UM, COUPLE ITEMS FOR EIGHT TONIGHT.

SO ONE WE HAVE, UH, RECEIVED THE BIDS FOR THE COMPREHENSIVE PLAN.

UM, WE RECEIVED FIVE BIDS OF, UM, THAT, UH, UH, FROM, UH, FIVE DIFFERENT GROUPS FROM AROUND THE COUNTRY THAT IS IN THE PROCESS RIGHT NOW OF REVIEWING THOSE.

AND WE'LL BRING A COUPLE OF THOSE IN FOR INTERVIEWS AND THEN BRING THAT BACK TO CITY COUNCIL AT A FUTURE MEETING.

SO, UH, THAT'S WHERE WE'RE AT RIGHT NOW.

UM, MR. FOSTER AND I ARE LOOKING THROUGH ALL OF THOSE AND, UH, RANKING THEM, SCORING THEM.

AND, UH, WE'LL START THAT PROCESS OF THE INTERVIEWS HERE, COMING UP IN THE NEXT COUPLE OF WEEKS, THE BELL PLAIN PARKING AREA THAT IS NOW COMPLETE.

THERE ARE CONES IN FRONT OF IT RIGHT NOW, AS THINGS ARE SETTLING AND EVERYTHING, BUT THE WORK IS DONE.

UM, THERE IS NOW I BELIEVE IT'S NINE PARKING SPACES THERE, UH, WITH A HANDICAP ACCESSIBLE PARKING SPACE.

UM, SO THAT, UH, PROJECT IS COMPLETE.

THIS WEEKEND IS THE COMMUNITY-WIDE GARAGE SALE.

UM, AND THEN, UH, AT THE FRONT DESK THERE'LL BE, UH, COPIES OF ALL THE ADDRESSES PLUS THAT WILL BE POSTED ONLINE FOR ANYBODY THAT'S INTERESTED.

AND THEN, UH, LASTLY FOR TONIGHT, I'VE GOT, UH, THAT THE, UH, THE ROSE MUSIC CENTER, UH, IS, UH, SCHEDULING SHOWS RIGHT NOW, UH, KIND OF GOING CRAZY RIGHT NOW.

UH, JOHN FOGARTY WILL BE THE FIRST ONE THIS YEAR ON JULY 16TH.

SO THAT'LL BE THE FIRST CONCERT FOR US.

AND THEN THERE'S CURRENTLY 21 ANNOUNCED SHOWS FROM JULY ONE OR JULY 16TH THROUGH THE END OF SEPTEMBER.

SO THERE'S MORE TO COME THAT THEY'RE STILL WORKING ON THAT AND TRYING TO MAKE SOME WE'LL CALL THEM THREE-DAY WEEKENDS AND GET AS MANY AS WE CAN IN THAT LIMITED TIMEFRAME.

SO ASIDE FROM THREE B, WHICH IS THE 2022 THROUGH 2026 CAPITAL IMPROVEMENT PLAN, SCOTT, DO YOU WANT TO, UH, ADDRESS THAT? UH, SURE.

UM, SO WE HAD THE FIRST READING, UM, OR, UH, AT THE LAST COUNCIL MEETING AND THERE WAS, UH, A TIME GIVEN TO SEE IF THERE WAS ANY OTHER COMMENTS FROM CITY COUNCIL.

WE DID RECEIVE A, UH, A LIST FROM MR. SHAW, UM, THAT, UH, I COULD SAY IT'S MORE OF A PRIORITY LIST.

UM, THE MAJORITY OF THESE ITEMS WERE ALREADY ON THE CIP.

UM, THE MAJORITY OF THEM ALSO IN THE 2020, UH, THE TWO LIST FOR NEXT YEAR.

SO, UM, THAT, UH, HIS REQUEST IS THAT, UH, THESE BE COMPLETED WITHIN THE NEXT 12 MONTHS.

AND, UM, LIKE I SAID, THE MAJORITY OF THEM ARE ON THAT LIST, HAD SOME, UH, FURTHER CORRESPONDENCE.

AND, UM, UH, THE REQUEST IS THAT'S A, THIS COULD POSSIBLY, SOME OF THESE COULD BE USED FOR, WITH THE, UH, THE FUNDING THAT WE'RE GOING TO BE GETTING FROM THE FEDERAL FUNDING.

UM, SOME OF THEM MAY WORK.

