITARY ITEMS, UH, BUT WHAT THESE ARE IS CONTRACT MODIFICATIONS.
THESE ARE ITEMS OUTSIDE OF THEIR CONTRACT.
UM, IT'S AN INCREASE OF 415,000 FOR 2022.
UM, THAT LIST, UM, IT'S, LIKE I SAID, IT'S ATTACHED THERE'S 350,000 FOR WATER PROJECTS AND 65,000 FOR SANITARY PROJECTS.
UM, ALL THESE ITEMS, UH, ARE OVER $7,500, WHICH IF IT'S UNDER $7,500, IT FALLS SUEZ MAINTENANCE CAPSULE.
THEY FIX IT, UH, THROUGH THAT.
AND WE DON'T, YOU KNOW, IT'S PART OF THEIR CONTRACT, UM, ALSO AS A MOUNT FOR MISCELLANEOUS EMERGENCY REPAIRS.
AND THAT USUALLY IS AT LEAST 20, 30,000 A YEAR OF ANYTHING THAT COMES UP DURING A YEAR.
THAT'S OBVIOUSLY, YOU KNOW, EMERGENCY, WE HAVE TO DO THAT WE DIDN'T KNOW ABOUT.
SO, UM, THAT'S PRETTY MUCH IT ON THAT.
IF ANYBODY HAD ANY QUESTIONS, UH, 40,000 THAT'S INTO IT, THAT'S FOR THE SANITARY YOU JUST MAKE, CAUSE PEOPLE ARE CONCERNED ABOUT WITH WATER ISSUES.
THAT 40,000 IS FOR EMERGENCY ON SANITARY PROJECTS, NOT WATER PROJECTS.
THERE'S ONE, A TWO ABOVE THAT AS EMERGENCY FOR WATER IS 50,000.
ANY QUESTIONS? ANY OBJECTIONS TO MONDAY? OKAY.
[ East Water Main and Sanitary Sewer Extension Projects - Award Contracts]
NEXT IS ITEM THREE F WHICH IS THE EAST WATER MAIN AND SANITARY SEWER EXTENSION PROJECTS AND AWARDING THOSE CONTRACTS.I APOLOGIZE IF I CAN MAKE A NOTE REAL QUICK OR SOMETHING.
I JUST SAID THAT IT'S BEEN BROUGHT TO MY ATTENTION THAT THE LEGISLATION'S A LITTLE FURTHER DOWN, BOTH C AND D DID MENTION ABOUT AWARDING THE CONTRACT THAT WE'LL MOVE THAT LANGUAGE BEFORE MONDAY.
THAT IS JUST A SOLICIT THE BIDS ON BOTH OF THOSE JUST TO SOLICIT THE BID.
AND THEN THE ITEM F FOR, UH, AWARDING THE CONTRACTS FOR THE EAST WATER MAINTENANCE TO, YEAH, THAT'S ALSO MINE.
UH, THESE ARE TWO PROJECTS THAT, UH, BRIAN, I THINK MENTIONED TO YOU A WHILE BACK AT ANOTHER MEETING, UH, THIS IS THE EAST SANITARY SEWER AND THE EAST WATER MAIN EXTENSION PROJECTS.
UH, WE DID GO OUT FOR PROPOSALS THROUGH OUR, FOR ENGINEERING DESIGN ON THESE TWO PROJECTS.
UM, THESE ARE PROJECTS THAT ARE FUNDED BY THE ARPA MONEY THAT WE, UH, WE'RE GONNA BE GETTING.
UH, THE FIRST ONE IS THE, WELL, THE WATER MAIN PROJECT IS AN EXTENSION OF, UH, 7,500 FEET OF 12 INCH WATER MAIN ON BELT FOUNTAIN ROAD.
UH, THIS IS FROM BELL PLAYING, GOING NORTH AND CROSSING I 70
[00:05:01]
AND THEN CONNECTING TO THE WATER MAIN THAT'S UP AT CENTER POINT 70, UH, WHICH THERE ALSO MAY BE A BOOSTER STATION INVOLVED IN THAT ONE.THIS WILL SUPPLY CITY WATER TO THE CENTER POINT 70 COMMERCIAL DEVELOPMENT.
UH, WE HAD THREE CONSULTANTS SUBMITTING PROPOSALS AND THEY ARE, UH, THERE'S A, UH, BID TAB IN YOUR PACKET.
AND A CHOICE WHEN ENGINEERING WAS, UH, CONSIDERED THE LOWEST AND BEST QUALIFIED TO DO THE WORK.
UM, THEIR COST CAME IN AT $84,350.
UH, WE'D LIKE TO NOT TO EXCEED ON THAT ONE OF 120,000, IT'S A LITTLE HIGHER THAN NORMAL, BUT WE MAY HAVE SOME EASEMENTS THAT WE MAY HAVE TO DO PAY EXTRA FOR IT, FOR THE SERVICES TO OBTAIN THOSE EASEMENTS.
UM, AND THEN THE NEXT PROJECT IS THE SANTUR SEWER PROJECT.
THE ALSO CALLED THE EAST EXTENSION.
UH, THIS IS CONNECTING TO THE FAIRBORN WASTEWATER PLANT, AND THEN WE'LL BE CROSSING THAT'S DOWN AT ROUTE FOUR, CROSSING ROUTE ON, UH, UH, GOING TO THE WEST SIDE.
AND THEN, UH, WE WILL RUN SANITARY SEWERS IS GRAVITY SEWER ALL THE WAY NORTH, UH, PAST CHAMBERSBURG AND CONTINUING NORTH UP TO I 70 CROSSING I 70, AND THEN THERE'LL BE A PUMP STATION UP AT CENTER POINT 70 UP THERE TO TAKE THE, UH, SANITARY THAT'S IN THAT WHOLE COMMERCIAL PARK AND THEN BRINGING IT DOWN TO FAIRBORN PLANT, UM, RATHER THAN RUNNING IT THROUGH CLARK COUNTY.
UM, WE, UH, C O THE, ALSO WHAT THAT PROJECT IS RUNNING SANITARY, SEWER UP CHAMBERSBURG ROAD GOING NEAR ROUTE FOUR, GOING, UH, WEST.
AND THAT WILL SERVICE THAT WHOLE EAST PART OF THE CITY.
SO THAT'S A BIG THING WE NEED THERE.
UM, THERE WERE THREE CONSULTANTS ON THIS ONE, UH, ALSO IN YOUR PACKET, LOCKWOOD JONES AND VEAL, WHICH IS LJB WAS THE LOWEST AND BEST QUALIFIED TO DO THIS WORK.
UH, THEIR COSTS CAME IN AT $326,160.
UH, WE WOULD ALSO LIKE NOT TO EXCEED A 400 FOR THAT SAME REASON OF EASEMENTS ON THAT.
UM, SO THAT'S PRETTY MUCH WHERE TO ADD, WE HAVE A TIGHT SCHEDULE ON THIS.
WE'RE TRYING TO DO THESE WITHIN THE NEXT THREE MONTHS, GET THE DESIGN DONE AND GET THE CONSTRUCTION DONE WITHIN HOPEFULLY WITHIN ABOUT A YEAR.
UM, SO WE WOULD LIKE THIS PASSED ON MONDAY.
ANY QUESTIONS? ANY QUESTIONS? YES, RICHARD, THANK YOU.
MA'AM UM, RUSS, WHEN, WHEN WILL YOU BE ABLE TO CONFIRM, UM, IF COUNSEL DOES PASS THIS ON MONDAY AT THE 520,000, WHEN THE BIDS COME IN A 410, WHEN ARE YOU GOING TO BE ABLE TO LET US KNOW IF THOSE EASEMENTS AND SOME OF THE ADDITIONAL COSTS EXCEEDING A HUNDRED, $10,000 WILL BE AN ISSUE OR NOT? UM, NOT FOR PROBABLY TWO MONTHS YET BEFORE, YOU KNOW, WE'RE GOING TO TRY TO DESIGN IT TO STAY IN WRITEAWAYS AND THINGS AND NOT, BUT THERE'S A, THERE'S AT LEAST ON THE WATER MAIN.
I'M HOPING THERE WON'T BE ANY, THERE MIGHT BE ONE UP BY 70, UH, ON THE SANITARY SEWER NEAR ROUTE FOUR, THERE'S GOING TO BE AT LEAST PROBABLY SIX OR SEVEN PROPERTIES.
WE HAVE, THEY GAVE US A QUOTE FOR, I THINK, EIGHT PROPERTIES.
SO WE MAY BE FINE WITH THE MONEY WE GOT, BUT WE CAN'T TELL IF THEY'VE DECIDED TO TAKE AN ALTERNATE ROUTE TO MAKE IT EASIER.
FOR SOME REASON, GOING THROUGH A FEW MORE PROPERTIES, WE MAY HAVE TO PAY FOR ADDITIONAL COSTS.
IT'S ABOUT A 6,000, I THINK, FOR EACH ADDITIONAL PROPERTY THAT WE'D HAVE TO PAY FOR.
I THINK WE'RE GOING TO HAVE ENOUGH IN THERE TO COVER IT, BUT I JUST WANTED TO MAKE SURE WE DIDN'T HAVE TO COME BACK FOR THAT.
SO WE SHOULD, WE SHOULD HAVE THAT, UH, CONFIRMATION, UH, LET'S SAY BY MIDDLE OF JANUARY AFTER THE, YEAH.
WHEN THEY GET TO THE INITIAL PART OF DESIGN, UH, YOU KNOW, LIKE 30 TO 40% INTO THE DESIGN WILL HAVE THE LAYOUT OF WHERE THEY'RE GOING.
ANY QUESTIONS? ANY OBJECTIONS TO MOVING THESE ON? OKAY.
[ Supplemental Appropriations]
NEXT UP IS I AM 3G, WHICH IS A SUPPLEMENTAL APPROPRIATIONS, GOOD EVENING.I AM DOING WELL, HOPE YOU ARE TOO.
UH, ONE, UH, WAS JUST TALKED ABOUT BY, UH, FROM RUSS, UH, $70,000 IS HIS ESTIMATE FOR THE ADDITIONAL COSTS THAT MIGHT TAKE FOR ACQUISITION RIGHT AWAY, UH, EASEMENTS, ADDITIONALLY, A LIFT STATION THAT MIGHT BE INVOLVED IN THAT, UH, THE EAST SEWER LINE EXTENSION.
SO HIS ESTIMATE WAS 70,000 MORE THAN WHAT WAS ORIGINALLY BUDGETED IN THIS AREA.
AND THEN A FIRE CHIEF ASKED, UM, FOR 15,000 ADDITIONAL DOLLARS.
AND THESE ARE FOR THE BILLING FEES ASSOCIATED WITH THE EMS CALLS.
SO BASICALLY IT'S INCREASING THE BUDGET TO PAY THE COMPANY THAT COLLECTS ALL OF OUR EMS FEES.
SO WHAT THAT MEANS IS WE'RE COLLECTING MORE FEES.
UM, UM, SO IT'S A GOOD THING THAT, UH, WHEN THEY CHARGE US, I BELIEVE IT'S FIVE
[00:10:01]
AND A QUARTER PERCENT ON THE COLLECTIONS, WHICH IS A EXTREMELY LOW, UH, COLLECTION RATE.SO JUST TWO ITEMS, TOTALLY $85,000 FOR COUNCIL CONSIDERATION.
AND, UH, AS RUSS JUST MENTIONED, I THINK THEY WANT TO AWARD A CONTRACT PRETTY QUICKLY HERE.
SO I THINK HE NEEDS THAT 70,000 TO BE APPROVED ON MONDAY NIGHT.
ANY QUESTIONS FOR MR. MILL? ANY OBJECTIONS TO MOVING TO MONDAY? LET ME JUST WAIT A SECOND READING, CORRECT? CORRECT.
[ 2022 City Budget]
OKAY.NEXT UP IS IRONMAN THREE H WHICH IS THE 2022 CITY BUDGET.
AND YOUR CHILD COUNTS, IF YOU WOULDN'T MIND PULLING UP THE POWERPOINT LET'S MONITOR SEEMS TO HAVE GONE OFF OF OKAY.
THIS IS OUR ANNUAL BUDGET PRESENTATION FOR THE 2022 BUDGETS.
UM, JUST A LITTLE REMINDER OF HOW THE PROCESS WORKS STARTED BACK IN MAY WITH THE CAPITAL IMPROVEMENTS PLAN.