SOME OF THEM WILL NOT BECAUSE OF THE RESTRICTIONS.

AND I KNOW THAT'S A, THERE'S A TOPIC ON THE AGENDA TONIGHT ABOUT SETTING UP THE FUND FOR THE ART FUNDS, BUT WE ARE STILL AWAITING KIND OF A FINALIZED LIST OF WHAT WE'RE ALLOWED TO USE THE FUNDING FOR.

UM, THERE'S, THEY, HAVEN'T GIVEN US A A HUNDRED PERCENT FINAL LISTS.

THERE'S THE, FOR THE INFRASTRUCTURE, WATER AND SEWER PROJECTS.

THAT'S BEEN ON THE LIST SINCE DAY ONE.

UH, WE WERE STILL HOPING

FOR STREETS TO BE ON THERE, BUT HAVEN'T SEEN THAT BE ADDED YET.

UM, AND, UH, SO TH THAT'S SOMETHING THAT, UH, WE'RE, WE'RE LOOKING FOR AND WE'LL HAVE FURTHER DISCUSSIONS WITH COUNCIL ON ONCE WE HAVE THAT FINAL LIST OF WHAT IT CAN BE USED FOR, UM, TO MAKE SURE THAT WE DON'T GO DOWN A ROAD THAT'S WE ENDED UP HAVING TO PAY SOME MONEY BACK IN THE END.

SO, UM, SO, UH, WITH THAT, UM, LIKE I SAID, UH, THE MAJORITY OF THESE ARE ALREADY ON THE CIP LIST.

SO, UH, THIS IS READY FOR, TO GO FOR ADOPTION ON MONDAY.

AND, UH, IT'LL BE DONE PRIOR TO THE TAX BUDGET THAT JIM WILL BE BRINGING TO THE NEXT MEETING.

I SAY THAT ABOUT EIGHT ITEMS ON HERE FROM THE FIRE DIVISION, THE POLICE DIVISION OF PUBLIC AND PLANNING AND ZONING ARE, UH, REPLACEMENT ITEMS THAT ARE BASICALLY ON THE, ON THE 20, 22 SCHEDULE, BUT, UH, BASED ON THEIR LIFE CYCLE.

AND I GUESS THAT, UH, I WOULD BE A LITTLE CONCERNED ABOUT RUSHING DISPOSAL OF THESE ITEMS, UM, PRIOR TO THE PROJECTED DATE, BECAUSE WE WOULD BASICALLY BE USING, LOSING A YEAR OF THEIR LIFE AND WE DON'T HAVE EXTRA MANPOWER TO BE USING BOTH THE NEW AND THE OLD, UM, ALSO FOR THE OTHER ONES, I WOULD LIKE TO SEE SOME MORE JUSTIFICATION FOR DOING THESE AHEAD OF TIME AND WHAT SOME OF THESE ITEMS, UM, ACTUALLY MEAN LIKE, UM, THE MARION MEADOWS, UH, PROJECT, THE TED FUNDS, WHY WE WOULD BE USING, UM, RECOVERY FUNDS FOR THAT, AND A $1.4 MILLION IN PARKS AND REC IMPROVEMENTS.

I'D LIKE TO SEE, UH, SPECIFICALLY WHAT THOSE ARE AND WHAT THE JUSTIFICATION IS FOR MOVING THEM UP AND, UH, SENIOR CENTER UPGRADES.

UM, I DON'T KNOW WHAT THE, UM, WHAT THE BACKGROUND IS ON THAT OR WHAT, UH, RESEARCH MR. SHAW DID ON ANY OF THESE THAT WOULD GIVE US, UH, A REASON FOR MOVING THEM UP.

UH, I'M SURE THAT, UH, THERE WILL BE A LONG LIST OF ITEMS THAT WE CAN USE THE RECOVERY ITEM, THE RECOVERY FUNDS FOR, AND WANT TO MAKE SURE THAT WE'RE, UH, SMART IN USING THEM.

SO, UM, I DON'T HAVE A PROBLEM WITH MOVING, YOU KNOW, WAITING TO SEE WHAT THE FINAL DISPOSITION IS, UH, FOR THE, UH, HOW WE CAN USE IT, BUT I WOULD LIKE TO BE CAUTIOUS AND MOVING FORWARD WITH THESE THINKING.

IS HE ANY OTHER QUESTIONS OR COMMENTS FOR SCOTT? ANY OBJECTIONS? YES.

WHY DID 2026? WHY IS IT FALL OFF SO MUCH? I NOTICED THE DROPS ARE APPROXIMATELY THREE AND IN 2025.

AND THEN AGAIN, IN 2026, WAS THERE A WRONG, IS THERE A STUFF THERE THAT WE JUST CAN'T PROJECT? THERE'S A LOT OF ZEROS IN THE BUDGET.

I BELIEVE A LOT OF THAT IS EXACTLY WHAT YOU SAID IS THAT THE HIGHER PRIORITY ITEMS HAVE BEEN PLACED IN THE NEXT COUPLE YEARS AND LOOKING FIVE YEARS OUT.

UM, THAT'S SOME DEPARTMENTS, UM, HAVEN'T FORECASTED SOME HIGH DOLLAR ITEMS THAT FAR BECAUSE OF BEING ABLE TO GET THINGS DONE IN THE NEXT COUPLE OF YEARS.

UM, AND MR. CHUCK KOSKI HAS, UH, UH, DEALT WITH ALL THE DEPARTMENTS ON SETTING THIS UP.

SO I DON'T KNOW IF YOU HAVE ANY ADDITIONAL COMMENTS, UH, REGARDING THAT.

SURE.

UM, MR. WEBB, TO YOUR QUESTION, THE BIG NUT THAT'S MISSING THERE IS ABOUT $1.8 MILLION.

THAT'S NORMALLY IN THE WATER FUND.

SO THAT'S NOT TO SAY THAT WE WOULDN'T PROGRAM AT $1.8 MILLION.

THAT ABSENCE IS MORE ABOUT INSURING 1.8 IS WHAT WE WANT TO PLAN FOR THAT AS OPPOSED TO A LARGER NUMBER.

SO IF YOU LOOK AT, UH, THE TREND DATA THAT'S AVAILABLE, I KNOW THIS SHEET IS RELATIVELY SMALL.

IT ONLY LOOKS AT THE FIVE-YEAR WINDOW, BUT IF YOU WERE TO LOOK BACK, YOU'LL SEE THAT THAT NUMBER ACTUALLY FLUCTUATES, UM, WITH WE'LL CALL IT SOME CONSISTENCY.

SO THE ISSUE IS, IS, UH, WHAT NUMBER SHOULD THAT BE? AND AT THE TIME THAT WE WERE PUTTING THIS TOGETHER SO THAT WE COULD MAKE THE REQUIREMENT DEADLINES TO GET THIS IN ADVANCE OF THE TAX BUDGET, UH, ENGINEERING DIDN'T HAVE THAT NUMBER AVAILABLE, WHICH IS WHY, UH, IT'S ZERO, AS OPPOSED TO SOME OTHER NUMBER, BUT REST ASSURED, WHEN YOU SEE THIS IN 2022, IT WILL HAVE A LARGER NUMBER, UH, INSERTED IN THAT LINE ON IT.

UM, I HAVE BEFORE YOU, UH, SEVERAL, UM, UH, CHANGES TO THE BUDGET THAT I WOULD RECOMMEND.

UM, UH, FIRST OF ALL, WE'VE GOT, UH, $13,126 FOR FINANCE STAFF HEALTH INSURANCE.

WE HAD SOMEONE CHANGED FROM A SINGLE PLAN TO A FAMILY PLAN, WHICH IS IN THEIR RIGHTS.

UH, WE HAVE, UM, UM, A WASH HERE ON ITEM NUMBER TWO.

UH, WE NEED A $10,000 INCREASE, UH, TO HAVE SOME, UH, A TEMPORARY WORKER DOWN AT THE TAX OFFICE BECAUSE WE'VE BEEN HAVING A LITTLE DIFFICULTY HIRING SOME PART-TIME WORKERS DOWN THERE.

SO WE'VE, UH, I'M PROPOSING TO MOVE OR DEDUCT $10,000 FROM THE PERSONNEL LINE ITEM AND MOVE THAT TO THE OPERATING LINE ITEM OF PROFESSIONAL SERVICES.

SO IT WOULDN'T BE A NET ZERO INCREASE TO THE BUDGET.

UH, WE'VE HAD A SAVINGS IN THOSE PART-TIME SALARY FIGURES BECAUSE WE HAVE NOT BEEN ABLE TO HIRE THE TWO THAT WE HAD ANTICIPATED ENDING OF THE YEAR MASK.