THEN YOU HAVE THE TAX BUDGET TAX BUDGET GETS FILED WITH THE COUNTY AND THEN THE COUNTY BUDGET COMMISSION CERTIFIES THE PROPERTY TAX RATES.
AND THEN THE CITY ACCEPTS THOSE RATES AS DETERMINED BY THE COUNTY BUDGET COMMISSION.
AND THEN WE GET TO THIS POINT NOW OF WHEN WE ACTUALLY PUT THE, IN OF WHAT THE BUDGET WILL BE FOR, UH, AT OUR CITY, THE, UH, LOOKING BACK AT HOW WE'RE DOING FOR 2021, UH, CITY OPERATIONS THAT WE, YOU KNOW, JIM CONTINUOUSLY LOOKS AT THIS TO MAKE SURE THAT WE ARE STILL WITHIN OUR BUDGETS.
UH, SO EVERYTHING OPERATIONS REMAIN ON OR UNDER THE BUDGETS, UH, THE COVID IMPACTS WERE ESSENTIALLY MINIMAL.
UH, THERE, THERE WERE SOME THINGS YOU'LL SEE AS SOME OF THE BUSINESSES THAT DID HAVE, UM, SOME, UH, ISSUES WITH HIRING AND SOME OF THEIR TIMING AND HAD TO CLOSE FOR A LITTLE BIT AND OPEN THOSE KINDS OF THINGS.
BUT, UH, OVERALL FROM HOW THE CITY COLLECTS, IT WAS A MINIMAL IMPACT.
WE DID HAVE THE INCREASE IN THE BOND RATING THIS YEAR, SO THAT'S VERY POSITIVE.
AND SO WE'RE STILL ON TARGET WITH THE 2025 PLAN, THE TIMELINE AS WE ARE NOW, AS WE'RE GETTING READY, WE'RE GETTING READY FOR THE INITIAL FIRST READING AT CITY COUNCIL, A SCHEDULED FOR TWO READINGS.
SO THIS IS THE WORK SESSION THAT WE'RE DISCUSSING THEN FOR MONDAY NIGHT, IT'LL BE THAT FIRST READING.
UH, SO WITH THE BUDGET, SO THE FUNDS YOU HAVE THE OPERATING FUNDS, ENTERPRISE FUNDS AND OTHER FUNDS OPERATING FUNDS ARE THE KIND OF THE DAY-TO-DAY OPERATING FUNCTIONS, THE ENTERPRISE WATER, SEWER, AND STORM, AND THEN THE OTHERS AREN'T CAPITAL DEBT SERVICE, AND THOSE KINDS OF RESTRICTED FUNDS THAT ONLY CERTAIN THINGS CAN BE DONE WITH, UH, THE PRIMARY CITY PROGRAMS THROUGH THE OPERATING FUNDS.
THAT'S WHERE YOUR POLICE, FIRE STREETS, PARKS, ET CETERA.
UH, WE DO HAVE THAT STRONG AND STABLE FINANCIAL CONDITION, WHICH MR. CHUCK KOSKI MENTIONED AT A PREVIOUS MEETING, THAT AS WE'RE GOING THROUGH ALL OF THIS, WE DO HAVE THE PROJECTED FUND BALANCE GROWTH IN THE GENERAL MOTOR VEHICLE, FIRE AND PARKS.
AND THEN WE HAVE THE ANTICIPATED PROJECTED FUND BALANCE REDUCTIONS, AND THESE, THE GAS TAX POLICE STREETS, WATER, SEWER, AND STORM.
AND THESE ARE SPORTS SPECIFIC PROJECTS THAT THESE ARE PLANNED REDUCTIONS, UH, THAT WE DO HAVE BALANCES.
AND FOR CERTAIN PROJECTS, NAMELY, UH, WHAT MR. BERGMAN WAS TALKING ABOUT EARLIER ABOUT, UH, SOME OF THE INFRASTRUCTURE PROJECTS WE PLAN FOR THESE AND SOME OF THAT, THAT'S WHY WE HAVE SOME OF THOSE FUND BALANCES TO BE ABLE TO DRAW DOWN ON THE, UH, OTHER RESTRICTED FUNDS.
UH, FOR EXAMPLE, THE TED FUNDS, THAT'S WHERE, UH, THEY TARGETED ECONOMIC ECONOMIC DEVELOPMENT INITIATIVES.
SO THAT'S, WE SOLD SOME LAND, WE BOUGHT SOME LAND.
SO THAT'S WHERE ALL THAT FUNDING COMES THROUGH.
AND THEN NOW THAT WE HAVE THE ARPA AND THE SHUTTER VENUE GRANT, THAT'S A SPECIFIC FUNDS THAT GO INTO OUR SPECIFIC MONIES THAT GO INTO SPECIFIC FUNDS THAT CAN ONLY BE USED FOR CERTAIN ITEMS, UH, THE LEVEL OF DETAIL AND THE BUDGET YOU HAVE, YOUR PERSONNEL COSTS, OTHER OPERATIONS, UH, EXAMPLE, UH, PAYING FOR GAS FOR VEHICLES, MAYBE VEHICLE EXPENSES, UM, ANY OF THOSE KINDS OF THINGS, UH, UM, CAPITAL EXPENDITURES, AS WE MENTIONED, GOOD EXAMPLE IS PROJECT FOR
[00:15:01]
INFRASTRUCTURE FOR, UH, THAT, UH, MR. BERGMAN JUST MENTIONED DEBT SERVICE.WE JUST HAD A PRESENTATION ABOUT DEBTS EARLIER THIS YEAR AND, UH, THEN TRANSFERS ADVANCES SUBSIDIES TO OTHER FUNDS.
SOMETIMES WE, UH, HAVE TO MOVE MONEY INTO A CERTAIN ACCOUNT PRIOR TO GETTING A GRANT FUND OR SOMETHING LIKE THAT.
SO THAT'S HOW THINGS GET MOVED AROUND.
AND THEN THIS JUST AN ADVANCE GETS BROUGHT BACK, UH, EMPLOYEE NUMBERS TOTAL OF 223.
UH, THAT'S A SPLIT OVER A FULL AND PART-TIME EMPLOYEES.
SO THAT'S, UH, AS PART OF THE BUDGET THAT'S, UH, SALARIES AND BENEFITS IS A BIG PART OF THAT PERSONNEL COSTS THAT PERSONNEL LINE ITEM.
AS I MENTIONED, THAT SALARY HEALTHCARE BENEFITS, EMPLOYMENT TAXES, UM, THEN, UH, AS, UH, COSTS, UH, POLICE AND FIREFIGHTERS ARE ALLOCATED TO ONLY ONE FUND.
AND THEN THERE'S EXAMPLES OF A LOT OF EMPLOYEES ARE THROUGH SEVERAL FUNDS, SOLID GIVE AN EXAMPLE OF MYSELF.
UM, AS I DO ENGINEERING, I DO PLANNING AND NOW AS MANAGEMENT THAT SPLIT UNDER DIFFERENT FUNDS.
SO PART OF MY SALARY COMES OUT OF WATER, SEWER GENERAL.
SO A LOT OF DIFFERENT AREAS, AND THAT'S ALSO SPLIT, UH, THROUGHOUT A LOT OF OTHER EMPLOYEES AS WELL, DEPENDS ON WHAT THEIR DAILY WORK IS AND HOW THAT GETS SPLIT.
UM, SO ALL CURRENT OCCUPIED POSITIONS ARE FULLY FUNDED.
UH, NUTRITION ASSUMED THE PROPOSED BUDGET INCLUDES THE TWO AND A HALF PERCENT ANNUAL SALARY INCREASE.
THAT WAS PART OF THE CBA THAT'S APPROVED THROUGH THE END OF 2022.
AND THEN WE ALSO ADD ALL OF THE NON-BARGAINING EMPLOYEES ALSO GET THAT SAME, UH, SALARY INCREASE HEALTHCARE COSTS RIGHT NOW IT'S ESTIMATED TO BE ABOUT A 19% INCREASE.
UH, THERE'S OVER 100 REVENUE ACCOUNTS, UH, TAXES, FEDERAL STATE COUNTY MONEY'S ASSESSMENTS, FEES, CHARGES, FINES, INTEREST, DEBT PROCEEDS.
SO THERE'S A LOT OF DIFFERENT WAYS THAT WE RECEIVE OUR MONEY AND, UH, MR. BELLWOOD KEEPS TRACK OF ALL OF THAT.
AND, UH, SOME OF THEM ARE DEDICATED ONLY GOING INTO CERTAIN ACCOUNTS.
UM, BUT, UH, THAT'S A PART OF HOW OTHER THINGS GET PINGED.
UH, THIS IS, UH, ONE OF THE IMPORTANT THINGS IS THE GENERAL FUND BUDGET SUMMARY, THE REVENUES, WHICH IS IF YOU SCROLL DOWN TO THE BOTTOM THERE IT'S, UH, $13.3 MILLION ANTICIPATED THE EXPENSES 13 POINT, UH, ANTICIPATED.
SO OUR, UM, THE BUDGET IS, UH, PLANNED FOR SPENDING LESS THAN WE'RE RECEIVING FROM THE GENERAL FUND INCOME TAX DISTRIBUTION.
UM, THAT'S, UH, AS YOU SEE IN GENERAL, THAT IS, UH, INCREASING THROUGH THE YEARS, UM, 20, 20, A LITTLE BIT OF A DECREASE THAT'S WHEN COVID HIT.
SO THERE'S A LITTLE BIT OF A, UH, A DECREASE IN WHAT WAS, UH, UM, ANTICIPATED AND BROUGHT THROUGH AT THAT POINT IN TIME.
AND THEN THE ESTIMATES RIGHT NOW, UM, ARE A LITTLE BIT HIGHER AND A LITTLE BIT HIGHER THAN THAT ESTIMATED FOR 2022.
SO, UH, HOW THE BUDGET IS DESCRIBED ILLEGALLY BALANCED BUDGET IS ONE, HAS THE RESOURCES AVAILABLE TO COVER THE ANTICIPATED EXPENSES.
STRUCTURALLY BALANCED BUDGET IS ONE WHICH HAS ANNUAL REVENUES THAT EQUAL OR EXCEED THE ANNUAL ANTICIPATED EXPENSES.
SO WHAT I SHOWED BEFORE ABOUT THE GENERAL FUND THAT'S STRUCTURALLY BALANCED, BALANCED, BECAUSE WE BRING IN MORE MONEY THAN WE SPEND THE LEGALLY BALANCED BUDGET.
FOR EXAMPLE, IS THE PROJECT THAT WE TALKED ABOUT.
WE'RE USING YOUR RESERVE FUNDS TO PAY FOR A PORTION OF THAT THAT'S ALREADY IN THE BOOKS.
SO IT'S A, WE HAVE THE MONEY, WE CAN SPEND IT, WE'RE NOT GOING IN THE DEFICIT.
SO, AND THEN, THEN HERE'S AN EXAMPLE OF THE OVERALL PICTURE, ALL REVENUES, JUST OVER 96 MILLION ALL EXPENSES, JUST OVER 99 MILLION.
AS I MENTIONED BEFORE, UH, THESE ARE THINGS LIKE SOME OF OUR PROJECTS THAT WERE PLANNED.
AND THEN ALSO FOR EXAMPLE, THE ARPA MONEY WE RECEIVED PART OF IT THIS YEAR, AND WE'RE RECEIVING PART OF IT NEXT YEAR, WE'RE SPENDING IT ALL NEXT YEAR.
SO WHEN YOU'RE ONLY LOOKING AT 2022, SOME OF THAT MONEY IS SITTING IN A FUND TO SPEND NEXT YEAR, THAT COMES OUT AS THOSE EXPENSES.
YEAH, I IS JUST A DISTRIBUTION OF HOW THE BUDGET IS.
THESE ARE ALMOST ALL PRETTY EVENLY SPLIT OPERATIONS,
[00:20:01]
CAPITAL DEBT, TRANSFERS, AND ADVANCES.SO THIS IS JUST A HOWEVER THINGS DISTRIBUTED, DISTRIBUTED IN THE BUDGET.