YES.

UM, IS THERE SOME REASON THAT ARE THOSE, UH, TWO PEOPLE SAY SNOW? YEAH.

THEY'RE, THEY'RE FULL, UH, THEY'RE PART-TIME UM, FOR THE, FOR THE ENTIRE YEAR.

SO THERE'S NOT REALLY A NEED FOR ONE FULL-TIME EQUIVALENT PERSON VERSUS HAVING TWO PART-TIME.

OKAY.

WE HAVE, UH, LOOKED AT THAT BRIAN AND I HAVE TALKED ABOUT THAT EXTENSIVELY, UH, PRIOR TO THIS.

AND, UM, WE, UH, IN ORDER TO MAKE IT, UM, BUDGET NEUTRAL, UH, IT WAS, UM, WE'D HAVE TO GIVE UP THREE POSITIONS AND WE DID NOT, UH, IN ORDER TO, BECAUSE EACH POSITION IS 25 HOURS, RIGHT.

SO WITH THE BENEFITS AND ALL THAT'S ASSOCIATED WITH A FULL-TIME EMPLOYEE, UM, IT, IT FALLS IN BETWEEN TWO AND THREE.

AND, UH, WE THOUGHT THAT MIGHT BE UNFAIR TO, UM, THERE'S A THIRD PERSON OCCUPYING THAT PART-TIME POSITION WITH THREE PART-TIMERS DOWN THERE.

AND, UM, THE NEXT ITEM IS A $25,000 BEEN REQUESTED BY, UH, KATIE FOR A LIABILITY INSURANCE PREMIUMS AND DEDUCTIBLES.

SHE'S ASKED FOR THAT TO BE ADDED TO THE BUDGET.

UM, ALSO, AND THAT'S JUST POTENTIAL, THERE'S NO, UH, ACTUAL COST OF THAT.

IT'S JUST THE POTENTIAL FOR THAT.

UH, WE WANT TO MAKE SURE THAT IT'S READY TO SPEND IF, IF NEED BE TO PUT ON A PURCHASE ORDER.

UM, NEXT ITEM, I THINK SCOTT'S DISCUSSED THIS BEFORE.

UH, WE RECENTLY, UM, UM, RECEIVED WORD THAT WE GET A GRANT FOR, UM, PUTTING IN ELECTRIC VEHICLE CHARGING STATIONS, BOTH AT THE MUSIC CENTER AND AT CLOUD PARK.

AND SO FOR THOSE SIX, UH, THE TOTAL COST IS $75,000, WHICH WE NEED TO BUDGET THE WHOLE AMOUNT, BUT WE'LL GET BACK.

UH, HALF OF THAT 37,500 WILL BE THE GRANT PORTION.

SO, UH, I'VE LISTED THAT DOWN HERE.

UH, THEN THE NEXT, UH, COUPLE ITEMS ARE RELATED TO OUR RECENT, UH, BOND ISSUE FOR THE, UM, VETERANS MEMORIAL BONDS AND, UH, TAKING THE MUSIC CENTER BONDS.

THE LAST PIECE THAT WAS SHORT-TERM, WE JUST TOOK IT LONGTERM ON JUNE 1ST.

AND I DID NOT PUT IN THE BUDGET NOT KNOWING WHAT THE INTEREST RATES WERE GOING TO BE, UH, DECIDED TO WAIT UNTIL WE ACTUALLY DID THE BOND ISSUE, WHICH WAS LAST WEEK.

AND NOW WE KNOW WHAT THE DEBT PAYMENT WILL BE THIS YEAR, UH, COMING UP IN DECEMBER $514,375 COMBINED FOR THE TWO ISSUES WILL BE OUR DEBT PAYMENT THIS YEAR.

UM, SO I'VE ADDED THAT.

AND THEN THE NEXT ITEM IS ALSO RELATED TO THAT DEBT ISSUE, $175,100 WAS OUR ISSUANCE COSTS ASSOCIATED WITH THAT BOND ISSUE.

UH, THOSE, WE NEED TO BUDGET TO SPEND THE MONEY, BUT THE MONEY HAS ALREADY BEEN RECEIVED AS FAR AS THE BOND PROCEEDS FROM THAT SALE.

SO IT'S JUST, UH, UM, SOME HOUSEKEEPING ISSUES ON THAT.