UM, SO, UH, THE OVERALL SUMMARY, UM, OR LEVERAGE OUR STRONG AND STABLE, STABLE FINANCIAL POSITION FOR LONG-TERM GAINS MANAGE THE FUNDS TO SUBMIT NEW BOND RATINGS FOR DEBTS, REDUCE DEBT AS APPROPRIATE.
WE HAVE THE COMMITMENT TO THE NEW PUBLIC WORKS FACILITY, UM, AND ENSURE RESOURCES FOR SUPPORTING OUR 2025 PLAN.
WE HAVE COMING UP IN 2024 AND 2025.
WE HAVE, UH, INCOME TAX LEVIES THAT EXPIRE THAT WOULD BE UP FOR RENEWAL.
AND, UH, THAT IS THE, UH, PRESENTATION AND, UH, STAFF AND I ARE HERE FOR ANY QUESTIONS.
YOU HAVE ANY QUESTIONS FOR SCOTT DURING A BUDGET PRESENTATION FOR 2022? YES.
UM, SCOTT WITH THE READ AHEAD.
UM, IT SAID 96.5 MILLION TOTAL REVENUES FOR NEXT YEAR, AND IT'S THE SAME NUMBER YOU QUOTED UP HERE.
UM, BUT THAT'S TOTAL REVENUES, INCLUDING INCOME.
SHOULD I ASK FOR YOU, OR SHOULD I ASK MR. BELKIN, UH, JIM, UM, $96.5 MILLION IN TOTAL REVENUE BY THE END OF NEXT YEAR? YES, SIR.
HOW MUCH OF THAT IS A NEW INCOME? WAS THAT THE 21.6 MILLION IN INCOME OR, AND THAT WAS INCOME TAX? I THINK INCOME TAX, UH, WHAT'S THE TOTAL EXPECTED INCOME FOR NEXT YEAR? UH, ALL FUNDS BECAUSE INCOME TAX IS SPLIT BETWEEN SIX DIFFERENT FUNDS.
AND, UH, I'M ESTIMATING AFTER TALKING WITH OUR TAX ADMINISTRATOR, TRACY VANDERMAN, UH, WE ARE GOING TO MAKE A CONCERTED EFFORT TOWARD GOING AFTER, UH, MORE DELINQUENT TAXES NEXT YEAR.
AND WE DO BELIEVE THAT THERE'LL BE ABOUT A 2% INCREASE IN OVERALL TAX COLLECTION NEXT YEAR.
SO, YES, I BELIEVE THE NUMBER WAS 21.1 MILLION 21.6 MILLION.
AND INCOME IS NOT INCOME TAX IS NOT THE ONLY REVENUE THAT WILL RECEIVE NEXT YEAR.
WHAT'S THE TOTAL ANTICIPATED OR ESTIMATED REVENUE THAT WE'LL BE TAKING IT NEXT YEAR.
UM, WELL THAT'S THE 96.5 MILLION DOES THAT INCLUDE ALL OF THE FUNDS WE CURRENT THE MONEY WE CURRENTLY HAVE IN FUND NOW THAT THAT IS ANY REVENUE THAT WOULD COME IN NEXT YEAR NOW, UM, A LOT OF THAT MONEY IS MADE UP OF BOND PROCEEDS, UH, ANY, ANY DEBT PROCEEDS.
SO IN OTHER WORDS, LIKE, UM, UH, TOMORROW WE'RE PRICING OUR BONDS FOR, UH, THE MARION MEADOWS, UH, LAND THAT WAS PURCHASED LAST YEAR AND THAT'LL BE, UM, ABOUT $8 MILLION.
AND SO, UM, THAT SHOWS UP AS REVENUE.
OF COURSE, THERE'S ALSO THE EXPENSE TO PAY OFF THE ONE YEAR NOTE THAT WE BOUGHT LAST YEAR.
SO THERE'S TH TH THIS DOES SEEM LIKE A, UM, A HIGH DOLLAR AMOUNT BUDGET FROM WHAT YOU'VE, UM, APPROVED IN THE PAST, BUT A LOT OF THESE NUMBERS ARE BASED ON, UH, REVENUES FROM BOND PROCEEDS, PAYING UP ON EXPENSES.
SO, YOU KNOW, YOU'VE GOT AN ELEVATION OF THE REVENUES AND THE EXPENSES AND MY NEXT QUESTION, BUT YES.
AND BASED ON THAT, OUR, UH, UH, EXPENDED OR, OR EXPENDED REVENUE FOR LAST YEAR WAS 50 MILLION.
AND THEN THIS YEAR, THE REQUEST IS 99 MILLION.
UM, OUR BUDGET RIGHT NOW, AS IT STANDS IS SLIGHTLY, I THINK IT'S AROUND $101 MILLION, THE REVISED BUDGET FOR THIS YEAR, SO, OH, THAT'S RIGHT.
I'M NOT SURE WHAT YOU WANT TO PUT YOUR 50 IS IT'S QUITE LOW.
IT'S THE ONE IT'S COLUMN RIGHT NEXT TO IT.
AND, UM, THEN WITH THIS, THE WAY I UNDERSTOOD IT, THERE'S NO ADDITIONAL PERSONNEL FOR THE FIRE DEPARTMENT FOR NEXT YEAR'S BUDGET.
IS THAT CORRECT AT THIS MOMENT? UM, ACCORDING TO THIS, YEAH.
ACCORDING TO THIS, UH, THAT IS CORRECT.
THAT'S CURRENTLY INCLUDED IN THE BUDGET AS OF TODAY.
ANY OTHER QUESTIONS REGARDING THE BUDGET PRESENTATION, DON? THANK YOU.
MA'AM UH, JIMMY MIGHT NOT BE PREPARED TO, TO GIVE ME THESE NUMBERS TONIGHT, BUT DO WE KNOW WHAT THE IMPACT WOULD BE? UM, WITH THE 2024 AND 2025, UM, LOVELY RENTALS.
UH, DO WE KNOW WHAT DOES THE ANNUAL AMOUNT THAT THE, THOSE TWO LEVIES GENERATE? I'M JUST SAYING, UM, WHEN THEY COME UP FOR RENEWAL, DO WE KNOW HOW MUCH THE CITY HAS A STAKE FOR THE 2024? I'VE NOT DONE A MOST RECENT NUMBER.
I KNOW WHEN WE ORIGINALLY PASSED THESE, IT WAS 1.7 MILLION.
SO I WOULD GUESS THAT IT WOULD BE ABOUT $2 MILLION BY THE TIME WE REACH, UM, 20, 24
[00:25:01]
AND 2025.AND, UM, SO THAT COULD POTENTIALLY BE A LOSS OF $4 MILLION FOR THE COMBINED OF THE TWO.
AND OBVIOUSLY AT THIS POINT IN TIME, UH, LOOKING AT OUR BUDGET, UM, I WOULD ANTICIPATE ASKING THE VOTERS FOR RENEWAL OF THOSE, NO ADDITIONAL INCREASE IN TAXES, UM, FROM WHAT I CAN, FROM MY ANALYSIS, I DON'T BELIEVE, UH, WE'RE LOOKING AT ANY ADDITIONAL REQUESTS.
I DIDN'T THINK HE WOULD HAVE THOSE NUMBERS, BUT YOU DID.
SO THIS IS THE, ANY OBJECTION MOVING ON TO MONDAY FOR THE FIRST, FIRST READING OF THE BUDGET.
[ Brandt Pike Revitalization Project]
NEXT UP IS ITEM THREE, I, WHICH IS THE BRIGHTON PIKE REVITALIZATION PROJECT.UM, SO I'M STILL WAITING FOR SOME INFORMATION FROM THE ARCHITECTS ON THE RENOVATION OF THE BUILDING AND ALSO SOME OF THE MAP, NEW MAPS AND EVERYTHING, SO THAT THEY ARE STILL WORKING ON THAT.
WE'LL GET THOSE OUT AS SOON AS WE CAN, UH, FROM THE ARCHITECT.
SO THERE'S, UH, NOT MUCH OF AN UPDATE RIGHT NOW.
UH, THERE WAS A PRE DEMOLITION MEETING LAST WEEK, UM, FOR THE NEXT STAGE OF DEMOLITION, SO THAT WE'LL BE STARTING WEATHER DEPENDENT, UM, EITHER THIS WEEK OR NEXT FOR THAT NEXT PART.
UM, AND THEN THERE HAS BEEN SOME MORE, UH, MEETINGS AND CONVERSATIONS WITH THE LIBRARY ABOUT THEIR PLANS, UH, THE DESIGN ASPECTS, UM, AND SOME OF THE ACCESS POINTS AND THOSE KINDS OF THINGS.
SO THAT'S, UH, ONWARD AND MOVING FORWARD AND THE, UH, UH, ATTORNEYS ARE WORKING ON LANGUAGE AND EASEMENTS AND, UH, PREPARING THEM FOR THAT SALE OF THAT PROPERTY.
THAT'S JUST THE UPDATE FOR TONIGHT.
UH, SCOTT, UM, I KNOW I'VE ASKED PROBABLY ABOUT A MONTH OR SO AGO, MAYBE IN A LITTLE LONGER.
UM, DO WE HAVE ANY UPDATE ON OUR CONVERSATIONS WITH THE POST OFFICE IN THE ATHLETIC FOUNDATION? UM, BUT THE ATHLETIC FOUNDATION, UM, UH, IN ANTICIPATING MORE CONVERSATION ON THAT HERE IN THE NEXT WEEK OR TWO AND THE POST OFFICE, THERE HAS NOT BEEN A NEW UPDATE ON.
[ 2022 Miami County Public Defender Agreement]
OKAY.NEXT UP IS I AM THREE J WHICH IS THE 2022 MIAMI COUNTY PUBLIC DEFENDER ROOMS. I'LL TAKE THAT ONE.
UH, THIS IS ANNUAL LEGISLATION THAT WE HAVE TO APPROVE THE 2022 MIAMI COUNTY PUBLIC DEFENDER AGREEMENT.
UH, THE CONTRACT PRICES REMAIN THE SAME IN 2022 AS THEY WERE FOR 2021.
AND SO WITH COUNCIL'S APPROVAL, I WOULD ASK TO PUT THIS ON THE AGENDA FOR MONDAY, UH, FOR APPROVAL, SO THAT WE GET THE SIGNED IN, UM, IN PLACE IN PREPARATION FOR 2022.
ANY QUESTIONS REGARDING THAT PUBLIC DEFENDER AGREEMENT OBJECTIONS TO MONDAY, THERE WILL BE ONE COMING FROM MONTGOMERY COUNTY, UH, AT THE NEXT MEETING.
[ City Manager Search Firm Agreement - Baker Tilly US, LLP]
THE NEXT IS ITEM THREE K, WHICH IS A C MAJOR SEARCH FIRM AGREEMENT WITH BAKER, TILLY, U S LLP.I JUST WANTED TO GIVE YOU A BRIEF, BRIEF UPDATE SINCE OUR LAST CONVERSATION, OBVIOUSLY COUNCIL APPROVED, UM, THIS AGREEMENT, UH, LAST MONDAY, UM, WE HAD SENT THE AGREEMENT TO THE LAW DIRECTOR FOR SOME REVIEW, AND THERE WERE SOME, UH, BACK AND FORTH ON SOME OF THE LANGUAGE IN THE AGREEMENT.
UM, ULTIMATELY THERE WAS JUST, UH, ONE INSERTION OF A SMALL PHRASE THAT REQUIRED PRE-APPROVAL CERTAIN EXPENSES, UH, PRIOR TO, UH, BAKER TILLY EXPANDING THOSE EXPENSES.
UH, SO WE GOT THAT AGREEMENT, UH, FINALIZED SCOTT JUST SIGNED IT THIS EVENING.
UH WE'LL WE'LL BE SENDING IT OFF TO BAKER TILLY.
SO THE NEXT STEPS WILL BE, UM, GETTING PATTY BACK HERE AND START THE PROCESS REALLY, UH, KICK OFF, UH, ALL OF THE EFFORTS STARTING WITH, UH, DEVELOPING THE CITY MANAGER, UH, PROFILE AND, UH, ALL OF YOU HAVING INPUT INTO THAT PROCESS.
SO, UM, I'LL, AFTER I TALK WITH HER AND THE CONTRACT SIGNED, I'LL HAVE A BETTER IDEA, YOU KNOW, THE TIMELINE FOR THAT TAKING PLACE, BUT IT IS GOING TO BE, YOU KNOW, THIS YEAR YET THAT WE'RE GOING TO KICK THIS PART OF THE PROCESS OFF.