AND THEN THE FINAL ITEM IS $514,300, AND THAT IS TO, UM, HELP TO SHORE UP THE TRI-CITIES WASTEWATER, UH, FUND BALANCE.

UH, I THINK SCOTT, YOU'VE TALKED TO THE COUNCIL BEFORE ABOUT, UH, YOUR MEETING THAT YOU HAD WITH THE CITY MANAGERS.

UH, WELL, THE, THE BIGGEST PORTION OF, UH, SOME ADDITIONAL COSTS THIS YEAR WAS, UH, TO PRETTY LARGE, UM, SEWER BRAKES, UM, UH, AROUND THE TAYLORSVILLE DAM AREA THAT, UH, ARE ONGOING RIGHT NOW FIXING, UM, WITH SOME LARGE SINK HOLES.

UM, SO THERE'S BEEN EMERGENCY REPAIRS ONE AFTER ANOTHER UP THERE THAT, UH, HAS, UH, GONE THROUGH A, UH, A PRETTY LARGE

SO THAT'S, UH, WHAT THE BIG PORTION OF THIS IS, UH, TO, UH, RESTORE SOME OF THOSE FUNDS.

YEP.

AND THIS IS OUR PORTION VANDALIA AND TIP CITY ARE ALSO GOING TO THEIR COUNCILS TO INCREASE THEIR BUDGET FOR THEIR PORTION.

OUR PORTION IS BASED ON THE AMOUNT OF USAGE THAT WE HAVE WITH THE SYSTEM, WHICH IS USUALLY JUST OVER 50% AROUND 53, 50 4% OF THE ENTIRE SYSTEM.

SO THE TOTAL ASK IS $1 MILLION, BUT OUR PORTION IS JUST 500, 14,300 FOR OUR USAGE.

IS THERE EVER BEEN AN INSTANCE WHERE THE OTHER TWO MUNICIPALITIES HAVE NOT PUT IN THERE? NO, I'VE BEEN IN, I'VE BEEN IN CONSTANT TALK WITH THEM AND THEY'RE BOTH GOING TO THEIR COUNCILS TO INCREASE THEIR PORTIONS.

AND, UH, WE HAVE HAD NO, UM, UH, NO RATE INCREASE SINCE 1996, UH, FOR SEWER RATES.

SO, UM, WHICH HAS BEEN QUITE A TESTAMENT TO, UM, THE GENERAL MANAGER THERE, DAVID HECKLER AND, UM, UH, WHO WAS RECENTLY REPLACED BY, UH, DANNY KNIFE.

SO WE'RE LOOKING FORWARD TO WORKING WITH HIM, BUT, UM, THIS, UH, THIS ALONG WITH THE, UH, WE HAD THE DIGESTER DOME ISSUE THAT HAPPENED, UM, A COUPLE OF YEARS AGO, UM, THAT HAS, UH, BROUGHT THE FUND BALANCE DOWN TO, UM, IN MY PERSONAL OPINION, A CONCERNING LEVEL.

UH, SO THIS WILL HELP TO BRING THE FUND BALANCE UP TO A MORE REASONABLE LEVEL MOVING FORWARD.

OKAY.

AND IN THIS, IN NO WAY TRIGGERS EVEN A DISCUSSION ABOUT A RATE INCREASE FROM OUR RESIDENTS OR ANYTHING, WE HAVE THE FUND BALANCE, UM, THAT'S COVERS THIS EASILY, VERY GOOD POINT.

ANY QUESTIONS FROM US ABOUT, OKAY, OBJECTIONS ARE MOVING THOSE SUPPLEMENTALS ONTO MONDAY.

UM, JUST THE SUBJECT WE JUST TALKED ABOUT, UM, THE ACCOUNT TEMPS THAT WE USE FOR OUR TEMPORARY WORKER THERE.

UH, WE'VE HAD, UM, OBVIOUSLY WE HAD TWO IN PLACE THAT, UH, BOTH LEFT US, UH, AT THE END OF MAY.

AND, UM, SINCE, UH, WE DON'T HAVE THE NEW PART-TIME, UH, EMPLOYEES HIRED YET.

SO AS YOU GO NORTHBOUND FROM TAYLORSVILLE, UH, UP TO THE HIGHWAY AND BEYOND, UM, THERE ARE SOME ISSUES WITH TRAFFIC CURRENTLY, AND ALSO AT THE INTERSECTION OF MERRILY WAY AND OLD TROY PIKE THAT THIS DEVELOPMENT WILL HELP IMPROVE.