AND, UM, THE FUNDS HAVE ALL BEEN ENCUMBERED AND I'VE GOT A PURCHASE ORDER FOR BAKER TILLY.
THEY DO REQUIRE A THIRD DEPOSIT OF THE FUNDS, UM, AT THE TIME OF THE SIGNING OF THE AGREEMENT, WHICH WILL ISSUE TO THEM AND, UH, GET THE BALL ROLLING HERE.
ANY QUESTIONS FOR TONY ON, UH, ON THIS PARTICULAR ITEM? OKAY.
SO THERE'S NO FURTHER ACTIONS WERE TAKEN THERE, RIGHT? THERE'S NO, YOU KNOW, EVERYTHING THAT COUNCIL'S DONE AS APPROVED.
SO, UM, NOW WE'LL JUST BE SETTING THE TIMELINE AND START WORKING THROUGH THE STEPS THAT THEY OUTLINED AS PART OF THEIR PROPOSED.
[ Ordinance Review Commission Recommendations - City Code Amendments * Part Nine - Streets and Public Services Code]
NEXT IS ITEM THREE L WHICH[00:30:01]
IS THE ORDINANCE REVIEW COMMISSION RECOMMENDATIONS FOR A CITY CODE AMENDMENTS, WHICH IS PART NINE STREETS AND PUBLIC SERVICE CODE, AND THEN PARKED 15, THE FIREBIRD PREVENTION CODE.UH, PARDON MINE, THE STREETS AND PUBLIC SERVICES CODE, HOW YOU CAN USE THE RESTROOM.
WELL, IF YOU GUYS WANT TO PREFER, I DON'T KNOW IF EVERYBODY'S REVIEWED THIS, BUT I MEAN, IF YOU DON'T WANT ME TO GO LINE BY LINE OKAY.
SO, UM, THERE WERE A NUMBER OF CHANGES IN THIS PARTICULAR SECTION, UH, SOME MINOR, SOME MORE SIGNIFICANT, SO WE'LL START WITH SECTION 9 0 3 0 2, UH, JUST A TYPOGRAPHICAL ERROR CORRECTION, WHERE IT SAID, UH, MY FILE A WRITTEN UP EMAIL CHANGED THE MAY FILE, A WRITTEN APPEAL SECTION 9 0 3 0 4.
UM, THESE WERE SOME CHANGES TO PERMIT APPLICATIONS AS IT RELATES TO DRIVEWAY LIMITATIONS.
UH, THESE WERE SOME RECOMMENDATIONS MADE BY THE CITY ENGINEER.
AND SO THE RECOMMENDATION IS TO CHANGE THE PHRASE IN THIS SECTION 40 FEET OF THE RADIAL PORTION TO 40 FEET FROM THE END OF THE RADIO PORTER RADIO PORTION OF ANY CURB OR STREET INTERSECTION, SECTION NINE, 11.04.
AGAIN IS A ENGINEERING RECOMMENDATION TO CHANGE, UM, UNDER RULES AND REGULATIONS BY DIRECTOR THAT NO DRIVEWAY OR THE NEAREST EDGE OF SUCH DRIVEWAY IS LESS THAN 65 FEET FROM THE INTERSECTING CURB LINE ON THE STOP SIDE OF ANY MAIN THOROUGHFARE, THAT WOULD BE CHANGED TO 40 FEET FROM THE END OF THE RADIO PORTION OF ANY CURB AT A STREET INTERSECTION.
UH, SIMILARLY IN SECTION NINE, 15.03 DESIGN REGULATIONS, UH, THE LANGUAGE HAS CHANGED, UH, IN THE SAME WAY FROM 40 FEET FROM A STOP BAR OR A CROSSWALK ON RESIDENTIAL INTERSECTIONS TO 40 FEET FROM THE END OF THE RADIO PORTION OF ANY CURB AT A STREET INTERSECTION, SECTION NINE, 11.02 DUTY TO REPAIR AND CLEAN SIDEWALKS AND CURBS.
THIS IS LARGELY JUST A GRAMMATICAL CHANGE.
UH, CHANGING THE WORDS IS TO R TO, UH, MAKE THE POOL PLURAL, UH, GRAMMAR, UH, WORK PROPERLY, UM, IN THIS PARTICULAR SECTION OF THE CODE SECTION 9 1 9 0.01, WHICH IS PROCEDURES, UH, RELATED TO, UH, PETITIONS FOR LIGHTING DISTRICTS.
UH, CURRENTLY IT SAYS THAT, UM, NOTICE OF A PASSAGE OF OUR RESOLUTION RELATED TO A DISTRICT IS MAILED TO ALL AFFECTED PROPERTY OWNERS.
UM, WE'RE RECOMMENDING A CHANGE THAT IS MAILED TO ALL MEMBERS OF THE PROPOSED LIGHTING DISTRICT.
SO, UM, THAT JUST THOSE RESIDENTS WHO WOULD BE CONTAINED IN THE LIGHTING DISTRICT WOULD BE REQUIRED TO RECEIVE THAT NOTICE SECTION 9 20 0 7, UM, DEALS WITH REVOCATION, DENIALS, AND APPEALS OF, UH, DECISIONS BY THE, UH, CITY ENGINEER RELATED TO PERMITS OR OTHER TYPE OF WORK.
UM, THIS IS BASICALLY A REWRITE OF THIS SECTION.
I WON'T GO INTO ALL THE DETAILS, BUT I COULD ATTEMPT TO ANSWER QUESTIONS IF, UM, SOMEONE HAD SOME SPECIFIC QUESTIONS, BUT AT, UH, MAKES IT MORE CLEAR WHAT THE PROCESS IS WHEN THE CITY ENGINEER MAKES A DECISION TO DENY OR REVOKE A PERMIT, UM, HOW THE CITIZENS COULD GO ABOUT, UH, APPEALING THAT DECISION AND WHAT RIGHTS THEY HAVE IN THE PROCESS, UH, SPELLED OUT A LITTLE BIT MORE CLEARLY THAN IT WAS IN THE PREVIOUS CODE SECTION, UM, 9 21 0.0 4.10 ALSO DEALS WITH APPEALS AND DENIALS AND REVOCATIONS OF PERMITS.
AND, UM, THIS IS, UH, IN THE SAME WAY, MIRRORING SOME OF THE LANGUAGE IN THE PREVIOUS SECTION A TO SPELL THAT OUT MORE CLEARLY AND ESTABLISH SOME TIMEFRAME TIMEFRAMES FOR WHEN THOSE, UH, APPEALS, UH, NEED TO TAKE PLACE.
AND WHEN THE TIMEFRAMES ARE FOR OUR RESPONSE TO THOSE APPEALS, SECTION 9 22 0.02 STORMWATER CHARGE, GENERALLY, UM, JUST CHANGING, UM, LINE THAT READS ALL RESIDENTIAL PROPERTIES TO SPECIFY THAT THESE CHARGES ONLY APPLY TO ALL SINGLE FAMILY, RESIDENTIAL PROPERTIES, SECTION 9 22 0.03 DEFINITIONS, UM, WE'RE STRIKING OUT GREEN COUNTY.
UM, AT ONE TIME THERE WAS ONE PARCEL IN GREEN COUNTY.
THERE WAS A PART OF THE CITY OF HUBER HEIGHTS.
AND SO WHEN THEY DEFINE COUNTY, IT LISTS MONTGOMERY, MIAMI AND GREEN CURRENTLY IN THE CODE, UH, THAT PARCEL IS NO LONGER, UH, WITHIN THE CITY LIMITS OR JURISDICTION.
SO WE'RE RECOMMENDING THAT GREENE COUNTY BE REMOVED, UH, FROM THAT SECTION SECTION
[00:35:01]
9 22 0.13 PERMITS AND PLAN REVIEWS.UH, THERE'S JUST KIND OF A HANG ON SENTENCE THAT WAS IN ONE OF THESE SECTIONS THAT SAID PLANS THAT ARE NOT APPROVED MAY BE RESUBMITTED, BUT THEN THE NEXT SENTENCE SAYS PLANS THAT ARE NOT APPROVED MAY BE RESUBMITTED AFTER REVISIONS ARE MADE.
SO WE'RE JUST STRIKING THE FIRST SENTENCE AS REDUNDANT SECTION 9 22 0.30, WHICH IS ADJUSTMENT OF SERVICE CHARGES.
UM, THIS IS JUST A CHANGE IN THE WORDING FROM APPEAL, UH, TO APPLICATION ADJUSTMENT, WHICH IS THE PROPER NAME OF THE DOCUMENT THAT'S BEING REFERRED TO IN THIS SECTION, A SECTION 9 23 0.03 WAYS TO BE DISCHARGED IN SANITARY SEWER.
UH, WE CHANGED THE NAME OF THE FORMER MIAMI CONSERVANCY DISTRICT TO TRI-CITIES AUTHORITY, WHICH IS THE PROPER NAME FOR THAT AT THIS TIME, SECTION 9 23 0.04 SEWER USE.
AND PRE-TREATMENT, UM, THERE IS JUST A COUPLE STRIKETHROUGHS OF, UM, SOME LANGUAGE, UH, THAT'S NOT SUBSTANTIAL.
AND THEN CHANGING THE CODE REFERENCE TO, UH, THE FEDERAL REGISTER OF OCTOBER 17TH, 1999, UH, PART FOUR, AND ADDING THE WORDS OR AS AMANDA ITSELF, THERE'S UPDATES TO THAT PARTICULAR PART OF THE FEDERAL REGISTER AND THOSE STANDARDS, THEN THEY'LL AUTOMATICALLY BE ADOPTED BY REFERENCE SECTION 9 23 0 8 BUILDING AND DELINQUENT WATER ACCOUNTS.
UM, THERE WAS AN EFFORT BY SOME OF THE MEMBERS OF THE COMMISSION TO, UH, MAKE THE LANGUAGE OF THE CODE, GENDER NEUTRAL.
SO, UM, WHERE WE HAVE MANMADE PONDS, UH, IT'S BEEN CHANGED TO, UH, THE RECOMMENDATION IS ANY WAY TO ARTIFICIAL BONDS.
AND THEN, UM, IN THE SECTION, IT TALKS ABOUT, UM, GETTING A REBATE FOR FILLING CERTAIN TYPES OF BODIES OF WATER.
CURRENTLY THE CODE STATES, UH, PONDS LAKES, OR OTHER SIMILAR BASINS, THE RECOMMENDATION WAS TO ADD SWIMMING POOLS TO, UH, THAT SECTION OF THE CODE, UH, FOR A REBATE BECAUSE, UH, THAT IS WHAT IS ACTUALLY HAPPENING IN PRACTICE.
IT JUST WASN'T SPECIFIED IN THE CODE THAT THE WATER DEPARTMENT DOES ALLOW TO REBATES.
WHEN YOU, UH, ON THE SEWER SIDE, WHEN YOU FILL A SWIMMING POOL AS WELL, UH, SECTION 9 23 0.10 COMPLAINTS AND APPEALS.
UM, WHEN SOMEBODY HAS A COMPLAINT ABOUT, UH, THE BILLING OF THEIR WATER BILL, UH, THOSE ARE SENT TO THE CITIZENS, WATER AND SEWER ADVISORY BOARD, BUT THERE WAS, UM, NO TIME LIMITATION ON WHEN THOSE COULD BE FILED.
SO CURRENTLY SOMEONE COULD WAIT FIVE YEARS AND THEN, UH, FILE A COMPLAINT ABOUT THEIR BILLING.
UM, THIS PUTS A REQUIREMENT THAT THEY MUST, UH, MAKE AN APPEAL AND FILE THAT APPEAL WITHIN 30 DAYS OF THE DATE OF THE BILL BEING APPEALED.
SO THAT, UM, THAT MAKES THAT, UH, FINAL AFTER THAT POINT THAT THERE, THEY WOULD HAVE NO RIGHT OF APPEAL AFTER THAT 30 DAY PERIOD SECTION, UH, 9 24 0 1, UM, IS JUST ADDING A REFERENCE TO THE FEDERAL WATER POLLUTION CONTROL ACT, UM, SECTION 9 29 0.38 BILLING COMPLAINTS.
UM, THESE ARE, UH, ANOTHER TYPE OF BILLING DISPUTES, UH, RELATED TO WATER.
AND, UM, THIS IS IF THEY, UM, FILE A COMPLAINT AND IT'S TURNED DOWN BY THE WATER AND SEWER ADVISORY BOARD, THEN THEY HAVE A RIGHT TO APPEAL THAT DECISION OF THE BOARD.
AND, UH, THIS ADDS LANGUAGE AGAIN, TO SPECIFY THE TIMEFRAME FOR AN APPEAL.
AND, UH, THE RECOMMENDATION IS SUCH APPEALS MUST BE FILED WITHIN 60 DAYS OF THE DATE OF THE BILL BEING APPEAL, SECTION 9 32 0 7 TYPE OF PROTECTION REQUIRED.
UH, THIS JUST AS A GRAMMATICAL CORRECTION TO SPELL, UH, CHANGE THE SPELLING OF PRINCIPLE, UH, PAL TO PRINCIPLE P L E A, WHICH WAS THE CORRECT REFERENCE, ALMOST DONE SECTION 9 35 0 2 LEGAL ANALYSIS.
UM, WE JUST THOUGHT THIS ONE STATEMENT IN THE SECTION WAS KIND OF, UM, DEMEANING AND THAT IT STATES THE LEGAL ANALYSIS IS VERY SIMPLE.
AND FOR WHATEVER REASON, IT JUST HAD THAT STATEMENT IN THERE.
I WOULD LIKE TO CLARIFY THAT FOR SOME REASON.
SO, UH, WE'RE JUST STRIKING THAT, UH, SENTENCE OUT IN THE RECOMMENDATIONS
[00:40:01]
SECTION 9 43 0.02 DEFINITIONS, UM, DEFINING THE PARKS AND RECREATION DIVISION MANAGER, UH, SHALL MEAN THE S UH, THE PARKS MANAGER, UH, PREVIOUSLY IT SAID IT SHALL MEAN THE CITY MANAGER OR OTHER PERSON APPOINTED BY COUNCIL.SO THAT'S JUST TO CLARIFY, UH, THE NEW POSITION THAT WAS CREATED WITH THE PARKS MANAGER, SECTION 9 43 0 4 PARK FACILITIES.
UH, THIS IS A SECTION THAT HAS A LIST OF ALL THE CITY PARKS.
UM, WE, UH, HAVE A CHANGE IN HERE TO, UH, HAVE THE FULL NAME OF THOMAS A CLOUD MEMORIAL PARK.
THE MEMORIAL WAS SLAPPED OFF IN THE CODE.
UH, THERE'S SOME OTHER SMALL, UH, SPELLING AND GRAMMATICAL CHANGES TO SOME OF THE PARKS.
UH, WE'VE ALSO, UM, IN HERE REMOVED WILD VIEW PARK, UH, WHICH I THINK IF I'M CORRECT WILD VIEW HAS BECOME PART OF DIAL IS WHAT'S KNOWN AS THE DIAL PARK NOW, UM, WE'VE ADDED THE HUBER HEIGHTS COMMUNITY CENTER AND THE PARK AREAS SURROUNDING THAT TO THIS LIST.
UH, WE'VE ADDED, UM, THE FLYER FIELD IT KITTY HAWK PARK, WHICH IS THE DOG PARK WE'VE, UH, CHANGED THE NAME OF KITTY HAWK PARK FROM MENLO KITTY HAWK TO JUST KITTY HAWK PARK, AS IT CURRENTLY STANDS, UM, ADD A DIAL PARK INTO HERE AND THEN ADDED THE RECREATION COMPLEX AT THE HEIGHTS, WHICH INCLUDES THE CITY PARK AREA AROUND THE CRUDER AQUATIC CENTER AND THE EICHELBERGER AMPHITHEATER.
SO THAT JUST BRINGS THAT PARK LIST ALL CURRENT AND COMPLIANT IN THE CODE, UH, SECTION NINE 50.05 PLANS.
UM, AGAIN, IT'S A GRAMMATICAL CORRECTION RIGHT NOW SAYS MAYOR LAND DISTURBANCE INSTEAD OF MAJOR LAND DISTURBANCE.
SO WE'RE CHANGING THAT, UM, SECTION 9 51 0 1 FEE SCHEDULE.
THESE ARE FEES ESTABLISHED BY THE ENGINEERING DEPARTMENT FOR DIFFERENT SERVICES THAT THEY PROVIDE AND CHARGE FOR.
UH, WE'RE JUST BRINGING THE FEE SCHEDULE UP TO WHAT IS ACTUALLY IN PRACTICE.
AND SO THERE'S SOME, UH, INCREASES TO THOSE FEES TO REFLECT WHAT IS ACTUALLY BEING CHARGED AT THIS POINT.
SO, UH, THAT IS ALL THE REFERENCE SHEET RECOMMENDED CHANGES AND PARDON I, SO BE HAPPY TO ANSWER ANY QUESTIONS IF ANYBODY HAD ANY THAT'S A LITTLE TECHNICAL, ANY QUESTIONS? THANK YOU.
I DO HAVE A FEW, UM, TONY AND, UH, NINE 20.07, THE, UM, UH, THE APPEALS I NOTICED IN THE REWRITE, UH, IN SECTION B, UM, WE, WE LIST OUT, UM, UH, CALENDAR DAYS AND BUSINESS DAYS, UM, IS THAT MEANT TO BE KIND OF FLUENT THROUGHOUT THE LANGUAGE BECAUSE I NOTICED ON DOWN AND WE JUST LIST OUT DAYS.
IT DOESN'T LIST OUT CALENDAR DAYS VERSUS BUSINESS DAYS.
AND, UM, IN THE, UH, SECTIONS THAT WE CHANGED, WE TRIED TO HAVE, UH, SOME ADDITIONAL DEFINING OF THOSE BECAUSE IT DID SEEM TO BE INCONSISTENT.
UH, WE DID NOT HAVE THE OPPORTUNITY TO GO THROUGH EVERY SECTION OF THE CODE AND STANDARDIZE THAT THROUGHOUT, BUT THE ONES THAT WERE BEING CHANGED WERE BROUGHT INTO COMPLIANCE.
YEAH, BECAUSE I NOTICED AS WE WERE GOING DOWN WITH THE CHANGES THAT THE ORC COMMISSION DID, DID REFERENCE CALENDAR DAYS AND BUSINESS DAYS, BUT THERE WAS A LOT OF OTHERS THROUGHOUT THIS, UM, THAT WE DIDN'T IDENTIFY THAT.
I DON'T KNOW IF THAT'S SOMETHING WE AS A COUNCIL JUST WANT TO GO AHEAD AND LOOK AT NOW, UM, OR, YOU KNOW, HOW WE WANT TO PROCEED WITH THAT.
I WOULD SAY IF WE WANT TO DO A MORE COMPREHENSIVE LOOK AT THAT, AND THERE'S COUPLE OTHER ISSUES THAT THAT WOULD PROBABLY BE A VALID PROPOSITION FOR DOING, UM, THAT THAT WOULD PROBABLY BE SEPARATE FROM THIS PROCESS.
IT'S MORE OF A CLERICAL TASK THAN IT IS A TASK OF THE ORDINANCE REVIEW COMMISSION, BECAUSE YOU'RE NOT REALLY SUBSTANTIALLY CHANGING ANYTHING.
UM, AND THERE ARE, UH, ABILITIES FOR US TO CONTRACT WITH OUR CODIFICATION PROVIDER TO PERFORM A TASK LIKE THAT.
IF WE WANT TO STANDARDIZE SOMETHING ACROSS THE ENTIRE CODE, I KNOW WE'RE GOING TO HAVE THAT ISSUE COMING UP.
UH, WHEN WE TALK ABOUT PART OF THE LAVIN, UM, THERE WAS A DECISION MADE TO LIKE RIGHT NOW THERE'S KIND OF REFERENCES TO ASSESS THE RESTRUCTURES AND ASSESS REBUILDINGS BEING USED INTERCHANGEABLY IN THE CODE.
I THINK, UH, SCOTT'S RECOMMENDATION WAS TO GO WITH THIS SENSORY STRUCTURE, RIGHT? SO WE'RE GOING TO HAVE TO HAVE SOMEBODY REVIEW ALL THOSE RELEVANT SECTIONS OF THE CODE AND, AND STANDARDIZE THAT LANGUAGE.
SO, UM, MY RECOMMENDATION WOULD
[00:45:01]
BE, IF THAT'S SOMETHING WE WOULD LIKE TO SEE, I DON'T THINK IT SHOULD HOLD UP THIS PART OF THE PROCESS, BUT, UH, WE COULD, UH, GIVE DIRECTION TO OUR CODIFIED CODIFICATION PROVIDER, UH, TO UNDERTAKE SOME OF THOSE TASKS AND, UH, BRING BACK THOSE RECOMMENDATIONS AS A SEPARATE PIECE.SO I KNOW ONE OF THE AREAS THAT IT DID KIND OF POINT OUT TO ME WAS THE APPEALS AT 9 21 0.04 POINT 10, WHERE, UM, WE LISTED OUT, UH, THE 21 DAYS.
UM, IT STATES THE RECIPIENT MUST REQUEST AN APPEAL OF A HEARING WITHIN 21 DAYS WHERE THROUGHOUT THE BEGINNING OF THAT, WE LIST OUT BUSINESS DAYS.
UM, AND CALENDAR DAYS THAT ONE WEEK WE COULD JUST MAKE THE CHANGE, UM, JERRY DRAFTED THIS PART OF IT.
SO IT MIGHT'VE JUST BEEN, SO YEAH, WE COULD, UH, I ASSUME THAT IT WOULD BE CALENDAR DAYS, BUT I COULD MAKE THAT VERIFICATION.
AND, UM, WE COULD HAVE THAT, YOU KNOW, CHANGED IN THIS ORDINANCE FOR THAT PARTICULAR SECTION, SINCE THAT IS ONE WE'RE ALREADY CHANGING.
AND THE LAST COMMENT THAT I, THAT I HAVE ON THIS IS, UM, WHERE WE GO INTO IDENTIFY, UM, WITH THE CITIZENS' WATER AND SEWER BOARD, UH, ON THE, UH, THE REBATE PORTION FOR SWIMMING POOLS.
I THINK THAT'S A GREAT WE'RE DOING THAT.
UM, AND IT ALSO TALKS ABOUT, UH, HOW YOU CAN FILE AN APPEAL WITH THE CITIZENS' WATER AND SEWER BOARD, HOWEVER, NOWHERE ON OUR WATER BILLS.
DOES IT GIVE ANY OF THOSE DIRECTIONS TO OUR RESIDENTS AS WE STAND TODAY? UM, YEAH.
I DON'T KNOW HOW PEOPLE ARE MADE AWARE OF THAT OTHER THAN SOMEONE CONTACTING THE WATER DEPARTMENT.
AND THEY'RE TOLD THAT SCOTT MIGHT BE ABLE TO ANSWER, SO YES, THAT'S IT.
IF SOMEBODY CALLS INTO QUESTION THEIR BILL IN, IN SOME WAY THAT IS SOMETHING THAT CAN BE PROVIDED TO THEM BY THE WATER DEPARTMENT.
SO, UM, I'LL GET WITH, UH, MS. WIDEN AND SEE ABOUT PROCESS ABOUT GETTING THAT INFORMATION OUT.
UM, IF THERE ISN'T OUR WEBSITES AND THOSE KINDS OF THINGS TO MAKE SURE THAT IT'S ON THERE.
UM, SO OFF THE TOP OF MY HEAD, I DON'T KNOW WHAT IT IS.
WELL, I DO KNOW, CAUSE I WAS PULLING IT UP WHILE WE WERE GOING THROUGH THIS.
I KNOW ON PAGE TWO, YOU KNOW, EVER SINCE WE WENT WITH FIRST BILLING, UM, YOU KNOW, WITH SUEZ TO, TO UPDATE AND MAKE OUR, OUR BILLING SYSTEM MORE FLUID, UM, PAGE TWO WAS LITERALLY DEDICATED TO EMERGENCY CONTACTS.
KNOW WHAT IF SCENARIOS, THINGS OF THAT NATURE, BUT THAT IS THE ONE THING THAT IS LEFT OFF.
UM, SO, YOU KNOW, I THINK, YOU KNOW, IN ORDER TO HELP EMPOWER THAT BOARD A LITTLE BIT MORE, I THINK WE NEED TO EDUCATE OUR RESIDENTS ON THAT PROCESS.