SO, UH, FIRST OF ALL, ON OLD TROY PIKE, THIS DEVELOPMENT IS PROPOSING TO, UM, WHY TO KNOW TROY PIKE AND ADDITIONAL LANE.

SO THIS WILL BE AN EXPRESS LANE THAT, UH, ALSO WILL, UM, THAT THE CITY WOULD BE ABLE TO EXTEND THIS ALL THE WAY UP TO WHERE CURRENTLY IT DOES WIDEN OUT FOR A, UH, AN EASTBOUND TURN ONTO .

SO THIS WOULD ALLOW FOR THAT EXPRESS LANE, UM, BASICALLY TAKING A TWO LANE ROAD INTO A THREE LANE ROAD.

SO THE INCREASE IN VOLUME IS, UH, BY A THIRD, UM, OF, UH, WHAT, UH, THAT TOTAL CAPACITY WOULD BE AS, UH, IF YOU GO UP THERE RIGHT NOW, THERE'S CURRENTLY WORK BEING DONE AT THE INTERSECTION OF OLD TROY PIKE AND TAYLORSVILLE ROAD.

UM, PART OF THAT IS FOR THE TRAFFIC SIGNALS FOR THE MASS STORMS THAT ARE ALSO, THERE IS THE WIDENING OF OLD TROY PIKE ON THE SOUTHERN SIDE OF TAYLORSVILLE ROAD TO PUT IN THAT TURN LANE, UH, ON TO TAYLORSVILLE ROAD.

SO THAT'S A CURRENT PROJECT THAT, UH, THE CITY IS WORKING ON RIGHT NOW.

UM, ALSO WITH THIS, UH, THERE IS THE PROPOSAL TO, UH, REMOVE HEBA ROAD, UM, AS A THAT'S THE AREA WHERE THE MULTIFAMILY UNITS WILL GO AND ALSO TO IMPROVE THE ACCESS OUT ON TO OLD TROY PIKE.

THE PROPOSAL IS FOR A NEW TRAFFIC SIGNAL, UM, AT THE EXISTING ENTRANCE ON THE OTHER SIDE, UM, AT BURGER KING THAT ENTRANCE.

SO TO LINE UP THOSE ACCESS POINTS AND HAVE A TRAFFIC SIGNAL, HUBER ROAD BEING CLOSED OFF IT, BECAUSE THAT IS AWFULLY CLOSE TO THAT NEW SIGNAL, UM, THAT WOULD ALL HAVE THAT ACCESS NOW BEING BROUGHT TO THE SIGNAL.

SO THIS WOULD NOT NEGATIVELY AFFECT EXISTING BUSINESSES.

UH, THIS IS WHAT ACTUALLY HELP IMPROVE THE, BE ABLE THE ABILITY TO GET OUT ON TO TROY PIKE, UM, BECAUSE

SOME OF THE ISSUES UP THERE IS, UH, PEOPLE COMING OUT INTO THE INTERSECTION AND WE'LL SAY, STOPPING AND BLOCKING THE TRAFFIC, UM, BECAUSE THEY THINK THEY CAN GET THROUGH AND THEY RUN THAT YELLOW, RED LIGHT.

ALSO A WIDE IN THAT AREA FOR THE TURN LANE TO GO ON TO OLD TROY PIKE TOO.

CAUSE THAT'S SOMETHING ELSE THAT, UH, YOU HAVE TWO LANES RIGHT NOW, ONE TURNS LEFT ON, UH, SOUTHBOUND ONTO OLD TROY AND THE, UH, NORTHERN ONE EITHER GO STRAIGHT OR TURNS ADDING THAT ADDITIONAL TURN LANE WILL INCREASE THAT CAPACITY AND FREE UP SOME OF THAT SPACE TO ALLOW FOR MORE MOVEMENTS, UH, FROM MERRILY LANE ITSELF, AS YOU KEEP GOING NORTHBOUND.

UM, MR. BERGMAN JUST, UH, SHOWED ME THE DESIGN PLANS FOR REDOING THE MEDIAN AREA, UM, RIGHT ABOUT WHERE THE GAS STATIONS ARE.