UM, AND I DO BELIEVE THAT PROCESS IS STATED ON OUR WEBSITE.
HOWEVER, IT IS ALSO VERY DIFFICULT TO FIND.
IF WE ADDED IT TO THERE SOMEWHERE, THEN WE WOULD USE THIS NEW LANGUAGE THAT WE'RE CLEARLY ESTABLISHES THE PROCESS AND THE TIMELINES INVOLVED.
IF I MAY, SOMETHING TO THINK ABOUT, ABOUT YOUR ORIGINAL QUESTION ABOUT DAYS, MAYBE THERE'S A WAY TO JUST DO LIKE IN THE DEFINITIONS PORTION THAT UNLESS IT'S SPECIFICALLY STATED BUSINESS DAYS, ANY REFERENCE TO DAYS IS CALENDAR DAYS, SOMETHING LIKE THAT.
AND THAT'S DONE COMMONLY TOO, THAT PREVENTS YOU FROM HAVING TO GO BACK AND WRITE EXACTLY.
ANY OBJECTIONS TO MOVING THAT ON TO MONDAY? AND THIS CAN GO TO TWO READINGS.
SO FIRST READING ON MONDAY AND
[ * Part Fifteen - Fire Prevention Code]
THE NEXT UP IS PART 15, THE FIRE PREVENTION.THIS IS JUST A VERY SHORT ONE.
UM, IN FACT, UM, I HAD AT THE LAST MEETING BRIEFED YOU ON THE CHANGES THAT WE HAD AT THAT TIME TO PART 15, WHICH WAS ONLY ONE CHANGE, UH, SUBSEQUENT TO THAT AT OUR FINAL MEETING OF THE ORDINANCE REVIEW COMMISSION, UH, THERE WAS TWO ADDITIONAL RECOMMENDATIONS IN THE ART 15 OF THE FIRE CODE.
SO I'M GOING TO REVIEW THOSE VERY QUICKLY HERE.
AND THEN THE RECOMMENDATION WOULD BE, UM, THIS HAS ALREADY HAD A FIRST READING AS MOVED TO A SECOND READING.
UM, SO THE, THE ASK WOULD BE TO, UM, AT THE SECOND READING AMANDA, THIS PARTICULAR ORDINANCE TO ADD THESE TWO ADDITIONAL, UH, CHANGES TO PART 15, UH, PRIOR TO ADOPTION OF THAT ORDINANCE.
UM, THE FIRST IS SECTION 1, 5 1 7 0.09, RIGHT OF APPEAL.
UM, AND THE SECOND IS 1, 5, 1 7 0.06.
AND BASICALLY THESE RECOMMENDED CHANGES ARE VERY SIMILAR.
UM, IN THE RESPECT THAT, UH, CURRENTLY, UM, NOTICE OF THESE TYPES OF AVAYA VIOLATIONS OR APPEALS, UH, BY A PERSON, AGREE BY A DECISION OR INTERPRETATION OF THE FIRE, UH, FIRE OFFICIAL, UH,
[00:50:01]
THE NOTICE HAS ONLY GIVEN EITHER TO THE, UM, THE OWNER, UM, OR THE TENANT AND, UM, THE ISSUE THAT HAD COME UP AND IT WAS THE SUBJECT OF A LOT OF DISCUSSION WAS THAT, UM, YOU COULD HAVE A TENANT WHO WAS VIOLATING, UM, CERTAIN ASPECTS OF THE FIRE CODE AND GET SERVED A NOTICE OF A VIOLATION.AND MAYBE THE HOMEOWNER IS NOT EVEN AWARE OF THAT AND THE POTENTIAL FOR IF THE TENANT WOULD NOT, UM, CORRECT THOSE VIOLATIONS IN A TIMELY MANNER.
AND THERE WOULD BE SOME OTHER ACTION TAKEN OR FINES LEVIED.
UM, THOSE GENERALLY ARE APPLIED TO THE PROPERTY OWNER.
SO, UM, THE RECOMMENDED CHANGE WAS THAT BOTH THE TENANT AND THE OWNER BE NOTIFIED OF THESE TYPES OF VIOLATIONS, UM, SO THAT, UM, THE OWNER WOULD NOT BE KIND OF LEFT IN THE DARK ABOUT SOMETHING THAT'S HAPPENING IN THEIR OWN PROPERTY.
AND DON AND GLEN, IF YOU WANT TO ADD ANY MORE TO THAT, YOU WERE PART OF THAT DISCUSSION.
I THINK THAT'S THE GIST OF IT MAKES SENSE.
SO THAT'S IT FOR THAT? SO THE RECOMMENDATION WOULD BE TO JUST ADD THESE TO THE, UH, PENDING ORDINANCE AND AMANDA AT THE SECOND READING OBJECTION, I JUST WENT TO A STATE THAT YOU GUYS JUST HEARD TONY READ THROUGH ALL THAT.
AND I KNOW YOU'RE ALL THINKING THE SAME THING.
THIS ORDINANCE REVIEW COMMISSION MUST HAVE BEEN ONE WILD CRAZY TIME.
IT WAS, UH, IT WAS ARRIVED WASN'T POINT.
SO, UM, AND I DO WANT TO THANK COUNCILMAN BAKER WHO CAME TO ONE OF THE ORDINANCE REVIEW MEETINGS AND ACTUALLY STAYED THROUGH THE ENTIRE THING.
UH, IT WAS PRETTY AMAZING ON A SERIOUS NOTE.
I WANT TO THANK TONY ROGERS, UH, FOR KEEPING US ON TRACK THROUGHOUT THE ENTIRE PROCESS.
AND IT WAS SPECIAL THANKS TO JIM LS FOR LEADING US THROUGH THOSE MUDDY, MUDDY WATERS OF, UH, ORDINANCE REVIEW.
IN THE QUESTIONS OR OBJECTIONS.
YES, I, I DID HAVE ONE, ONE QUESTION TO THAT, CAUSE I DO KNOW IN PREVIOUS ORDINANCES, WHEN WE, UM, TALK ABOUT HOW WE'RE NOTIFYING PROPERTY OWNERS AND TENANTS, UM, OR, YOU KNOW, LANDOWNERS, WE TALK ABOUT USING THE LAST KNOWN TAX MAILING ADDRESS, IS THAT SOMETHING WE WANTED TO PUT IN HERE? SO WE IDENTIFIED HOW WE REACHED TO THE ADDRESS AND I DON'T KNOW THE CONVERSATION.
I DON'T, I DON'T THINK YOU WANT TO GET THAT SPECIFIC.
AND IN TERMS OF THE PROCESS OF IDENTIFYING HOW YOU'RE GOING TO ADVISE SOMEBODY, THOSE ARE USUALLY ESTABLISHMENT DEPARTMENTAL PROCEDURES FOR DOING SO, UM, THIS IS JUST THE BIG PICTURE OF WHO NEEDS TO BE NOT DIVIDED.
THEN IT WOULD BE UP TO THE APPROPRIATE STAFF TO DETERMINE HOW THAT NOTIFICATION WOULD BE MADE OR IDENTIFY, YOU KNOW, THE PARTIES IDENTIFY 'CAUSE.
I, I DO KNOW, I MEAN, JUST IN OUR LAST READING, UM, OR THE ONE WE JUST WENT OVER, IT DID IDENTIFY THAT, THAT LAST KNOWN TAX MAILING ADDRESS.
SO I JUST WANTED TO MAKE SURE AGAIN, TO STAY, YOU KNOW, CURRENT THROUGH THE REST OF OUR ORDINANCES AS WE MOVE THROUGH THIS, IF THAT'S SOMETHING WE WANT TO MENTION WHEN WE'RE LOOKING AT SPEAKING WITH PROPERTY OWNERS, AGAIN, I KNOW THE RSC WAS WILD AND CRAZY, BUT I DON'T WANT TO ADD ANY MORE TO IT.
I JUST WANT TO MAKE SURE AS WE'RE GOING THROUGH IT, WE'RE STAYING CURRENT.
UM, I WOULD SIMPLY AGREE WITH TONY ON THIS, THAT THE CONCERN WAS WHO WAS BEING NOTIFIED, NOT THE METHOD OF NOTIFICATION AND SO LONG AS THEY'RE BEING NOTIFIED AND THE DEPARTMENT TAKES CARE OF THAT.
WE JUST WANT TO MAKE SURE ALL PARTIES WERE NOTIFIED THROUGHOUT THE PROCESS.
OTHER QUESTIONS AND OBJECTIONS.
[ 2022 City Council Meeting Schedules/Times]
IS ITEM THREE IN WHICH IS THE 2022 CITY COUNCIL MEETING THE SCHEDULE AND TIMES.SO, UM, I PUT IN THE PACKET, UH, THE PROPOSED, UH, SCHEDULES FOR THE WORK SESSIONS AND CITY COUNCIL MEETINGS FOR 2022, UH, GOING BY A SIMILAR SCHEDULE THAT WE FOLLOWED, UH, CURRENTLY, UM, ALREADY TAKING INTO ACCOUNT ELECTION YEAR, NEXT YEAR AND A NATIONAL LIGHT OUT.
SO WE DON'T HAVE TO MAKE THOSE CHANGES.
UM, AFTER THE FACT, ONCE THE SCHEDULE IS DISTRIBUTED, UM, THERE IS SOME ADVANTAGE TO APPROVING THESE EARLY SO THAT WE CAN START TO ENTER THESE IN OUR DIFFERENT DATABASES AND GET THEM ONTO THE DIFFERENT CALENDARS.
OR I KNOW BRIAN WAS ALREADY ASKING ME THE OTHER DAY ABOUT, UM, YOU KNOW, PLOTTING OUT SOME, UH, MEETINGS FOR ITEMS COMING FORWARD IN 2022.
UM, THE OTHER THING, UH, RELATED TO THIS BEYOND JUST, UH, RECOMMENDING THAT WE HAVE A MOTION TO APPROVE THESE SCHEDULES AT MONDAY'S AGENDA, LIKE WE'VE DONE IN THE PAST.
UM, SEVERAL COUNCIL MEMBERS HAD BROUGHT UP, UH, UH, WANTING TO HAVE SOME DISCUSSION ABOUT THE TIMES OF THESE MEETINGS.
AND, UM, SO THIS AGENDA ITEM WAS TO DO THAT BEFORE WE FINALIZE THESE SCHEDULES, WE ARE GOING TO MAKE CHANGES TO THE MEETING TIMES.
[00:55:01]
INAPPROPRIATE, UH, JUNCTURE TO DO THAT.AND, UM, THEN I COULD INCLUDE THE RE BUYS TIMES IF THERE ARE ANY, UM, IN ANY SUBSEQUENT DISTRIBUTION OF THOSE, UH, MEETING SCHEDULED AT THE TIME SUGGESTED CHANGES ON THE, JUST THE COUNCIL MEETING AGENDA OR A MEETING SCHEDULE OR WORK SESSION.
YOU WANT US TO SPEAK TO THIS? I DON'T WANT TO CALL YOU OUT.
I THINK IT WAS MORE HAVING THE SAME TIMES FOR BOTH MEETINGS WITH DIFFERENT TIMES.
PEOPLE HAVE SAID, WHY IS THIS TUESDAY DIFFERENT THAN MONDAY NIGHT MEETINGS? AND I SAID, WELL, BECAUSE THE WORK SESSIONS TAKE LONGER.
SO WE START EARLIER AND IT JUST BE NICE TO HAVE THAT CONSISTENCY OF A REGULAR START TIME.
LIKE ALL OF OUR MEETINGS START AT SIX 30 EVERY TIME THEY WOULD, PEOPLE WOULD JUST KNOW THAT'S ALL.
AND THE DISCUSSION AROUND THE BEATING SCHEDULE HAVING MAYBE WORK SESSIONS IN COUNCIL MEETING STARTED AT SIX 30.
SO LET'S JUST SAY MEETING TIME OR, UH, ONE AT SIX, ONE AT SIX 30.
SO YEAH, I MEAN, YOUR OPTIONS WOULD BE TO KEEP IT THE SAME.
UM, YOU COULD DO THEM BOTH AT SIX, BOTH AT SIX 30, BOTH AT SEVEN.
THAT WOULD BE ABOUT THE MAJOR OPTIONS.
RICHARD, I PERSONALLY LIKE HAVING THEM BOTH AT THE SEVEN.
I, I DO AGREE WITH COUNCILMAN BAKER.
I THINK, UH, YOU KNOW, HAVING SOME CONSISTENCY, UH, THE REASON I SUGGEST A SEVEN O'CLOCK FOR BOTH THAT DOES GIVE, UH, THOSE WHO ARE, UH, WORKING A NINE TO FIVE JOB, EIGHT TO FIVE, A TIME TO COME HOME.
UH, MAYBE HE GET SOME DINNER FOR THE KIDS, UH, YOU KNOW, GET THEM TAKEN CARE OF IF THEY CHOOSE TO COME UP HERE FOR THOSE MEETINGS.
AND WHAT ELSE? THE ONLY DEVIL'S ADVOCATE I WOULD SAY ON THAT IS, UH, CITY STAFF, UM, YOU KNOW, ARE ALREADY SOMETIMES WORKING THE WHOLE DAY.
AND THEN, YOU KNOW, WHEN THEY'RE NOT STARTING UNTIL SEVEN AND THE ONLY THING WITH THE WORK SESSIONS STARTING LATER THAN THEY ALREADY DO IS, UM, THOSE ARE OUR MEETINGS THAT TEND TO GO LONGER IN THE EVENINGS SOMETIMES.
SO IF YOU'RE NOT STARTING AT SEVEN AND WE HAVEN'T HAD THIS AS MUCH CURRENTLY, BUT IN THE PAST, WE HAVE BEEN IN HERE WITH WORK SESSIONS TILL MIDNIGHT AND ONE O'CLOCK IN THE MORNING.
SO, UH, THAT'S JUST ONE THING TO CONSIDER.
I'M NOT SUGGESTING EITHER WAY I'M SURE.
I THINK, I MEAN, UH, BOTH STARTING AT SIX 30, I MEAN, INTEGRATED, I THINK THE ISSUE, OR EVEN FROM A STAFF PERSPECTIVE IS, UM, CAUSE THE WORK SESSIONS OR THE STAFF, YOU KNOW, STAFF IS ALWAYS HERE FOR ALL, FOR ALL THOSE DISCUSSIONS.
AND YOU KNOW, WE'VE SEEN SOME TIMES, UM, THE ITEM THAT SOME THINGS COME UP ON THE AGENDA, YOU KNOW, WE'VE GOT SOMEBODY, YOU KNOW, SITTING HERE UNTIL 10 O'CLOCK BEFORE WE EVEN GET TO AN ITEM THAT THEY'RE, UH, SCHEDULED TO TALK ON.
SO, UM, I MEAN, I THINK THE CONSISTENCY MAKES SENSE.
I THINK JUST THE DISCUSSION ABOUT WHAT THE, WHAT THE, WHAT THE PROPER TIME WOULD BE.
MARK, DO YOU HEAR FROM STAFF PLEASE? HOW HAS SIX O'CLOCK WORK SESSIONS WORKED? SIX O'CLOCK I THINK WORKS GREAT, BUT WE SERVE AT THE, UH, THE WILL OF COUNCIL.
SO WHATEVER TIME YOU WOULD LIKE US TO BE HERE, WE WILL BE HERE.
BUT, UH, THE SIX O'CLOCK WORK SESSIONS SEEM TO WORK OUT GREAT, UH, FOR, BECAUSE YOU DO HAVE MORE STAFF MEMBERS HERE, UM, THAT FROM A TYPICAL DAY ONLY STAY ONE MORE HOUR.
SO EARLIER IS ALWAYS BETTER FROM THAT END, BUT STAFF WILL DO WHATEVER.
SO MY IDEA OR THOUGHT WOULD BE TO HAVE THOSE START AT SIX.
AND THE DISCUSSION AROUND THAT, I MEAN, WE'VE KIND OF AGREE THAT WE NEED TO MAKE BOTH MEETINGS AT THE SAME TIME.
SO WE'RE JUST GOING TO COME TO CONSENSUS ON WHERE THEY'RE GOING TO BE 6, 6 30 OR SEVEN, THEN I'M GOOD WITH THE CURRENT TIMES, I GUESS IF I WERE TO KIND OF COMBINE THEM TOGETHER, I'D MAYBE SPLIT THE DIFFERENCE AND CALL IT SIX 30 ON BOTH OF THEM.
UM, I DON'T KNOW IF THAT WOULD MAKE A BIG DIFFERENCE IN STAFF OR NOT, BUT OTHERWISE THE MEETING TIMES I AM NOT CONCERNED.
HOW DO YOU THINK STAFF ISSUE IS, IS KIND OF IMPORTANT ONLY BECAUSE IT ISN'T JUST, UM, SCOTT AND RYAN WERE TALKING ABOUT OFTENTIMES, SO WE'VE GONE ON, ESPECIALLY FOR THE WORK SESSIONS WE'VE GONE AS WE HAD TONIGHT, ROSS, MIKE GRAVE, OTHER PEOPLE THAT ARE ALREADY PUT IN ALL DAY.
SO, UM, I TEND TO LEAN TOWARDS THE SUCH CLOCK.
I UNDERSTAND WHAT RICHARD IS COMING FROM, BUT AS LONG AS WE CAN GIVE SOMETHING CONSISTENT, MORE SO FOR THE PEOPLE WHO WANT TO ATTEND, IT WAS LIKE FIXING THE TIME FOR BOTH MEETINGS MICROPHONES.
[01:00:04]
OKAY.SO IT HAD ONE FOR BOTH AT SEVEN TWO FOR BOTH AT SIX, ANY OTHER DISCUSSION AROUND THIS BEFORE I MAKE OFFICIAL RECOMMENDATION.
SO IT LOOKS LIKE THERE'S, UH, TWO PEOPLE ARE IN FAVOR OF SIX, ONE FOR SEVEN, ANY OBJECTION TO MOVING THEM, BOTH MEETING.
SO 6:00 PM MOVING FORWARD IN 2022, IT'D BE NICE TO BE CONSISTENT.
AND THE THOUGHTFUL OF THE STAFF, BECAUSE THEY'VE ALREADY PUT IN AN EIGHT OR 10 HOURS.
AND I HAVE HAD SEVERAL INSTANCES WHERE PEOPLE HAVE COME TO A WORK SESSION LATE BECAUSE THEY THOUGHT IT WAS GOING TO START AT SEVEN AND HAD ALREADY MISSED, YOU KNOW, ALREADY MISSED AN HOUR OF IT.
SO, I MEAN, WE'VE HAD THAT SEVERAL TIMES TOO, SO, YEAH.
SO IT LOOKS, IS THERE AN OFFICIAL RECOMMENDATION FOR SIX O'CLOCK? IT COULD BENEFIT SOME OTHER GROUPS LIKE, YOU KNOW, WHEN ROTC IS HERE, USUALLY, YOU KNOW, EARLIER IS BETTER FOR THEM, UH, GETTING HERE.
AND, UH, SOMETIMES WE HAVE PRESENTERS IS THAT THERE ARE ALSO PEOPLE WHO ARE WORKING DURING THE DAY AND THEN, YOU KNOW, COMING HERE AT NIGHT.
SO I THINK THEY KIND OF WANT TO GET IT DONE AND OVER WITH.
SO, YOU KNOW, THE SIX COULD PROVE BENEFICIAL TO SOME OF THOSE PEOPLE, HEY, OBJECTION TO CHANGING MANY TIMES SIX O'CLOCK FOR WORK SESSION AND TO THE COUNCIL MEETING.
DO WE NEED TO DO ANYTHING FOR FURTHER ACTION ON THAT OR WE'LL JUST ALL HAVE IT, IT'S PART OF THE APPROVAL OF THE MEETINGS SCHEDULES FOR, UH, MONDAY AND THAT, UH, THIS WOULD NOT TAKE A FACT TILL 20, 22.
WE'D KEEP THE CURRENT SCHEDULE PLENTY TIME FOR NOTICE FOR EVERYBODY WHO'S USED TO THE SHARE SPLIT SCHEDULE.
SO WE'LL ALSO SEE THAT ON MONDAY, NEXT IS ITEM
[ Ward Redistricting]
THREE N WHICH IS THE WORD REDISTRICTING.SO BASED ON OUR 2020 CENSUS RESULTS, WE'VE GOT SOME CHANGES.
SO, UM, I JUST WANTED TO GIVE YOU A BRIEF UPDATE ON THIS AND KIND OF SPELL OUT THE TIMELINE FOR YOU FOR THIS PROCESS.
UM, WE DID GET THIS, UH, DRILL DOWN CENSUS INFORMATION.
UM, I INCLUDED, UH, SOME OF THAT IN THE PACKET, UM, FOR THIS DISCUSSION.
UM, OBVIOUSLY, UH, THE LARGE AMOUNT OF THE POPULATION GROWTH IN HEBREW HEIGHTS, UH, TOOK PLACE AND WAR.
UM, AND, UH, WAR TWO, UH, UNDER THE 2020 CENSUS RESULTS HAS A POPULATION OF 11,198 PEOPLE, UM, WHICH IS A SIGNIFICANT INCREASE IN THE LAST 10 YEARS.
UH, WARD ONE HAS, UH, CURRENTLY 6,427 OR THREE HAS 6,362 WARD FOUR HAS 6,203 WARD FIVE HAS 6,461.
SO WE'RE SIX BEING THE SECOND LARGEST WARD BY POPULATION.
UM, THROUGH THIS PROCESS, THE GOAL IS TO HAVE ROUGHLY EQUAL DISTRIBUTION OF POPULATION AMONGST THE SIX WARDS BASED ON THE CENSUS OVERALL POPULATION OF, UH, 43,439, UH, PEOPLE IN HEBREW HEIGHTS, UH, THAT WOULD COME OUT TO APPROXIMATELY 7,000, 240 PEOPLE PER WARD WOULD BE THE GOAL.
UM, USUALLY WE'VE LOOKED AT A DEVIATION OF ABOUT 5%, UM, POPULATION DISTRIBUTION, UM, UH, YOU KNOW, FROM THAT NUMBER.
SO YOU CAN SEE THAT, UH, OR TWO IS ALMOST 4,000 PEOPLE OVER THAT DISTRIBUTION, UH, UH, EQUALITY.
SO, UH, THE GOAL OF THEN WOULD BE TO SHIFT SOME OF THE POPULATION UNTIL WE COULD MAKE THOSE ROUGHLY EQUAL.
UM, NOW WITH THAT ALL BEING IN THE, UH, IN THE NORTH, UH, WHERE WE HAVE TO MOVE, THEN THE ISSUE IS YOU HAVE TO MOVE THE WARD LINE, SO THAT, THAT POPULATION GRAVITATES TO THE SOUTH EAST AND WEST, THERE'S NOWHERE TO GO.
AND THE NORTH AND SHIFTING THAT POPULATION.
AND THEN THERE'S KIND OF A RIPPLE EFFECT BETWEEN THE WARDS AND THAT AS YOU PUSH THAT POPULATION DOWN, THEN, YOU KNOW, EVEN WARD FIVE AT THE BOTTOM OF THE MAP CAN BE IMPACTED BECAUSE THERE MIGHT HAVE TO BE SOME, YOU KNOW, CHANGES TO THAT.
UM, SO HOW WE WORK, THIS IS THAT EACH OF THESE WARDS, UM, I'VE HAD OUR GIS PEOPLE PLOT OUT ON MAPS.
SO WE HAVE LITTLE BUBBLES THAT BASICALLY REPRESENT, UH, AREAS OF DIFFERENT PRECINCTS WHEN IT, WITHIN THOSE WARDS.
AND THERE'S A NUMBER OF POPULATION ATTRIBUTES OF THE LITTLE BUBBLES.
[01:05:01]
WE HAVE TO START DOING, UM, AS WE WORK THIS PROCESS IN, UH, 2010, 2011, WAS, YOU KNOW, TAKING THOSE BAUBLES AND MOVING THOSE INTO, UH, CONTIGUOUS WARDS AND THEN RECALCULATING THE TOTALS AND SEE THE IMPACT THAT MAKES, AND THEN KEEP DOING THAT OVER AND OVER AGAIN, UNTIL YOU GET TO A MUTUALLY AGREEABLE REDRAWING OF THE LINES THAT ALSO REFLECTS THE, UH, EQUALITY AND, AND POPULATION DISTRIBUTION.UM, THE OHIO REVISED CODE DOES GIVE SOME GUIDELINES FOR, UM, WHEREVER PRACTICAL, PRACTICAL, HOW THESE WARDS SHOULD BE BOUNDED.