UM, THAT'S SOMETHING THAT WE'VE ALSO NOTICED AN ISSUE OF, UH, SOME STACKING OF, IF SOMEBODY'S WANTING TO MAKE A TURN PEOPLE THAT WANTED TO GO NORTHBOUND AND BE ABLE TO MAKE A WESTBOUND TURN ONTO THE HIGHWAY, UH, SOME OF THAT TO BACKS OUT AND, UH, BLOCKS OLD TROY PIKE AS DURING SOME OF THE HEAVIER TIMES, UH, THIS DESIGN THAT, UH, WE, UH, LIKE I SAID, WE JUST GOT THE DESIGN DRAWINGS IN.

SO THAT'S SOMETHING WE'LL BRING FORWARD TO CITY COUNCIL HERE IN, UH, IN A FUTURE MEETING, UM, ABOUT REDOING THAT TO ALLOW FOR MORE STACKING, TO GET ONTO A HIGHWAY AND ALSO SOME, UH, UM, BETTER MOVEMENTS ALONG WITH TROY PIKE IN THAT AREA.

THIS WILL EXTEND THAT BACK, UH, ALONG THE PROPERTY TO ALLOW FOR MORE, UH, STACKING OF THAT.

UM, AS YOU COME OUT, UH, FROM TAYLORSVILLE AND WANTING TO EITHER MAKE THAT RIGHT-HAND TURN OR TO CONTINUE DOWN TAYLORSVILLE ROAD, UM, ALONG THE INTERIOR, GET BACK TO ALONG THE WAY INTERIOR, THERE THERE'S MULTIPLE ACCESS POINTS AND, UH, UH, WAYS TO MOVE THROUGHOUT THE SITE.

UM, UH, WANT TO CAUTION THAT THIS IS A CONCEPTUAL PLAN THAT A DETAILED PLAN WOULD COME WITH FINAL DESIGN AT A LATER DATE, BUT THE, THE OVERALL TRAFFIC PLAN IS, YOU KNOW, IS, IS CORRECT ON THIS, THAT YOU HAVE ACCESS OUT TO OLD TROY PIKE AT A SIGNAL, UM, THAT, UH, LET'S SAY ANYBODY COMING FROM THE MULTIFAMILY, THAT ONE WANTS TO GO NORTHBOUND.

THEY'RE GOING TO GO TO THE SIGNAL AND TURN RIGHT AND GO UP TO THE HIGHWAY OR CROSS THE HIGHWAY OR WHEREVER THEY'RE LOOKING TO GO.

IF THEY ARE LOOKING TO GO SOUTHBOUND, THERE ARE MULTIPLE OPTIONS.

ALSO, YOU CAN GO DOWN TO TAYLORSVILLE ROAD TURN RIGHT, AND GO TO A SIGNAL THERE TO BE ABLE TO TURN LEFT AND GO SOUTHBOUND ON OLD TROY WHERE IT'S NOT AS CONGESTED.

SO, UM, WITH THAT, UM, KIND OF THAT DISCUSSION WE HAD WITH THE APPLICANT OF, UH, WHAT THE USERS WILL REALLY DO, UM, WHAT YOU'LL PROBABLY SEE AS SOMEBODY THAT LIVES BACK IN THE APARTMENT AREA WILL COME OUT TOWARDS THAT LIGHT.

SO THIS ALLOWS FOR THAT, UH, UM, THAT TRAFFIC PATTERN TO MAKE SURE THAT THERE'S MULTIPLE WAYS THROUGHOUT THE SITE TO GET TO EITHER THE MULTIFAMILY AREA OR TO ANY OF THE COMMERCIAL AREAS ITSELF.

THERE IS A LARGE, UH, WE'LL CALL IT A RETENTION POND, UH, ON THE SITE, THE OLD GRAVEL AREA, IT'S A VERY DEEP, UM, AND THAT IS GOING TO BE USED FOR STORMWATER DETENTION FOR THIS SITE.

UM, BUT THAT'S THAT TRAFFIC PATTERN GOES AROUND THAT IN ITSELF.

UM, THERE ARE PUBLIC UTILITIES THAT RUN THROUGH THIS.

SO THERE'S WATER AND SEWER THAT ALREADY RUNS THROUGH THE PROPERTY THAT THEY'LL CONNECT INTO, UM, AND THEN GOES ALONG THE EXTERIOR AS WELL.