AND THE SECTION TO THAT SAYS THAT AS FAR AS, UH, PRACTICAL, UH, AWARDS SHOULD BE BOUNDED BY COUNTY LINES, STREETS, ALLEYS, LOT LINES, AVENUES, PUBLIC GROUNDS, CANALS, WATERCOURSES, MUNICIPAL CORPORATION LINES, CENTER LINES OF PLANTED STREETS OR RAILROADS, AND SHALL BE COMPOSED OF ADJACENT AND COMPACT TERRITORY SUBSTANTIALLY EQUAL IN POPULATION.
AND THEN THERE'S ALSO THE FACTOR THAT, UM, THE SITTING, UH, COUNCIL MEMBER AND, OR, YOU KNOW, THE PERSON THAT'S GOING TO BE SETTING THERE NEXT YEAR, UH, WOULD STILL LIVE WITHIN THEIR RESPECTIVE WARD AS SAID, UM, IT'S, YOU KNOW, TO BE DEFINED, UH, SO THAT SOMEBODY IS NOT GOING TO BE DRAWN OUT OF THEIR WARD.
WE KIND OF HAD THAT ISSUE 10 YEARS AGO.
AND THAT'S WHY YOU GOT THIS KIND OF LOWER POINT IN WARD, UH, TO THE DIPS DOWN BELOW INTERSTATE 70, UM, WHICH THAT DEFINITELY COULDN'T REMAIN A MORE TO ANYMORE.
UM, JUST BECAUSE OF THE HUGE AMOUNT OF POPULATION OR TWOS, UM, THIS PROCESS HAS TO BE COMPLETED BY THE END OF THE YEAR.
UM, AND, UH, IF THE LAST TIME WAS ANY INDICATION, I KNOW EACH OF YOU PROBABLY WILL HAVE A LOT OF SUGGESTIONS AND IDEAS AND INPUT FOR DOING THIS.
UM, I WAS ABLE TO WORK WITH OUR GIS PERSON TO DEVELOP A MAP THAT, UM, I COULD PUT UP IN REAL TIME.
AND IF YOU HAVE A SUGGESTION TO REDRAW THE LINE, WE CAN MOVE THE LINE ON THE SCREEN AND IT WILL AUTOMATICALLY RECALCULATE, UH, TO GIVE US, UH, SOME ABILITY TO IN REAL TIME LOOK AT WHAT THE IMPACT OF THOSE CHANGES WOULD BE, UH, BASED ON RECOMMENDATIONS YOU MIGHT HAVE.
I THINK THE OTHER THING THAT WOULD BE IMPORTANT WOULD BE, UH, NO ONE IN THE CITY LIKES BEING CHANGED OUT OF THEIR COMFORT LEVEL OR WHERE THEY'RE AT.
UH, THERE OBVIOUSLY ARE GOING TO BE A NUMBER OF PEOPLE THAT ARE GOING TO BE IMPACTED BY THIS, BUT WHATEVER CAN BE DONE THAT MINIMIZE THE AMOUNT OF PEOPLE THAT ARE, UH, HAVE TO CHANGE IN THEIR RESPECTIVE WARDS.
UM, BUT, UH, YOU KNOW, IT'S GOING TO TAKE SOME WORKING TO DO IF THIS DEADLINE IS NOT MET, UM, THEN THE OHIO REVISED CODE PROVIDES THAT THE DIRECTOR OF PUBLIC SERVICES GETS TO DECIDE THE WARD LINES, WHICH WOULD BE SCOTT AT THIS POINT ONLY CONTROL.
SO LET ME ASK, IS IT, UM, I THINK A LOT OF WORK HAS GOT TO GO INTO THIS, UM, LOTS OF OPINIONS AT THIS POINT, WOULD, WOULD COUNSEL BE OPPOSED TO, TO A SPECIAL WORK SESSION JUST TO WORK ON THIS PARTICULAR REDRAWING OF DISTRICT LINES OUTSIDE OF REGULAR BUSINESS OF THE CITY OVER THE NEXT, UH, FEW WEEKS? CAUSE THERE'S ONLY THREE, THREE MEETINGS LEFT.
UM, WELL THERE'S ONLY TWO WORK SESSIONS AND COUNCIL MEETINGS LEFT AFTER TONIGHT.
AND CERTAINLY I'D RECOMMEND A SPECIAL WORK SESSION THAT WE HAVE JUST TO ADDRESS THIS.
UM, AND W WE MAY BE MORE RICHARD, THANK YOU, MARY.
UM, I WAS ACTUALLY GONNA SUGGEST, UM, UH, I KNOW MY TIME ALLOWS FOR THIS AND I KNOW SEVERAL OF YOURS, UH, WOULD AS WELL.
UM, TONY, IS IT POSSIBLE THAT IF WE CAME IN HERE, UM, UH, DURING BUSINESS HOURS, UH, THAT WE'D BE ABLE TO SIT DOWN, UM, UH, AND, AND KIND OF, I DON'T WANT TO SAY PLAY AROUND WITH THAT, BUT, YOU KNOW, KIND OF MOVE THAT AROUND A BIT ON OUR OWN AND MAYBE SUBMIT SUGGESTIONS TO YOU THEN AT THAT SPECIAL WORK SESSION MARE THAT YOU'RE LOOKING TO CALL, MAYBE EACH ONE OF US CAN HAVE SOME SORT OF DESIGN READY THAT WAY.
WE HAVE A PROCESS THAT WE'RE READY TO MOVE FORWARD.
YEAH, WE, I COULD BE AVAILABLE TO WORK THAT WITH ANYBODY INDIVIDUALLY, OBVIOUSLY CAN'T HAVE A QUORUM OF, YOU TEND TO BE ABLE TO DO THAT OUTSIDE OF A PUBLIC MEETING.
SO, UM, AND I THINK, YOU KNOW, WE WERE LATE GETTING THE INFORMATION FROM THE CENSUS BUREAU TO DO THAT.
UH, BUT I ALSO DON'T THINK THIS IS MAYBE A DECISION THAT YOU WANT TO MEET, BE MAKING IN THE HEAT OF THE ELECTION CAMPAIGN.
SO APPROPRIATELY, I THINK, YOU KNOW, THIS WOULD BE SOMETHING THAT COUNCIL WOULD BE WORKING
[01:10:01]
ON POST ELECTION, UM, TOWARDS THAT GOAL OF BEING IN PLACE BY THE END OF THE YEAR.UM, IF IT, IT IS AN ORDINANCE AND THEN ONCE THOSE WAR LINES ARE, ARE, UH, DEVELOPED, UH, THEY ALSO HAVE TO BE PUT IN THE LEGAL TERMINOLOGY AT MEETS AND DOWNS.
SO WE WOULD HAVE TO HAVE SOMEONE WRITE THAT THAT'S GOING TO TAKE SOME TIME TO DO THAT.
WE COULD POTENTIALLY GET TO A SITUATION WHERE, UM, IF THIS KIND OF NOT, UH, COMPLETED TO BE READY UNTIL THE LAST COUNCIL MEETING OF THE YEAR, UH, THEN COUNCIL WOULD HAVE TO CONSIDER WAITING, UH, THE SECOND READING OF THAT AND, UH, ADOPTING IT AS AN EMERGENCY.
SO IT COULD BE IN EFFECT BEFORE THE END OF THE YEAR.
I THINK THE BEER IS CORRECT THAT, UH, DEDICATING A SPECIAL TIME TO JUST LOOKING AT THIS ISSUE WOULD PROBABLY BE THE BEST WAY TO TACKLE THIS BASED ON MY EXPERIENCE IN THE LAST PROCESS, I THINK IT'S A, MY RECOMMENDATION PREFERENCE WOULD BE THAT WE JUST HAVE THESE OPEN PUBLIC MEETINGS.
AND WE LOOK AT, IT'S TELLING YOU RECOMMENDED HAVE IT UP ON THE BOARD.
WE CAN DO SOME DRAWING THAT WAY.
IF THERE IS SOME DISCUSSION AROUND WORD LINES, IT'S NOT DISCUSSIONS THAT'S ALREADY TAKEN PLACE AND WHO WANTS THIS AND WHO WANTS THAT? AND WE JUST HAVE IT ALL OUT HERE, UM, YOU KNOW, TRANSPARENT FROM THE DICE ON HOW WE MOVE THESE THINGS AROUND AND WOULD BE MY, MY RECOMMENDATION.
AND WE JUST FOCUS ON, UH, ON A SPECIAL COUNCIL MEETING SOMETIME LATER, YOU KNOW, SO WE HAVE THE COUNCIL MEETING MONDAY.
AND THEN ONCE WE HAVE THAT FIRST MEETING, WE KIND OF SEE WHAT SOME OF THOSE BOUNDARIES MIGHT LOOK LIKE.
WE NOT FIND THIS AS A MUCH EASIER PROCESS THAN WE THOUGHT.
UH, AS WE START MOVING THESE THINGS AROUND AND I FIND OUT, OH, YEAH, THAT'S NOT GONNA WORK.
AND THEN WE MADE IT HAVE OTHER, OTHER SPECIAL MEETINGS, BUT I THINK, YOU KNOW, LIKE I'M DRAWING FOR 10 YEARS, I THINK IT'S WORTH OUR TIME TO MAKE SURE WE GET IT RIGHT.
IF YOU DO ZOOM INTO THE MAP LIKE THIS, THAT I PROVIDED IN THE PACKET, UM, THE MORE YOU ENLARGE IT, YOU CAN SEE THOSE NUMBERS AND SOME OF THAT'S, UH, CELLS, UH, IN GREATER DETAIL.
IT JUST HAS TO BE ENLARGED FROM THE FILE THAT'S ATTACHED TO THE BACK.
SO WE COULD PUT THIS ON THE WORK SESSION FOR THE NEXT THREE WORK SESSIONS, THE NEXT TWO MEETINGS, AND HAVE IT DEVELOPED AND BROUGHT OUT, IS THAT LIKE WHERE YOU ARE? WE HAVE A SPECIAL MEETING FOR JUST FOR THIS, BUT THE POINT IS TO KEEP WORKING ON THIS, TO TRY TO THE GOAL IS TO HAVE THIS DONE BEFORE THE END OF THE YEAR.
I THINK ONCE WE MEET ON, I THINK WE HAVE A, IF THERE'S NO OBJECTIONS TO SCHEDULING A SPECIAL WORK SESSION NEXT TUESDAY, THEN WE'LL FIND OUT WHAT THIS PROCESS IS GOING TO LOOK LIKE.
UM, DURING THAT MEETING THEN WE'LL KNOW, I THINK FROM THAT POINT, UH, A PLAN OF ACTION TO GET THIS FINISHED BY THE END OF THE YEAR, ANY OBJECTION? SO THE SPECIAL MEETING NEXT TUESDAY, SIX O'CLOCK.
AND THEN ONCE THIS IS APPROVED, WE SEND THIS TO THE BOARDS OF ELECTIONS AND, UH, THEY TAKE THAT INTO ACCOUNT FOR, YOU KNOW, UH, VOTING, UH, FOR YOUR WARD REPRESENTATIVES AND SUCH.
AND SO THE ELECTIONS IN 2022 WOULD BE UNDER THE NEW WARD LINES.
YOU, SO YOU'LL SCHEDULE THAT MEETING NEXT TUESDAY, SIX, SIX.
WELL, I'LL HAVE TO LOOK AT THE CALENDAR.
IT MAY BECOME OPPOSITE DATES, PLANNING THIS ON TUESDAY NEXT TUESDAY AT SIX O'CLOCK THERE'S THREE BRANDS.
I WANT TO SAY I SAW THE BZA MEETING WAS MAYBE GOING TO BE CANCELED BELIEVE SO NEXT WEEK, WHICH I THINK WOULD BE ON WEDNESDAY NIGHTS.
SO JUST LOOK AT THE CALENDAR, SEND AN EMAIL, LET US KNOW WHAT DATE THAT, THAT
ANY OTHER QUESTIONS? COMMENTS.
EVERYONE IS NOW 7 26 AND THIS WORK SESSION HAS A JERK.
GOOD LUCK TO EVERYBODY TOMORROW.