SO THERE'S NO CAPACITY ISSUES FOR WATER OR SEWER, UH, THROUGHOUT THIS SITE ITSELF.

SO THIS IS, UH, ALSO SCHEDULED FOR A PUBLIC HEARING ON MONDAY.

UM, PLANNING COMMISSION DID HAVE A, UH, DISCUSSION, AS I MENTIONED, UH, THE MAJORITY OF DISCUSSION WAS ABOUT THE OVERALL MASTER PLAN FOR TRAFFIC.

UH, SO IT WAS, UH, UH, IT WENT FURTHER THAN JUST WHAT'S THIS PROJECT DOES, BUT WHAT THIS PROJECT DOES IS, UH, PROVIDES THE OPPORTUNITY TO MAKE MORE IMPROVEMENTS TO THAT AREA.

UM, THAT'S, UH, CURRENTLY, UM, WHEN I SAID WE WE'VE, WE'RE, WE'RE SEEING ISSUES, UM, DEFINITELY DIFFERENT TIMES A DAY, WHERE THINGS ARE BACKED UP ALL TO, UH, TAYLORSVILLE ROAD, ADDING THAT EXPRESS LANE.

AND, UH, WE'LL BE RETAINING ALL THE LIGHTS WITH THAT ADDITIONAL LIGHT ALL THE WAY FROM THE TAYLORSVILLE UP TO THE HIGHWAY.

AND, UH, JUST NOTICED IN TRYING TO CONTINUE THAT, UH, TIMING BETTER EVEN NORTH OF THE HIGHWAY ITSELF, OH, NOT HAS HAD CONTROL OF THE HIGHWAY TIMING.

AND THAT'S BEEN SOME OF THE ISSUE OF ODAT WOULD LIKE TO GET ALL THE CARS OFF THE HIGHWAY AND MAKE SURE THERE'S NOT STACKING BACK ON THOSE RAMPS.

WELL, THAT TIMING DOESN'T ALWAYS LINE UP WITH OUR TIMING OF GETTING PEOPLE THROUGH THE INTERSECTION ON OLD TROY PIKE.

SO, UH, THAT'S ONE THING THAT WE'VE BEEN WORKING ON OF WORKING WITH ODATA ON, UH, A BETTER TRAFFIC TIMING TO GET THROUGH THAT, TO, UM, RELEASE THOSE, UH, CARS AT A BETTER RATE AND BETTER TIMING AND STAGGERING THEM.

SO THAT'S, THAT'S THE GOOD FLOW THAT GOES THROUGH THAT AREA.

SO, UM, PLANNING COMMISSION RECOMMENDED APPROVAL OF THIS FOUR TO ONE, AND AS MENTIONED, THERE'LL BE A PUBLIC HEARING ON MONDAY.

TROY HAS THOSE LIGHTS AT 70, IF ALL THE OTHER LIGHTS ON OLD TROY GREEN, BUT THOSE ARE RED AND THEY'RE NOT ALLOWING PEOPLE TO MOVE.

THEN WE ENDED UP PEOPLE SITTING IN THE INTERSECTION OF MARILEE AND OLD TROY PIKE.

I SAW THE, THE DRIVEWAY AT THE BACK OF THE PROPERTY THERE, BEHIND THE POND THAT COMES OUT TO TAYLORSVILLE.

I SEE THAT AS MORE OF A DRIVEWAY TO THE RESIDENCE AS I, I SEE IT SERVICES THE, THE NEW PROPOSED BUILDING ON TAYLORSVILLE, BUT IT REALLY APPEARS TO BE MORE OF A DRIVEWAY TO GET BACK JUST TO THE RESIDENCES OF THE, UH, APARTMENTS BACK THERE, PROBABLY ON THE RIGHT.

THAT THEY'RE NOT GOING UP OVER CURBS OF THAT JUMPS TO THE NEXT POINT OF UP AT WAYNE TOWN BOULEVARD.

UM, SO THAT AS TRUCKS ARE TURNING ONTO WAYNE TOWN, THAT'S SOMETHING THAT, UH, YOU KNOW, ANOTHER PIECE TO THIS WE'LL LOOK AT WIDENING THAT CURB RADIUS FOR THOSE TURNS, BECAUSE WE DO HAVE THE TRUCKS THAT ARE TURNING THERE THAT GO UP ON THE CURB AS THEY'RE MAKING THAT TURN.
